Dear Ms. AI-Jaff:
Thank you for the opportunity to review the above-referenced preliminary plat application. The
Minnesota Department of Transportation (Mn/DOT) Metro District has reviewed the above-
referenced plat in compliance with Minnesota Statute 505.03, Subd. 2, Plats. Before any further
development, please address the following comments:
Trunk Highway 101 TUrIlback:
The preliminary plat includes a portion of the old TH 101 (temporary trunk highway). This is
a north/south section running through the middle of the proposed development. The TH can
be removed from Mn/DOT jurisdiction with a turnback to the City, or the vacation of the
road. One of these two options must be completed by Mn/DOT prior to the City vacating the
land and transferring the title to the developer. The turnbacks for this area are not yet
scheduled because the project is still under construction.
Mn/DOT acquired access control along the north, east, and most of the south sides of the
development. A private drive access will not be permitted along the east side of the site, as
access control was acquired by Mn/DOT. However, if the access is to be a public street,
then access could be allowed to the new TH 101 by a Commissioner's Order, only. The City
would have to apply for a permit to build the street, and once it is built, the Orders would be
amended.

Traffic:
The proposed location ofthe new roadway is acceptable. Turn lanes were constructed on TH
101 with the intent that there would be a City street connection at this location. It is
recommended that there not be a 3-way stop controlled intersection leading in to the Kwik
Trip. The location of the intersection is approximately 250' from the signalized intersection,
which leads to concerns there will be operational issues with the 3-way stop located so close
to the signalized intersection. For questions regarding these comments, please contact Sheila

Design:
The plans show the eastbound and westbound thru lanes from the new development crossing
TH 101. However, the thru lanes do not line up with the lanes on the east side ofTH 101.
The eastbound and westbound thru lanes from the development line up with the medians.
This may cause confusion and unnecessary weaving in the intersection. Please realign the
lanes to eliminate any confusion while crossing the intersection. For questions regarding

Right-Of-Way:
The proposed storm water pond access road, the project identification sign 4A, and a couple
of lights are located on Mn/DOT right-of-way. These must be relocated off the right-of-way.

Surveys:
The plat should identify adjoining Mn/DOT plats, right-of-way, and boundary comers. For

Drainage:
A drainage permit will be required. The developer will need to submit current plan sheets
and hydraulic computations. This includes hydrologic and hydraulic calculations for existing
and proposed conditions at the 10 and 100 year storm events. The plans should also include
drainage area maps for existing and proposed conditions that include flow arrows. Drainage
patterns must not change, and rates of runoff must be perpetuated to the MnlDOT right-of-

Permits:
As mentioned previous, a drainage permit will be required. Any work impacting MnDOT
right of way requires a permit. Permit forms are available from MnDOT's utility website at
www.dot.state.mn.us/tecsup/utilitv. Please include one full-size plan set, and an 11 x 17 inch
plan set for each permit application. Please direct any questions regarding permit

Mn/DOT document submittal guidelines require three (3) complete copies of plats and two (2)
copies of other review documents including site plans.
Failure to provide three (3) copies of a plat and/or two (2) copies of other review documents will
make a submittal incomplete and delay MnlDOT's 30-day review and response process to
development proposals.
We appreciate your anticipated cooperation in providing the necessary number of copies, as this
will prevent us from having to delay and/or return incomplete submittals.
