COMPREHENSIVE TRAIL PLAN: This development site contains or is adjacent to three traiVsidewalk corridors. 1. Interior Corridor Abutting Wetland: The applicant has identified a 20 ft. walkway easement along the wetland as requested by the city. An 8 ft. wide asphalt trail shall be constructed per city specifications by the developer within this easement. This portion of the public improvements shall be bid as a lump sum separate from other improvements with a minimum Autumn Ridge Development November 15, 1994 Page 2 . of three bids being received. Upon completion of the trail and the acceptance of it by the city, the developer shall be reimbursed for said construction from the park and trail dedication fund. 2. Sidewalk Parallelling Proposed Parkway: This sidewalk is a mandated public improvement whose design and construction is administered by the planning and engineering departments. 3. Trail Along Galpin Boulevard (CR 19): This future trail will be constructed within the dedicated right-of-way of Galpin Boulevard. OPEN SPACE DEDICATION: The applicant has identified an area of upland (2.81 acres) for dedication as open space to accomplish a density transfer to the portion of the property being developed. However, the area proposed as open space is not currently owned by the applicant. The city is currently negotiating a purchase agreement (for park purposes) with the underlying owner (O'Shaughnessy) of all these parcels and the granting of any density transfers will be incorporated into this agreement. City ordinance prohibits this open space area from receiving a double credit, i.e. it cannot be used for a desnity transfer and be counted as open space dedication. RECOMMENDATION . It is recommended that the Park and Recreation Commission recommend the city council require the following conditions of approval in regard to parks and trails for the proposed Autumn Ridge planned unit development. 1. Full park and trail fees be collected per city ordinance. 2. Dedication of a 20 ft. easement for trail purposes as identified on the preliminary plat for Autumn Ridge dated October 18, 1994. 3. The developer shall construct an 8 ft. wide asphalt trail per city specifications within the trail easement This construction shall be completed in conjunction with street construction. Final alignment of this trail shall be staked by the developer and approved by the Park and Recreation Director and City Engineer. The applicant shall submit three bids to the city for completion of this trail with award being given to the low bidder unless otherwise authorized by the city. A2, Agricultural Estate S - Flying Cloud E - A2, Agricultural Estate W - A2, Agricultural Estate COMPREHENSIVE PARK PLAN: The current comprehensive plan does not identify a desire by the city to establish public ownership of any of the property in question. However, during a recent updating of the recreation section of the comprehensive plan, the creek corridor was identified as being desirable for public ownership. Amendments to the comprehensive plan in this regard have not yet been confirmed. COMPREHENSIVE TRAIL PLAN: U. S. Hwy. 212 is not identified as a trail corridor due to the presence of the railroad trail. The existing rails to trails corridor parallels Hwy. 212 and can serve the east/west non vehicular traffic patterns in the region. Svoboda Associates November 15, 1994 Page 2 . "Assumption Creek" The native brook trout which live in this "micro ecosystem" should not be intruded upon by either development or public fishing. My personal expeditions to the creek have identified a small population of small trout surviving in a small section (approximately 1000 feet) of the stream. From what I have concluded the majority of the trout are under six to eight inches in length and reside in the shadows of undercut stream banks found along two or three small pools in the stream. To conserve this resource for future nurturing and study, staff is recommending the City Council require a 30 foot conservation easement from the centerline of the creek on both the north and south side of the creek. Please note that this property only controls the creek from its centerline on all of Lot 1. RECOMMENDATION It is recommended that the Park and Recreation Commission recommend that the City Council require the following conditions of approval in regard to parks and trails for the Assumption Seminary redevelopment: 1. Dedication of a 30 foot conservation easement from the centerline of Assumption Creek outward to both the north and south. This easement shall encompass the pond found on the property as well. . 2. Full park and trail fees are collected per city ordinance in lieu of land dedication and/or trail construction. FAX (612) 937-5739 MEMORANDUM TO: Todd Hoffman, Park and Recreation Director 1~ FROM: Jerry Ruegemer, Recreation Supervisor DATE: November 10, 1994 SUBJ: 1994 Gate Attendant Report The 1994 gate attendant season was busy with our nicest summer in the past two years. Our total revenue, without the softball teams, was $19,221.04, which is a $4,000 increase over 1993. Lake Ann Park witnessed an increase in picnics, youth and adult sports, beach activity, concession sales and general use to make 1994 one of the most exciting summers we've seen in a while. In looking at the effectiveness of a gate attendant at South Lotus Lake the daily hours were reduced. The daily hours this summer were from 4-8 p.m. compared to 10 a.m. to 8 p.m. and weekends stayed the same. The weekday hours were reduced because of the low usage of boaters during the mid-morning/early afternoon hours. Starting later in the day, the gate attendants were on duty for the people launching their boats to ski or fish after work. Reducing the gate hour hours certainly saved the city money with little to no problems occurring. However, the Park and Recreation Commission will need to make the decision whether they would like to phase out the gate attendant program at South Lotus Lake. For the hours a staff person is there, are we effective in educating the public on Eurasian Water Milfoil? Or are boaters aware of the effects of milfoillWeknow the residents around Lotus Lake would notl>e. happy with the dissolvillgpttheprogr~, .~c~~se of these. types of concerns. Have a layout of Lake Ann Park so gate attendants can direct park users to certain areas. Look for new methods to motivate gate attendants. Add additional materials to educate staff. Registration numbers were at 188 compared with 347 last year. The theory regarding low registration numbers is that the weather was so nice this year, kids and parents chose to trick-or-treat in their neighborhoods instead of attending our event. Also, our party was on the actual night of Halloween, so the numbers decreased. If you look at the last two years when the party was held on Saturday night, the number of registrations skyrocketed. I would recommend that we move the 1995 Halloween Party from October 31 back to the Saturday before Halloween. Flyers were distributed through the schools in our area. One problem that occurred with the District 112 school, is that we had to have our flyers delivered to them by October 1st, which is almost one full month in advance. It is our feeling that when parents receive a flyer a month ahead of time, the flyer usually gets thrown away. It is much more effective to distribute flyers around two weeks before the event. School District 112 established the "once a month flyer drop off" and since that time, we have been trying to modify the flyer distribution schedule to a least two times per month. Flyers for School District 276 were distributed appro~mately two weekspriortotl}.e event. It was more difficult to find volunteers this year than any previous year, because the party was held on Halloween night and many volunteers.l1ad plans to take their own kids trick-or- treating or had other plans. To get back the support of volunteers', we need to move the Halloween party back to Saturday night. I heard many positive comments regarding both hallways. The best feature of the Halloween party was the battery-operated rat caught in the trap. People were talking about that all night. New props were also added to create a new look. The new touch and feel area was a big hit. We had six different boxes with different items inside, including Oak (slimy), olives, furry mice, honey and raisins, cooked spaghetti noodles, and jello. This will be incorporated next year. Todd Hoffman November 10, 1994 Page 2 Next year, the Halloween party will be moved to the Chanhassen Recreation Center. The party will change to some degree next year. One idea discussed was to include a Halloween ball, where kids and their parents can corne and enjoy entertainment and maybe a meal. With the party in the new facility next year, I will need to begin planning sooner than I have in previous years to assure that everything goes smoothly. General Comments - Have the Halloween Party on the Saturday before Halloween. - Keep the touch and feel hallway. - Involve community groups in the planning of and in assisting with the party. - Establish a Halloween Ball. - Include entertainment (perhaps a magician). - Have the prize drawings for parents again. - New props. .' . . ~. . . FROM: DATE: February Festival Cross Country Fun Ski SUBJ: November 9, 1994 The first meeting of the Fun Ski Committee took place on Wednesday, November 2, 1994. Present at the meeting were Lori Karsik, Public R.elations Director for the Arboretum; Athena Akitas, Ridgeview Sports Medicine; John Elgethun, Prairie Cycle and Skij and Janet Sinner, Groundskeeper at the Arboretum; and myself. For a first year event, it was felt that the 1994 Fun Ski was a well liked part of February Festival. Weather played a large factor and even though the snow was quite melted, people enjoyed themselves and commented on it. Our meeting was organized in order to determine what, if any, changes need to be made for 1995. The race will take place on the same day as February Festival, February 18, and begin at 9:00 a.m. Skiers will be able to start until 9:30 a.m. and choose from a half-mile or four-mile course option. We are hoping to have a variety of exhibits set up this year, such as fitness testing equipment, ski waxing demonstrations, etc. Also, we will be setting up a raffle and a mini prize board for the ending portion of the morning. A new long-sleeved t-shirt will be given to each participant and last year's shirts will be available at a sale price. Of course, free food will again be offered. The Fun Ski registration fee is proposed to remain at $10.00 for pre-registration and $12.00 the day of the ski, unless the cost of t-shirts is higher. Lori Karsik is submitting a grant proposal to Target to offset costs. Our next meeting is set for December 6, at 2:00 p.m. and the group is really excited for this year's race with hopes of 100 participants. (Last year we had 50.) . . . DATE: Kreative Kids Program SUBJ: November 9, 1994 The Kreative Kids Drama Class finished up on Tuesday, November 8, 1994, and was a fun, new class. There were twelve children registered and the age span was 1st - 4th grades. For six weeks, participants learned pantomime and mime skills, 'Joice and memorization. They created commercials, made-up improvisational skits and did a taping of fairy tales on video. The instructor was Stacey Ploeger, and the cost of the program was subsidized by a $1,000.00 grant given to the Department of Parks and Recreation for art programming from the Metropolitan Regional Arts Council Regranting Program.. Fifteen people took part in the October soup day. Flu Shots Approximately 45 people received flu shots on October 21 at the senior center. Nurses from Ridgeview Home Health Care administered the shots. Defensive Driving This course took place on October 23 and 25, with 33 people taking the class in order to get their insurance discount. Sweatshirt Making This class was taught by local craft teacher Nancy Gagner. Nine women learned how to create their own unique sweatshirt and all had a fantastic time. W oodburv Outlet Mall Trip This was a nice trip, however, we encountered some scheduling problems with Southwest Metro Transit, who never confirmed a pick-up time. A portion of the trip's registration fee is being refunded and Southwest Metro is waiving their transportation fee due to the confusion. PAUL) There were 62 aeration permits issued for 60 lakes/ponds (9,138 acres) in Region VI last season (28 % of the total number of permits issued); 59 renewals (95 %), and three new pennits. Pine Tree Lake and Moore Lake have two permits each. One pennittee from the previous season (1992-93) did not reapply for permit. Region VI, the Metropolitan area, is the most densely populated region of the state. Lakes and ponds receive nutrient pollution from a variety of sources. As a result, many lakes are hypereutrophic. Aeration has been employed to serve a variety of purposes in Region VI. Thirty-four permits were issued to municipalities for operation of aeration systems in 33 lakes (5,896 acres) with public access. Three permits (603 acres) were issued to municipalities for lakes without access. Five permits (1,396 acres) were issued to Clubs for lakes with public access and five permits (484 acres) were issued to Clubs operating aeration systems in lakes without public access. Twelve pennits for twelve lakes (659 acres) were issued to private individuals. The Minnesota Zoological Garden received one permit to operate three aeration systems (17 acres) for waterfow 1. One permit was issued to Fort Snelling State Park for prevention of winterkill in Snelling Lake. No aerated lakes experienced winterkill in Region VI according to questionnaire results. For a more detailed breakdown of permit issuance in Region VI, see Table 8. . OUESTIONNAIRE RESULTS Completed questionnaires were received from 161 of 219 permittees, a 73 % return. Operational information is summarized in Table 9, whereas, Appendix 2 lists operational information for individual lakes that are aerated to prevent winterkill. Questionnaire information is incomplete and subjective, making it difficult to determineespecific system efficiency in preventing winterkill. Submerged diffuser type systems and pump and baffle systems were equally popular. Surface air injection systems ranked next in popularity. Forty-two respondents indicated their aeration system was not operated last winter. The average cost for insurance (n=51) last year was $379.45. This figure includes all pennittees operating an aeration system in lakes with or without public access. The range in insurance premiums for the 1993-94 season was $12.00 - . Table 8. The meeting was brought to order at 7:05 pm by Chairperson Lori Wellens. Those present: Lori Wellens, Kathy Wellens, Kristin Jendro, Matt Kearney, Jason Thompson, Cathryn Campbell, Kerry Holtmeier, Bob Kraemer, Susan Hurm, Phyllis Lindstrand, Bert Mueller and Jeanne Straus. Attendance was taken by members sharing their favorite movie. Bert Mueller was welcomed by the Youth Commission for her first meeting. She shared a little of her background with the group. The agenda was accepted as typed with several additions. Motion/Kearney & SecondIHoltmeier to approve minutes as typed. Passed. Old Business 1. Cathryn Campbell and Kathy Wellens shared their experiences from the conference on girls' self- esteem at St. Catherine's College. We plan to contact one of the speakers about involving one of our fifth grades in her survey on girls' self-esteem. 2. Spaghetti Dinner Update - a. Matt & Kerry were unable to get responses from Festival, Coopers, and Target. Should know by early part of next week. b. Decorations. Bob, Kathy and Pat are working on. c. AgendaIForum. Copies of the proposed schedule to be used for the evening were distributed. One suggestion - To ask Youth Helping Youth to help serve and clean up. Bert will look into. . (Bert did! YHY has agreed to help serve and clean up.) d. Brainstormed possible YC contributions to the discussion - 1) Youth Assessment 2) Cultural Diversity e. Matt, Jason, Cathryn and Jeanne will meet with Dr. O'Connell regarding a new mentoring program for new students. Matt will set up that meeting. 4. Highlights from Sept. CEAC meeting - Lori attended along with another new member. There was lots of good involvement by participants. Copies of the action goals which were developed at that meeting on cultural diversity were handed out to YC members. 5. Cathryn updated us on the MRAC Grant Proposal. (Minnesota Regional Arts Council). Asking for approximately $800 to help fund the trip to the Festival of Nations in April 1995. Youth Commission members, CHS students, and members of the Magnifying Abilities are invited to participate. Cost of transportation and 50% of gate fees are included in the grant Grant is due Nov. 21, 1994. YC will invite other organizations such as Student Council, Key Club to . participate. Maximum #: 100. . 6. Jeanne contacted Mr. Pelowski, Ms. Karels and Ms Walters for assistance in putting together the Youth Volunteer Service Directory and the Annual Report. They and their students could not be of service at this time. Thus, we still need help in updating the computer information. The Annual Report should be done and given out at the Spaghetti Dinner or at the respective agency meetings in November. 7. Kathy Wellens agreed to chair the first Loaves & Fishes project scheduled for November. 8. Matt mentioned that he was invited to attend the Oct. 13 meeting of the Arts Council. He cannot attend. He agreed to locate a youth (perhaps a CHS art student) to attend that meeting. 9. Paula Ashley would like to serve as the Adult Representative for City of Carver. She has been invited to attend the Spaghetti Dinner. . New Business 1. Lori announced an invitation for YC members to attend the "Learning to Lead" conference sponsored by area Minnesota Extension groups. Scheduled for Nov. 5 & 6. If you would like to attend, please respond to Jeanne at 368-3686 by noon, October 17. 2. A leadership training (one day) has been proposed. Tony Schiller would be the featured speaker. Maximum participants: 100. Suggest CCC for location of training. Topics such as 1) Effective communications 2) Parent Commitment 3) Handling Stress. Etc. YC agreed that plans continue to be made. YC members will be asked to participate in the planning process. 3. The question of whether or not Dean's List II is published in local newspapers was raised. Matt agreed to look into the matter. Will report at the November 2 meeting. 4. YC members are asked to call their contact person with their respective agencies in scheduling a "presentation" at one of their November meetings. Call now! 5. Kathy Wellens suggested that some action be taken in improving the flower beds at CHS. Volunteers are asked to help on Saturday, October 8, 1994. Search Institute has a survey which the District is considering using. Several District staff members plan to attend an informational meeting on Tuesday, October 11 at the Old Log Theatre. As stated in the October 7, 1994 preliminary construction plan set submittal letter, it is proposed that the three projects be incorporated into a single bid package that will be awarded in February 1995. Carver County has approved the closure of Galpin Boulevard south of TH 5 during reconstruction under the condition that the roadway is not closed over the winter. Therefore, the single bid and construction package will allow for maximum construction efficiency and cost-effectiveness for all three projects to be constructed while Galpin Boulevard is closed. In addition, the reconstruction of Galpin Boulevard includes a significant lowering of its profile in the vicinity of the TH 5 South Frontage Road. Therefore, completion of the TH 5 South frontage could not occur until the completion of the Galpin Boulevard reconstruction. Independent. School District Number 112 has been notified that the frontage road will not be available to serve as a site access road during construction of the school. Water and sanitary sewer lines in the frontage road will serve the school site. However, construction of a trunk sanitary sewer line from the east edge of the school site to the south has been delayed until the Heritage residential development (through which the trunk sewer line will be constructed) is approved by the City of Chanhassen. To accommodate the school site, temporary water and sanitary sewer lines from Galpin Boulevard have been installed. A signal justification report for the proposed temporary signal at the Galpin BoulevardmI 5 intersection was submitted to Mn/DOT on August 10, 1994. Subject to approval, the signal will be constructed as part of this project. Sho\\ 12 -inch CMP underneath the trail on Lot I, Block J. 2 There appears to be drainage problem on the southwest comer of Outlot A (mitigation area). Based on field obseryation. it appears the mitigation area is oyerflowing southwesterly parallel to Trunk Highway 41. With this scenario, the water will run over the proposed trail. Either the trail needs to be eleyated and a cu]wrt added or the oyerflow on the easterly end of the mitigation area needs to be lowered. These two changes should be incorporated into the grading plan. Please resubmit three sets of drawings for our use.
