PRC SUM 2009 04 28 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES APRIL 28, 2009 Chairman Daniel called the meeting to order at 7:30 p.m. MEMBERS PRESENT: Jeff Daniel, Elise Ryan, Steve Scharfenberg, Tom Kelly and Glenn Stolar MEMBERS ABSENT: Thor Smith and Scott Wendt STAFF PRESENT: Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent; Dale Gregory, Park Superintendent; Dean Schmieg, Park Foreman; Rob Heinen, Light Equipment Operator; and Charlie Eiler, Light Equipment Operator. APPROVAL OF AGENDA: Kelly moved, Scharfenberg seconded to approve the agenda, amended to include a presentation of a proposed bike route for the council/commission bike trip and discussion of a student representative on the Park and Recreation Commission. All voted in favor and the motion carried unanimously with a vote of 5 to 0. PUBLIC ANNOUNCEMENTS: Jerry Ruegemer discussed Park Pride Day and the City’s nd Arbor Day celebrations scheduled for Saturday, May 2. VISITOR PRESENTATIONS: None. APPROVAL OF MINUTES: Scharfenberg moved, Kelly seconded to approve the verbatim and summary minutes of the Park and Recreation Commission meeting dated March 24, 2009 as presented. All voted in favor and the motion carried unanimously with a vote of 5 to 0. CITY COUNCIL APPOINTMENT OF ELISE RYAN TO A THREE-YEAR COMMISSION TERM AND RE-APPOINTMENT OF JEFF DANIEL TO A THREE- YEAR COMMISSION TERM. Chairman Daniel welcomed Elise Ryan as the newest member to the Park and Recreation Commission. FOCUS ON PARK AND TRAIL MAINTENANCE. Todd Hoffman outlined the various departments and divisions that operate within the city’s parks and recreation organization and explained how the calendar was set to present those various departments throughout the coming year. The topic for this meeting was the park and trail maintenance department and discussing the accomplishments and responsibilities on an annual and daily basis. A slide show was presented on the various projects completed by the park and Park and Recreation Summary - April 28, 2009 trail maintenance department. Commissioner Stolar asked how much this department works with the city’s engineering and street departments. Commissioner Scharfenberg asked about the big projects scheduled for 2009 and the daily obstacles. Commissioner Kelly asked about trail inventories. Chairman Daniel asked about the timing and number of people it takes to plow the 70 miles of trails. PROPOSED ROUTE FOR THE CITY COUNCIL/COMMISSION MEMBER BIKE RIDE. Commissioner Kelly presented a proposed bike route for the council and commission members bike tour scheduled for sometime in June. RECREATION PROGRAM REPORTS: 2009 EASTER EGG CANDY HUNT EVALUATION. Jerry Ruegemer presented the evaluation for this year’s Easter Egg Candy Hunt. Chair Daniel asked how this year’s number of participants compared with the previous 5 to 7 years and suggested having a few eggs hidden with prizes in them. 2009 CHANJAM EVAULATION. Jerry Ruegemer reviewed the 2009 ChanJam event, suggesting that next year using a panel of judges as opposed to a decibel meter to determine the winners. Commissioner Ryan asked if the event is held in April each year and when the marketing begins. Commissioner Stolar asked what is awarded to the second place band and suggested publicly thanking Dave Ryan for emceeing the event. Chair Daniel asked about feedback from the bands and the balance of the audience members from the different schools. He also suggested having the event recorded by area high school audio visual club members which can then be converted to a DVD or CD. Commissioner Stolar asked about having the winning bands play in the Concert in the Park series. TH 2009 4 OF JULY CELBRATION PREVIEW. th Jerry Ruegemer provided an update on the planning process for the 4 of July celebration events. Commissioner Stolar suggested changing the wrist bands system for the carnival rides. Commissioner Kelly asked about the possibility of adding more rides. Chair Daniel asked about the logo. ADMININSTRATIVE PRESENTATIONS: CHANHASSEN VETERANS MONUMENT DEDICATION CEREMONY. Todd Hoffman reminded commission members to volunteer and attend the Veterans Monument th dedication ceremony which will be held on Memorial Day, Monday, May 25 at 5:00 p.m. Jerry Ruegemer provided an update on the planning process for the event. 2 Park and Recreation Summary - April 28, 2009 COMMISSION MEMBER COMMITTEE REPORTS. None. COMMISSION MEMBER PRESENTATIONS: Chair Daniel brought up for discussion the topic of a youth representative sitting on the Park and Recreation Commission and the use of student focus groups for specific events. Todd Hoffman clarified that the desire of the mayor was to keep it to the use of a task force or focus groups. Commissioner Stolar explained how the Eden Prairie Park and Recreation Commission and Minnetonka School Board use student representation on their boards. ADMINISTRATIVE PACKET: Steve Scharfenberg informed the commission members how they could become involved in the new Stormchasers Booster Club, of which he is a member of the membership committee. Todd Hoffman brought to the commission’s attention a new piece of parkland that was acquired by the City and approved by the City Council at the previous night’s meeting. Stolar moved, Kelly seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
