Conditions of Approval
I have reviewed the subdivision request by United Properties, LLC/Timothy and
Dawne Erhart for a Fairview Chanhassen Medical Center located at the
southeast comer of Powers Boulevard and Highway 212. The property is
adjacent to a 37 -acre park preserve acquired by the City in 1998 and is situated
at the intersection of four separate trail corridors.
PARKS
A primary component of the 1997 Park, Open Space and Trail Referendum was
the acquisition of a large, highly desirable parcel of open space. The "Fox"
woods located nOl1h and east of the proposed Fairview Centre contains the
largest forested preserve in the city's park system. Collection of a park
dedication fee in lieu of acquisition of additional open space as a condition of
approval for the Fairview project is recommended.
TRAILS
· Powers Boulevard Trail: This existing section of trail was installed
concurrent with the extension of Powers Boulevard. This trail transports
people north and south between the proposed access road and the on/off
ramp at Highway 212.
· Access Road Trail: Designation and construction of this 10-1'1. wide trail on
the north side of the proposed access road is consistent with the
comprehensive plan and, when extended east, will serve as an important
east/west trail connection between Powers Boulevard and Highway 10 1.
· North Trail: Construction of the 10-1'1. wide "North Trail" as a condition of
approval of this subdivision will satisfy an imp011ant pedestrian connection.
The intersection of Powers Boulevard and the Highway 212 on/off ramp will
serve as a key trailhead location in the future. An extensive trail system will
be developed in the park preserve serving as a primary attractor to this area.

In addition, a future second regional trail connection will extend from this
intersection northeast along a large wetland and running parallel with
Highway 212. This particular section of trail will extend to the intersection
of Highway 101 and Lyman Boulevard serving as a commuter bikeway in
addition to a recreational trail.
The cunent design as shown in the plan set for the North Trail is not ideal.
Assuming that the MnDOT right-of-way at this location will remain fenced,
the trail should be set back a minimum of 3 feet from the fence to safely
allow for winter plowing and snow storage. Similarly, a minimum 3-foot
boulevard (6 feet or more being preferred) should be maintained between the
trail and the parking lot, again for winter maintenance and snow removal,
but more importantly to create an aesthetically pleasing and inviting trail
con-idor and property boundary.
· East Trail: Construction of a future trail east of the Fairview lot and
paralleling an existing wetland will connect the access road with the park
preserve. An easement over this area should be acquired at this time to
accommodate this trail.
RECOMMENDA TION
It is recommended that the following conditions of approval regarding parks and
trails be applied to the Fairview Medical Specialty Centre:
PARKS
1. Payment of the full park dedication fee in force at the time of final plat
approval and prior to recording.
TRAILS
2. Construction of the lO-f1. wide bituminous Access Road Trail and the
North Trail. The North Trail plans shall be modified to allow for
appropriate boulevard areas for winter plowing, snow storage and
aesthetics.

Parks, Open Space and Trail System Plan
I have reviewed the Carver County Parks, Open Space and Trail System draft
comprehensive plan. The County should be commended for assembling a well-
organized and thorough document capable of guiding development in these areas
into the future. My comments are as follows:
Section 3 - Parks and Open Space System Plan
Pages 3.24 & 3.25
An existing pedestrian trail connection between a City property, Herman Field
Park and Minnewashta Regional Park may be noted by inference, but in the best
interest of the public, should be included in the County's master plan.
Acknowledgement and improvement of this connection will lead to improved
awareness of this convenient access from neighborhoods north of the park leading
to increased parkuse.Itis also the City's desire to see a future local trail
connection to the expanding neighborhoods south of the park included inthe
parks master plan.

Page 3.49 - Disc Golf Course
It is noted that typically only one disc golf course would be provided in each regional park
district. The County already maintains a course at Baylor Regional Park. The City would
welcome the opportunity to partner on a second course within the Carver County System at
Minnewashta Regional Park. Through resident input and feedback we are aware of a significant
interest in expanded disc golf opportunities in Eastern Carver County.
Section 4 - Trail and Bikeway System Plan

We do not concur that the Highway 101 North Trail in Chanhassen offers a less than compelling
trail experience, which likely reduces the level of use it receives. This trail was the most widely
sought-after section of trail in the community leading to its' construction in 2002, assisted by a
$500,000 grant from the State of Minnesota.
Page 4.22 - Equestrian Trails
The City of Chanhassen receives numerous inquires concerning the lack of equestrian trails in
the area. On a county-wide basis horse ownership and interest in facilities associated with
recreational riding compounds significantly. We encourage the inclusion of equestrian trails in
the County's master planning efforts.
Section 6 - Local Systems Connections
Page 6.14 - Figure 6.4 City of Chanhassen Trails Map with Regional Trail Corridors Overlaid
The map depicted is a "Future Possibilities" map describing park and recreation planning ideas
expressed during our public open house sessions. This map needs to be replaced with a current
park and trail master plan. A note recommending a regional trail connection through the
Minnesota Landscape Arboretum should be reviewed with the University of Minnesota.

The Metropolitan Council received the City's Comprehensive Plan Update (Plan) on June 3,
2008. The Plan was found incomplete on June 23, 2008. The City submitted supplemental.
materials to the Council on August 6, 2008. Council staff now finds the City's Plan complete for
reVIew.
In accordance with state law, the Council has 120 days to complete its formal review of the Plan.
Comprehensive plan reviews go to the Council's Community Development Committee (CDC)
and then to the Council for action. A copy of the draft report will be forwarded to you for your
information when the report is mailed out to the committee. You and any other community
representatives are invited to attend the CDC meeting in order to answer questions and help
Council members understand the matter from the community's perspective.
