PRC SUM 2008 05 28 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES MAY 28, 2008 Acting Chair Stolar called the meeting to order at 7:30 p.m. MEMBERS PRESENT: Glenn Stolar, Steve Scharfenberg, Scott Wendt, Thor Smith and Dan Campion. Jeff Daniel arrived late to the meeting. MEMBERS ABSENT: Tom Kelly STAFF PRESENT: Todd Hoffman, Park and Rec Director; and Jerry Ruegemer, Recreation Superintendent APPROVAL OF AGENDA:Scharfenberg moved, Smith seconded to approve the agenda as presented. All voted in favor and the motion carried unanimously with a vote of 5 to 0. PUBLIC ANNOUNCEMENTS: Todd Hoffman thanked everyone involved in the ground breaking ceremony for the veteran’s monument on Memorial Day in City Center Park and st invited the Commissioners to the ribbon cutting ceremony on Saturday, May 31 for the off leash dog park. Commissioner Stolar asked about timelines for the concert series and farmers market. VISITOR PRESENTATIONS: Mark Jensen, a Boy Scout with Troop 44 in Excelsior, Minnesota outlined the scope of his Eagle Scout project to replace the baseball benches at Carver Beach Park playground and install a handrail along the steps at the main beach on Lotus Lake. Commissioner Scharfenberg suggested talking to the Minnesota Landscape Arboretum about the possibility of donating hostas. Todd Hoffman suggested he talk to the Chanhassen Lion’s who have a hosta garden. Scharfenberg moved, Smith seconded that the Park and Recreation Commission adopt Mark Jensen’s Eagle Scout project as presented. All voted in favor and the motion carried unanimously with a vote of 5 to 0. APPROVAL OF MINUTES: Wendt moved, Campion seconded to approve the summary minutes of the Park and Recreation Commission meetings dated April 22, 2008 and May 14, 2008 as presented. All voted in favor and the motion carried unanimously with a vote of 5 to 0. DISCUSSION REGARDING THE NUMBER OF ATHLETIC FIELDS WITHIN THE COMMUNITY. Todd Hoffman provided an update from the previous night discussion of the City Council with Steve Pumper, Director of Finance and Operations from District 112, who made his best appeal Park and Rec Commission Summary - May 28, 2008 to the City Council to jump on board and partner with the school on the baseball/softball/town ball project. It was noted that much of the council’s discussion was based upon the fact that they did not have a recommendation from the Park Commission in front of them, so they felt uncomfortable moving forward. Todd Hoffman provided background information on the number of athletic fields within the community. Commissioner Smith asked if there were any possible sites adjacent to existing parkland that could be acquired or expanded. Commissioner Scharfenberg asked Jerry Ruegemer to explain how the scheduling is done for the athletic fields. Commissioner Campion asked what other fields could be lit. Commissioner Smith asked about the long term plans for the Instant Web site. Commissioner Stolar asked about the possibility of using bonding authority to purchase additional parkland. Commissioner Scharfenberg asked for clarification on how Chaska’s scheduling process compares to Chanhassen. Commissioner Wendt asked about possible land opportunities along Highway 212 and using neighborhood parks. Chair Daniel agreed with the possibility of using neighborhood parks down the road if needed for youth ball, citing examples from South Tonka. Todd Hoffman suggested the commission tour possible sites in June. RECREATION PROGRAMS REPORTS: LAKE ANN PARK SUMMER SCHEDULE. Jerry Ruegemer updated the commission on the programming scheduled this summer at Lake Ann Park. Commissioner Stolar asked for an update on the progress of the Parkview picnic shelter. 2008 SUMMER PROGRAMS. Jerry Ruegemer presented the programs being offered over the summer as an informational item. THTH JULY 4 25 ANNIVERSARY COMMEMORATIVE BROCHURE. Jerry Ruegemer th reviewed a copy of what will be included in the 25 anniversary commemorative brochure. 2008 ADULT SOFTBALL LEAGUE. Jerry Ruegemer presented this as an informational item. ADMINISTRATIVE PRESENTATIONS: CHANHASSEN VETERANS MONUMENT GROUNDBREAKING. Chair Daniel thanked city staff and Commissioner Scharfenberg for their participation in organizing the event. Todd Hoffman outlined the process going forward of designing and constructing the monument. JUNE PROJECT TOURS AND PICNIC. The commission discussed dates and times for the project tours. It was decided that commission members would send available dates to Todd ththth Hoffman for the week following the 4 of July celebration (July 6 through the 10). Commissioner Scharfenberg asked for clarification of the request by the City of Shorewood that the City of Chanhassen participate in capital improvements in Cathcart Park. COMMISSION MEMBER COMMITTEE REPORTS. Commissioner Campion reviewed his email summarizing the symposium he attended last month, noting the best idea he heard was the suggestion of an annual meeting with neighboring park and recreation associations to share ideas or projects. 2 Park and Rec Commission Summary - May 28, 2008 COMMISSION MEMBER PRESENTATIONS. None. ADMINISTRATIVE PACKET. Todd Hoffman advised the commission of a request for an additional tennis court at Roundhouse Park. Commissioner Scharfenberg asked about attendants at the skate park over the summer. Scharfenberg moved, Campion seconded to adjourn the meeting. All voted in favor and the motion carried unanimously.
