Chairman Andrews called the meeting to order at 7:00 p.m.

APPROVAL OF MINUTES
Approval of October 24, 1995 Summary Minutes. Moved by Commissioner Lash, seconded by
Commissioner Roeser. All voted in favor. Motion passed unanimously.
PROPOSED RESIDENTIAL PLAT
Request for preliminary plat of 8.35 acres into 12 lots and I outlot and associated right-of-way;
. a variance for street grade of 10%; and a variance to wetland setback of20 feet for Lots II and 12;
property is located on the east side of Yosemite at the Chanhassen-Shorewood city limits. The
project is known as Knob Hill, John Knoblauch.
Following commission discussion, Commissioner Roeser moved, Commissioner Scott seconded
the motion to recommend the City Council require the following condition of approval in regard
to parks and trail for Knob Hill:
1. Full park and trail fees be collected per city ordinance in lieu ofland dedication and/or
trail construction.
PROPOSED RESIDENTIAL PLAT
Request to rezone 222,580 sq. ft. of property zoned A2, Agricultural Estate to RSF, Residential
Single Family and preliminary plat approval into 7 lots and a 20 ft. front yard setback variance. The
property is located on the east side of Galpin Blvd. just south of Luke wood Drive, Dempsey
Addition, Timothy Dempsey.

Commissioner Lash made the following presentations:
She informed the commission that she received a call from a member of the Chan/Chaska
Hockey Association who was extremely upset with the postponement of city project RA 492, Ice
Hockey/Skating Rink Improvements, Chanhassen Recreation Center, North Lotus Lake Park.
Secondly, she asked the director to make inquiry with members of the Chanhassen PTO
regarding the future purchase of additional playground equipment at Chanhassen Elementary.
Chairman Andrews informed the commission that during the 1996 summer season, no soccer
play will be allowed on the football field at Minnetonka High School.

approve Items a, band c, as well as few changes for the small conference room as stated in a
memorandum dated November 22, 1995, from Dawn Beitel, Recreation Supervisor to Todd
Hoffman, Park and Recreation Director. These fees are for:
a. Gym rentals
b. Punch cards.
c. Community rooms.
Commissioner Lash moved, Commissioner Meger seconded to adjourn the meeting. The

Establish 1996 Group Picnic Reservation Fees

The 1995 picnic season was another record year for our department. A total of 108 picnics were
booked, generating $6,744.50 in revenue. It is st s recommendation that the same picnic
prices be established for the 1996 season. This be the third year in a row that prices
maintained the same. A price increase of at should be considered for the 1997 picnic
season. The following rates are listed below and approval from the Park and
Recreation Commission.

Chanhassen Recreation Center
The Chanhassen Recreation Center continues to . k up speed, particularly on the weekday
evening and weekend shifts. Promotion is one ~ top items we are focusing on and we'll be
using our local newspapers, as well as letters di ct~g towards different clientele throughout the
next two months. Following the results oftheCity cOuncil meeting on December 11, a new rate
card will be distributed towards the business/cOrporate community and a plan of action for
implementing the additional recommendatioris will bec::pordinated as well.
As of the end of November, a total of$1 1;825 has been received at the Recreation Center in
rentals and punch card fees. Keep in mil1d that we have ript collected on a large portion of
. business/corporate users due to the proposed rate change and we will be billing them pending the
council's vote on December 11. Aniajority of our current revenue has been received through
room rentals, but as the weather gets colder, we are seeing ari.increase in punch card use.
A new open gym and aerobiCs schedule will begin on Januaryl, and during the week between
Christmas and Ne\\i'Years, there \ViII pe free ..aerobics classes. arid some free open gym/fitness
room days.
Our best promotion is\vOrd of mouth and we are counting on many returninggroups after they
have tried us for the first time. If you hear comments or informationthafwould help us with the
Recreation Center operations, please encourage people to call me or let me know what is being
said so we can improve. Thanks for your encOUragement up to now.

The City ofChanhassen's Annual Tree Lighting emony was on Monday, December 4. A
crowd of 75 people attended. Mayor Chmiel rec is speech of good holiday cheer before
flipping the ceremony switch lighting the tree. ..~~n a.iClaus made his annual appearance passing
out candy canes and taking pictures with all the kids. <;aribou Coffee and Byerly's donated the
hot apple cider and cookies which was the right touchqn a cold windy night.
The Tree Lighting Ceremony was develope~to bring out residents together to celebrate the
holiday season. This sense of communityspirit makes Cha.nhassen a unique place to live.

Ice Rinks
Chanhassen's pleasure and hockey rinks are ahead of schedule this year. With the recent cold
weather, park maintenance crews have been flood' around the clock. The rinks are scheduled
to open Saturday, December 16.
~
The skating rinks will be open weekdays from 4: -2;00 p.m., 10:00 a.m. - 9:00 p.m. on
Saturdays, and 1:00 - 7:00 p.m. on Sundays. This year; soda and juice machines from the Coca-
Cola Company will be placed into the Recreation Center.and City Center Park warming houses.
The machines will have Coke Classic, Diet Goke, Cherry Coke, Sprite, Mello Yello and Welch's
Grape available in 20 oz. non-returnable plastic bottles. 111 addition, 12 oz. Fruitopia Juice will
be available through the machines. The.t1avors are: Strawberry Passion Awareness and
Tangerine Wavelength. A 20 oz. non-returnable plastic bottle of Mountain Blast (powerade) will
also be available. The City of Chanhassen has a one year contract with Coca-Cola in which we
have no minimum amount of sales required, allowing us a $2.50 profit per case of soda. The
machines will be delivered on December 20.
A rink attendant stafftraiIling meeting is scheduled for Tuesday, December 12, from 5:00 - 7:30

people adjacent to the Recreation Center.
Phones, shovels, first aid supplies, benches ang\~.g.gitional supplies need to be gathered in order
for the warming houses to open. I'll be working with Dale Gregory to accomplish this.
Everything is working out well to open the rinks as scheduled.

equipment. These accessibility improvements will occur at the Lake Ann Beach
Playground site. The commission will need to consider providing additional "city" funds
in 1997 to complete this work.
4. The city is focusing in on the acquisition of Outlot A, Chanhassen Business Center (map
enclosed). This "deal" has been on the table for over two years. Commissioners are
encouraged to remind council members of the important role this parcel plays in the Bluff
Creek open space system.
5. The City and ISD 112 are negotiating a maintenance agreement for the Chanhassen
Recreation Center and Bluff Creek Elementary. Essentially the city will provide all
exterior maintenance and ISD 112 will provide all interior maintenance. At present,
facility supervisors employed by the city are cleaning the Recreation Center.

Dear Sir:
I am writing to you due to the size of the soccer fields. When I played of
the fields this fall I found that it was extremely difficult to play on a field
that was too small.

I suggest that you consult the coaches on how the fields are marked, how
many people should be on the team, and how many should be on the
field at the same time. Do not let the coaches pick the teams. Randomly
select players for each team. I also suggest to consider winter soccer if
possible.

. The next meeting for the Bluff Creek Watershed Planning project is Thursday, December 14,
1995. The meeting will be held at the new Chanhassen Recreation Center located in the southeast
comer of Highway 5 and Galpin Boulevard (adjacent to the new Bluff Creek Elementary School) at
7:00 PM. We will cover issues related to Chanhassen's comprehensive plan, zoning, development
design alternatives, and park and recreation's comprehensive plan and bonding referendum. We
will also have a special speaker, Lance Neckar from the University of Minnesota's Department of
Landscape Architecture, who will propose some ideas on design and education for the park in the
lower bluff.
For those of you who were not able to attend the last meeting, we do have it on video. I encourage
you to come and check it out for we had another very informative meeting. The following topics
were covered:
. Taylor Polomis with the Department of Natural Resources - Fisheries relayed information that
has been collected on Bluff Creek from fish surveys in 1990 and 1994. Although it is not
considered a game fishing creek, 22 species were found in the creek emphasizing the diverse
community that still exists there. Crayfish and freshwater shrimp were also found and they are
significant indicators of good water quality. ... The group also received some information on
Assumption Creek, the brook trout stream that runs through Seminary Fen.

. Al Olson with the Department of Natural Resources - Forestry relayed information on the
existing forestry resources in the area and discussed issues related to development pressure. He

figured that prior to farming, there was 60 to 70 percent forest coverage where today there is
about 5 percent. There was also some interesting discussion on the philosophy of controlling
exotics such as buckthorn.
. Kenton Moos and Diana Regenscheid with the Department of Natural Resources - Wildlife
discussed the wildlife issues related to the area. One of the main topics of discussion are that
the deer and geese are doing too well. Except for human intervention, there are no predators
left to control the populations and their habitat is being reduced everyday. We discussed the
importance of buffer zones, the restoration of wetland and native prairie areas for habitat, and
the behavior of the animals found in this area.
Thank you again for your participation on this committee. After the December meeting, more participation
will be coming from you as a representative for the City as we identify the vision and goals of this plan.

Dear Mr. Olinger:
This letter is in response to conversations I have had ~~r Mayor Don Chmiel, Park & Recreation
Commissioner Jan Lash, and CCHA member Gary i\1id~rson. The information I wish to relay is in
regard to the postponement of City Project RA-492,Ice HockeylInline Skating Rink Improvements;
Chanhassen Recreation Center, North Lotus Lake fark. I~derstand you and other members of the
CCHA are disappointed with the postponement of these improvements. I share in your disappointment .
and I am aware that this news has created difficulties for your organization in scheduling practice times.
I called this project to a halt on November 15 ofthis year for one reason. It was not in the best interests
ofthe stakeholders in this project to continue .with construction.
The original contract for the Chanhassen Recreation Center/Bluff Creek Elementary School did not
include hockey boards or the warming house park shelter building. The city council stretched their
budgets to get this project underway. At the close of the design development phase of the Recreation
Center, it became apparent that the park shelter should be included in the "parent" project. The
economics of scale which could be realized by moving forward on this component could not be passed
up. The hockey/inline skating improvements remained unfunded.

months. School Distri8~:!.12 and the City's Park & Recreation Department were unabl~to occupy the
building until after Augustl,l~~?~..~t that time, I turned my attention to the hock~~/inline skating rink
improvements. The city council was calle<iupOIlto review the need for~~<iItional hockey facilities and
once again they worked on behalf of the community to fmance this project. On September 11, 1995, the
city council authorized plans and specifications and moved the project forward.
Mr. Jon Horn, a consulting engineer with BRW, had been contracted by the city to perform professional
work associated with the project. Mr. Horn and I prepared the following project schedule:

On September 25, 1995, the city council awarded Project No. RA-492 to Finley Brothers, Inc. in the
amount of$128,080. The scope of work included a variety of components and is detailed on an
attachment to this letter. Finley Brothers opened up the projects the week of October 9. Chanhassen
then experienced approximately one good week of weather followed by three weeks of below normal
temperatures and above normal rainfall. Then the average daily temperatures dropped further and we
experienced early frost build up in the sub-soils. The project schedule could not be met under these
conditions.
On November 15, 1995, during a department staff meeting, I called the majority of project components to
a halt. Mr. Jerry Ruegemer, the department's facility scheduler, called Mr. Tom Stumpf at this time to
inform him of the situation. Mr. Ruegemer also recalls speaking with you in this regard. The department
will be plowing and flooding three skating areas at the Recreation Center site. Two of these will be
lighted and, dependent upon snowbank heights and scheduling, will be available for stick and puck use.
The third rink at the Recreation Center is a skating loop located just east of the building. A similar
environment will exist at North Lotus Lake Park. Two rinks will be plowed and flooded. With sufficient
snow banks, the lighted rink will be available to schedule puck time.
Gary Anderson reflected that perhaps it is a lack of communication on the part of the city and the
association that is working against us. I agree with his assessment and I will work to increase the flow of
information from the city to your association.
In closing, I am extremely excited about the future of the hockey program in the Chanhassen area. I

The scope of work for the project includes ice hockey/inline skating rinks and associated
improvements for the Chanhassen Recreation Center and North Lotus Lake Park. The
following is a description of the improvements proposed at each site:
A. Chanhassen Recreation Center
1. Construct two (2) ice hockey/inline skating rinks at the area currently
graded for them east of the Recreation Center building. The
improvements will include the following:

curbing.
Possible color surfacing of the asphalt within the rinks.
Hockey boards constructed of treated wood posts and planks. The
boards will include both player and maintenance vehicle access
gates/doors.

2. Install lighting improvements for the hockey rink and the adjacent free
skating area. The lighting improvements will include the installation of
luminaires on corten weathering steel poles with concrete foundations at
the northwest and southwest comers of the rink. The corten weathering
steel poles will match the existing lighting pole on the site. It is assumed
that the existing electric service/panel box of the site is adequate for the
additional lighting assemblies.
3. Improvements to the existing parking lot on the site including the
extension of the parking lot to the south and patching/overlay
improvements for the existing parking lot and driveway connection to
Pleasant View Road.
4. Pathway improvements including the following:

Construction of approximately 120 feet of8-foot wide bituminous
trail along the east side of Pleasant View Road from the park
entrance drive to Fox Hollow Drive.
Repair/replacement of a small section of the existing pathway west
of the tennis courts on the site.
Construction of approximately 75 feet of 8-foot wide bituminous
trail between the parking lot and play area on the site.
