I have seen snowmobilers ignore stop signs at the intersection, use my neighbor's retaining walls as jumps, ride from the. street onto city park property,rideat excessive speeds on the street, and tear through the neighborhood in the middle of the night when people are trying to sl~ep. It is both a nuisanceand a safety hazard. .. The behavior I've described is already illegal, but its very difficult for the police to catch the offenders in the act. The proposed restrictions will make it much easier for law enforcement to crack down on them. [be snowmobilers I seeonthe streets seem to primarily be young, irresponsible, and incbnsiderate. I think that responsible snowmobilers don't wish to annoy their neighbors by riding thtough the neighborhood and trailer their sleds to locations with proper trails instead. Snowmobilingwas.appropriate in Chanhassen when I moved here in 1986. There were lots of open spaces back then' and designated trails. Today, those open spaces have been filled with housing. Like it or not, the Chanhassen of today bearsfar more resemblance to Eden Prairie than it does to Mayer or .Watertown and our ordinances with regard to motorized recreation within the city should reflect that the Same way that Eden Prairie's regulations do. I see it as a simple matter of commonsense. I urge you to approve the proposed ordinance. "Dogs that were off leash were running up to people, mainly on the paths. We've had kids knocked out6f their strollers, kids knocked off their bikes," Bloom said. She's favored getting rid of the voice command areas and also cre- ating designated, fenced-in off- leash areas. She said it's difficult to enforce a voice-command area that isn't' well marked. And ,there isn't much definition of what voice command means, Bloom said. "We have dog owners whose dogs are 50 feet to 100 feet away and 'they feelthey're under voice command' because they'll come ' back," Bloom said. H,owever, rather than banning voic~ command privileges, city staff:will more likely suggest a clar- ification of the ordinance and will pursue discussion of at least one fencbd, multi-acre dog park in the city. , '1\ lot of the problem with the park regulation as it stands now is it's very vague," said Perry Vetter, parks and trails manager. For instance, he said, it's now illegal to have a dog in a park park- ing lot, even on a leash. And while woods may look unmaintained, he said, oftentimes city crews remove buckthorn or do other work there, making the language of the ordi- nanCe unclear. After hearing feedback, since May: from dog owners who enjoy lettirig, pets off the leash, the city will likelY continue to allow dogs to be, turned loose ort voice com- mand, at least in the short term" Vetter said. And Vetter said it takes time to refill mutt mitt stations, and that it would be a great benefit to the city if people would adopt the stations, as has been done by one resident. Vetter said thatthe feces consti- tute a known water pollutant that the city could be doing something about. "Here's a known source of a pathogen that can enter a water system. If, we know something about it we should do something aboutit," he said. Vetter and Bloon: said more pet owners have been picking up after their pets since the May meeting. "I do believe after the May meeting the regulars at Purgatory Park have policed themselves quite a bit," Bloom said. Differing dog owners After the dog jumped up ohto Jorgenson, the owner 'showed littl~ concern, she said. '1\11 the 'owner said'was, 'Weli, your jacket's alright:" Jorgenson said. She said she would favor an off leash area and requiring dogs to be on leash in the rest of the city. "I understand the needs of pets but I also think that owners need to be responsible.It's really not fair now. I'm an adult and I'm a'little bit concernedyvhen I walk by the places where I've had dog encoun- ters. And I think a small 'child would be terrified," Jorgenson said.
