1990 07 23BOARD OF ADJUSTMENTS AND APPEALS MINUTES JULY 23, 1990 MEMBERS PRESENT: Carol Watson, Willard Johnson and Don Chmiel. STAFF PRESENT: Paul Krauss, Planning Director and Sharmin A1-Jaff, Planner I. A 45 Foot Setback Variance from a Class B Wetland to Construct a Deck and Three Season Porch Staff presented the staff report. Watson asked staff how the adjacent decks were approved. Staff indicated that the City has been under a lot of pressure, the work loads have been extremely high and there was a limited number of staff at the time they were constructed. Since that time staff has been checking all aspects of the building plan before approval. Watson asked what the difference between a Type II, Type II and Type III erosion control. Staff indicated that Type I is basically a silt fence, Type II contains hay bales and silt fence, and Type III contains a silt fence, hay bales and snow fence. Watson moved to approve Variance #90-4, seconded by Chmiel, with the following condition: ® The applicant shall use Type III erosion control along the edge of the wetland before one shovel of dirt has been moved, Ail voted in favor and the motion carried. Willard Johnson moved, seconded by Watson, to close the public hearing. APPROVAL OF MINUTES Johnson moved, seconded by Watson, to approve the minutes of June 11, 1990. Johnson and Watson voted in favor and the motion carried. Chmiel abstained. The Board adjourned the meeting at 7:25 p.m.
