2008 Park and Trail Acquisition and Development Capital
Improvement Program (C~)
Attached please find a working draft of the department's 5-year capital
improvement program (CIP). Notable additions or amendments include the
Arboretum Business Park Lot 12 trail, Lyman Boulevard trail improvements,
the Pioneer Trail gap project and initial development of the South Park
Preserve. The Commission has a month or two to work on this draft
document prior to making a recommendation to the City Council. Staff will
review each of the listed projects in detail at the July 24th meeting.
Also attached is an updated park dedication fund history. Revenue estimates
have been reduced significantly with the softening of the development market.
However, yearend balance forecasts remain strong due to an existing cash
balance exceeding $3 million and proposed expenditures closely aligning with
our Income.
The park and trail acquisition and development capital improvement program
is the "master plan" behind the future of our park and trail system. I look
forward to working with the commission on the further development of this
important document.

On July 24, the Park and Recreation Commission continued this item to
August 28, 2007. In doing so, the primary goal of the Commission was to
permit additional time to study and discuss all future proposed CIP items.
This discussion is scheduled to take place in a workshop-style format
preceding the regular meeting on August 28. Staff welcomes the opportunity

to engage the commission in this long range planning effort, but at the same
time, we have an obligation to forward the 2008 Park and Trail Acquisition
and Development CIP to the City Council at the conclusion of your August
meeting.
Staff is recommending that the Park and Recreation Commission approve the
following recommendation to the City Council:
"The Park and Recreation Commission recommends the following seven
items be included in the 2008 Park and Trail Acquisition and
Development Capital Improvement Program:
Lyman Boulevard Upgrade Trail Improvements
Arboretum Business Park/Chanhassen Nature Preserve Trail
The Preserve Trail and Bridge
Hwy 101 North Trail Connection
Lakeside Trail (Lyman Boulevard)
