1. Request for subdivision approval with a variance to divide a 13.16 acre lot into two lots on
property zoned BF, Business Fringe District and 1~ at 10500 Crre~ Plains Boulevard,
Paws, Claws & Hooves, Inc.
2. Request for a fixmt yard setback variance for the consm~on of a deck for the American
Legion Post 580 on pmpe~ zoned BN, Neighborhood Business and located at 290 Lake
Drive East.

Consider a request for:
Phase I - Replat of an outlot into two lots. Site Plan review for the construction of a Car
Wash, Coffee shop/Convenience/~ Station, and strip mall, a conditional use permit to
allow a convenience store with gas pumps, on ~ zoned PUD with variances and a
PUD amendment to allow a drive through. The total lot area is 2.84+_ acres. The site is
located northeast of the intersection of Highway 5 and Century Boulevard and south of
West 78~ Street, Clearw~ Development.
Phase H - Replat of an outlot into a lot. Site Plan review with variances for a multi-
tenant building (a cond/fional use permit has been granted for cons~on on the site
which falls within the Bluff Creek Overlay District) on ~ zoned PUD. The total
lot area is 1.95 acres. The site is located approximately 240 feet east of the intersection of
Highway 5 and Century Boulevard and south of West 78m Street, Clearwater
Development Group.

The purpose of the work session is to be informed about the proposed redevelopment of
the Bowling Alley site. It is staff's intent to ultimately develop a Planned Unit
Development District for this site. This PUD would establish the permitted uses and
design standards. Following is the outline for discussion purposes.

Highway 101 Neighborhood Traffic Meeting
Project Leadfoot
BACKGROUND
On June 2, 2003, City Staff along with representatives from the Mn Department
of Transportation (Mn/DOT) and Sgt. Jim Olson of the Carver County Sheriff's
Office met with some of the property owners along Highway 101 to discuss the
traffic in the area.
The property owners have requested a reduced speed which was not approved by
Mn/DOT based on the speed study they conducted.
Staff approached the meeting with the following objectives:
1. Identify the neighborhood concerns that motivated the request for reduced
speed.
2. Work with the neighborhood to identify potential solutions or mitigations
as alternatives to reducing the speed limit.
3. Lay groundwork to begin initiating thc itemg iden~
MEETING OUTCOME
The neighborhood expressed unanimously that they had no interest in Project
Leadfoot or any cooperative effort With thc City or Carver County Sheriff's
Office that did not include implementation of a 30 m.p.h, speed limit.
The property owners present requested that thc City Council take action to
escalate the request for a reduced speed limit. Thc Mn/D~ representatives
stated that a stronger resolution would have no impact on the findings of the study
and that the City could pursue a political solution if it desired through contacting
our local legislators as well as Lieutenant Governor/Commissioner of
Transportation Carol Molnau to see ff a lowered speed limit can be achieved
through those channels.
