Arbor Day Ceremonial Tree Planting
As you are aware, a full agenda of activities have been planned in observance of Arbor Day
(see attached flyer). We will kick-off the joint City Council/Park and Recreation Commission
meeting by planting a 12" Pin Oak at Lake Ann Park. The tree and all moving expenses are
being donated by Halla Nursery of Chanhassen. Mr. Mark Halla will be performing the work
involved with moving this beautiful tree. The tree is a significant donation being valued at
over $3,500. It will be placed in the picnic area near the beach turnaround and is large
enough to provide immediate shade for a picnic.
Please join us at 5:30 p.m. on Tuesday to accept this tree on behalf of the residents of
Chanhassen in honor of Arbor Day.

I am aware that the Mayor and City Council have been "joint meeting" to death this month.
It is my hope that this meeting will serve as an inspiration for the future of parks and
recreation in our city. One agenda item which you may wish to discuss are the commission's
1994 goals, the remainder of the evening is.an open agenda. However, I rest assured that
our two hours together will go quickly.

1994 GOALS
PARK AND RECREATION DIRECTOR
.
· Equip North Lotus Lake Park skating rink with electrical service and a light.
· Continue to administer the development of the new Chanhassen Recreation Center and
park.
· Continue in the effort to construct the Highway 10 1 trail.
· Coordinate the completion of items specified in the 1994 Park Acquisition and
Development Capital Improvement Program (CIF).
. Complete finish grading, seeding, restoration, and initial installation of site amenities at
Power Hill Park and Pheasant Hill Park.
. Ensure that the trail from Lake Susan Community Park to Chanhassen Hills is
programmed for completion.
· Implement an honorary tree planting program.

Accelerate the planning/acquisition of the Bluff Creek Corridor.

· Represent the interests of the city in Hennepin Park's project of developing the north and
south railroad grade trail corridors.

2. Complete 1994 time table in early January to assist our department with important dates,
programs, and special events.
3. Finalize the 4th of July Celebration schedule of events by the end of March.
4. Process district facility request applications for the 1994/95 school year by June 1.
5. Continue working with Districts 112 and 276 staff to accomplish the goals and objectives
of our department and the Chanhassen community.
6. Continue to work with Recreation Supervisor I/Senior Citizen Coordinator in providing
new and interesting recreational opportunities for the residents of Chanhassen.
7. Work with seasonal staff to better understand their job duties and responsibilities.
Continue ongoing training with seasonal staff.
8.
Search out and implement more volunteers to assist with Chanhassen special events.

9. Work with computer consultant to create software that will track program registrations
specific to different areas of the city. The data collected will assist our department plan
for the future.
10. Use the Leisure Line to update game status for adult softball and basketball programs.
It is anticipated that the Leisure Line will generate over 13,000 calls for these activities
and other recreation programs.
11. Develop and implement a policy that will distribute Chanhassen facilities to local
organizations fair and equally.
12. Obtain feedback through evaluations from softball teams regarding the abolishment of all
non-resident softball players. Data collected will aid in developing a new residency
policy for the 1995 season.
13. Strive to collect at least $5,000 in picnic revenues from reservations.
14. Continue working with MRPA by assisting with Healthy Strides, a fun walk program
associated with the national NRPA Conference in October.

15. Continue to offer 2-3 teen dances in 1994/95 and look for new ways to improve the
program.
16. Offer 2-3 downhill ski trips again for 6th, 7th, and 8th graders, including a trip to Spirit
Mountain in Duluth.
17. Offer a tennis prograrn/league again this summer for adults.
18. Continue to offer Adult Boot Hockey next December and start publicity sooner through
mailings to the softball and basketball programs, articles in the Chanhassen Villager, and
the Chanhassen Brochure. The league will get a big lift and should develop.
19. Continue to assist the Chanhassen Athletic Association, Chanhassen/Chaska Soccer
Association, and other civic organizations in a liaison capacity.
20. Work with Recreation Supervisor IISenior Citizen Coordinator in developing a
comprehensive internship program.
21.
Research and explore the possibilities of developing a week long sports camp at Lake
Ann Park during this upcoming summer.
22. Gather and implement information pertaining to fax and phone program registration.
Program will be complete by February 18.

Get involved with the National Park and Recreation Association Conference to be held
in Minneapolis.

10. Offer a drama/arts workshop during the summer using grant resources and cooperatively
programming with District 112 Community Education.

12. Offer a second annual summer concert series using community and school bands as the
warmup bands prior to each Lawn Chair Lyrics Concert Enlist community organizations
again as co-sponsors. Work with Market Square restaurants to offer a concert night
special.
13. Offer two weeks of Lake Ann Adventure Day Camp immediately after playground ends.
14. Coordinate a Cross-Country Fun Ski in cooperation with the February Festival.

RECOMMENDATION
It is recommend that the Park and Recreation Commission recommend that the City Council
accept full park and trail dedication fees for the Neuman Subdivision in lieu of parkland
dedication and/or trail construction. One-third of the park and trail cash contribution shall be
paid contemporaneously with the filing of the subdivision plat. The balance, calculated as
follows, shall be paid at the time building permits are issued: rate in effect for residential single
family property when a building permit is issued minus the amount previously paid. Current
residential single family park and trail fee rates are $900.00 and $300.00 per home, respectively.

Subject: Neumann Property Subdivision
Dear Ms. Aanenson:
Transmitted herewith are the preliminary plans for the subdivision of the
Neumann property located at Sandpiper Lane on Lake Minnewashta. This consists of
nine lots plus a recreational beach lot which is intended for a common dock for nine
boats. Existing homes would be retained on two of the lots. These homes are
occupied by Mrs. Henry Neumann, the property owner and applicant, and by Mr. &
Mrs. Arnold Wermerskirch, her daughter and son-in-law. The property consists of
nine lots and adjacent street right of way of "Minnewashta Park, Carver Co., Minn."
plat. Some vacation of platted right of way is required.
The site is a peninsula on Lake Minnewashta. There is significant tree cover
on the site. There is a wide band of wetlands along the lakeshore. Another isolated
wetland exists on the south side of Sandpiper Lane. These wetlands are described in
the enclosed wetland report. The initial site grading and tree removal would be
limited to grading of the proposed cul-de-sac street and stormwater pond. Grading
and tree removal on the individual lots would be done at the time of house
construction. Some alteration of the 6,500 square feet of wetland by Sandpiper Lane
is proposed to allow the proposed street construction and to provide the required
setback and buffer from two proposed homes. Wetland mitigation of double the
altered area is provided.

Eight of the lots receive access from the proposed cul-de-sac. The other lot
would access from Piper Ridge Lane. The two lots on the end of the cul-de-sac are
flag lots and require variances for width at the front setback. Lot 2, block 2 requires
a four foot variance from the 125 foot width requirement at the front setback. This lot
is confined by the two existing homes. A 50-foot wide right of way is proposed on the
street to minimize the wetland alteration which also requires a variance.
A recreational beach lot is proposed on the tip of the peninsula. This would be
owned and maintained by a homeowners' association. A common dock for nine
boats is proposed. The recreational beach lot has 1200 feet of shoreline measured
at the lake shore and 600 feet when measured at the edge of the upland area. The
total area is 233,800 square feet of which 45,165 is upland. The lot has sufficient
shoreline and gross area to meet the ordinance requirements for the 9-boat dock.

Wetland Classification, Identification
and Delineation
for the Neumann site located
at
Chanhassen, MN
Summary
Based upon the information provided to Schoell and Madson, Inc., we have
identified two wetland basins on the property. The wetlands were field delineated
on January 24, 1994. Review of U.S. Fish and Wildlife National Wetland
Inventory maps indicated the presence of two wetland basins at this location. Based
on review of Minnesota Department of Natural Resources (DNR) Protected Waters
maps the two wetland basins. Wetland one is located in the northeastern corner of
the property. Wetland two is located along the west and south boundaries is
designated as protected water number lo-9P. The two wetlands are also identified
on the City's official wetland map.
Project Location and Site Description
.
The site is located approximately 1I4th mile south of the intersection of
Minnewashta Bay Road and Minnesota Highway 7 in Chanhassen, MN. The site is
approximately 9.2 acres. The southern portions of site have remained relatively
undisturbed for a number of years. The property consists of gently rolling to steep
hills, currently most of the upland areas are wooded or occupied by two residences
and bounded by Lake Minnewashta on the west and south.
Characteristics of the Wetland Basins
Basin 1
This wetland basin is approximately 0.8 acres in size. It is classified as a
Type 3 (Inland Shallow Fresh Marsh) as defined in Wetlands and
Deepwater Habitats of the United States (FWS/OBS Publication 79/31;
Cowardin et al) and Wetlands of the United States (USFWS Circular 39;
Shaw and Fredine 1971). Based on the Federal Manual for Identifying and
Delineation of Jurisdictional Wetlands (Interagency Task Force on Wetland
Delineation, 1989) and the Corps of Engineers Wetland Delineation Manual
(1987) the basin is classified as a PEMC wetland (Palustrine Emergent
Seasonally Flooded). The wetland basin is located in the northeastern
portions of the property. This wetland is also identified on the City of
Channhassen's official wetland map as A4-6(I). The City of C}1anhassen has
designated this wetland as an AglUrban Wetland.

Basin 2
Observed wetland vegetation within the wetland boundary consisted of a
number of common wetland indicator species including: Broad-leaved cattail
(Typha latifolia) (obligate wetland), Reed Canary grass (Phalaris arundinacea) .
(facultative wetland), Bulrush (Scirpus spp.) (obligate wetland), Sedges
(Carex spp.)(obligate wetland) Redosier Dogwood (Comus stolonifera)
(facultative wetland) and Willow (salix spp.) (facultative wetland).
Wetland boundary areas contained the following species: Kentucky Blue
Grass (poa pratenses) (facultative -), Smooth Brome (Bromus inermis)
(upland),Box Elder (Acer negundo)(facultative wetland), Willow (Salix spp.) ,
(facultative wetland) and Green Ash {Fraxinus pennsylvanica) (facultative
wetland) .
According to the 1968 USDA Soil Survey of Carver County, soils in wetland
basin 1 are identified as Hayden loam which contains inclusions that are
classified as hydric soils. The 1968 survey description of Hayden soils states
the following; "The Hayden series consists of deep well drained soils that
formed in friable, limy clay loam or loam glacial till. Permeability is
moderate and moisture storage capacity is moderately high" .
Hydrologic conditions were not determined due to frozen soil conditions.
Once soils have thawed hydrologic conditions will be determined.
The wetland is adjacent to Lake Minnewashta. It is classified as a Type 7 .
(Wooded Swamp), and as a PF01C (palustrine Forested Broad-leaved
Deciduous Seasonally Flooded) basin. Further inside the boundaries there
is a transition to Broad leaved cattails (Typha latifolia) and other similar
emergent vegetation (PEMF). Because this wetland is associated with Lake
Minnewashta the size of the wetland was not determined. This wetland is
also identified on the City of Channhassen's official wetland map as A4-6(2)
and N1-6(3). The City of Cban"a~sen has designated this wetland as a
Natural Wetland.
According to the 1968 soil survey soils are classified as Marsh and Glencoe.

were taken.
Vegetation included Cottonwood (populus deltoides)(facultative +), Green
Ash (Fraxinus pennsylvanica) (facultative wetland), American Elm (Ulmus
americana) (facultative wetland -), Willow (Salix spp.) (facultative wetland),
Redosier Dogwood (Comus stolonifera) (facultative wetland) and Reed
Canary Grass (Phalaris arundinacea) (facultative wetland +).

Wetlands were preliminarily delineated according to the Federal Manual for Identifying
and Delineating Jurisdictional Wetlands (Interagency Task Force on Wetland Delineation
1989) as required by the 1991 Wetland Conservation Act. After the soil is free of frost
soil samples will be taken to complete the defInition of wetland boundaries. Because the
1989 manual has a more conservative hydrologic requirement than the 1987 Corps of
Engineers Wetland Delineation Manual, delineated boundaries should be consistent with
or more conservative (drier) than those arrived at using the 1987 manual.
The site is located within the Minnehaha Creek Watershed Management District boundaries
in the City of Chanhassen, MN.
Mitigation will be necessary for any impacted portions of wetland. Replacement of the
filled or drained portions of wetlands is required. When this occurs replacement wilJ need
to be of the same wetland type and within the same watershed and preferably on the same
site.
With the passage of the Wetland Conservation Act, wetlands on this site now come under
the jurisdiction of the Board of Water and Soil Resources. The local unit of government
(LGU) is responsible for administering the provisions of this legislation. In this case, the
City of Chanhassen will be the LGU. We have reviewed the various exemptions
contained in the Act and rmd that, no exemptions apply. The project must be certified
by the LGU as having complied with the provisions of the Act that apply during the
exemption period. Any wetland impacts must be replaced or restored at a 2: 1 acreage ratio
in the same watershed as the -impact occurs. The act also mandates that restoration or
creation of replacement of wetlands only be considered after an applicant has demonstrated
that the impacts can not be avoided, further minimized, corrected or eliminated over time.
This requirement is essentially the same as the U.S. Army Corps of Engineers 404 permit
process.
During the final design process efforts should be taken, whenever possible, to avoid and
minimize wetland impacts. By utilizing this approach wetland replacement costs wilJ be
kept to a minimum and any additional permitting will be more easily facilitated.

Adult Basketball Evaluation
The Chanhassen/Chaska Adult Basketball League completed their season Wednesday, March
16. The league had 12 teams again this year, with 6 upper division and 6 lower division.
The league will maintain the same number of teams until the new Chanhassen Elementary
School opens in 1995. At that time, I would like to expand the league to possibly 20 teams.
One reoccurring comment on the returned evaluations is the performance of the officials. I
felt the officials were competent and performed appropriately. All players are going to have
comments regarding the officials, and in my opinion, iris a judgement call, just like a softball
umpire calling balls and strikes. Every.person has different judgement and what I'm striving
for is consistency in all our officials.
During the season it was very hard to find officials to work the games. It seemed like every
Monday and Tuesday I was .on the phone trying to arrange someone to take the games. I am
considering contracting with a Basketball Refereeing Association, which would coordinate all
the scheduling. This would eliminate my Mondaytruesdaycalls and would save time, which
I could devote to other programs .andactivitie~~ .'Il1ese8:l'e a few. other general comments:
Keep league winner out of playoffs.
Start season earlier.
Have 2 separate playoffs for upper and lower divisions.
Keep 2 referees per game.
Do not have a week off betweeo. end of playoffs and state tournament.
I am looking forward to 1995 when this league has the opportunity to expand, when the new
elementary school is finished. Until then, I will do all I can to accommodate all interested
participants.

Easter Basket Delivery Evaluation
This Easter season, a new recreational program was introduced by the department. The
Easter Basket Delivery program was held Wednesday, March 30, and the idea behind this
program was to have the Easter Bunny personally deliver a basket full of goodies to
children's homes within Chanhassen. The program was available to kids 2-5 years old. Each
basket was $5.00 and included: assorted candy, sideWalk chalk and bubbles. Deliveries were
made between 9:00-11:30 a.m. and 1:00-3:00 p.m. A total of 71 baskets were delivered to 41
houses.
The kids were very excited as the Easter Bunny walked through their door with a basket in
hand. The majority of the deliveries were made between 9:00-11 :30 a.m. (45), with the rest
being delivered between 1:00-3:30 p.M. (26).
The program was very successful for its fIrst year. Our department received three telephone
calls from the parents of the children, expressing their gratitude and appreciation with the
department for offering the Easter Basket Delivery program.

Easter Candy Hunt Evaluation
Chanhassen's Annual Easter Candy Hunt was Saturday, April 2, 1994 at the Chanhassen
Elementary Schoo1. An estimated 700-750 kids and their parents attended the event.
This year's entertainment was Brian Richards,a local magician, who preformed a wonderful
show. He had the kids and parents laughing throughout his performance. One little challenge
that occurred was that Mr. Richards appearea to have a faulty remote microphone that went
down at the start of the program. A miCJ;Ophone and stand was ready to go before the
program started; however, Mr. Richards\Vanted to use his own. Next year I will arrange a
cordless microphone myself to ensure .tJ:l.at this problem doesn't happen again.

The candy hunt portion was handleaagain by ChanhassenBoy Scout Troop 330. Every year
they perform a wonderful job, and this year they followed sllit.
Chaska High School's National Honor Society helped with hanging coloring contest entrees,
dressing in the bunny suits,andassistingwithCI'oWd control. .Having the 10-15 volunteers
from this group l1elps .out~D.')el!dOllsly!..Yolun~swere.also received frQIl1 confmnation
students looking to perform community service hours as part of their requirements. They
were also a big help.
Looking ahead to next year, an idea that will e)tj5lored is to assemble the little plastic eggs
with miscellaneous items inside. The traditiotlalcandy hunt will be altered to adopt the new
idea. The details will be worked out by next~.
The candy hunt worked out well again this year with every child getting their share of candy.

This year's Arbor Day Celebration has taken new form and is being run cooperatively with
the University of Minnesota's Landscape Arboretum on Saturday, April 30th. As you can see
from the attached flyer, a variety of activities are taking place that day at several locations.
Not noted on the flyer is the annual free tree seedling giveaway, sponsored by Empak (Tim
Erhart) and run by the Chanhassen Senior Center Men's Club, who will be giving these trees
out on Friday, April 29, between 11:30 a.m. and 6:00 p.m., or until supplies run out, in front
of Festival Foods.
Increased awareness of our community's natural resources is the goal of this type of
celebration. We feel that the cooperative efforts put forth between the City and the

ARBOR DAY OBSERVANCES AT THE ARBORETUM
CHANHASSEN, MINN., April 8, 1994- Minnesota will celebrate Arbor Day on Friday, April 29.
The Minnesota Landscape Arboretum will participate in observing Arbor Day with two events. One will take
place on Friday, April 29 at 11:00 a.m. when the Arboretum children's Learning Center will plant a new tree
on the Arborerum' s from terrace with the help of Chanhassen Mayor DOll Chmiel.
On Saturday, April 30 from 9:00 to 11:30 a.m., visitors can come to the Arboretum's auditorium and
learn from local nurseries and community resources about composting, tree selection, planting, care and other
tree-related topics. Master gardeners will be on hand to address general questions. Horticulturists ~ll share
their knowledge in short talks on selecting, planting and care of your trees. Chanhassen residents will be
admitted to the Arboretum free on Saturday, April 30 until Noon. Coupons for $50 off trees will be given out
to the fIrst 200 Chanhassen residents who attend the event until 11:30 a.m. that morning, and free tram rides
to the fIrst 135 resident visitors. This all takes place in the Arboretum's auditorium.
1vlinnesota was the fourth state to establish Arbor Day, observing the first state Arbor Day in 1876.
The original Arbor Day owes its existence to 1. Sterling Monon, a farmer and pioneer who settled in Nebraska
City, Nebraska in 1855. He was active in civic affairs, helped found the Nebraska Board of Agriculture and
the Nebraska State Honicultural Society. Surrounded by prairies and farmland, Morton missed the trees and
woods he had grown up with in Michigan. He obtained apple trees from nurseries in eastern Michigan and
then planted a forest of trees around the orchard to protect it.
He also surrounded his spacious home, Arbor Lodge, with several acres of ornamental and landscape

trees, many of'l.'pich still exist there. In 1872, he s'.!bmitted a proposal to the Nebr:;:.~ka Board of Agriculture
that April 10 be officially recognized throughout the state as a day for planting trees. He called it Arbor Day
and it became an annual event.
It was the founding of Arbor Day in mid-America that marked a change in public sentiment. Trees
and forests had been a nuisance to early East Coast settlers and pioneers who burned and destroyed them to
clear land for grass and crops. Arbor Day then and now stands in recognition that our woody plant heritage
should be preserved. Today, we realize that trees help us to combat pollution, improve our environment, and
beautify our landscapes. Minnesota's Arbor Day, and National Arbor Day, occur on th~ last Friday of April
each year; the day may vary in other states. May is Arbor Month.

Thanks to the City of Chanhassen for making an Arbor Day Observance
on Saturday, Apri130 possible and more special. I think that together we are
doing a great community service by accomplishing the City's mission of
getting additional trees planted as well as educating the public. I've already
had a call from the St. Paul Pioneer Press about my press release for this event
so I know the interest is there.
Thanks to you also for being a part of this day. Please identify yourself
that day at admissions (either at the outside gatehouse or the inside lobby
desk) as an Arbor Day exhibitor. All of our related events will go on inside
the auditorium. I will have a table and chair set up for you ahead of time.
The event has been publicized to run between 9:00 and 11 :30 a.m. We
have to be out of the auditorium by 12 Noon for a program which follows
ours. You can arrive anytime after 8:00 a.m. and give yourself enough time to
set up (you can temporarily pull up in the front circle outside of our
auditorium to loan and later to unload). As you likely already know, people
get out quite early on Saturday mornings, especially if it's nice out, so we need
to be ready by 9:00 a.m.

Chanhassen's Annual Park Pride Day will be Saturday, April 30, 1994. Park Pride was
established to encourage the citizens of Chanhassen to become interested in preserving the
environment while cleaning our beautiful parks.
Volunteers from homeowner's associations, Chanhassen businesses, scout leaders, civic
organizations and other interested parties are encouraged to participate in this annual event
Correspondence was sent to all of the aboYe groups to promote the event.
Participating groups are assigned to one of Chanhassen' s.Parks. Our department supplies all
refuse bags and disposal of the refuse. Groups clean their designated park and return to City
Center Park by 11:30 a.m. for the.a.nnouncement of the winners. Special door prizes will also
be given away during this time.. A free hot dog lunch (no turkey franks), with refreshments
will be served for all participants from 11 :45 to 1 :00 p.m.

Adult Softball League Update
The 1994 Adult Softball Season will begin the week of April 25. Adult games will be played
at Lake Ann Park and the season will last 15 weeks per league. Managers and players at the
annual league meeting voted not to have their in~house tournaments like in the past. All the
leagues this year will extend their seasons to play 15 weeks versus 12~ 13 weeks as in the
past. At the meetings the leagues seemed eager to try this arrangement and I believe
everyone will enjoy the extra games. Region and State Tournament Berths will be distributed
to first and second place teams in each league after they have played all teams at least twice.
This year, Don Schwartz will again be our umpire coordinator for the adult leagues. Don will
be responsible for scheduling and coordinating all aspects of our umpires. Don is a great
asset to Chanhassen Parks and Recreation and I welcome him back for his third season.

1994 Summer Discovery Playground/Super Events

All playground sites and super events have been scheduled for summer 1994. As you can see
by the attached flyers, a full agenda is planned and a new park site has been added as well, in
the northern part of Chanhassen (Herman Field).
A few changes have occurred, one being that Wednesday afternoon playground doesn't begin
until after the Wing Dings, therefore allowing everyone to attend without a double scheduling
conflict. Also, some of the days have switched for some of the sites. Our two day a week
site is being moved from Meadow Green. to City Center for convenience of supplies, and
facility closeness.
Fortunately, I have a majority of playground staff returning from last year, and very excited
to be coming back. I think the kids will be happy about this too, as the consistency of staff
can be beneficial. Super Events are also a popular item and I hope that this year's picks will
be a draw. The newest addition to this trip program for 7-11 year olds is the John Rose
Minnesota Oval In-line Skating Rin)(.
I am looking forward to this summer and am happy to able to present these recreation
opportunities to our community. As a side note, Wednesday Wing Dings are being offered
again, however, they will be held at Lake Susan Picnic Shelter due to the Chanhassen
Elementary School undergoing remodeling.

The Chanhassen Park and Recreation Department will once again be running Super Event trips to a
variety of locations on Thursdays. Each trip is fully chaperoned and bus transportation is included in
the price. Pre-registration is required by 12:00 noon on the Tuesday before the Super Event, and is
taken on a first come fIrst served basis until the maximum is reached.

Contract for the 1994 4th of July Fireworks
.
The City of Chanhassen has contracted with Banner Fireworks Company to provide the City's
annual 4th of July Fireworks display. Recently, they provided the fireworks for the 1994
February Festival. Banner has proven to be a reputable company, complying with all safety
regulations.
The fireworks display will be at 10:00 p.m., on Monday, July 4, 1994, at Lake Ann Park.
The date of Tuesday, July 5, has been added to the contract as an alternative display date in
the event of inclement weather.
Chanhassen's 1994 4th of July Celebration will commemqrate it's 10th Anniversary. As part
of this special anniversary, funding for the fIreworks show will be increased to $10,422.50.
Last year's fireworks display was approved at $7,000.00. This amount of $10,422.50 was
increased to celebrate this special 10th anniversary. The amount of $10,422.50 was a budget
item that was approved through the 1994 budget process. This dollar amount includes a
$1,000,000 public liabilityand.property damage.insurancepolicy and state sales tax.
It is staff s recolllffiendation that the Park and Recreation approve the fireworks
display contract with Banner Fireworks Display Company in the amount of $10,422.50

the original land transfer from the Carver Beach Association to the City of Chanhassen forbid

The meeting was brought to order at 7:10 pm by Chairperson Natalie Rossini.
Attendance was taken using the new form. Those present included Rich Lambert, David Kocka,
Lee Ann Olinger, Natalie, Molly DeBower, Lori Wellens, and Jeanne Straus. Carly Sorscher,
Farrah Merchant, and Susan Hurm arrived later.

1) Updates will be made to the councilslboard!commissioners in February, May, August,
November. This is a requirement As of March 8, no one had set up a date with their agency.
As soon as you receive these minutes, please set that up. Also, please inform in writing to your
respective agencies if you go off the board this summer. NataUe has informed Chanhassen that
she is going off the Commission and to start the recruitment process.

2) Jeanne read the letter from Nancy Filatre of SL Hubert's Church thanking Natalie and Jeanne
for their presentation to the 8th grade class on Feb. 23. They were encouraged to apply for
membership to the Youth Commission.
3) The Youth Volunteer Service Directory have been distributed at both the Chaska Middle
School and High School..
4) Lee Ann chaired the effort to ask high school students about useage of the additional
gym/recreational space to be provided at the new elementary school in Chanhassen in 1995. It
was the consensus of the group that a survey should be conducted. Lambert, DeBower,
Sorscher and Merchant will share a proposed survey at the April meeting. The final draft
will be distributed to the high school students by Natalie & Lee Ann. Natalie & Lee Ann will
check out the "Underground" on March 16 and report back in April. David Kocka report back to
the group about the current programming for young children after school coordinated by Victoria
Park & Rec Dept. Young people of all ages are welcome to attend the structured activities held
after school. .
5) Farrah - Who volunteered to help babysit for the March 8 Parent's Anonymous meeting?

6) Lori announced that arrangements have been made for Loaves & Fishes on Tuesday, April
12th. A bus will again take us to the three sites-
A. S1. Stephens 2123 Clinton Ave So Mpls.
B. Bethlehem Lutheran 2200 Fremont Ave No Mpls.
C. Holy Rosary Catholic 2424 18th Ave So Mpls.
The project is chaired by Lori. Those assisting include Natalie and Molly. Bus arrangements
have been made. Bus leaves Chaska High School at 4:00 pm/returns 8:30.
Please help get the word out!
7) Lori Wellens informed the group about a variety of projects which could take place during
Environmental Week. Earth Day is April 21. Lori will chair a committee to plan and implement
activities in the high school during the week of April 18. All youth members agreed to meet with
her on Weds., March 16 in the high school lunchroom to begin the planning. Lori will present at
the Administrative meeting on AprilS. Perhaps elementary schools and the middle school will
become involved or are already involved.
8) At this time, those present formed three focus groups to discuss the various responsibilities for
YC members, agency members, and contact people. Those lists have been compiled and are
enclosed. Please review them.
9) The matter of increasing membership on the YC was discussed. The public is welcome to
attend YC meetings. All YC members were encouraged to bring a friend to the April meeting.
Will help to inform more people of the YC activities and encourage them to participate in YC
sponsored events. The matter of increasing membership numbers was tabled.
10) Jeanne was not prepared to give a report on the profitlloss of selling Values Buttons. She
will give that report at the April meeting. Thanks to Lee Ann, David, and Rich!!!!!
11) Congratulations to Lori Wellens and Natalie Rossini recognized as Outstanding Youth at the
Community Values Award Celebration February 26, 1994.
12) Motion/DeBower, Second/Olinger that YC meetings be held the second Monday of each
month from now on..Motion passed. Jeanne will check into future locations.
Group agreed that they liked the Courthouse for meeting location.
13) Matter of lowering age limit for YC membership was discussed. Time limits the possibility of
changing the by-laws which governs the age limit Perhaps that issue could again be raised- in the
future.
14) Committee to address a spring-time speak-out was formed. Committee members include
Susan, Lee Ann, Jeanne.
15) Natalie updated the Commission on the work being done to bring high school girls into
middle school health classes to discuss issues faced by rr:iddle school girls. Natalie is working
with Arlene Bomer.
NEW BUSINESS
.
1) Jeanne informed the YC that two grants had been written for state/federal dollars to help the
YC accomplish some of its goals. Copies were distributed. Jeanne and Danyelle wrote those
grants. There are two rounds to the application process.
2) It was suggested that we consider starting a mentor program this fall at the high school. YC
student members would serve as a mentor to new high school students. Perhaps they could serve
as a contact person to the entire family answering questions about the high school. This matter
will be addressed at the April meeting.
3) The matter of newspaper coverage on the Outstanding Youth A wards was discussed. There
was coverage on the adult awards the first Thursday following the awards ceremony. It took two
weeks for coverage to appear on the youth awards. Youth are considering composing "letters to
the editors" about the lack of coverage on youth.
4) The executive committee will be called together by the Chairperson to set the April agenda.
Those agendas will be mailed. If you have an item for the agenda, please contact Natalie ASAP.
5) Jeanne informed members of an upcoming workshop "The Positive Power of Youth. "
Will be held Wednesday, April 13 at the College of St. Catherine in St Paul. Begins at 8:30 am.
Will leave at 7:30 am. Please call your agency contact and encourage members of your group to .
attend with you. Costs will be covered by Community Education. Registration forms must be
completed by April 5. The following individuals will be registered: Natalie, Lori, Lee Ann,
Molly, Carly, Farrah and Jeanne. Please notify Jeanne immediately if you are unable to
attend. Information is enclosed.
6) Will members consider bringing snacks to YC meetings? Members seem to be missing supper
to attend. Jeanne will bring snacks to the April meeting unless someone else volunteers.
7) Carly updated us on a forum Congressman Minge plans to sponsor on crime. She wanted to
know if the YC would like to learn more about possible involvement in it. She will look into it
further and report back.
8) Natalie went to "Kids Can't Wait" conference where youth talked about current youth issues
and how to solve them. She plans to chair the local campaign for a "Walk for MS" on April 10.

Youth Commission Members
A goal of the Youth Commission is to provide youth an environment where
they can become healthy, productive members of society. Through the Youth
Commission, youth are given an opportunity to help make that happen for
other youth. Expectations of Youth Commission members are as follows:

1. Advocate for youth.
a. At school/school activities
b. At community activities
2. Advocate involvement of more youth in the decision making processes in
our communities.
3. Serve as "key communicators" in our communities.
4. Serve as a "link" between the communities in our school district.
5. Present the "youth viewpoint" at appropriate city council meetings, school
board meetings, county meetings, and community education meetings.
6. Represent the Youth Commision in an appropriate manner.
7. Follow through on commitments made publicly.
8. Attend monthly Youth Commission meetings.
9. Arrive at meetings on time.
10. Be an active participant in Youth Commission activities.
11. Make four presentations to respective board/council during the year.

13. Extend an invitation to board/council members to attend Youth

Responsibilities of Contact Person
between Youth Commission and Local Board/Council
One of the unique characteristics of the Youth Commission is its dedication to
strengthening the ties between youth and adults within the community. You
serve as a key communicator between the Youth Commission and the
board/council which you work with.
The following are a few expectations of the people serving as "contact"
people.
1. Read the Youth Commission minutes/other materials. Keep yourself
informed.
2. Contact your student or adult representative if you have any questions.
3. Complete arrangements for YC representatives to be placed on agendas in
February, May, August and November.
4. Post position openings of your Youth Commission representatives in
appropriate newspapers, newsletters, etc. Positions must be filled by
April. Elections of new officers is scheduled for April annually.
Suggest that you us~ t.he Youth Application Form.
Present completed applications to your board. Conduct interviews if
necessary. Keep the Youth Commission Advisor informed of current
process regarding opening(s). Notify in writing to Youth Commission
name(s) of new member/members.
5. Ask for youth assistance as volunteers when appropriate. (Youth make
excellent speakers on topics which affect their lives.)
6. Inform the Youth Commission of city, school district, county activities.
Consider involving youth (ages 0 - 21) in the planning stages.
7. Inform the Youth Commission Advisor of any problems (communications,
presentations) with student or adult representatives. We would like to
make this a valuable experience for everyone involved.
8. Attend one annual Youth Commission function, such as the Spaghetti

Dear Ms. Kasper-Hank:
Thank you for your letter of March 16, 1994, regarding the city's Lake Ann Park picnic shelter.
I concur that the City of Chanhassen and AL~ Builders are involved in two separate disputes
in regard to this project. I am compelled to tell you that the management of ALM Builders .
began to disappoint me very early on in our relationship. That disappointment is now deeply
rooted. I am choosing not to re-live the multitude of iIlcidents which led to this disappointment.
You have documentation of many of them. Instead, I would like to respond directly to the issues
raised in your letter.
The responsibility of ALM Builders lo pay for liquidated damages is a specific requirement of
their contract with the city. To date, the city has elected to only hold ALM Builders responsible
for professional services rendered. after the substantial completion date by Van Doren Hazard
Stallings, Inc., the City's consulting architect/engineer on the project If ALM Builders wishes
to continue alleging that these fees were excessive, the city will rescind our standing offer and
forward a total billing for damages > including salaries paid to Building Officials, Park and
Recreation staff'.F~tyauomey{~sangqth~r~nsulW1g f~s associated with the project. These
costs are substantiated through employee time cards, Building Official logs, and direct billings.
The amount which was documentediIl my letter of September 2, 1993 addressed to Mr. Ristau,
identifies ALM's liability of additional cos~ fqf professional services beyond substantial
completion at $11,561.25. In a display of goOd faith, the city will waive any and all additional
costs we have incurred for professional service~>~ince the writing of that letter. It is the City's
position that this settlement offer is more than fair to A.L.M. Builders.
In regard to the final change order list dated July 12, 1993, the city has authorized full payment
of Items 1, 2,4, 5, 6, 7, 8, 9, 11, 12, and 14. Item No.3 was erroneously billed by ALM and .
the charges were subsequently waived. Item 10 added no net cost to the change order. The

billing of $8,561.50 for Item 13, remove and replace concrete pads on the lower level, was
completely unexpected. Mr. Ristau's representation of the facts in this regard severely erode the
level of trust we had managed to attain after Mr. Bob Mickelson was removed from a position
of leadership on this job. For reasons previously stated in my correspondence dated August 10,
1993 and September 2, 1993, the city has not and will not recognize the full extent of these
charges. However, again, in good faith, and for reasons previously outlined, we are willing to
share in the costs of this item with ALM Builders by paying $2,344.64.
I find it incomprehensible that Mr. Ristau, who I found to be a reasonable individual to work
with in ushering this project along, has chosen to continue to represent that they should receive
full compensation for this work. I assume you have reviewed my previous correspondence and
are aware that I was on-site the day this concrete pad was originally poured. In amazement, I
witnessed the inexcusable conditions under which ALM Builders, under direct supervision of Mr.
Ristau, was pouring this concrete apron. The base which ALM was pouring this concrete over
was not 12" or even 6" of gravel aggregate substrate as ALM is well aware, but was sand--sand
so saturated with water and mud in a large area not yet covered by the freshly poured concrete
that, and I repeat, it was inexcusable and irresponsible for ALM Builders to be pouring concrete
under those conditions. I have been exposed to residential and commercial contracting my entire
life. Mr. grandfather and father owned and operated construction companies their entire lives.
I worked as a construction foreman for a housing contractor for six years prior .to my
employment with the City of Chanhassen, and my brother continues to work in the contracting
field. I am keenly aware of the disputes that can arise between contractor and customer and I
represent to you that I am capable of making a determination of what is fair compensation for
the work which was delivered by A.L.M. Builders. I presume Mr. Ristau was embarrassed to
be caught in the act of performing sub-sta,ndard work under deplorable working conditions while
under contract to perform otherwise with the City of Chanhassen. As I have documented
previously, Mr. Ristau communicated to me through a direct conversation on the work site that
day that he recognized the risks of pouring concrete under those conditions. He vowed to take
care of the situation if things did not work out. As we all are aware, it freezes during the winter
in Minnesota. If frost accumulation caused all concrete to fail in a manner similar to what
occurred with this slab, concrete would not be utilized as a construction material in sub-zero
climates. We certainly all know that this is not the case. On the contrary, if adequate
construction techniques are followed utilizing clean, compacted, well-drained substrate as a base
for concrete slabs, and these slabs include quality construction joints, concrete can be expected
to maintain its integrity for many years. ALM Builders failed to perform these standard
construction techniques, admitted on their own volition that they did so, assumed responsibility
for their error, agreed to rectify the situation if the slab failed, and acknowledged this in a letter
dated April 16, 1993 from Mr. Ristau stating, "The defective slab will be removed."
I attempt to be a reasonable party when involved in negotiation proceedings. Other staff
members and the city's Park and Recreation Commission and City Council have found me to be
an individual who values fairness in my work. The City Attorney's office has reviewed the

City's position in this dispute and finds the city's offer to be more than reasonable. To date, the
Chanhassen City Council has limited information in regard to this dispute. However, if this
situation persists, they will become more involved and I can assure you that they will demand
an expedient resolution of this dispute.
In summation, the City of Chanhassen's position has not changed. We will welcome a pay
application from ALM Builders which reflects the information as presented in this and previous
correspondence, including the assessment of $11,561.25 in liquidated damages and the payment
of $11,772.29 in fmal change orders.

Creating what is "basically a financing
deal" to get tax exemptions for park
equipment and improvements. the Shore-
wood City Council at its March 14 meet-
ing gave the Shorewood Parks Foundation
the go-ahead to submit, to ihe state, arti-
cles of incorporation for the non-profit
foundation. .
The proposed articles were presented to
council for approval by Incorporator
Steve Dzurak, who said the goals are to
become a SOl(c)(3) tax exempt charitable
organization, which allows tax deductions
for contributors and exemption for
income tax; and to become exempt from
state sales tax.
Dzurak said the articles don't really say
very much, but they meet the require-
ments for filing and establish the founda-
tion as a legal entity.
"The more important document is the
- by-laws," said Dzurak. "and when we're
done with those, we11 submit those by-
laws to you." Council did have a rough
draft of the by-laws to examine.
"The by-laws are set up so the city
council has the right and duty to appoint
all members of the board of directors; and
the city council can remove. with or with-
out cause. all members of the board of
directors," said Dzurak.
With Council member Rob Daugherty
absent, council approved the articles on a
3-1 vote. Mayor Barbara Brancel opposed
the action.
"I think the concept is good," said the
Mayor, "except I think it would be better
if we were a bigger city." She said she
looked at it as another entity of govern-
ment control.
During a phone conversation the fol-
lowing day, City Administrator James
Hurm said he was "disappointed" the dis-
cussion centered on the legal aspects of
filing for incorporation without giving
more attention to the pUlJlOSe of the foun-
dation, which is to provide better commu-
nication and cooperation between the
variety of people and organizations that
use city park facilities.
This aspect will likely get broader dis-
cussion when the foundation comes back,
possibly at the next meeting, requesting
approval of its proposed by-Jaws. .
The Shore wood Parks Foundation's
first project is acquiring playground
equipment for Silverwood and Freeman
parks.
Urban Hennepin County Community
Development Block Grant allocations
were approved in routine fashion.
Following a brief public hearing, the
Southshore Senior Center was granted
$10,625 and $6,778 will go toward provid-
ing handicap accessibility to parks and
playgrounds.
Council also had $4,664 left over from
last year's allocation for senior center site
surveying and soil sampling to redirect.
This too will go toward providing handi-
cap accessibility to parks and play-
grounds. .
In other action, council adopted a res0-
lution opposing dissolution of the Lake
Minnetonka Conservation District
(LMCD); revisited a decision to install a
street light and then tabled the issue until
the next meeting; approved policy for
enforcing the sump pump ordinance;
passed an ordinance amendment provid-
ing for a two-year gambling -license;
issued a two-year gambling license to
American Legion Post '259; approved a
temporary gambling license for Sons of
American Legion; set March 21 at Spring
Cleanup Day; approved milfoiJ inspec-
tions; amended the capital budget; created
two new job descriptions; and allowed a
subdivision.
Other issues discussed include a site
designation study for senior housing; a
complaint from Excelsior. concerning
Shorewood's intention to hire a traffic en-
forcement officer; and having a park-and-
ride station in the city haJJ parking lot.

BE IT RESOLVED that the Park and Recreation Commission recommends the City
Council reconsider the merits of the approved pedestrian overpass and examine benefits of
relocating the overpass west to another more favorable location.

Thank you for taking time to meet with Charles Folch and me to discuss the addition of trail
work to the Chanhassen Estates Road Reconstruction Project. As discussed, this project
amendment provides a very effective and economical mechanism by which to construct the trail.
Topics of this morning's discussion which I would like to confirm include:

1. OSM shall provide professional services to the City of Chanhassen for the purpose of
designing the "Rice Marsh Lake Trail" from Erie Circle to a match point near the
Chanhassen/Eden Prairie border. These services shall include the design and
specifications for the trail and 'project management. Consulting services shall be billed
to the road reconstruction project at rates previously established. Material and labor costs
shall be billed directly to my attention at the City's Park and Recreation Department.
2. The trail shall be 8 ft wide asphalt designed to meet or exceed standard City
Specification No. 5216. Tbe shoulders of the trail shall extend 3 ft from the mat and
consist of a compacted aggregate. . Areas beyond ~ shoulders shall be restored to match
existing conditions.
3. OSM shall coordinate survey,votk to identify the northerly property line of Rice Marsh
Lake Park from a point west of the park access road at Erie Circle, easterly to the
Metropolitan Waste Control Commission site. A sufficient number of points shall be
located to allow park boundary signs to ~ placed with relative ease. An estimate for this'
work shall be delivered to the city for review prior to authorization to complete this work
is given.

4. The scope of this work may include the stabilization of the area at the culvert creek
crossing installed last fall at the eastern tenninus of the project. As we discussed this

A recent article was printed which noted accident and safety statistics as further reasons to build highway 212.

The recent city newsletter noted that no action is planned for road or trail improvement on highway 101 nonh of
town. A local resident group has organized in favor of trail development. This same group and residents nonh of
to\\n wish they had a safe pedestrian link to the business district. On related topics, the city council \\ill be
considering a proposal to straighten highway 101 at L)man Blvd. Lastly, the pedestrian bridge overpass for
highway 5 which has been approved for federal assistance dollars will exceed original cost estimates by about
$200,000. The council voted to fund this increase \\ith HRA dollars.

Highway 5 Corridor
The city \\ill be holding hearings for the nonh frontage road from Powers to Audobon in the near future. One area
being discussed is the Audobon Road intersection. Currently this is being proposed as a partial intersection which
may not provide any highway 5 access on the North side from Powers to Galpin. Other possibilities being
discussed are a full intersection, south only intersection or north only intersection. On the south access road watch
for cost shifting from the city to land owners or developers. lastly, the time table continues to slip due to no state
funding.

Briefly describe the project.
The Lake Ann Park PicniclRecreation Shelter is located within the City of Chanhassen 's
largest and most renown community park. Lake Ann Park is 102 acres in size and is
composed of grassy slopes, wetlands, mature woods, and active play areas. The park
contains 4,000 ft. of lake shore and boasts a 400 ft. beachfront The picnic/recreation
shelter is centrally located at the entrance to the waterfront providing service to the beach,
boat rental dock, public water access, fishing pier, and trailhead. The shelter is a two
story masonry structure and is located on a hillside providing for walkout access at both
levels. The exterior fmish is a natural stone laid in a web pattern. The upper level totals
1,600 sq. ft. and functions as a picnic shelter. Groups of up to 175 people may reserve
the second story for a variety of functions. Reservation groups are directly benefited by
the services and amenities found at the shelter's lower level. The view to the lake is
framed by full view balcony extending skyward to a 24 ft vaulted ceiling with exposed
beams and cedar decking. An exterior grill and interior food service counters and
electrical outlets make picnics a breeze.
The lower level offers concessions/food service, boat and equipment rental, restrooms, a
fust aidllifeguard station, and storage and utility space. The concession area is operated
from May through September as a "convenience store" offering hot dogs, popcorn,
nachos, microwave pizza, soft drinks, packaged snacks and frozen novelties. The
lifeguard/fust aid station offers a separate exterior entrance and serves as headquarters for
the operation of the beach. Each restroom includes fully enclosed dressing rooms, baby
changing benches, and electric hand and hair dryers. The entire shelter conforms with
requirements of the Americans with Disabilities Act.
The Lake Ann Park PicniclRecreation Shelter officially opened on May 22, 1993. A
dignitary dinner and dedication ceremony followed on Thursday, June 3.

The process of building a park shelter in Lake Ann Park was initiated in the spring of
1983. Chanhassen City Manager Don Ashworth and former City Planner Mark Koegler
(Mark later played a principal role in designing the shelter) took a walk through Lake
Ann Park and Don scratched out a design on the back of a matchbook. What followed
were ten years of planning and strategizing, leading to the city re91i7.ing substantial
completion of the shelter in the spring of 1993. Lack of funding was a road block in the
early years of planning for the shelter. Four LA WCON applications for Outdoor
Recreation and Development Grants were denied. Throughout this time, members of the
community continued to sound a clear message that the addition of picnic/recreation
shelter to Lake Ann Park was a high priority. With annual user visits exceeding 100,000
vehicle trips, the need for modem restroom and concession facilities was quite apparent.
The fall of 1989 brought a renewed interest in making the Lake Ann Park Shelter a
reality. In a report to the Park and Recreation Commission dated October 4, 1989, former
Park and Recreation Coordinator Lori Sietsema reported that, "Forty-two groups reserved
open picnic sites at Lake Ann Park." She continued by saying, "Every group inquired as
to the availability of a covered shelter." Soon thereafter, the firm of VanDoren Hazard
Stallings was selected as the consulting architect/engineering/planning firm for the project.
In March of 1990, the Park and Recreation Commission reviewed site location and floor .
plan drawings. From this point forward, design development activities, including
numerous public meetings allowing for resident input, progressed steadily. On May 20,
1991, the city council approved a 1991 budget amendment to include the construction of
the Lake Ann Park PicniclRecreation Shelter. Plans and specifications were subsequently
developed and a bid opening date of October 14, 1991 was established. None of the
initial bids were accepted and a second bid opening was held on February 27, 1992. On
March 9, 1992, the city council awarded the Lake Ann Park PicniclRecreation Shelter
project to ALM Builders in the amount of $255,963.

Upon setting sights on the project in 1983, an initial budget reserve of $100.000 was set
aside. Applications for an Outdoor Recreation Acquisition and Development Grant were
submitted in fiscal years 1984, 1985, 1987, and 1989. Each year the application scored
better than the one previous. but eventually the conclusion that this project would never
score high enough was reached. It was during this same time period. however, that
another funding source was gaining momentum-park dedication fees. Housing starts in
Chanhassen began a steady increase in 1984, topping out with over 400 houses being built
in 1988. Housing starts have remained high since that time. This growth was matched
by a healthy dose of new commerciaVindustrial construction and the city's level of park
dedication dollars grew steadily. In an attempt to supplement park fees, the city
approached select corporations in Chanhassen seeking their involvement as a corporate
sponsors in the project. All of the companies responded to our inquiry; however, due to
a variety of reasons, i.e. contribution policies, existing city sponsorships, etc., no direct
sponsors were secured. At the time, all of these corporations were providing the Park and
Recreation Department with some level of funding for a variety of other projects. In the
end, the shelter was funded as three separate projects with two sources of funds. Park
acquisition and development dollars, which had accumulated since the inception of the
project, paid for the $255,963 construction contract and the $18,000 contract for electrical
services. The installation of 2,365 ft of watermain, 2,365 ft. of sanitary sewer, and a lift
station costing $108,000 was assigned to the Sewer and Water Utility Fund.

The response to the shelter has been phenomenal. With the shelter's inaugural year of
operations behind us, we are looking for a second great year in 1994 (see attachments).

Describe why the project is unique or otherwise deserving of an MRP A A ward of
Excellence.
The construction of the Lake Ann Park PicnicIRecreation Shelter required ten years of
planning and perseverance. This effort met road block upon road block throughout its ten
year life span. Tirelessly, the Park and Recreation Commission, City Council, and staff
successfully regrouped after each downfall to move the project forward. The shelter is
one of a kind in regard to its original design and architecture. Its two story layout
provides a dramatic view of Lake Ann. The construction materials are all top quality,
featuring concrete masonry units, pre-stressed concrete slab flooring, all metal doors, a
natural stone exterior, cedar roof supports, and hand-split cedar shakes. The shelter's
combination of uses under one roof is unique in the park and recreation field and has
proved to be a winner with our park customers. Lake Ann in itself is unusual since the
entire shoreline is owned by the city and two other parties (Prince being one of them).
The shoreline is virtually undisturbed and the lake's waters are restricted to non-motorized
uses only. Numerous promotional phot "shoots" have been taken at Lake Ann Park
because of its "up north" feel. It was clearly the city's intent in designing the building
to compliment the beautiful surroundings found at Lake Ann Park. Judging from the
warm reception this shelter has received to date, this goal has been attained.

the council had considered bids for

ard Wing favors the shelter, he told -

I am writing to you regarding the quality as well as the quantity of the sidewalks
and trails of Chanhassen. As a resident I feel that the city is decades behind it's
neighbors. All year long my family goes on evening and weekend walks. We even
bought a home close enough to downtown (1.5 miles) so that it would allow us to
abandon our car and seek alternative methods of travel, foot and pedal, while
running errands. I have become increasingly dismayed with the lack of a
comprehensive, safe, and well maintained off-road alternatives to roads. A few
observations:
1. Lake Ann: the trail on the east side has been impassible for two years now. It
is muddy and wet most of the summer. The north end at Greenwood Shores is
simply unacceptable.
2. Highway 17: My family walks along this stretch of road a great deal. Recently
we were almost side swiped by a car that was going to pass on the shoulder, until it
saw us walking. The current situation does not lend itself to evening strolls. (The
speed limit is another issue)
3. Highway 5: We push a stroller! How does one push a stroller along the stretch
of road from Lake Ann to 17. For 6 months this has been covered in mud. Would
the city allow this if it was a road for cars? Why are pedestrians considered second
rate in the current state of affairs.

4. Why do off road trails, from other cities, come to an end at the Chanhassen
border. For example: Pioneer Trail and Rice Marsh both from EP.
5. Once trails are established, who maintains them? The quality of the trails at
Lake Ann and the west side of Lake Susan are an embarrassment to public
maintenance, not to mention public safety.
6. Neighboring communities have winding paths around lakes (Staring), paved
abandoned rail lines connecting cities(Chaska to Shakopee), and through preserved
woodlands (Minnetonka Loop Trail). Is anything planned, scratch that, is anything
being done to bring our community up to par.
7. The intersection of 41 and 5 has traffic lights that have buttons for pedestrians
to push for the walk sign, and yet there is no off road access to reach them. Is this
some one's idea of a joke?
8. Before a few hundred thousand dollars is spent on an overpass on 5, I suggest
you observe how often the overpasses over crosstown are used. Can this money be
better utilized?
9. What have I forgotten? We are only limited by our imaginations and our
dreams.

I have often gone on walks that I feel endangers the safety of my family. Will I
ever be able to bike to the aboretum or only drive? Will my children be able to
bike to high school or only drive? What should a progressive community be
promoting? What will you, the civic representatives show to your grandchildren
with pride? Another road or a bike trail? A fast food franchise or a paved path
entirely around a local lake? What will future generations want us to have
preserved? I question that it will be a myriad of roadways and highways, I am
confident that it will be a community that advocated hiking, biking, and running.
The city of Chanhassen is unique among suburban communities. We have two
highly acclaimed attractions in the aboretum and the dinner theater. Let us
continue this uniqueness, let us promote walking and biking as equals to the
automobile. Automobile travel does not unite a community, it divides a
community. Lets begin a comprehensive trail system before it is to late.

Pedestrian Trail Construction in LRT Corridors
Construction on the Southwest Regional LRT Trails projects is scheduled to begin this
week and continue until September 1, 1994.
The "South Corridor" project follows the old Chicago-Northwestern Rail corridor from
Eighth Avenue in Hopkins to Bluff Creek Drive in Chanhassen (11.5 miles). The bulk of
the project consists of constructing a 10-foot wide limestone pedestrian trail on the old
railroad grade.
The "North Corridor" project follows the old Minneapolis and St. Louis Railroad corridor
from Eighth Avenue in Hopkins to Steiger Lake Drive in Victoria. Within the City of
Minnetonka, the existing limestone trail will be left in-place; roadway crossing
improvements will be constructed. Through the rest of the corridor (9.6 miles), a new 10-
foot wide limestone trail will be constructed or the existing trail will be widened to 10
feet.
Project contractor, Veit and Company, Inc., will be contacting each city prior to
commencement of work within that city. Howey~r,-~ that the cities inform

loin us for this daytime adventure and lunch cruise on the Taylor Falls Princess. We'll enjoy
a fully guided tour of the river and a delicious chicken dinner with all the fixings. Following
this 2 hour cruise, a stop at the Antique and Art Emporium for shopping or browsing will top
