PRC SUM 2007 08 28CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES AUGUST 28, 2007 Chairman Stolar called the regular meeting to order at 8:10 p.m. after concluding a work session to discuss the capital improvement program that began at 6:00 p.m.. MEMBERS PRESENT: Glenn Stolar, Steve Scharfenberg, Tom Kelly, Thor Smith, Dan Campion, Paula Atkins and Jeff Daniel STAFF PRESENT: Todd Hoffman, Park and Rec Director; and Jerry Ruegemer, Recreation Superintendent APPROVAL OF AGENDA: Kelly moved, Scharfenberg seconded to approve the agenda as presented. All voted in favor and the motion carried unanimously with a vote of 7 to 0. PUBLIC ANNOUNCEMENTS: Jerry Ruegemer reminded the commission of the Dave th Huffman 5K Memorial Run coming up on Saturday, September 8. VISITOR PRESENTATIONS: None. APPROVAL OF MINUTES:Daniel moved, Scharfenberg seconded to approve the verbatim and summary minutes of the Park and Recreation Commission meeting dated July 24, 2007 as presented. All voted in favor and the motion carried unanimously with a vote of 7 to 0. REVIEW DRAFT COPY - PARK AND RECREATION SECTION OF 2030 COMPREHENSIVE PLAN. Todd Hoffman asked the commission to review the park and recreation section of the 2030 comprehensive plan to make sure the overall direction and content of the plan is in keeping with their thoughts. Chairman Stolar suggested additional themes incorporated into the plan such as how the park system contributed to the city's prestige and recognition in Money Magazine, Best Places to Live and Family Circle Magazine; programs to address the issue of childhood obesity; and including Camp Tanadoona under the city's open spaces. Commissioner Daniel asked for clarification on the approval process and public availability of the finished product. No formal action was taken on this item. APPROVE RECOMMENDATIONS TO CITY COUNCIL, 2008 PARK AND TRAIL ACQUISITION AND DEVELOPMENT CAPITAL IMPROVEMENT PROGRAM (CIP). Todd Hoffman reviewed the recommendations for the 2008 Park and Trail Acquisition and Development CIP, amending the staff report by deleting the Highway 101 north trail connection and adding a city information marquee at City Center Park. Park and Rec Commission Summary - August 28, 2007 Scharfenberg moved, Campion seconded that the Park and Recreation Commission recommend the City Council approve the 2008 Park and Trail Acquisition and Development Capital Improvement Program, amended to delete the Highway 101 North Trail Connection at $125,000 and the addition of a city information marquee at City Center Park. All voted in favor and the motion carried unanimously with a vote of 7 to 0. COMMISSION MEMBER PRESENTATIONS: Chairman Stolar reported on the City Council work session he attended where the future needs and forecast for the parks and trails were discussed. Using projections in the 2030 comprehensive plan the city will be approximately 40 acres short in community parks and 12 acres short in neighborhood parks. After reviewing the 10 year CIP, Chairman Stolar noted an item that was missed in the previous motion. Scharfenberg moved, Campion seconded to amend the motion of approval for the 2008 Park and Trail Acquisition and Development CIP to add the Carver Beach Park fishing dock extension. All voted in favor and the motion carried unanimously with a vote of 7 to 0. Campion moved, Daniel seconded that the Park and Recreation Commission recommend the City Council approve the 10 year Park and Trail Acquisition and Development CIP. All voted in favor and the motion carried unanimously with a vote of 7 to 0. RECREATION PROGRAM REPORTS: DAVE HUFFMAN 5K MEMORIAL RUN. Jerry Ruegemer provided an update on the race events and schedule. Commissioner Scharfenberg asked who decides and how the money generated from the event is distributed. FALL PROGRAM UPDATE. Jerry Ruegemer provided an update on the fall programs. ADMININSTRATIVE PACKET. None. Smith moved, Campion seconded to adjourn the Park and Recreation Commission meeting.
