Approve Recommendation to City Council, 2010-2014 Park and
Trail Acquisition and Development Capital Improvement Program
Attached please find an updated 2010-2014 Park and Trail Acquisition and
Development Capital Improvement Program. A number of significant changes are
being recommended since the commission's last review in July.
. Deletion of the Pioneer Boulevard Gap Trail - $1,000,000: The estimated
cost of this initiative exceeds our ability to complete this section of trail as a
standalone project. I am advising that this trail be deferred until such time that
this section of Pioneer Trail is redeveloped.
. Addition of the Highway 41 Pedestrian Stairway in 2010 - $100,000:
Per the direction of the commission, the Highway 41 pedestrian stairway was
added in 2010 in anticipation that Carver County will initiate construction of the
larger Highway 41 trail project in the same year. Staff has requested the County
include the stairway as an add/alternate to their contract so that the two projects
will coincide.
. Increasing the Highway 41Pedestrian Underpass/Trail Grant Match from
$125,000 to $400,000 and Moving the Project from 2011 to 2010: Carver
County has contacted the city to request that we split the cost of the professional
services associated with the design, construction document preparation, bidding,
and in-construction services associated with the
Highway 41 Pedestrian Underpass/Trail Grant Match Project. In addition, they
are predicting that the final cost of constructing the 2.25 miles of trail and
highway underpass will exceed the initial estimate of $1,250,000. They are
requesting that we split any additional construction costs above this amount.
Remember our original agreement was that we each pledge $125,000 in order to
qualify for a $1,000,000 grant. Under our current agreement, both the county
and city would be dedicating $400,000 towards the project for a total project
cost of $1,800,000.
. Increasing the Bluff Creek Drive Gap Trail from $350,000 to $390,000 and
Moving the Project from 2010 to 2011: The Brauer and Associates cost
estimate for this section is $387,069.30. I am recommending that you keep this

project and the Arboretum Trail project paired, but delayed by one year, in order
to capture the efficiencies afforded a larger project.
. Moving the Chanhassen Nature Preserve Trail, Final Phase from 2011 to
2012 ($90,000): With the current economy, I have received no indications that
development of the industrial/commercial lot that will trigger the construction of
this section of trail is imminent.
. Increasing the Highway 101 North/Pleasant View Road Trail Connections
from $175,000 to $400,000 and moving the project from 2011 to 2013: The
Brauer and Associates cost estimate for this section of trail is $402,391.12. I am
recommending that this project be delayed until 2013 in hopes that the capacity
to produce park funds recovers by that time.
. Increasing the Pedestrian Trail to the Arboretum from $200,000 to
$500,000 and Moving the Project from 2010 to 2011: Brauer & Associates
has estimated that the pedestrian trail to the Arboretum, as presently planned
with an at-grade crossing of Highway 41, to cost $715,842.80. This estimate far
exceeds our initial projection of $200,000. We are also continuing to investigate
the potential of replacing the at-grade crossing with a box culvert located just
south of the intersection of Highways 5 and 41. The need to continue the
investigation into the feasibility of building an underpass at this location, in
addition to the need to seek out partnering funding sources for this trail
connection, is leading me to recommend that this project be delayed for one year
- until 2011.
. Addition of City Center Park Band Shell, Poles, and Fabric in 2010 -
$45,000: The new performance stage associated with our City Center Park area
has been a great success. The addition of a fabric and metal pole-style band
shell will continue the tradition of affording high quality facilities to the public
throughout this area. The fabric band shell will add architectural character to the
park, identify it as a performance area, and provide sun and wind protection for
performers.
. Increasing the Allocation for New Trees from $10,000 to $25,000 Annually
as a Strategy to Manage the Eventual Onset of the Emerald Ash Borer: The
emerald ash borer is close at hand (St. Paul). As much as we value our ash trees
in the community, they do not stand a chance against the arrival of this
unwelcome pest. In order to mitigate the eventual loss of the community's ash
trees, it is in the public's best interest to step up our planting plan for new trees.
