SUMMARY MINUTES
JULY 28, 2009
Chairman Daniel called the meeting to order at 7:50 p.m.
MEMBERS PRESENT:
Jeff Daniel, Tom Kelly, Glenn Stolar, Steve Scharfenberg, and Elise
Ryan

PUBLIC ANNOUNCEMENTS:
Todd Hoffman discussed the City of Chanhassen receiving

the designation by Money Magazine as the 2 best small city in America.
VISITOR PRESENTATIONS:
None.
APPROVAL OF MINUTES:Scharfenberg moved, Smith seconded to approve the
verbatim and summary minutes of the Park and Recreation Commission meeting dated
May 27, 2009 as presented.
RECREATION PROGRAM REPORTS:

2009 FOURTH OF JULY CELEBRATION.
John Stutzman provided a review of the 4 of
July events and asked about suggestions for next year. Commissioner Stolar suggested
partnering with the Rotary Club in the t-shirt sales and changing or decreasing the layout of
tables to make them more accessible. Commissioner Kelly suggested changes to the prize board
operations to make it more efficient.
2009 KLEINBANK SUMMER CONCERT SERIES.
John Stutzman reported on the summer
concert series sponsored by KleinBank. Commissioner Ryan suggested that next year more
concerts for kids be provided over the noon hour.
PARK AND TRAIL MAINTENANCE REPORT.
Dale Gregory was not present at the
meeting. Commission members had no questions or comments on his report.
SENIOR CENTER REPORT.
Sue Bill provided highlights of senior center activities over the
summer months.

RECREATION CENTER REPORT.
Jodi Sarles reported on summer activities at the rec

center, reminding everyone that it will be closed for maintenance from August 21 through the
day after Labor Day.
RECOMMENDATION TO CITY COUNCIL, 2010 THROUGH 2014 PARK AND TRAIL
ACQUISITION AND DEVELOPMENT CAPITAL IMPROVEMENT PROGRAM (CIP).
Todd Hoffman presented the staff report on this item. Commissioner Ryan suggested increasing
the annual amount for trees to address the ash borer disease. Commissioner Stolar suggested
carrying the annual amounts for benches and trees out to 2014. He asked for discussion about
the addition of $45,000 for a band shell at City Center Park which is scheduled for 2010 and the
expansion of a concession stand at Lake Ann Park. Todd Neils addressed the expected timeline
for expansion of the concession stand at Lake Ann Park and the number of participants in the
baseball and softball programs. Chair Daniel suggested staff look at the cement skate park in
Mound. Commissioner Scharfenberg asked the commission to discuss whether putting a band
shelter at City Center Park detracts from the open feeling of the park and the veterans monument.
The commission went through each of the individual parks looking for suggestions or changes to
the 5 year CIP, specifically discussing plans for Herman Field Park, the Kerber Pond trail, Lake
Ann Park, Roundhouse Park, clarification of the Manchester Park Phase I development,
Highway 41 underpass and trail connections.
TRANSPORTATION ADVISORY BOARD (TAB), CHANHASSEN BIKE TOUR.
Todd
Hoffman invited commission members to join in a bike tour with Met Council and Carver

County Board members on September 11.
COMMISSION MEMBER COMMITTEE REPORTS.
None.
COMMISSION MEMBER PRESENTATIONS:
Commissioner Kelly asked if the cancelled
bike tour in June will be rescheduled and for an update on the city hosting a half marathon in the
future. Commissioner Scharfenberg asked for an update on the Miracles for Mitch triathlon and
asked staff to study the possibility of a second access at Lake Ann Park. Jerry Ruegemer
provided updates on upcoming activities for the remainder of the year.
ADMINISTRATIVE PACKET.
Todd Hoffman asked that commission members review the
City’s Annual Report on the Park and Recreation Department.
Scharfenberg moved, Kelly seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 5 to 0. The Park and Recreation Commission
meeting was adjourned.
