PC SUM 2008 06 03 CHANHASSEN PLANNING COMMISSION WORK SESSION SUMMARY MINUTES JUNE 3, 2008 MEMBERS PRESENT: Kurt Papke, Kathleen Thomas, Debbie Larson, Mark Undestad and Denny Laufenburger MEMBERS ABSENT: Dan Keefe, Kevin Dillon STAFF PRESENT: Kate Aanenson, Community Development Director; Bob Generous, Senior Planner; Sharmeen Al-Jaff, Senior Planner; and Angie Auseth, Planner I DISCUSSION OF CITY CODE UPDATES CORRELATING TO THE ADOPTION OF THE 2030 COMPREHENSING PLAN Kate Aanenson gave an update of the 2030 Comprehensive Plan stating that it was sent up to the Metropolitan Council with the intent of it being adopted summer of 2008. Kate Aanenson gave a presentation of the Visual Interactive Code on the City’s webpage. This will incorporate graphics and drop down boxes, with definitions, to further explain portions of the City Code, i.e. setbacks, dock setbacks. The intent is to create a more user friendly City Code for residents. A concern regarding the Visual Interactive Code was the maintenance of the code and making sure changes are updated both in the text as well as the drop down boxes and graphics. Kate Aanenson responded stating that the Chanhassen City Code is maintained by the Municipal Code Corporation and they will maintain all changes to the code. Angie Auseth presented possible code changes regarding permanent and temporary signage. See staff report dated June 3, 2008. Staff discussed the addition of language pertaining to administrative subdivision of a lot with an approved Conditional Use and/or an Interim Use Permit. Staff discussed adding language requiring a Pre-Application meeting prior to formal submittal for all development review applications. Staff submitted a proposal showing the buffer yard incorporated into the required setbacks. Staff submitted a proposal to increase the height of buildings in the Neighborhood Business District. Staff also discussed designing standards within the general supplemental section of the City Code for drive-thru windows (banks, pharmacies, etc.) rather than require a conditional use permit for each use. Planning Commission Summary – June 3, 2008 Staff submitted a matrix of all the commercial uses permitted in each zoning district. Staff is proposing to consolidate the Central Business District and the General Business District and add two new commercial zoning districts. Staff will submit a map to the Planning Commission showing this proposed change in the City at an upcoming meeting.
