REASON FOR REQUEST: Temporary 40' antenna needed for extended range testing of
wireless sensor network and battery powered wireless measurement products.
The existing range of wireless sensor products can be extended to greater
than 1 mile by remote mounting higher gain omnidirectional antennas
(<24" long) atop 30-40 foot tall poles to achieve line of sight connections
(over treetops). Applications include citywide water & waste systems.
Duration of the test is 4-6 months.
This application must be completed in full and be typewritten or clearly printed and must be accompanied by all information
and plans required by applicable City Ordinance provisions. Before filing this application, you should confer with the
Planning Department to determine the specific ordinance and procedural requirements applicable to your application.
A determination of completeness of the application shall be made within 15 business days of application submittal. A written
notice of application deficiencies shall be mailed to the applicant within 15 business days of application.
This is to certify that I am making application for the described action by the City and that I am responsible for complying with
all City requirements with regard to this request. This application should be processed in my name and I am the party whom
the City should contact regarding any matter pertaining to this application. I have attached a copy of proof of ownership
(either copy of Owner's Duplicate Certificate of Title, Abstract of Title or purchase agreement), or I am the authorized person
to make this application and the fee owner has also signed this application.
I will keep myself informed of the deadlines for submission of material and the progress of this application. I further

A variance is required to erect a 40 foot tall antenna! antenna mast atop the roof of the two-story
office building on the Rosemount, Inc. property at 8200 Market Blvd (PID #251890010).
Standard building code allows only a 15 foot tall antenna which has proven insufficient for our
needs.
Findings for granting a variance to allow a 40' tall antenna atop the two-story office building on
the Rosemount, Inc properties at 8200 Market Blvd, Chanhassen, MN.
. Because of the topography of the surrounding area, a 40 foot tall antenna atop
Rosemount's two-story office building is needed in order to conduct extended range
testing over a period of 2-6 months of Rosemount' s battery-powered, wireless sensor
products and their associated wireless mesh network technology. As it is today, a 15 foot
tall antenna atop the two-story office building would allow only point-to-point wireless
testing and would not allow the extended range testing of wireless mesh network
technology, which is a key element of the new wireless sensor network. Adjacent
properties directly to the north and to the east of the Rosemount, Inc. Chanhassen
property are at higher elevation and have taller structures that block the line of sight radio
transmission path required for extended range (-1 mile). Preliminary testing has shown
that a 32 foot tall antenna mast is not sufficient to provide relief in all directions, but it is
believed a 40 foot tall antenna would be satisfactory.
. Adjacent properties to the north and to the east are at higher elevation and have taller
structures, so that standard a 15 foot tall antenna atop their buildings would provide
considerably better radio reception than at the Rosemount, Inc property.
. The purpose of the variation is to conduct temporary wireless sensor network testing and
the requested variance is not intended to increase the value or the income potential of the
land.
. The difficulty is due to topography and height of surrounding buildings and is not a self-
created hardship.
. Since the site for the antenna is entirely on Rosemount, Inc property and is inaccessible to
the general public, granting the variance will not be detrimental to the public welfare nor
will it be injurious to other land or improvements in the neighborhood.
. The variance will not impair an adequate supply of light or air to adjacent properties. Not
will it substantially increase the congestion of public streets, increase the danger of fire,
endanger the public safety or substantially diminish or impair property values within the
neighborhood. The antenna structure will not be substantially visible outside the
boundaries of the Rosemount, Inc property. The actual antenna is a vertical, monopole
design and is 20 inches long, 5/8 inch diameter and weighs only 8 ounces. It will be
mounted atop a 40 foot tall antenna mast that is estimated to be less than 2 inches in
diameter. The antenna mast will be anchored by multiple guy wires to the roof of the
two-story office building which is 32 feet in height. It will be designed and certified to
meet all applicable building codes.
