REGULAR MEETING
FEBRUARY 22, 1994
Chairman Andrews called the meeting to order at 7:30 p.m.
MEMBERS PRESENT: Ron Roeser, Jim Manders, Jim Andrews and Jan Lash

APPRO V AL OF MINUTES: Lash moved, Manders seconded to approve the Minutes of
the Park and Recreation meeting dated January 25, 1994 as presented. All voted in favor and
the motion carried.
VISITOR PRESENT A TIONS:
Andrews: Tonight we do have one presentation which we are aware of in advance and that's
Chuck Rienstra, Vice President of Operations, Tonka United Soccer. Chuck, if you'd like to
make your presentation. Please state your name and address for the record.
Chuck Rienstra: Okay. My name is Charles Rienstra. I live at 3511 Maplewood Circle in
Minnewashta Heights. Let me tell you something about the organization. We're Tonka
United Soccer and that's strictly at Minnetonka. About a third of our children are in
Chanhassen. Last year we had 1,000 kids in our program and this year we expect about
1,200 and our problem is space, in a big way. And what I'm asking for tonight, to make it
real simple, is there's a little park in Minnewashta Heights that's got a small area that's used
as a skating rink now. We'd like to use it as a practice field for our small children. What
we would do is we would supply the nets. We would stripe the field. The nets are approved
by MYSA, which is our sanctioning body. We are insured through MYSA. Our coaches are
insured through MYSA. There'd be no games played there. It'd be very small kids
practicing to alleviate some of the over crowding we have at Freeman Park. It wouldn't be
used on the weekends. It would be week nights. The amount of children practicing at one
time would probably be 10, maybe 12. They're very small teams so kids get lots of playing
time and we keep the teams real small. This is an instructional team. It'd be a down sized
field. We'll do the maintenance. We'll clean up the area. Our coaches are instructed. The
nets are laid down. They're left there all the time. We'll pick the nets up at the end of the
season. We'll put them there at the beginning of the season. So virtually there's no cost to
the city. It's just we're asking your approval to use this property. 2 or 3 nights a week
basically. Any questions?

Andrews: Would your hope be that this would be a field that would be mainly serving
Chanhassen resident children?
Chuck Rienstra: I can't say that. There are 8 houses on my dead end. There are 5 children
in the program. They all live in Chanhassen. Minnewashta Heights, I'm guessing there's
probably another 10 or 15 children in the program in Chanhassen. The age groups vary so
much. I'm hoping that a lot of them will be from Chanhassen. We tried to, those young kids
we've tried to keep in neighborhood groups and what we're hoping is to have a neighborhood
group from Minnewashta Heights. Maybe a couple from the Low's and the Estates. They'll
have first choice at that. Close to their house. These are kids, they don't have to cross
Highway 7 but I can't specifically say that they're all going to be Chanhassen kids.
Andrews: I'd like to comment. As you know I've been very active in both the Tonka United
Soccer program and the Minnetonka Park and Rec Soccer program and I think this is my fifth
year coaching and I've always used, been at Chanhassen fields. Early in that time I didn't
realize that you reserved fields. You just went and practiced and then I began to contact the
city here and make some sort of arrangement that yes, I could use a field. So this is
something that has already been happening but not on a formal basis through the city.
Chuck Rienstra: We haven't used Chanhassen fields actually.

Andrews: Well you have but you don't know that you have. For practices because it has
happened. I mean.
Chuck Rienstra: Some of the other teams on their own have gone but they haven't officially
done it through us.
Andrews: Correct. That's what I'm saying. Coaches have taken it upon themselves to make
those arrangements and I'm not aware of any problems. I know people tend to be
cooperative about using space and area sensitive to the fields. That they don't get abused.
Chuck Rienstra: Even that, that I live in the neighborhood I understood the worry about the
influx of traffic and they were worried about all those cars coming in. In the beginning there
are going to be 10-12 kids to a team and probably a lot of them will be in the area there.
You're not going to get an influx of cars. We only let one team on there at a time and never
more than 2 a night so.
Lash: Those were some of my questions was how many kids and how many teams per night
and is this summer soccer?

Chuck Rienstra: Summer soccer. It's a very short season. The instructional league is very
short.
Lash: From when to when?
Chuck Rienstra: It will be over July 20th or something is the tournament. They're talking
end of May, June and July. The end of July and then they're done with it.
Lash: What kind of parking do we have available there?
Chuck Rienstra: There's just the street parking.
Lash: So do you foresee that as a problem?
Chuck Rienstra: No. You're only going to see a coaches car and if he can get an assistant,
you might see the two cars but usually the parents drop off the kids and they disappear
because they have an hour or two by themselves.
Andrews: Again, relating what happens. I normally have practice up at North Lotus, which
does have parking. There's usually at least 3 or 4 teams practicing at once there and usually
there's no more than 1 or 2 cars parked because of exactly that. Parents drop them off. They
come back in an hour, hour and a half and pick them up and that's it. So there's not much.
Chuck Rienstra: And this will be instructional league. We won't have any traveling teams
up there. Traveling team's a different story. You're talking 18 kids on a team. You're
talking a lot of parent involvement and lots of times the parents will watch and stuff. You're
not going to have that. We're looking just to alleviate Freeman Park a little bit.
Manders: What's the arrangement? I guess I'm not familiar with that particular park.
What's available there?
Chuck Rienstra: Freeman Park is, or I can show you the plans here. Freeman Park was
originally laid out with 2 full sized soccer fields and a U 10 soccer field. Being we use it for
an instructional field, it's been cut to 7 fields. 7 instructional parcels. I can show you right
here. Freeman Park is back a bit. Highway 7 runs up here. And what we're trying to do is,
I'll have to back up a little bit. Freeman Park, we were basically handed an $11,000.00 bill
from the City of Shorewood for special park usage fees. It's actually more than that. We've
paid $5,000.00 of it and we have an $11,000.00 outstanding balance that we owe the City of
Shorewood. We've got to start looking someplace else. Tonka United Soccer is not...soccer
club. I mean our fees are just nominal to get the kids through this instructional league.

They're all basically 5 years old to age 10 and 12. At 12 we stop the instructional program
and they have to look to the traveling league. We've got to fmd some other space and this is
just the beginning and if we have a place to practice and we're looking at other areas too,
we'll be looking maybe down...and actually leaving Freeman Park. It's cost prohibitive.
We're in big trouble right now fmancially and we're starting to look elsewhere. We're going
to the school district. We're going to approach Chanhassen again to start using some of their
fields. Minnetonka, the far side of Minnetonka we're trying to take over some of the
Hopkin's fields...So this is just one of the beginnings we're doing to try and alleviate that
problem.
Lash: Two issues that I think we need to think of before we make a decision on this.
Number one is our policy of having organized activities in neighborhood parks. And number
two is just at our last meeting when we discussed how we were going to start prioritizing.
The City of Chanhassen is having just a terrible space problem trying to find space for all of
the sports that are going on as it is and we have really tried in the past years to not use
neighborhood parks just because a lot of the neighbors don't like it.
Chuck Rienstra: That's why we proposed the instructional league, and Jim understands that
the instructional league are very small in size. 10-12 players and like I say, a lot of the kids
are from the area right there. ' I can't guarantee all of them because of the age differences e
but a lot of them, or the majority of them will be from Minnewashta Heights, Minnewashta
Lows, the Manor and that area.
Lash: At our last meeting we looked at policy of how we, as the city, can meet the needs of
the residents of the city with...given the problem that we have with Minnetonka School
District and the Chaska School District both being within the city so we need to meet the
needs of all the Chanhassen residents, and it doesn't matter which school district they live in.
And because of the two different school districts and the different leagues pulling at us, we
had to try and come up with some way that we can juggle this by f1lling the needs of our
residents but by not spreading out the fields so thinly by accommodating a lot of people who
are non residents.
Chuck Rienstra: Right, and that's the same problem we're looking at. We don't cover just
Minnetonka. We cover Chanhassen, Shorewood, some of Mound, some of Minnetrista, part
of Hopkins now, and we have to deal with all the communities and it's hard for us because
we've basically stayed out of Chanhassen and not try to impose upon the park system here.
As you say...but we have to do something with the growing program and like I say, we're not
excluding Chanhassen kids either. And we're taking all the kids that come to us. The kids in
Chaska. We've got a kid from Chaska playing with us and we're trying to help everybody.
We're in the same predictament as you are except we're in reverse. We want to use the land.

It's not a big area. There's a skating rink on it now. It's not big enough for a full sized
field. It would only be a practice so you're not going to see the influx of kids playing there.
Lash: I mean I don't have a problem with it. Where we need to be careful though is if we
decide to allow this, is that it is going against one of the directions we went with organized
sports in neighborhood fields. And the other one is, if we just pass, or are passing this policy
of basically the prorating of the amount of time it can be used based on the number of
residents on the team, if that's what we decided at the last meeting, then we need to be
careful that we're abiding by some of these past decisions because if we start waffling on
some of this stuff.
Andrews: It will bite us.
Lash: Yep. It's going to come back to haunt us bit time. I don't have a problem with this
personally. I don't. I understand what they're trying to do and he thinks it's under utilized
and it's just for practices. It won't be a parking problem for the neighborhood. But again I
don't want it to come back.
Chuck Rienstra: The little area sits virtually vacant and unused year round. There's a small
playground equipment and if you go by there and see 2 kids on the playground equipment in
a week, that's a lot. The ice rink is used a little bit in the winter time. There's no boards up
so none of the hockey players like to go there. And it sits empty. It's mowed and that's
about it.
Andrews: I have two comments. I asked you about the residents. That is our way of
prioritizing right now and my guess is pressure increases for softball, soccer, other sports that
require field space, that's going to be how we are forced to make decisions. As being
supported by the taxes of the Chanhassen residents, that has to be who we serve first.
Chuck Rienstra: Right. Like I say, they're big houses in my dead end and there's 5 children
in the program.
Andrews: Yeah, well I'm not arguing the facts here. I'm just saying as these pressures
increase, that's how you can help us is by saying, you know we are trying to put together a
team that is predominantly, you know 3/4.
Chuck Rienstra: Yeah, and it will be too. That's why I come to you with this proposal.
Minnewashta Heights, Lows and the Estates, they're the ones that are going to go to it The
kids on the other side of Excelsior and stuff, they don't want to go there because it's too far
away and what I'm trying to do is I'm trying to get this instructional team so they don't have

to cross Highway 7 and the parents that shoo their kids out the door and say go to practice,
they don't have to run across Highway 7 and go to Freeman Park. They can run up to
Minnewashta Park and do it there.
Andrews: What I suggest is we do this. And that is that we do this on a one time, see how
it goes basis. And we've got to vote on this. This isn't my edict here but that we do this on
a one time basis through this July what, 20th for approximate termination date and that we
see what sort of response we get. If we get complaints from neighbors, then we know that
this is something that we have to watch out for. If the field is over used, we can take a look
at that too.
Lash: The other thing that I want to fmd out, once the word gets out that this is being done,
then there's going to be somebody else in Chanhassen that's going to come to us and say,
well why is Tonka United using that field? We could use that field or if Tonka United can
use that field then we want to use the one at, you know in such and such a neighborhood.
And so it could open up a whole can of worms but I agree with Jim's recommendation too.
That we try it and see and if it creates a lot of headaches for us, we'il have to go back.
Andrews: And I guess I'd also say, kind of based on what Jan said, that my feeling right
now is that we would not do this with any other organization until we saw how this one
turned out because I don't want to be doing it for 4 or 5 or 6 different teams. Then it's hard
to figure out if somebody was the cause of a problem, who was it and what can be we do
about it. This way we know who we're dealing with. We know if it worked, it worked but
if it didn't work, we knew who to call.

Manders: Under the circumstances...quite different than a lot of other places. If you're
saying this facility isn't being used that much and the parking shouldn't be a problem. It is
somewhat remote there to the other city neighborhood parks so to draw comparisons with
other neighborhood parks.
Chuck Rienstra: It's really rather sad that the park isn't being used more.
Manders: Yeah. So for that reason I could see going along with this.
Andrews: Could we have, does somebody want to try a motion here for action?
Lash: Do you have, Todd something you wanted to add?
Hoffman: Just to point out how small it is. It's just actually 5 lots. It was 6 originally but
the city fathers back in the early 70's sold that sixth lot for $700.00 to develop the park.

Roeser: Well I just hope we're not starting something that is going to snowball. I'm not
sure that, you know it's in the policy not to schedule organized activities for all this time.
All of a sudden we're going to start doing that. We're going to start doing it with this park
and I'm sure people are going to say, well you did it here.
Chuck Rienstra: This could happen. This is going to be a very low key deal.
Roeser: All things start out low key.
Chuck Rienstra: It's really limited because of the size of the area. It's very small.
Roeser: Yeah but you see that's not really relevant, how big it is. It's a matter of if we do it
here, and we have someone come along and say well you did it out there. Why can't we
have softball practice at the little park down by Rice Lake or something like this. See I think
that's what we're struggling with.
Lash: Okay it was what? A couple months ago that Jack Jensen came to us and asked, could
they start, could CAA start having games and practices at Curry Farms and a couple other
places and we said no. Because that goes against the policy.
e Hoffman: They'll be back again this year. The Athletic Association asking for.
Roeser: I think that's what's going to happen. Neighborhood parks should be neighborhood
parks I think. Even you say they're under utilized, and I agree that probably this one is. No
one's using it very often but even if it's one family having a picnic in the neighborhood park
and there's a bunch of kids playing soccer. And it is being utilized.
Chuck Rienstra: See our first idea was, well we're going to have the neighborhood teams
coming out of the three neighborhoods up there anyway. Let's just send them over there and
that's why I said, well wait. Let's just go to Chan and say this is what we want to do.
We're going to send the kids over here but let's give them some nets to practice with and I
can run over there with the striper and strip some lines on the field so they know where
they're going and where they're making their comer kicks from and it can be upfront and
they know what's going on and we don't have to get calls because our nets are laying in the
middle of this field in the middle of the night.
Lash: You said earlier Chuck that was going to be 2 or 3 nights a week.
Chuck Rienstra: Well that would be maximum. That would be maximum would be 3 nights
a week. What I'm trying to do is, at the beginning of the season they generally have 2

practices a week and nobody does it Friday night and weekends are kind of...so it will
probably be Monday, Tuesday and Wednesday. The reason I said three is because I didn't
want to leave myself short and say 1 or 2.
Lash: Okay. Well knowing the problems that we know we could possibly face with this, it
sounds like we're all willing to do it on a this year and see how it goes. But if this starts
opening up a big can of worms, you're going to know where we're coming from because.
Chuck Rienstra: Oh absolutely. It's my neighborhood.
Lash: No, and it's not even going to be related to your park or your neighborhood. It's
going to be related to all the other neighborhood parks that a lot of other people are going to
come and say to us, well they're getting to use that park. Why can't we use this park and
why can't we use this park and then it just mushrooms and it gets out of control and then
we've got a major problem to deal with. So it's not even your request for that or a specific
park or that it's serving kids outside of the city. It's the whole picture.
Chuck Rienstra: Right, and that's why I'm saying. That's why we're going to try and keep
it that neighborhood kids.

Lash: And keeping it to a practice is also something that makes it easier for me to deal with
because of the parking. Like you said, there aren't as many cars around when it's just
practice so. I would move that we approve this request for the summer of '94 only at this
time and it would be up for review again before it would be approved in the future.
Manders: I'll second that.
Andrews: Any more discussion?
Lash moved, Manders seconded that the Park and Recreation Commission allow Tonka
United Soccer to use Minnewashta Heights Park for instructional league soccer practice
for the summer of '94 only and it would be up for review again before it would be
approved in the future. All voted in favor except Ron Roeser who opposed and the
motion carried with a vote of 3 to 1.
Andrews: I just want to say that I do agree with Ron that this is going to be back to us in
many different forms over the next couple years as field pressure increases. Item number 3 is
land development proposal.

Lash: Jim, can we back up just one second? Chuck, just for your information. You said that
they may be coming to Chanhassen more in the future as, if they pull out of Freeman.
Chuck Rienstra: Well some of the coaches, I think what the coach...they're going to come
down and say hey, can we use this field on Tuesday and Thursday nights between 7:00 and
8:30.
Lash: Okay. Just so you guys know. There is a policy now and it's going to be the teams
that have the highest percentage of Chanhassen residents will get first crack at the field.
Chuck Rienstra: So that means that U14 Boys teams are going to be down here like this.
Andrews: Well that's how we've had to do it so. The other thing would be, as your needs
increase it would behoove you to, in an organized way, get in front of this commission.
Chuck Rienstra: Well that's why I'm here.
Andrews: Yeah, but talking about next year. I mean perhaps because this issue is going to
come back. Not just for soccer but also for softball and we are short of field space. The new
school going up in the Chaska School District, which is going to be a Chan park area, that's
going to be a big help but that's going to just be some help in a big problem so. Thank you

LAND DEVELOPMENT PROPOSAL. PRELIMINARY PLAT TO SUBDIVIDE 19.7
ACRES INTO 26 FAMILY LOTS ON PROPERTY ZONED RSF. AND LOCATED AT
THE SOUTHEAST CORNER OF THE INTERSECTION OF HIGHWAY 7 AND
MINNEWASHTA PARKWAY. MINNEWASHTA LANDINGS.
Todd Hoffman presented the staff report on this item.
Andrews: Todd I have one question. This concerns, you mentioned the trail corridor on the
Highway 7 right-of-way. Seeing that that solution really hasn't been workable for rn 101, I
guess is it really wise for us to assume that if we were to want a trail on that north edge of
the property, that the highway right-of-way would provide us any flexibility in the future.
Hoffman: At least in discussion with our engineer's office, they thought that that would be,
the right-of-way is much wider than Highway 101 right-of-way and there's future ventures for
that roadway are.

Andrews: What do we do on that, there was added development further to the east here that,
was it Harbor. The Harbor development?
Hoffman: We did...
Andrews: Same decision there?
Hoffman: Right.
Andrews: Okay. That was my question. Any other questions or comments? A motion?
Lash: I'd move that the Park and Recreation Commission recommend to the City Council
that we accept full park and trail dedication fees in lieu of parkland dedication and trail
development with said fees being collected as per staff recommendation.
Andrews: Is there a second to that?
Roeser: I'll second it.
Andrews: Any further discussion?

Lash moved, Roeser seconded that the Park and Recreation Commission recommend to
the City Council that we accept full park and trail dedication fees in lieu of parkland
dedication and trail development with said fees being collected as per staff
recommendation. All voted in favor and the motion carried unanimously.
Andrews: Thank you Mr. Durr for coming. We appreciate your comments. Best of luck on

REQUEST FOR A RESOLUTION OF SUPPORT. CITY OF MINNETONKA IN
REGARD TO A PROPOSED GOLF COURSE DEVELOPMENT ON THE FORMER
OAK TERRACE NURSING HOME SITE.
Hoffman: Chairman Andrews, members of the Commission. I have nothing to add other
than Dick Wilson, Director of Recreation for the City of Hopkins-Minnetonka...
Lash: I don't get what this has to do with us.
Roeser: I think if it bordered on Chanhassen or something like that, but this is way down in
Glen Lake. I'm not sure that Minnetonka needs our approval or disapproval.

Andrews: I agree. I feel that we should not comment at all. Anybody else?
Manders: I'm not against it but it's like I agree with what you're saying. What does it have
to do with us?
Lash: Is this some standard procedure that people do?
Hoffman: Well they try to broaden their support as much as possible. The only reason they
sent it to us is we have that triangle of Hennepin County in our city.
Lash: Yeah, I mean we barely are in Hennepin County to start with.
Roeser: There is some opposition to that thing you know. From the people that run the Boys
Home down there and things like that I don't think we should mess with it at all.
Andrews: Alright. I think we're unanimous in wishing to make no comment, pro or con.
Okay, let's move on to item number 6.
PROGRAM UPDATES.
Dawn Lemme stated that she didn't have anything further to add.
Andrews: Alright. There's a comment, a verbal comment for the Daddy-Daughter Date
Night.
Lemme: That's...dads and daughters come to that. It's a spaghetti. supper and line dancing...
Lash: Was that on Valentine's Day?
Lemme: It was Valentine's oriented...
Lash: So did you go Todd?
Hoffman: No, I did not...
(There was a tape change at this point in the discussion.)
Andrews: I guess my comment would be, if there was going to be any attempt made, it
should be concentrated to City Center rink at this time.

Lash: Would that be a really big deal to do? I don't know what kind of weather forecast we
have but if we could stretch it out another couple of weeks it would be nice. Would it be a
real big thing to do?
Hoffman: Dale is a pretty good odds maker. He's kept a calendar for 20 some years and we
rarely go past mid February. We're already past that. Last year we did make it to March
though...
Manders: I wouldn't worry about it.
Andrews: Skating rinks are expensive aren't they to maintain?

Andrews: The concrete surface for the rink I think, I strongly support. I think it's just an
exploding sport or interest area and I think if we were to do that, it could make us very
unique in a lot of cities and give us a year round use for a hockey rink instead of a 2 month
use like we have now. Plus with a light colored surface, I think the ice would stay longer e
too.
Hoffman: All the cities are coming back in and you're right...right inside of their hockey
rinks...Other than that, Dave Leschek, if you remember Dave, was the principle architect for
the city. For this project representing HGA for the city and he has...Bob Rothman, the person
who was somewhat second in charge brought the time table to the commission...With that, if
you have additional questions you can let me know. I'll continue to update you. Obviously
we're...
Andrews: How soon before we might have access to graded fields? Is it possily earlier in
the program than the building completion date?
Hoffman: No. We'll have access to skating, winter activities in the fall and winter of '95
but we would have fields at the earliest in the summer of '96. With the grass and...
Andrews: Looking at any irrigating?
Hoffman: Irrigation. The School District is looking at irrigation in the areas of the school,
the high maintenance areas...but these fields are low maintenance.

COMMISSION MEMBER PRESENTATIONS:
Andrews: Are there any commission member presentations?
Manders: I have one. I'd just like to recognize all the work that Todd and Jerry and Dawn
put into February Festival. In being there, it's quite obvious the amount of time they put in
and I'd just like to recognize it and say thank you.
Lash: I'd second that
Andrews: I wasn't able to make it. How did that go?
Hoffman: I think it went pretty well for the first year. I think we're the ones that want to do
the recognition part of the program. Back to the Park and Recreation Commission for their
fine job of handling the prize board.
Lash: NO...we screwed up totally.
Hoffman: ...we'd knew you'd want to educate staff on how we could do that.
tit Lash: I have no idea. You guys obviously spent hours trying to come up with the most
efficient way to do it and we just, I mean Jim. They had 50 gazillion prizes.
Roeser: What was it, 500 prizes?
Hoffman: 250.
Lash: Well it seemed like more than that. It seemed like a lot so we were suppose to draw
every 30 seconds and they had the boxes all fIlled and identified by time. Each prize had a
post it with the time for the drawing and then each box on the outside said what time was
inside the box and these boxes were all strategically placed around here. And this huge you
know what, 20 x 6 foot prize board all done in puffy paints... It was beautifully done and we
went up there and made such a mess out of it you could not even believe it. We started
drawing and I think what happened was, we started drawing 5 names, or 5 tickets and we'd
each go up and write the numbers on there and then we decided we had to keep a master
sheet because we couldn't see the big boards. So then we'd go back and write the numbers
on the master sheet. And then people would come up and start claiming these prizes and
they'd be pawing through the box trying to find their prize and we started getting backed up
so we started hitting the panic button. So then we started to draw 10 at a time.

Roeser: So we got further ahead.
Lash: So we got screwed up even faster...so anyway, I finally took over the master sheet and
the guys were doing the drawing and Jane and Colleen were digging for prizes. So we
thought we all had our assigned roles. But then I think the biggest problem we had was, and
this only happened once so, but with 10 prizes. Was I wrote down the numbers on the
master sheet and then when they were written on the big board, I think it got reversed. So
our master sheet didn't match the master board. So people were coming up there saying, well
here's my ticket and I'd say oh, well you won a raffle and they said well no. It said I won 3
games of bowling...
Roeser: We'll get it straight next year.
Lash: Yeah, no kidding. I don't know, you guys put a lot of work into it. It should have
just went like that but you know...
Roeser: We were away from it too far or something. And then you couldn't get in and out
because you guys were always standing right where the break was between the tables.
Lash: That's where people would come in.

Roeser: Yeah, just a couple logistically things...
Hoffman: We could put you right in front of the board.
Roeser: Yeah, I was think about that. If we could put us in front of the board. The tables in
front.
Hoffman: Then you've got full control.
Andrews: I think it's amazing the amount of company and corporate support that was
generated here for the first time. I mean a tremendous amount of work that you guys put in.
Roeser: I think if the weather hadn't been bad it would have been really great. I thought it
was terrific the way it was and it was miserable. Water out there and.
Hoffman: ...somewhere over 1,000 tickets.
Lash: And how about the fund raising, do you know how we did?

Lash: Grossed about $500.00 and ended with a couple hundred bucks.
Roeser: People didn't like standing in line for the food. It didn't work out very well but
they'll have to work that out
Lash: They didn't like standing in line to claim their prizes either. They were getting
crabby...
Andrews: You did get a whimpy day so you're lucky for that.
Hoffman: Yeah, and it dropped 20 degrees. It was 48 degrees in the morning and 28.
Roeser: By the time I was watching the fireworks at night it was cold.
Hoffman: ...comments all the way around the paper...
Lash: It's really too bad the weather, you know for the cross country skiing. You know that
was probably not.
Roeser: They did it They cross country skied.
Lash: But that's a problem we'll have.
Hoffman: As far as ticket sales and fishing, somewhere around $5,000.00 just out of our
ticket sales. That covers...
Lash: So it wasn't a big waste of money?
Hoffman: No. We invested a great deal obviously in first year promotion. Advertising,
signs, banners, those things which next year, we did the downtown banners. We did the
downtown...
Andrews: Good idea. Let's do it again. Any more presentations?

Lash: Actually I'm so dumb I thought this was some way of helping to get them out of it
instead of being trapped in it.
Hoffman: It's a trap.
Andrews: I guess as I mentioned to Todd before the meeting started, one of the highlights to
me in here was that spread sheet of the all the developments in progress and just the
incredible demand that's going to put on all city services but I feel like every year we get
further behind. Tonight was just a small little signal of what's going to happen here as far as
field space goes for all these various teams and it's going to be really a disaster here in the
next couple years looking for soccer and ballfield space.
Manders: Kind of following up on that same statement though. It's hard for me to feel real
sorry for some of these developers coming in here and crying about a lot of the things you
know in terms of getting what it is that they're looking for when it's obvious with all the
developments, people that want to get in here and really do the things that we're asking.
Andrews: Yeah, you're right and we've sort of said before. We've had no reason to
apolgize.

Lash: And looking at the maps that we've looked at at our last two work sessions, we have
to get what we can because the land out there now is getting so limited in supply that we will
never be able to do it.
Andrews: It will be gone.
Lash: Yep, if we don't, if we're not active now. I have a couple of questions. Are you
done with your? Okay. First thing is, on all of these summer job listings for the city of
Chanhassen. Do you have an age, is there a minimum age?
Hoffman: 16 is the minimum age.
Lash: They have to be 16 for all the?
Hoffman: Yes.
Lash: Okay. And then I wanted to just, I think I'm willing to go on the record that I am
somewhat confused and somewhat frustrated over the lengthy discussion that's having to take

place on the appointment to the commission. I would like to think that the Council should be
able to move forward in a timely manner on that. I think it would be a frustrating position to
be in were I a candidate.
Hoffman: Yeah I think we're, I feel it's my position to be an intermediary between the
Council and the candidates so I've had, I've not had much communication with the candidates
because I have nothing to say to them when I call them. There's still nothing decided... They
know where it's at so obviously when this article came up, I had thoughts of calling the
candidates but I did not do that. However, Clark Cummings did have a call into me this
evening and he was at this office until about 6:00...and the note said something to the effect
that I didn't know I was going to be such a controversial item so I don't know if Mr.
Cummings is going to withdraw or...but obviously this kind of coverage for an appointment to
the Park Commission, our city attorney was just amazed. You know most other cities you
can't get anybody to come out and apply...
Lash: Well I appreciated the comment I think it was from Councilman Mason.
Roeser: And Wing.
Lash: Or maybe it was from yeah, Councilman Wing who said that, unless they see some
major political problem with the appointment. You know say the person was not in line with
the current philosophy of the Council or you know they had some major problem like that, I
don't understand what the controversy is over this. It should not have to be this difficult I
don't think and I'm sincerely hoping that when Mayor Chmiel comes back from vacation, that
this will be one of the first items that they will address and get on with it because this is, I
think this does not look good for us and the Council as working hand in hand. That there
should be this much controversy when there has not been a lot of controversy on this board
for years. I don't understand the problem. And if there is a problem, then I think they need
to let us know what it is. And I too would feel like Clark, I would wonder what is going on
if I were a candidate and would want to know where the problem lies. One of the comments
was that people have to work and get along. Yes we do and we made our choices and I think
we would all be able to work with any of the candidates that we recommended or we would
not have recommended them but my concern is that they are not getting that message. I'd
hate to see someone start here on the wrong foot.
Roeser: Well there's no question about Jan then right? Megers.
Lash: Jane.
Roeser: Or Jane.

Hoffman: Not at this time, no.
Andrews: I agree with Jan that it's not proper to treat somebody that's applied for a position
like that without responding more promptly. I guess I would hope in the future they could
act more promptly. When we sit and interview people, we try to consider all the issues. Do
they have the time? How active are they already in the community and I feel like we are
trying to make, that we are really making a recommendation of who we feel would be best.
So I appreciate the Council members that did see that we do serve a function and have some
knowledge and appreciation for quality candidates and would hope that they can move ahead
on this year's nominees and next year promptly make their selections for candidates for any
position.
Lash: Or if there is a significant problem, I think we need to be informed of what that
problem is in some type of a closed session so that we know where they're coming from and
they know where we're coming from. I don't think that should come out in the newspaper
for everyone to read. I don't think that's very professional.
Roeser: I think it's with the Council Jan. I don't think it's us.
Andrews: Any other administrative items of interest?

Lash: Then I also had a question on the letter from Tom Redmond for the city of Chaska. I
was kind of trying to read, figure out where that was coming from. Do you have any?
Hoffman: You and me both. I know where probably where it was initiated from is a
conversation which I had held in regard to the future...of the high school in that the school
district has requested the City of Chaska to utilize Pioneer Park for practices. School
practices. So in response to that Chaska has made a request of the school district, well we're
allowing you to use our park. We want to be able to schedule your school fields during the
summer exclusively for Chaska Park and Rec schedules. That leaves the rest of the
community in a second position. Obviously if they're scheduling it they're going to take first
priority to facilities which...distributed evenly throughout the community but the school
district has put us in that position by their own actions. We don't have much to say. Our
beef is not with Chaska. It's really with the school district not being able to provide for their
students and having to cut deals with other communities for fields and that puts us...so we
can put as much pressure on District #112 as we can make sure that...so this letter just goes
on, as far as I can see, to tell us exactly how much the city of Chaska helps the school
district...
Andrews: I don't think we need to make any comment at this time. Is this a...so I think as

the new school facility is completed in Chanhassen here, that we have to sort of look at how
we can bargain with what was done in the past for Chaska and how it can then be used to
even the tables for Chanhassen so. Any other comments, questions? Hearing none, is there a

I have had the opportunity to meet with Mr. leRoy Biteler and Mr. Mike Farkas in this regard.
We discussed the steps which need to be taken to address this issue. As commissioners will
recall, the Hennepin County Regional Railroad Authority (HCRRA) owns the railroad right-of-
way from Hopkins to its intersection with Highway 212 at the Chanhassen/Chaska border.
Hennepin Parks holds an agreement with the HCRRA to construct and maintain a recreational
trail (aggregate surface) from Hopkins to Bluff Creek Drive in Chanhassen. As referenced in Mr.
Biteler's letter, Hennepin Parks is in the process of establishing an operations policy for the
corridor.
Hennepin Parks has elected to ask the local unity of government to discuss which modes of
transportation are appropriate for the corridor. We would then forward our fmdings to their
board, who will establish the fmal operations policy. From Bluff Creek Drive westward to
Highway 212, it will be necessary to work directly with the HCRRA.
Mr. Biteler will be in attendance at your Tuesday night meeting to discuss this issue with you.
How you would like to proceed from here is at the discretion of the commission.
If the commission elects to place this issue on a future agenda, staff will infonn other trail user
groups and adjoining land owners of your intentions to formally discuss the use of this public
corridor.

RE: Rails to Trails (Snowmobile Trails)

On behalf of the Southwest Trail System the Chanhassen Snowmobilers
would like to express our interest in the opportunity to be a user
of the abandon railroad between Chanhassen and Chaska. We would
like to request permission to allow the abandon railroad between
Chanhassen and Chaska to be used as a snowmobile trail during the
winter months. The Southwest Trails would maintain this trail as
we do the rest of the Southwest Trail System. We would like to
access the trail at Lake Riley, then travel southwest to connect up
to the trail system in Chaska, which also allows us access to the
State Trail System in the river bottom area.
We have spoken to Del Miller of Hennipen County Parks regarding our
interest of using this as a snowmobile trail, he was unaware of ~
this interest. He told us that we must first get approval from the ~
appropriate cities involved, then it would be likely we would get
the parks approval. He also requested we talk to the Railroad
authority for the trail section from bluff creek to Chaska. We
spoke to Ken Stevens of the Railroad authority regarding this
issue. He commented that if we get approval through the chain of
authority in the order described, it would most likely meet the
railroad authorities approval.
You might asking why do we want to use this trail ?
There are various reasons, besides being very scenic.
1. This would eliminate the trail goi~g south of Lyman Boulevard
on highway 17 to Chaska. Chaska must reroute for the 1995
season due to development along highway 17. This is an
excellent solution to that reroute.
2. This trail creates minimal residential disturbance.
3. This would be a trail that would not need to be rerouted
unless Light Rail is in our near future.
4. Permanent signage could be installed
5. Safer than a road ditch line.

Rice Marsh Lake Trail Extension to Eden Prairie
As you may recall, the opportunity to connect the Rice Marsh Lake trail to Eden Prairie
presented itself last fall. Development in Eden Prairie brought their trail system to our border
at the connection point indicated on the attached map. A Chanhassen public works crew installed
a culvert at this location allowing the crossing from Chanhassen to Eden Prairie to occur. At
present, the trail route is operational. Trail users can walk the access road which exists from the
entrance of Rice Marsh Lake to a State of Minnesota utility station located at the border of the
two cities. This road is not paved and is approximately 650 feet in length.
To facilitate the completion of the 8 ft. wide asphalt trail system, the commission may either
allocate 1994 contingency dollars or program the trail as a 1995 capital improvement This
section will be relatively easy to complete at an estimated cost of $6,500. The commission
allocated $10,000 in contingency funds for 1994. The completion of the trail will create a
uniform surface and provide a recognizable corridor from Point "A" to Point "B."
This connection is historic in that it is the city's fIrst connection to an adjoining city's trail
system. The commission should be aware that as a part of this project, some property owners
abutting the alignment will be contracted to discuss some minor encroachment issues. These
environments include the accumulation of debris, a garden, and some fencing.

The Rice Marsh Lake trail currently in place from Rice Marsh Lake Neighborhood Park to Lake
Susan Community Park will be extended to the east this summer. Residential development in
Eden Prairie has allowed the Eden Prairie trail system to meet Chanhassen' s in this vicinity. This
trail connection will follow a utility service road located on park property from Rice Marsh Lake
Park to the Eden Prairie border. The Park and Recreation Commission will review this
connection on March 22, 1994 at approximately 7:45 p.m. at their regular meeting in the City
Council Chambers. The chambers are located on the lower level of City Hall at 690 Coulter
Drive. The commission is conducting this neighborhood meeting to allow you the opportunity
to discuss this new trail with them. Interested residents are invited to attend, or if you wish, you
may forward comments to Todd Hoffman, Park and Recreation Director at 937-1900 ext 121.

COMPREHENSIVE PLAN:
The Recreation Section of the Comprehensive Plan identifies this site as lying within Park Deficient
Zone 7. The plan states, "Chanhassen' s 2000 Land Use Plan calls for Zone 7 to be developed in a mix
of residential and office/industrial uses. As future development occurs in this area, neighborhood park
property will need to be acquired. Development proposals in this area should accommodate the trail
corridors identified in the Trail Plan." Since the writing of this te?tt. the city has acquired an 8+ acre

neighborhood park in the Stone Creek development and is participating in creating the 40+ acre
schooVrecreation center/park site west of the project area.
It is staff's opinion that these two sites, in addition to other community and special use parks
throughout the city, satisfy the "public" sporting and active play needs of this proposed
development. However, recognizing the densities being proposed, this opinion should not deter
the applicant from developing on-site recreational amenities for the future tenants of the property.
Preservation of the Bluff Creek Corridor and the trees, vegetation, wetlands, etc., found within
these areas is discussed in the next section.
COMPREHENSIVE TRAIL PLAN:
The Recreation Section of the City's Comprehensive Plan identifies a trail corridor paralleling
Bluff Creek. In addition to developing this trail network, the establishment of a linear park
encumbering the entire corridor including adjacent wetlands, trees and other features of
significance has been identified as a top priority of the city. The Planning Department, in concert
with other city departments, is preparing to commission a design charette from the University of
Minnesota Design Center for American Urban Landscape. This charette will encompass the
corridor and its adjacent lands from Lyman Boulevard north to Highway 41. This study, in
addition to direction given by the Park and Recreation Commission, Planning Commission and A
City Council, will guide the remaining development in the corridor. The trail is currently WI'
envisioned on the west bank of the creek, being located in a 30 ft easement/buffer strip above
the wetland delineation. Construction of said trail will be a public improvement installed by the
applicant with the costs being reimbursed through the abatement of trail fees. The trail will
"daylight" at the new east/west collector road, bisect its sidewalk, and continue north to terminus
points in the proposed residential and industrial office park developments.
The applicant and residents of the area have been contacted to inform them of the commission's
review of the application. Again, we are at the conceptual level allowing for input from all
interested parties prior to the preparation of any preliminary and fmal plat documents, should
those come forth. I have spoken with Mr. Steve Swanke and Mr. John Dietrich of RLK
Associates in regard to this application. A representative for the applicant will be in attendance
at your meeting next Tuesday.
ACTION REQUIRED
Conceptual plans are brought before the city to allow communication to begin between the
applicant, their representatives, and the city's elected and appointed officials and staff. This is
your opportunity to give your input on what you like/dislike about the concept in regard to parks
and trails. The applicant can then respond to your input as plans further develop.

On March 16, 1994, the Planning Commission recommended denial of the conceptual PUD
because it was too preliminary in nature. Additionally, they wanted the Bluff Creek Corridor
charette to be completed and the design issues for that corridor incorporated within this plat.

Introduction
In the western part of the City of Chanhassen on the south side of Highway 5 and east of the
Timberwood Estates subdivision is a 39:t acre parcel referred to as the Heritage Single Family
Subdivision. The general boundaries for this property are the west tributary of Bluff Creek to
the north, the main channel of Bluff Creek to the east, the Twin City and Western railroad to
the south and the Hans Hagen single family subdivision known as Stone Creek and
Timberwood Estates to the west. Directly to the north and northeast is the property known as
the Chanhassen Corporate Center. The 39:t acre parcel being submitted by Heritage
Development at this time was formerly contained in the December 6, 1993 Concept PUD
submission for the Chanhassen Corporate Center. The single family proposed for this 39 acre
parcel is consistent with the comprehensive guide plan and zoning ordinance. Due to this
Heritage Development began the review process ahead of the Chanhassen Corporate Center. It
is anticipated the CCC will be resubmitting the concept PUD plan within the next month.
Goals of the Proiect

Heritage Development's decision to submit this Concept PUD proposal will allow the City and
developer the opponunity to review the proposal prior to a preliminary plat submission. This
area of Chanhassen is guided for single family residential and with the Bluff Creek, a protected
waterway, it is important to identify the critical issues of land use, for both the public and
private interests. It is Heritages desire to create a pleasing and site sensitive development.
Through the PUD process the issues of park dedication, trail placement, ponding locations and
subdivision layout will be resolved prior to the preliminary plat submission.
This PUD has the following objectives:
1. To create a subdivision development with an average lot size of 20,138 square feet that are
compatible with adjacent properties and land uses;
2. To protect Bluff Creek and its tributaries as open space and landscape corridors within the
development;
3. To create a public utility, ponding, roadway and trail system within the 39 acres that works
and is integrated with adjacent properties;
4. Coordinate the grading of the site with the trunk line sanitary sewer extension for
implementation in 1994.

PUD Submittal
e
This submittal is for a (general) Concept PUD review. Pursuant to Sec. 20-517 of the City's
ordinance the "general concept plan for a PUD" allows a developer to submit a plan to the City
showing the basic intent and the general nature of the entire development.
This submittal includes the following information:
1. Application for development review (concept PUD);
2. Written consent of all fee title property owners within the PUD;
3. Narrative;
4. Legal description of property proposed for PUD designation;
5. Twenty-six plan sheets showing the overall development plan and area specific development
plans showing the following information:
a. identification of each lot size and lot width;
b. general location of major streets;
c. general location and extent of public and common open space;
6. Fee of $750 for the PUD submittal.

7. Reduced plan at 81f2" x 11 with transparencies.
The property owner list and legal description to be utilized for this PUD submittal have
previously been submitted in the December 6, 1993 Chanhassen Corporate Center
Development.
Heritage Development Company will be the principal developer for the 39 acre site. Mr. John
Dobbs will serve as the principal contact with the City of Chanhassen on this development.
Heritage Development and Mr. Dobbs have extensive experience in producing quality single
family residential development throughout the Twin Cities area.
Site planning, surveying, civil engineering and landscape architecture services will be provided
by RLK Associates, Ltd. John Dietrich and Jeannene Krone will serve as the principal contacts
for these issues.
Proiect Description
The project area is located south and west of Bluff Creek is oriented on a north/south axis and
occupies approximately 39 acres. Currently the north and east property line is the center line
of Bluff Creek. The property is currently in an agricultural state for the majority of the site
with a wooded area on the south central portion and a lowland/future ponding area on the
southern most portion of the site adjacent to the Twin Cities and western railroad.

North of the 39 acre site is an 8 acre site identified as an outlot on the attached drawing. The
outlot is not proposed to be developed at this time. Eventually the roadway servicing the 39
acre residential subdivision will connect to the East/West Frontage Road north of the 8 acre
outlot and initially with the Hans Hagen development.

The PUD process offers an opportunity to design a site in a manner that achieves a more
creative use of the land while easing the constraints and restrictions of normal zoning district
standards. The result is that the development plan may be more sensitive to the specific
features of the site and more responsive to adjacent land uses. The following section describes
some of the more important design features associated with the Heritage subdivision and how
the proposed PUD is consistent with the City's review criteria.
1. Preservation of desirable site characteristics and open space and protection of sensitive
environmental features, including steep slopes, mature trees, creek, wetlands, lakes
and scenic views.
It is anticipated that grading will be completed to achieve an earthwork balance (cut and fill)
arrangement on the site. There are some steep slopes, and mature trees along portions of the
creek. These areas will be protected during the grading and development processes. The intent
of the development is to incorporate the existing vegetation and open space corridors for the
creeks and steep slopes into a high visibility and integral landscape component of the site
design. The wetland areas, both the 100 year flood plain and National Wetland inventory map
areas are identitied.
The City's Comprehensive Land Use Plan identifies the Bluff Creek Main Channel as protected
open space. The proposed development plan identifies a 100 foot open space corridor on each e
side of Bluff Creek (total of 200 feet). This corridor will also include a public trail system.
The first 50 feet adjacent to the creek are proposed to be dedicated to the City for park
dedication purposes. Additionally the seasonal creek flowing from the Timberwood Estates will
be preserved in its natural condition.
2. More efficient and effective use of land, open space, and public facilities through
mixing of land uses and assembly and development of land in larger parcels.
The development proposal will allow for the more efficient use of the land and provide the City
with a more logical and cost efficient approach for the timing and phasing of public
improvements. For example, the development site is sufficiently large to allow for the planning
of a single, comprehensive stormwater drainage system that will maximize the effectiveness of
nutrient removal while reducing the City's long-term maintenance costs.
The proposed development will also assist the City in the timing and phasing of trunk utilities
and the east\west collector roadway system to serve the proposed development and the
development proposals of adjacent properties.
3. High quality of design and design compatible with surrounding land uses, including
both existing and planned. Site planning, landscaping and building architecture should
reflect higher quality design than is found elsewhere in the community.

Prior to City approval, a final set of Preliminary and Final Plat documents will be submitted to
the City. As they are developed, each lot and subarea of the property will be submitted to the
City of Chanhassen for formal review of building plans, landscaping, signage, and lighting in
order to be in compliance with the City guidelines. The approved PUD documents will
establish firm guidelines to ensure that the site is developed in a consistent and well planned
manner.
The Heritage site design is meant to complement the characteristics of the existing property.
The design will be commensurate with a residential development. Impervious surface coverage
and building densities are below the minimum standards established as part of the City's
development code. The average lot square footage, open space corridors, landscape areas,
ponding access and lowland protection areas exceed typical zoning regulations and standards.
The single-family residential area will be designed to complement the Timberwood Addition
and enhance the Bluff Creek area. The City of Chanhassen is proposing a recreational trail to
run the entire length of Bluff Creek from T.H. 5 to Lyman Blvd. The trail would be a
combination of bituminous and\or crushed aggregate.
4. Sensitive development in transitional areas located between different land uses and
along significant corridors within the City.
The single-family residential development has been designed to complement the existing
Timberwood Estates and the Hans Hagen Development.

Bluff Creek is being treated as a protected water course on both the main channel and its
tributary. In order to protect the stream banks and promote water quality, grading activities are
anticipated to be restricted.
5. Development which is consistent with the Comprehensive Plan.
The comprehensive plan has guided this areal for single family residential development. The
current zoning of A2 also is consistent with the proposed development.
6. Parks and open space.
Bluff Creek is proposed to be a linear park with a City maintained trail system. The first 50'
from the creek centerline is proposed to be dedicated to the City for park purposes. Wetland
areas identified will also remain in open space. The creation of additional public open space
will be consistent with the park and open, and trail plans.
7. Provision of housing affordable to all income groups if appropriate within the PUD.
The proposed housing subdivision will be offered for sale at market rate prices, consistent with
the single family homes currently selling within Chanhassen.
8. Energy conservation through the use of more efficient building designs and sightings
and the clustering of buildings and land uses.

The proposed design has minimized the number of cul-de-sacs while maintaining the natural
features of the site. All homes will be constructed to meet City Standards for insulation and RaValue.

9. Use of traffic management and design techniques to reduce the potential for traffic
conflicts. Improvements to area roads and intersections may be required as
appropriate.

The internal road system will connect the Stone Creek Development and Heritage to the future
east/west collector. The roadway system is an integral component to the residential collector
street system in Chanhassen.

The above referenced concept plan was filed with the Planning Department on February 17, 1994.
The timing of this submission did not allow this item to be scheduled for review by the Park and
Recreation Commission on February 22, 1994. The commission will formally review this
concept PUD on Tuesday, March 22, 1994. I can preface this review with some brief comments
in regard to the Bluff Creek Corridor. e
The establishment of a linear park encumbering the entire Bluff Creek Corridor including
adjacent wetlands and areas/lands of significance to the corridor has been identified as a
top priority of the City's Comprehensive Recreation Plan.
A trail will be a part of this park.
The trail will pass under the Twin Cities and Western Railroad at a viaduct located at the
southern terminus of this concept plat.
Public ownership of the entire creek corridor, including lands required for trail
construction, is desired.
In that I have not had the opportunity to meet with the applicant, I will not comment specifically .

COMPREHENSIVE PLAN:
The Recreation Section of the Comprehensive Plan identifies this site as lying within Park
Deficient Zone 7. The plan states, "Chanhassen's 2000 Land Use Plan calls for Zone 7 to be
developed in a mix of residential and office/industrial uses. As future development occurs in this
area, neighborhood park property will need to be acquired. Development proposals in this area
should accommodate the trail corridors identified in the Trail Plan." Since the writing of this

It is staff's opinion that these two sites, in addition to other community and special use parks
throughout the city, satisfy the "public" sporting and active play needs of this proposed
development. However, recognizing the densities being proposed, this opinion should not deter
the applicant from developing on-site recreational amenities for the future tenants of the property.
Preservation of the Bluff Creek Corridor and the trees, vegetation, wetlands, etc., found within
these areas is discussed in the next section.
COMPREHENSIVE TRAIL PLAN:
The Recreation Section of the City's Comprehensive Plan identifies a trail corridor paralleling
Bluff Creek. In addition to developing this trail network, the establishment of a linear park
encumbering the entire corridor including adjacent wetlands, trees and other features of
significance has been identified as a top priority of the city. The Planning Department, in concert
with other city departments, is preparing to commission a design charette from the University of
Minnesota Design Center for American Urban Landscape. This charette will encompass the
corridor and its adjacent lands from Lyman Boulevard north to Highway 41. This study, in
addition to direction given by the Park and Recreation Commission, Planning Commission and
City Council, will guide the remaining development in the corridor. The trail is currently
envisioned on the west bank of the creek, being located in a 30 ft. easementlbuffer strip above
the wetland delineation. Construction of said trail will be a public improvement installed by the a
applicant with the costs being reimbursed through the abatement of trail fees. The trail will ,.,
"daylight" at the new east/west collector road, bisect its sidewalk, and continue north to terminus
points in the proposed residential and industrial office park developments.
The applicant and residents of the area have been contacted to inform them of the commission's
review of the application. Again, we are at the conceptual level allowing for input from all
interested parties prior to the preparation of any preliminary and final plat documents, should
those come forth. I have spoken with Mr. Steve Swanke of RLK Associates in regard to this
application. A representative for the applicant will be in attendance at your meeting next
Tuesday.
ACTION REQUIRED
Conceptual plans are brought before the city to allow communication to begin between the
applicant, their representatives, and the city's elected and appointed officials and staff. This is
your opportunity to give your input on what you like/dislike about the concept in regard to parks
and trails. The applicant can then respond to your input as plans further develop.

COMPREHENSIVE PLAN:
The City's Recreation Section of the Comprehensive Plan does not call for this site to be considered fo
park purposes. The section states, "Because of land availability, additional park acquisition in this are
is not recommended." It goes on to state, "Efforts should be directed towards supplying this area wi
convenient access to other existing park sites."
COMPREHENSIVE TRAIL PLAN:
The Comprehensive Trail Plan identifies trails along Highway 5 and Dell Road in the vicinity of thi
site. Both of these bicycle/pedestrian routes are in place at the current time.

Park One 2nd Addition currently contains Lot 1 (The Press) and Outlot B (vacant). This
application would create three new lots from Lot 1 and Outlot B. In doing so, Lot 1 (The Press)
would be expanded into Outlot B and the remainder of Outlot B would be split between Lot 2
(which would remain vacant) and Lot 3 (Kindercare).
RECOMMENDATION
It is recommended that the Park and Recreation Commission recommend the city council accept
full park and trail dedication fees for the expansion of Lot 1 and Lots 2 and 3, Block 1, Park One
Third Addition in lieu of parkland dedication and/or trail construction. One third of the park and
trail cash contribution shall be paid contemporaneously with the city's approval of the
subdivision. The balance, calculated as follows, shall be paid at the time building permits are
issued: rate in effect for commercial/industrial property when a building permit is issued minus
the amount previously paid. Current commercial/industrial park and trail fee rates are $4,500 per
acre and $1,500 per acre, respectively.

of Dell Road and State Highway 5, which will provide the following:

PROJECT DESCRWfION
The Press Inc., an office/warehouse facility has occupied the existing 15 acre parcel for the last
13 years. In order to accommodate an expansion of 54,720 sq. ft. the existing parking lot and
plat have to be amended. A replatting of the property into three developable parcels will occur
with this application. A coauthorized site plan has been developed by the Press and
Kindercare, a nationally known company providing quality day care and children support
services. The proposed development will provide a new access from West 77th Street to be
utilized by the Press, Kindercare and a future outlot north of Kindercare. The rearranged
parking for the Press will enable landscape islands and a landscaped entry boulevard to be
installed. The proposed expansion of the Press will enclose the loading dock area, and will
architecturally match the existing exterior of scored concrete parcels.
Kindercare proposes to develop the corner lot at Dell Road and State Highway 5 according to
the attached site plan which identifies a 10,315 sq. ft. building, a 45 stall parking lot, children's
play area and impressive landscaping. In addition a right in/right out access is proposed on
Dell Road. This access will allow vehicles to access State Highway 5 at an improved
signalized intersection.

The site is currently occupied by the Press, a 186,000 sq. ft. office, warehouse, manufacturing
facil ity, and a series of parking lots which provide space for 298 vehicles. The intersection of
Dell Road and State Highway 5 has recently been improved to provide a signalized intersection
complete with turn lanes and a center median on Dell Road. An 8' wide bituminous
bicycle/pedestrian trail running parallel within the north right-{)f-way of State Highway 5 will
be maintained in its current al ignment. The existing landscaping on the south side of this
parcel will be preserved and added to in order to be consistent with the City landscape code and
Highway 5 Corridor Study Objectives. The sidewalk on the west side of Dell Road will also be
maintained and repaired if any utility construction disrupts it.
LEGAL DESCRIPTION
That part of Lot 1, Block 1, and Outlot B, Second Addition lying west of Dell Road and North
of State Highway 5.
SITE DESCRIPTION
The proposed development is consistent with the comprehensive plan which calls for quality
office/industrial development within this area of Chanhassen. Expansion of existing facilities is
to be encouraged wherever possible and a pooling of resources is being utilized in order to
coordinate the access, utility/drainage facilities and landscaping for the warehouse expansion
and Kindercare development. A day care facility centrally located among the existing
office/warehouse buildings will be a welcome land use for the number of employees currently
employed within a 1/2 mile radius of this site which is in the eastern portion of Chanhassen.
The proposed site plan will greatly enhance the northwest corner of Dell Road and State
Highway 5, acting as an eastern entry to the City of Chanhassen.

DESCRIPTION OF THE PLAN SHEETS
Site Plan
As illustrated, the Press property will be rearranged to allow for the Kindercare parcel and one
additional parcel to be developed at a future date. The joint entry from West 77th Street will
provide a separation for passenger cars and truck traffic. The landscape entry islands will
direct traffic in a logical and aesthetic manner while increasing the number of parking stalls to
be consistent with the Zoning Code for the proposed 54,720 sq. ft. warehouse addition. Based
on the current division between office and warehouse functions, it is estimated the current
parking lot exceeds City parking code requirements by approximately 40 stalls. The proposed
landscape parking islands will enhance the image of the existing parking lot and provide
locations for overstory trees and light fixtures which will be relocated from the current parking
lot.
Drainage and Utility Plan
The parking lot for the Press will be expanded and surface drained from the south to West
77th. The proposed drainage pattern is consistent with how the site drains today. Once the
surface water is collected in the West 77th storm sewer system, it is directed to the existing
stormwater pond one block away on the north side of the Ver-Sa-Til building. The proposed
drainage system is consistent with the City's stormwater management plan.

The Kindercare parking lot will be surface drained to a storm sewer at the northeast corner of
the lot and directed to the storm sewer system within Dell Road. The Dell Road storm sewer
system also drains directly to the stormwater pond north of Ver-Sa-Til.
Water service for Kindercare will be taken from an existing watermain located within Dell
Road. At this time it is proposed that a new service be added which will necessitate an open
cut with Dell Road. If an available water service is known, the plan will be changed to utilize
the existing stop box. Sanitary sewer service will be directed to the North and tie into an
existing 6" wye within W. 77th Street. It is anticipated the future development of the lot north
of Kindercare will also utilize this sanitary sewer line.
Landscape Plan
The landscape plan provides for a very generous planting plan on the perimeter of the site
adjacent to State Highway 5 and Dell Road. The parking island landscape plan was developed
to coordinate the site lighting and overstory trees within the parking islands. The plant material
selected provides for a variety of ornamental conifer and deciduous trees and shrubs to create
colorful and enhanced landscape plan on a year round basis. The planting adjacent to Highway
5 has received special treatment in order to be compatible with the Highway 5 Corridor plan
and function as a entry statement to the City of Chanhassen.

Lighting: Plan
All proposed site lighting will either be relocated existing fixtures from the Press parking lot or
similar poles and fixtures with a downcast shoe box fixture to conceal all visible light sources.
The maximum height of all poles will be 25 feet.
BUILDING ELEVATION
Kindercare corporate headquarters in Atlanta, Georgia provided the architectural drawing
elevations to be submitted in this package. The facade will consist of face brick wainscoting on
all four sides and EIFS panel systems above the wainscoting. The entry will have a canopy
with columns and ceramic tile detailing.
The proposed Press expansion will match the existing architectural style of scored concrete
panels. The expansion will be warehouse space only and will not require windows or office
treatments .

The fIrst annual Fun Ski ran smoothly, despite the poor skiing conditions the day of the race.
A total of 49 people registered for the ski and a majority of them actually skied the course, which
was shortened from four miles to two miles due to the trails washing out. It appeared that even
though conditions were not good, those who participated enjoyed themselves and the event as a
whole. It is anticipated that numbers of participants would at been doubled had the weather
cooperated and due to the number of last minute phone calls.
Suggestions listed below for next year's Fun Ski are from a post-Fun Ski meeting held with the
representatives form the Arboretum, Ridgeview Sports Medicine, and Chanhassen Park and
Recreation Department.
a. Start earlier at 8:30 a.m. and allow skiers to go out until 9:00 a.m. Continue to
offer and long and short course option.
b. Allow for more time in between last skier in and last skier out. Approximately
two hours for the four miles.
c. Have more things to do during the time the fIrst and last skiers come in. i.e.,
ski waxing techniques, exercise equipment displays, fItness assessments, food,
music, or special information booths.
d. Instead of holding a drawing at the end, consider doing a prize board so people
don't have to wait until everyone else is in from the ski.
e. Have a numbered check-in/check-out system so you know who is left out on the
course at any given time towards the end.

Have more of the volunteers on skis if they are out on the course.
Min./Max.: 15/30 course volunteers.
g. Registration system worked well. Make sure Leisure Line is updated more
frequently if weather is questionable.
h. Food was great: bagels, cream cheese, yogurt, oranges, and coffee van was a hit.
1. Make sure there is proper equipment to get out on the course if there is an
accident. Also, have someone ski the course at the very end to double check that
everyone is off the course. It was nice having the Waconia Paramedics available,
as well as the Public Safety Volunteers.
J. Long sleeved t-shirts were well received. Do again next year.

Teen Night Evaluation
The Teen Night Out in October started strong with 350 kids attending and was our largest teen
dance of the year. The next two dances, December 3 and January 28, were a bit smaller with
150 and 200 participants, respectively.
The activities offered included volleyball, dancing, music, and prize giveaways. Swimming was
not offered this year because of low usage, and was not missed.
All three dances were at the Chaska Middle School with an admission fee of $3.00 per student.
Having the teen dances from 7:00 - 9:00 p.m. worked out well again this year. The kids were
less apt to become rowdy because of the earlier dismissal. Having a uniformed officer at the
parties also helped tremendously. IT any minor problems occurred, the officer took care of the
situation, which was a big load off of our minds.
KDWB Party Music was contracted for all three teen dances again this year. Prize packages
which included t-shirts, CDs, tapes, etc. were given away at all dances. One thing KDWB did
this year was to let the kids use a microphone and sing their favorite songs. The kids enjoyed
singing as a group and Karoake should be added next year.
Chaperons were arranged for the parties with a total of 15-16 per dance. This year a pleasant
surprise was the willingness from the Key Club and the Youth Commission to help chaperon the
parties. Youth Commission and Key Club members were paired with other adult chaperons to
form a team. The paired teams then were placed in different vital areas of the middle school to
eliminate any potential problems. Assistance from these groups helped a great deal and they will
be asked again next year.

The teen dances dropped a little in attendance from the previous year. To increase attendance,
we should contract with a different music company that would have a Karoake machine. We,
as a group, must also look for new ideas to change the dances around so they are not the same
from year to year. The Park and Recreation Commission had expressed concern about splitting
the groups, and this will be looked at next year.

This year the youth ski trips offered three trips to Trollhaugen, Welch Village, and Mton Alps.
All the trips were down a bit in numbers except for our last trip to Afton Alps.
All the trips were a lot of fun and will be offered again next year. Here are a few comments that
will be considered for next year:
Drop off/pick ups for the 276 Chanhassen kids.
Offer three trips again.
Offer a trip to Spirit Mountain.
Eliminate the trip to Welch Village.
Continue arranging teachers as chaperons.
Have snowboard rental information available.

Review Carver Beach Park Play Structure "Ballots"

As commissioners will recall, the issue of purchasing new play equipment for Carver Beach Parle was
addressed last September 28. Proposals for a small play structure were solicited from two vendors for
consideration by the commission. In reviewing these proposals, it was clear that the commission was
uncomfortable with the "play value" which would be realized from installing a small play structure. The
commission's preference was to see swings and diggers added to the list of proposed amenities. The
commission also directed staff to survey the neighborhood in this regard.
In preparing the survey, a second site visit was conducted to determine the feasibility of adding a swing
and diggers to the play structure proposal. Unfortunately the site will not accommodate a play structure,
a swing, and two diggers. The park only has space for the play structure (24' x 30') or a two place swing
(24' x 32 '). Thus the survey was amended to reflect these findings. A copy of the correspondence dated
November 15, 1993 which was mailed to 172 residents of the area is attached. Of the 172 distributed,
58 surveys were returned. The results are summarized below:

Dear Resident:
This past February, I informed the residents of the Carver Beach area that the small play structure
near the beach on Lotus Trail would be removed and replaced. As you have most likely noticed,
the structure has been removed, but a new structure has not been installed. On September 28,
1993, the city's Park and Recreation Commission reviewed two proposals for a replacement
structure (see attachments). During their discussion, the commission pondered if this type of
structure provides the most benefit to the neighborhood, or if residents would prefer a swing set.
Recognizing that there was no rush to install the equipment just in time for the first snow fall,
the commission requested I sample the opinion of the residents in the area. To assist the a
commission in this regard, please check off your preference on the attached "ballot" and return _
it in the enclosed postage paid envelope.

2. PURPOSE: This contract sets [orth the terms and conditions for an engagement in which the
purchaser employs the artist's professional services as a musician/musical group.
3. PURCHASER'S DUTIES: Purchaser agrees to employ the artist for professional services as a
musician/musical group. Purchaser agrees to the terms and conditions of the engagement and
compensation for the artist as set forth below in paragraph eleven.
4. ARTIST'S DUTIES: Artist agrees to provide prolessional services as a musician/musical group
and to perform the engagement according to the terms and conditions as set forth below in paragraph
eleven. The agreement of the artist to perform is subject to proven cancellation for sickness, accidents,
e riots, strikes, epidemics, extreme weather conditions such as a blizzard which would make travel
inadvisable, Acts of God, or any legitimate conditions beyond their control.
5. ARTIST'S WARRANTIES: Artist/leauer warrants that the individual band/group members
working this engagement have given him/her the power to bind them to the terms and conditions of
this contract. Each musician may enforce this engagement contract.
6. PURCHASER'S WARRANTIES: Purchaser warrants there will be no recording, reproduction or
transmission from the place of the engagement in any manner or by any means whatsoever without
written consent of the artist.
7. INDEPENDENT CONTRACTOR: Artist is an independent contractor and is not an employee of
the purchaser while rendering as a musician/musical group.
8. LIABILITY: Purchaser agrees to indemnify, defend and hold artist harmless from and against any
and all claims, costs or liability for damage or injury to any person or property during artist's
engagement, including time of set-up and take-down.
9. RESCHEDULING: Artist and purchaser reserve the right to reschedule engagement date 60 days
prior to actual engagement.
10. BREACH OF CONTRACT - ARBITRATION OF CLAIMS: In the event purchaser fails to
pay artist in accordance with this agreement, purchaser shall pay artist all sums due plus all damages
incurred as consequence of the failure to pay including all attorney's fees, arbitration or court costs,
filing fees and disbursements. In accordance with the Jaws of the State of Minnesota, the parties will
submit any claim, dispute or controversy involving the musical services arising out of or connected
. with this contract and the engagement covered hereby for a determination. Said determination shall be
_ conclusive, final and binding upon the parties. In connection with the foregoing, the parties do
hereby consent to either arbitration through the American Arbitration Association or the judgement of
the court having jurisdiction. If any of the provisions hereof are determined to be void by a court,
the remaining provisions shall remain in full force.

Easter Egg Candy Hunt
The eleventh annual Easter Egg Candy Hunt will be Saturday, April 2 at 9:00 a.m. at Chanhassen
Elementary School. The activities will include: a coloring contest, a performance by magician
Brian Richards, an egg coloring contest, and the popular candy hunt outside, weather permitting.
The candy hunt will have the same square boundaries again this year which eliminated the long
run. This worked well last year and will be used again.
The Easter flyers were delivered to the schools today, which will give the kids time to color the
bunny for the coloring contest.
If any Park and Recreation Commissioners would like to volunteer to help at the Easter Egg
Hunt, please take their names down and I will call them when I return from vacation.

OF THE CHANHASSEN CITY CODE CONCERNING
PARK DEDICATION REQUIREMENTS
THE CITY COUNCIL OF THE CITY OF CHANHASSEN ORDAINS:
Section'. Section 18-79(P) of the Chanhassen City Code is amended to read:
(P) One-third of the park and trail cash contribution shall be paid
contemporaneously with the City's approval of the subdivision. The
balance, calculated as follows, shall be paid at the time building permits
are issued: rate in effect when a building permit is issued minus the
amount previously paid.
Section 2. Sections 14-31, 14-32, 14-35, 14-36, and 14-37 of the A
Chanhassen City Code are hereby repealed. ,.,
Section 3. This ordinance shall be effective immediately upon its passage and
publication.
PASSED AND ADOPTED this 14th day of February , 1994, by the City
Council of the City of Chanhassen.

Placement and Maintenance of Wood Duck Houses
For reasons we discussed earlier, the placement and maintenance of the twenty-four new wood
duck houses constructed by the Senior Men's Club in conjunction with the Park Maintenance
Division shall be a duty of the park maintenance employees. This project should also include
the maintenance of the wood duck houses and Canada goose nesting platforms at Chanhassen
Pond Park. As you are aware, the original placement of these houses should be well planned to
ensure ease of future maintenance. By placing many of the houses in wetland areas during the
ice season, we can minimize the necessity for elevated nests. The nests over the water should
be placed back-to-back (2 per pole) on metal poles with a minimum of four feet of clearance
from the water. The houses should be placed in open water areas to deter predators.
Maintenance of the houses will then include an annual inspection in February/March of each
subsequent year. This inspection can include routine maintenance, record keeping of nesting
success, and nest box clean-out The attached diagrams show some good areas for the houses.
You can deviate from this schedule as~.

I am in receipt of your revised grading plans proposing to fill the low area in Prairie Knoll Park. The city will
approve of this plan with the following conditions:
1. A maximum of 3.000 cubic yards of material is placed in the park.
2. Hay bales or silt fence erosion control is placed in the drainage way and surrounding the catch basins.
3.
In lieu of tree plantings. Argus Development agrees to perform rough grading of Prairie Knoll Park in the
spring/summer of 1994. A concept park plan is attached depicting grading limits. A final grading plan will
be prepared and provided to Argus Development. This grading work is flexible and would be kept at a
minimum. Finish grading and restoration will be completed by the city.

4. Show revisions to grading plan on as-bullts.

he idea of open space has
been pan of city master plans
since William Penn carefully
laid out the street grids in
Philadelphia in the late
1600s. While many cities
have embraced the idea for aesthetic,
psychological, and financial reasons,
Maplewood is taking the idea as far as
any city in Minnesota ever has.
In I\im'ember of 1992, voters in
Maplewood approved the Open Space
Referendum allowing the city to issue
and sell $5 million worth of general
obligation bonds to buy open space in
the city. In just a few years, Maplewood
has gone from an "incomplete" open
space plan, to a unique process of
identif)ing open spaces, setting criteria
for purchase, and apprming a sizable
funding mechanism to purchase the
land.
A developers' land-exchange proposal
began the discussion of open space in
Maplewood. "At one of my monthly
Mayor's Forums, someone brought up
the city's lack of a complete open space
plan," said Maplewood Mayor Gary
Bastian. "There was some council
discussion on the issue, and from that
came the idea of citizen involvement to
acquire open space."
So in 1991, Bastian and the
Maplewood City Council created the
Open Space committee and appointed
12 residents to serve on the committee.
The Committee's charge was four
pronged:
Define open space
Identif)' possible areas throughout the
city that met the definition
Make recommendations regarding the
acquisition of the property
NNOVATIONS
Become involved with a possible
referendum for open space funding.
Soon after settling on a definition of
open space, the committee recruited the
D~'R to take aerial photos of the entire
city to document open space sites. Sixty-
six sites met the definition. The commit-
tee then created a unique rating system
to objectively evaluate each site. Distance
to other open sites, vista of open space,
ecological sensitivity, historical signifi-
cance, accessibility, city maintenance
costs, and neighborhood participation
were just some of the 54 criteria used to
evaluate each site.
"The committee chairman put
together a computer program to rate,
each site" Bastian explained. "With those
evaluations, we were able to bring the
number of sites dO\\TI to 19."
In 1992, the committee presented the
city council with an endorsement to
place a funding referendum on the
ballot for purchase of the top 19 sites.
"When we put the referendum on the
ballot, we knew that ifit was going to sell,
it couldn't be done by the city," says
Bastian. "We said to our residents, 'it's
on the ballot, if you want it, go get it."
The residents of Maplewood did just
that. Supponers throughout the city
recognized the opponunity they had to
preserve wetlands, tree stands, and the
open space in their neighborhoods.
Many of the people who served on the
Open Space Committee became the
leaders of the cause-hosting information-
al meetings and, urging people to vote in
favor of the referendum.
In November 1992, 54 percent of
voting residents answered yes to the
following ballot question.
"...ShaU the City of Maplewood, Minne-
sota, be authorized to issue and seU grmeral
obligation bonds in an amount not to exceed
$5,000,000 to finance the acquisition of land
for open space. "
The new tax levy will raise almost
$437,000 the first year. City officials
estimate the maximum increase in
property tax levy to be .03263 percent of
the city's taxable market valu~r 33
cents for each $1,000 of market value.
After approval of the referendum, the
city council adopted an eight-step process

to direct the city in its purchase of open
space.
Step 1: Reappoint a six member
subcommittee of the original Open Space
Committee and advertise for three
additional volunteers. Have the new
committee review and comment on the
availability and ranking of the 66 parcels.
Step 2: Contact relocation/acquisition
specialists about their services and
associated costs.
Step 3: Direct city staff to obtain
Ramsey County assessor's market values
of all available parcels on the Open
Space Committee's list.
Step 4: Have the Parks and Recreation
Commission and the Open Space
Committee act as advisory boards during
the acquisitions.
Step 5: Appoint the city manager (or
designee) as the staff person responsible
for this project including negotiations.
Step 6: Direct staff to prepare an
ordinance which requires an extraordi-
nary vote of the city council to sell any
acquired open space properties. This is
being investigated as a way to guarantee
that the purchased property will remain
open space in future years.
Step 7: Direct staff to investigate
different methods of handling the direct
negotiations with property O\\TIers of
potential purchases. Staff recommenda-
tions should be brought back to the city
council for consideration.
Step 8: Provide an open space update
at each city council meeting.
InJanuary, the City Council appointed
a new Open Space Committee which is
re-evaluating the original list of 66 sites,
and will submit a revised priority list to
the city council in late February.
Mayor Bastian has been telling people
that the easy pan is over. Now comes the
difficult task of actually acquiring the
open space. "The value of the land
obviously has gone up because we've
expressed interest in it," says Bastian.
"We have to work to give these landown-
ers a fair price, while keeping in mind
what we set out to do." :

Approximately nine acres of land has been identified for community/neighborhood park purposes
at the northwest intersection of Minnewashta Parkway and Kings Road in Qt,nhassen,
Minnesota. The property contains 480.:t feet of lakesbore on Lake Minnewashta. This property
is narrow, being separated from the main park site by Minnewasbta Parkway. The bench area
totals 19,439+ sq. ft The remainder of the property bas a varied topography, changing 20 feet
in elevation. There are no wetlands on the site which is vegetated primarily with pass and
scahe;;:.~ trees. 1:':is dj~t!ict of ChanhaCi~ei i~ park deficient. Four developable parcels
containing 7 acres or more of property remain in this district. The proposed park is situated on
one of these and two others are encumbered by development proposals. Conceptual park plans
call for an open play field, ballfield, soccer field, volleyball courts, picnic ~ play strueture,
basketball court, parking, and a swimming beach. The acquisition estimate is based on 7.5 aaes
@ 538,000 an acre. The local match is cmrently set aside in a budget ~e specifically for
this purpose. The additional 1.5.:t acres of land would be acquired as park dedication, bringing
the total park size to 9 acres.

The meeting was brought to order at 7:04 pm by Vice-Chairperson Phyllis Lindstrand.
Attendance was taken using the new form. Those present included Phyllis Lindstrand,
Carly Sorscher, Farrah Merchant, LeeAnn Olinger, Susan Hum, David Kocka, Rich
Lambert, Louise Lehner, Molly DeBower, Natalie Rossini and Jeanne Straus. Not present
included Charles Lawler, Danyelle Mannix, Lori Wellens and Mike Fahey.
Motion/Lindstrand, Second/Lehner to approve agenda. Passed.

1) City Council Updates. Natalie explained the decision made by the Executive
Committee to require the following: Updates will be made to the
councilslboard/commissioners in February, May, August, November. This is a
requirement.
2) Lee Ann read the letter from the County Commissioners acknowledging David Kocka
as the official new Youth Commission member. The Youth Commission welcomed him
aboard.
Jeanne commented briefly about the involvement of both youth and adults from the
various agencies. The YC is half students representatives and half adults. The YC should
be represented accordingly, especially in articles which appear in the newspaper. She also
commented about the "commitment" necessary by every member of the YC. Projects
cannot succeed without member commitment
3) Six of the youth members are seniors and will be graduating this year. They were
asked to send an official notice to their respective agencies notifying them to start the
recruitment process for new members on the Youth Commission. The possibility of
opening membership on the YC to middle school students will be discussed at the next
meeting.

tit 4) The Youth Volunteer Service Directory has been distributed in the Chaska Middle
School. They were to have been distributed at the high school. However, that was not
done according to youth representatives. Jeanne will look into that. The response from
middle school students for ECFE volunteer positions and for swimming aide positions
with Community Education has been great! Perhaps February, not October, should be the
target date for the annual distribution of the directory. That was the general consensus.
5) Lee Ann chaired the effort to ask high school students about useage of the additional
gym/recreational space to be provided at the new elementary school in Chanhassen in
1995. That space will be owned by the City of Chanhassen. The Student Council did
some brainstorming. It was the consensus of the group that a survey should be conducted.
David Kocka will report back to the group about the current programming for young
children after school in a City of Victoria building. Lambert, DeB ower, Sorscher, and
Merchant will propose a survey at the next YC meeting. The final draft will be
distributed to the high school students by Natalie & Lee Ann.
6) Carly updated the YC on the yearbook. She did submit an article and a photograph of
the yc.
7) Farrah volunteered to find two people to help babysit for the March 8 Parent's
Anonymous meeting.

8) Natalie reported on the Holiday Gift Project. There was a good response to the appeal
for cash or gift items for teen gifts during the holiday season. There was some confusion
about the sponsors of the drive. The Student Council and Youth Commission co-
sponsored it in December 1993. If the project is repeated in 1994, perhaps the project
should begin earlier. Might help to eliminate any questions.
9) Question was raised about the Teen Night at the middle school on January 28. YC
made a commitment to help find high school students to chaperone the party. The YC did
not follow through. That reflects on the whole Commission. Jeanne reminded all
members that when a commitment is made, we must follow through.
10) The Leadership Conference to be held in February on three consecutive Thursday
nights (sponsored by Carver County Community Ed. Depts.) has been cancelled. If
possible, it may be rescheduled in April/May. Everyone will be notified.
11) Phyllis reported on the Teen Spirit scholarship program. After brief discussion, it was
decided that it was too late to promote student involvement in the program. May look
into next year.

12) The Loaves & Fishes Project was reviewed. Natalie shared the photograph of the
group which attended the first Loaves & Fishes night. Lori Wellens will be asked to
look into another opportunity in March or April for high school students to attend. Lori
will chair that project again.

13) The possibility of conducting an environmental project was discussed.(Project involves
comparison shopping to determine the amount of waste packaging when buying
groceries.) Lori, Susan and Louise will form a sub-committee to bring additional
information back to the next YC meeting. Sounds like a great idea.

14) The YC made a commitment to make Values Buttons with half the profit going to the
Values Committee and half to the Youth Commission. Buttons will be made at Jeanne's
house on Saturday, February 12 between 9 am and noon. Lee Ann and David agreed to
volunteer. Rich agreed to help out on Friday, February 11 at ECC. All YC members are
encouraged to help.
15. MotionlSorscher, Second/DeBower to table discussion of "Speak Ups."
16. The next meeting will be held on Thursday, March 3 at the Carver County
Courthouse at 7 pm. Please enter through the entrance located on the west side of
the building towards the south end or the Social Services entrance. Meeting will be
held on 2nd floor in the conference room. Deb Wagner has reserved the room for

Evaluation of Wednesday, February 9, 1994 YC Meeting

At the February meeting, the executive committee imposed a schedule on the
maximum amount of time to be spent on each topic. After the meeting, those
present were asked to write 3 statements on how they felt the meeting went
using time limitations on discussion. Here are the comments.
1. Good discussion of topics.
2. Attendance was great.
3. I'm concerned about getting together in subcommittees.
4. Meeting went in a timely manner and we covered a lot of ground.
5. We could have all been here on time.
6. Could we plan time after YC meetings for sub-committees to meet?
7. Great attendance.
8. Too rushed.
9. It went well but kind of a little unorganized.
10. Felt we did a good job of sticking to the allotted time. That is a good
idea.
II. I felt a little tension at times. Overall, however, things went well.
12. It was enlightening!
13. Enthusiastic and willing people.
14. Very timely and informative!
15. Quite productive. Seems like more was done tonight than in the last
meeting. Maybe it just takes that long to get the program going.

Chanhassen Estates. I reviewed her concerns and thought she
had some valid points. Her biggest concern was she thought
her comments were not being heard. Rather than getting
directly involved, I suggested she continue to follow-up
with you since there was another meeting set.
After the second meeting, I talked with Mrs. Hamilton and
she was just elated. Mrs. Hamilton thought everything
turned out just great and that you and the consultant were
very responsive in satisfying all the concerns.

The Chanhassen Park and Recreation Department presents
11th Annual Easter Egg Candy Hunt and Coloring Contest
Saturday, April 2, 9:00 a.m.
Chanhassen Elementary School Playground
COLORING CONTEST
Children are invited to color the rabbit at
the end of this flyer. Prizes will be
awarded to the winner in each age
category.

dropped off at Chanhassen City Hall before
Saturday, April 2, or bring it along to the
Easter Egg Candy Hunt on Saturday, April

Provided the weather cooperates, the Easter
Egg Candy Hunt will be held outside at the
Chanhassen Elementary School Playground.
If weather is inclement, the Candy Hunt will
be moved inside to the Chanhassen
Elementary School gym. The Easter Egg
Candy Hunt will have three different age
groups and three different times. They are

1. LEAGUE ENTRY FEES (All fees payable to the Qty of Chanhassen):

The league entry fee pays for Dudley Blue Thunder softballs provided to each team, umpire fees
for regular and post-season play, awards, tournament fees, park stickers, and registration with the
United States Slo-Pitch Softball Association.
2. DEADLINES AND IMPORTANT DATES:
a. League Entry Deadline: Wednesdav. March 9. 1994.
b.
League Entry Fee Due: Wednesday, March 23, 1994, at 4:30 p.m. (Failure to
turn in fees bv this date will ieoDardize vour team's chances of Dartici~atin2 due
to the demand for field mace.) Forfeit/conduct fee due with league entry fees. A
$10.00 late fee will be assessed to all teams failing to pay by March 23.

Due to lack of playing fields, leagues may have to be trimmed. Teams that
participated last season will have fIrSt choice in playing. Failure for existing
teams to turn in their league fee gives the opportunity for new teams to play,
forcing the previous teams out of the league.
c. Rosters Due: Friday, March 25, 1994 at 4:30 p.rn. (Rosters must be signed by
each team member and turned in with the team entry fee). All information on
roster must be complete.
d Final Rosters Due: Friday, June 3,1994, at 4:30 p.m. (Any changes on the roster
must be done by this date.) No players may be added after this date.
Rosters:
1) May not exceed 20 players, including a player/manager.

2) Comorate Lea2Ue: Roster must be on company letterhead and signed by
personnel manager. All team members must work for the same company.

35 and Over Lea2ue: Roster must include player's date of birth and
driver's license number.
INSURANCE:
The Chanhassen Park and Recreation Department DOES NOT provide any insurance for this
program. Individuals should check their personal insurance for coverage. Liability and/or
accident insurance may also be purchased through the United States Slo-Pitch Softball
Association.

IN-HOUSE RULES &. REGULA nONS
Official U.S.S.S.A. rules will govern play.
1. For the first game only (6: 10 p.m.), a five (S) minute grace period will be allowed
from scheduled game time. If a team does not have nine (9) players to stan the
game after the grace period, the game is forfeited. There will be!!2 grace time
for the second game. All games will have a 70-minute time limit. No inning
shall start after this time. The time limit begins at the start of your scheduled
game time. Game results are fmal. Your umpire MAY give you a warning if you
are approaching this limit, but is not required to do so. Game can end in a tie.
2. ALL games are eight (8) innings. Games can end in tie.
3. Uniforms: All those participating in a game should wear the adopted team uniform.
Managers and coaches, when on the field, should wear the adopted uniform or a cap and
jacket, which includes the team's emblem and colors.
4. 3-2 Count Rule: 1st ball batted foul after 1st strike and courtesy, the batter is declared
automatically out.
S. A team may play with nine (9) players without the 10th position being an out.

TEAM MANAGERS MUST REPORT THEIR CHOICE OF BA 1TING ROTATION TO
OPPOSING TEAM'S MANAGER AND THE UMPIRE DURING THE PRE-GAME
UMPIRE/MANAGER'S CONFERENCE.
Option 1: Teams starting with 9 players:
10th position is not an out.
Must have a pitcher and a catcher.
May increase to no more than 10 players.
Starters may leave the field and re-enter once.
Subs may enter the game, but cannot be "benched" and then re-enter.
Option 2: Teams starting with 10 players:
May drop to 9 pl~) without the 10th position being an out.
May not increase to 11 or more players.
Starters may leave the game and re-enter once.
Subs may enter the game, but cannot be "benched" and then re-enter.

Option 3: Teams Batting Round Robin (11 or more player):
If a player is injured. your team can drop to ten (to) players. If a player is
ejected from the game. the game is a forfeit.
All players on the bench must be rostered and must play.
All players arriving after the game has started must be immediately rostered and
must play.
Players my discontinue play ~ if they are injured or if they leave the park.
May drop to as low as 9 players without the 10th position being an out.
Free substitution is allowed, but players must retain the same batting order.
Option 4: Teams using an Additional Hitter.
A team may insert an additional hitter (AB) into their line-up. The batting order
must remain constant, however, any 10 of the 11 players can take a defensive
position. If AH., but failure to declare such a hitter prior to the game, prevents
the use of an AH. in that game. When the A.H. is used in the Co-Rec leagues.
a male and female AH. must be used. If any player is injured and unable to play
while using the additional hitter. the game is a forfeit. If you stan with eleven
(11). you have to fmish with eleven (11).

Twenty (20) Run Rule in effect after four (4) innings. Fifteen (15) Run Rule after five
(5) innings. Ten (10) Run Rule after six (6) innings.

8. Tie Breaker: All ties in season standings are broken by comparing head-to-head
competition. and then the total runs scored against the team(s) that are tied.
9. Determine Playoff: Pairings for play-offs will be determined after each team has played
each other at least one time, or by a certain number of weeks.
10. Game Forfeiture: Forfeiture of one (1) game during regular season puts your team on
probation. Forfeiture of two (2) or more games will result in your team being terminated
from league play without receiving your league entry fee back.
11. If a team forfeits any playoff games they will be out of the current year's playoffs and
the next seAton's playoffs.

12. If a player is ejected from the games, manager is also ejected. If teams do not have the
required number of players after the ejection, the game is a forfeit.
13. If a player is ejected more than two (2) times from a game, that player will not be
allowed to play the rest of the season.

14. A player who is caught throwing a bat will automatically be ejected from the game.
15. Each team pays an eligibility/forfeit fee at the be2inniml of the season, which will total
$100.00 The check will not be cashed and will be returned, provided your team does not
have any violations. Any team that forfeits a game without proper notification to the
Chanhassen Park and Recreation Department will pay $25.00 per forfeit. The fee for
improper conduct per occurrence will be $25.00, and must be paid by your next scheduled
game. This dollar amount must be received by the Park and Recreation office prior to
the next league game. Failure to pay the forfeit fee will result in the loss of the $100.00
fee. The same fee will be paid for ineligible players and improper conduct.
16. A way team shall be fIrst team listed on schedule. Exception: During playoffs, a coin flip
will determine home team.
17. Eligibility Protests: The protesting team must r1l'st prove their own eligibility and then
prove opposing team's ineligibility. To prove eligibility, teams must match valid
Minnesota driver's license to team rosters. Protests made on eligibility may be made
prior to player entering the game OR during the game, but not after the game. The Park
and Recreation Department reserves the right to pursue any player eligibility questions.
If team rosters are not available, have each team member sign their name and turn the
e signatures in to the Park and Recreation office for investigation.
18. All players must carry identification and have it available for presentation at all games.
Allowable I.D.'s include:
Valid Minnesota Driver's License
Social Security Card
If a player is checked and cannot present identification, that player must sign their name
and address on a piece of paper, and give it to the umpire to turn in. Verification then
will be made about eligibility. If they fail to do so, they are ineligible to continue play
in the league and the game in question will be forfeited.
19. Continued Particioation Due to Iniury. Bleedin2 or ODen Wound:
A. A player/substitute, manager, coach, trainer, bat boy or other team member or
uw're who is bleeding or who has an. open wound shall be prohibited from
parti.:ipating further in the game until the bleeding is stopped and the wound
covered.

If treatment can be administered in a Ielsonable amount of time, the

2. IT excessive time is involved, the reentry rule would apply to players.
3. IT there is an excessive amount of blood on the unifonn or if a bandage
becomes blood soaked, in the judgement of the umpire, the
unifonn/bandage must be changed before the individual may participate.

includes managers, coaches, players and players on the bench. Violation: Forfeiture of

21. Managers, coaches and players shall NOT make disparaging or insulting remarks to or
about opposing players, managers. coaches. spectators or OFFICIALS. Violation:
Election from the game. IT player continues after being ejected. the team will forfeit the
game.
22. Ejected Players: Any coach, manager or player ejected from a game shall be declared
ineligible until she/he is reinstated by the League Director, or the Chanhassen Park and
Recreation Department. Any coach, manager, or player ejected from a game during
tournament play will be prohibited from participating in any remaining games in the
tournament. This includes sitting on the bench.

CHANHASSEN SOFTBALL POLICIES
1. Player Eligibility

a.
All 1988 players who are on file on the 1988 rosters at City Hall can continue to
play in the league, provided they have played every year since 1988.
b.
Any new teams which enter the league must meet the new eligibility requirement of
having all players live or work within the physical boundaries on Chanhassen with
the exception of four outside players being allowed.
c.
Any non- resident (grandfathered in 1988) who discontinues to be a rostered player
will not be allowed to re-enter the league unless that person accounts for one of the
four outside players.
d.
Grandfathered players may switch teams in the league and teamS may change
sponsors if the above guidelines are still fulfilled.
e.
Any new players entering the league !mW provide proof of residence and/or work
location. This includes a copy of a current drivers license or paycheck stub listing the
player's and company name. Any grandfathered player whose work or residence
location is questioned, .!!llm provide proof of one or both.
NO EXCEPTIONS TO THE ABOVE RULES WILL BE CONSIDERED.
2. Age Reouirements
Graduated high school seniors, who are 18 years old or above may, participate in any
of the adult leagues with the exception of the Over 3S League.
3. League Restrictions
Players may only play on one team per league.
3S and Over League players must be at least 3S years old, by December 31 of the
current calendar year. NO EXCEPTIONS.
4. General

A. League Ball: The officialleagu~ ball for all Chanhassen leagues is the: 'udley Blue
Thunder. No other balls will be allowed for play.

B. Specific league roster requirements:
1. Corporate League
All players on the team must be full-time employees (35-40 hours
per week) of the company and be on the payroll no later than March
1 of the current year.
Employment must extend from March 1 through the end of the season.
Employees that terminate employment after March 1 are no longer eligible
to participate on the team. An employee who is temporarily or
permanently laid off mal' not continue to play in the Corporate League,
even if they return to work. If an employee is laid-off or terminated
during the softball season, it is the manager's responsibility to let the
League Director know immediately.
Final rosters must be on company letterhead and signed by the Personnel
Director of the company.
2. Over 35 League

Date of birth and driver's license number must be included for all
participants.
3. All Leagues
Managers are to fill out the front of the roster completely and have each
player read, fill out, and sign where indicated.
Rosters are limited to 20 players including the manager and coach.
C. Rain Out Procedure: Games canceled due to inclement weather will be rescheduled
as time becomes available. All games not made up during the regular season will
be rescheduled at the end of the season on the designated make-up night If the first
game is rained out, the second game is cancelled automar;t;, ,,'- ,'.

D. If your umpire does not show up at your game, the team managers have 3 options:
1. Do not play the game and have it rescileduled.

2. Team managers agree to play the game with no umpire; game results are final
and official.
3. Managers agree on a samaritan umpire; game results are final and official.
Please call the Park and Recreation Department at 937-1900 to report how the game
was handled.
E. Score Reporting Procedure: Your umpire will carry out the duty of recording and
turning in game results.
F. Park Stickers: A sticker will be required when you enter the park for your games.
Stickers are provided with each team's registration.
G. The Chanhassen Park and Recreation Department requests:
1. Park your vehicles in desienated Darkine areas, NOT on the grass or other
designated no parking areas.
2. Do not take glass containers or bottles to softball complexes/fields.

3. Respect private and public properties.
4. Police YOUR litter and any other you see.
5. If you have a player dropped from your team. contact the Park and Recreation
Department to have his/her name crossed off your team roster.
6. Leave your doe at home: remember. no pets are allowed in any of the City
parks.

The Chanhassen Park and Recreation Department is proud to offer another great year of its popular
Summer Discovery Playground Program. Designed for 4-11 year olds, your child will have ioads of fun at
this once a week recreation program located at your neighborhood playground site. Playground Includes:

Creative Expression: Arts and crafts are a part of
each weeks program, designed to expand your
child's creativity.
Games/Sports: Features include new games, old
favorites, non-traditional sports, and of course,
sportsmanship!
Nature: Enjoyment and appreciation for our
environment and natural resources through weekly
projects. games, and demonstrations.
Themes: Each week revolves around a different
theme, I.e. Under the Sea; Wild, Wild West; Stars
and Stripes.
Eneraetlc Leaders: Our playground staff are college age and up who are currently studying or working in e
child-related fields. Staff/child ratio is 1 :9.
