. In continuing the planning process for Pheasant Hill Park, the
presentation of the neighborhood survey results and the proposed
park master plan are being presented to the commission.
Notification has been sent to the area residents using the full
mailing list compiled to date alerting them of this meeting (see
Attachment #1). Mr. Bruce Chamberlain of VanDoren Hazard
Stallings, Inc., will be presenting the proposed master plan.
As can be seen from Attachment #2, a neighborhood park survey was
successfully drafted and distributed by Mr. Eric Rivkin, 1695
Steller Court. The tabulation of the 32 surveys returned is also
attached. The results of this survey and the conclusions reached
at the neighborhood meeting held March 26, 1991 were used in
formulating the proposed master plan.
A recommendation adopting or amending the proposed park plan is the
desired action on this item.

Dear Resident:
The Chanhassen Park and Recreation Commission will review park
"Master" plan alternatives for the newly acquired Pheasant Hill
Park at their May 21, 1991 meeting. These alternatives have been
developed using the information received from residents at the
March 26, 1991 neighborhood meeting and from the park survey
results. Mr. Bruce Chamberlain, Park Planner. with VanDoren
Hazard Stallings, Inc., the architectural, engineering and planning
firm which the City has retained will be presenting the park
plans. The Commission will welcome resident input and inquiry
concerning these plans, using the audiences' comments to formulate
a recommendation.

Thank you for responding to the Pheasant Hill Park Survey which was
prepared by Mr. Eric Rivkin and distributed with the assistance of
other neighborhood residents. A survey of this nature is a
valuable tool, enabling residents to actively join in the park
planning process. The enclosed survey tabulation represents the
average response for each park improvement listed on the survey.
Please be aware that some respondents chose to leave a portion of
the items blank, a few added additional comments, and still fewer
answered "no" in some categories. These comments are all
considered as the development of a park "master plan" progresses.

The Park and Recreation Commission will review preliminary
alternatives of a master plan on May 21, 1991 at their regularly
scheduled commission meeting. The commission will welcome your
comments if you are able to attend this meeting. If you are unable
to attend, please feel free to mail your written comments to
Chanhassen City Hall.

Pheasant Hill Park Survey
Dear Neighbor,
We can all feel proud we finally have a neighbOrhood park. On March 26, the Park and Recreantm
Commission gathered concerns and improvement ideas for the new Pheasant Hill Park from residents of
Pheasant Hill and Lake Lucy Highlands. The Commission suggested that the neighborhood conduct an initial
survey to be used as a guide for the master plan for the park based on our collective priorites. New surveys
from time to time would help fine-tune expenditures over the years since budgets are always limited.
Here are some of the concerns and ideas given at the meeting.
* No traff ic or parking from Wood Duck Lane because of safety and esthetic considerations.
* Timetable for improvements - city budget, area family growth and desires are big factors.
City will probably start improving the park in 1992 and add improvements over several years,
starting with the highest priorities established by this survey and any other input from the residents
and park designers hired by the city.
* It is acceptable to raise funds privately to speed up or make low-impact improvements on our own
to use the park now - like mow a field and path, add picnic tables, etc.
* P~lel park41~ on ex~sting OJ improved shoulder of Lake Lucy Lane for 5-10 soaces might satisfy
mInImal neea tor vehIcle parking.
* A paved 6' trail, probably following the existing footpath for strollers, biking, walking, jogging,
to be handicap accessable from Wood Duck Lane and Lake Lucy Lane.
* If budget allows, a totlot structure should go in now before children in that age group grow up
* Natural features should not be affected by improvements.
* The class B wetland could be upgraded to an open water class A type to provide waterfowl habitat,
visual interest, winter ice sports, and reduce existing mosquito habitat and dependence on
pesticides. Funds could be shared by DNR restoration programs.
* Some kind of mowed playing field with baseball backstop or improved gravel infield, benches,
soccer nets added later.
* Park should be designed to accommodate large neighborhood gatherings.

Subject: Pheasant Hill Park Master Plan -
Based on the discussion held at the March 26, 1991 Park and
Recreation Commission meeting, discussions with city staff and the
findings of a neighborhood survey, a Pheasant Hill Park master plan
concept has been developed by VanDoren - Hazard - Stallings.
Pheasant Hill consists of 11.6 acres of rolling land including a
wetland, wooded areas and open grassland. Because of strong
natural features Pheasant Hill has an opportunity to become a very
unique park which can include typical neighborhood park facilities
as well as additional natural amenities.
Park amenities include:
* 6 car parking lot off of lake Lucy Lane
* Open playing field (with future possibility as a ball field) A
* 1 tennis court (with 2nd qourt expansion area) ..,
* 2 half court basketball courts (overlaying tennis court)
* Sand volleyball court
* Tot lot / Play structure
* Elementary age play structure
* Paved trail between Wood Duck Ln. & Lake Lucy Ln.
* Mown grass loop trail
* 5 park benches
* 5 picnic tables in two picnic areas
* Opportunity for native habitat restoration.
Future expansion and additions to the park facilities such as a
back stop with aggregate infield, picnic shelter and portable
toilets have been considered in the design process and can be
accommodated in this proposed layout of the park. The master plan
can also lend itself to a more naturalistic design than is shown by
simply deleting hard surface facilities such as the tennis court.
Comments regarding these types of issues will be welcomed at the
Commission meeting.

Ms. Huntington called at the recommendation of City Council member
. Richard wing to discuss maintenance of and future improvements to
Minnewashta Heights Park. Ms. Huntington's basic concern surrounds
the lack of resilient surfacing around the play structure. This
condi tion also came to my attention as a result of the park
inventory tours completed this spring, and was subsequently brought
to the attention of the Commission. I believe Ms. Huntington's
motive for inquiring about the park was simply to request that
attention be given to its maintenance and upkeep.
The Commission may elect to recommend one or more of a variety of
motions in this regard. These may include reallocating money from
the 1991 Capital Improvement Program to complete the installation
of border wood and resilient surfacing (pea rock) in 1991, elect to
budget for this improvement in 1992, elect to include monies in the
1992 budget for other improvements to the park as well, etc.
Direction as to how the Commission would like to proceed is
necessary.

in the process of being coordinated with Mr. Judd Fuhrman, a Boy
Scout in Troop 330. I will be introducing Judd on Tuesday evening,
giving an overview of the sequence of events leading to the
presentation of this item to the commission. Judd will then
address this project, explaining why a community project is
necessary to attain the rank of Eagle Scout.

border at the Chanhassen Elementary School provides an excellent

VanDoren Hazard Stallings, the engineering and planning firm
involved in this project, notifying them of your involvement. They
will be providing the City with drawings depicting the border wood
design. You will then be able to work from these drawings in
constructing the playground border.

THE CITY COUNCIL OF THE CITY OF CHANHASSEN ORDAINS:
section 1. Chapter 14 of the Chanhassen city Code is
amended by adding section 14-68 to read as follows:
Glass Receptacles.
No person shall have in his or her possession a glass
bottle, glass container, or glass receptacle within a City
park.
section 2. This ordinance shall be effective immediately
upon its passage and publication.

South Lotus Lake Park, Master Park Plan Changes

As a result of the Park Inventory tours completed this spring, it
became apparent that the facilities depicted in the Park Plan for
the upper area of South Lotus Lake Park were inappropriate for this
site (see attached diagram). specifically, the area shown as a
ballfield will not accommodate one. The right field line is only
120 ft. long and the distance to Highway 101 is approximately 200
feet. A number of options are available to remedy this situation.
The most appropriate seems to be the elimination of the
construction of a ballfield and as an alternative simply leave the
area as an open field. This would allow the play equipment to be
located as shown and would not result in a potentially hazardous
ballfield.
It is recommended that the Park and Recreation Commission amend the
current South Lotus Lake Park Plan to eliminate construction of a
ballfield in the upper area and designate the area as an open play
field.

Power Hill Park Trails
As depicted in the attached park plan for Power Hill Park which was
adopted by the commission, the trail or walkway was to be a
combination turf/bituminous surface. This area of Lake Susan Hills
West, the seventh addition, is in the process of being reviewed for
approval by the City. I am bringing this to the attention of the
Commission to consider the drawbacks/benefits of constructing the
entire trail segment in bituminous surfacing. A multitude of
factors should be considered in this regard, however, the most
prevalent is that if the trail is to be installed as bituminous
trail - now is the time to complete the work. The segment off of
Mallard Court to the north is being constructed by the developer.
Facilitating the completion of the remainder of the trail would
require an appropriation of dollars from the 1991 capital
Improvement Program. As you may recall, trail construction as a
part of the 1991 budget is labeled "fund reserve". A definitive
dollar amount for trail construction was not listed as it was
impossible to forecast upcoming trail improvement projects at the
time of budget preparation in 1990. It was then the intent to
approve projects on an "as needed" basis using park/trail
acquisition and development funds to finance the project. A year
end budget amendment would then be expected to document transaction
amounts.
Upon considering this item as presented, staff will act on the
recommendation of the Commission.
Note:
A preliminary cost estimate for the installation of this
trail is $25,000. This figure represents installation
and restoration by a private contractor. The estimated
"in house" cost is approximately $17,000.

THE CITY COUNCIL OF THE CITY OF CHANHASSEN ORDAINS:
section 1. Section 20-263(2) of the Chanhassen City Code is
amended to read:
Except as specifically provided herein, no structure, ice
fishing house, camper, trailer, tent, recreational vehicle,
or shelter shall be erected, maintained, or stored upon any
recreational beachlot.
section 2. Section 20-263 of the Chanhassen City Code is
amended by adding subparagraph (16) to read:
Portable chemical toilets may be allowed as a condition of
approval of a recreational beachlot. The maintenance and use
of chemical toilets on some beachlots may be unsuitable
because they cannot be adequately screened from residential
neighbors or lake users. Any use of chemical toilets on
recreational beachlots shall be subject to the following:
a. The minimum setback from the ordinary high water mark
shall be 75 feet. Side and front yard setbacks shall be
maximized to achieve maximum screening from adjacent
lots and the lake.
b. It may only be used Memorial Day to Labor Day and shall
be removed from the lot during the rest of the year.
c. It shall be securely anchored to the ground to prevent
tipping.
d. It shall be screened from the lake and residential
property with landscaping.
e. It shall be serviced at least weekly.
f. Only models designed to minimize the potential for
spilling may be used.

g. Receipt of an annual license from the City'S Planning
Department. The license shall be issued unless the
conditions of approval or this ordinance have been

violated. All license applications shall be accompanied ~
by the following information: ,.,
i) Name, address, and phone number of applicants.
ii) Site plan showing proposed location of chemical
toilets.
iii) Name, address, and phone number of chemical toilet
supplier.
iv) Plan for commerically maintaining the chemical
toilet, including a copy of any agreement for
maintenance, and the name, address, and phone
number of person responsible for maintenance.
v) A written description of how the applicant intends
to screen the portable chemical toilet from all
views into the property, including views from the
lake.
Section 3. This ordinance shall be effective immediately
upon its passage and publication.

IN THE CITY OF CHANHASSEN, MINNESOTA

The Canada goose population of the Twin Cities has grown from 500
birds in 1968 to an excess of 20,000 in 1990 (Cooper 1990). Because the bird
grazes on shoreline grasses during the breeding season and much of the fall,
its dropping soil lawns, beaches, and walks. Cities and towns began receiving
complaints about the droppings by the early 1980's. Experimental goose
control programs 'were undertaken shortly thereafter. This report summa-
rizes the results of cuntrol efforts at three sites in Chanhassen in 1986 and
t\VO sites in 1987 through 1990.
Translocation was the control procedure used in Chanhassen. Transloca-
tion consists of capturing successful breeding geese and young during the
flightless period and trucking the birds to distance sites where they are re- e
leased. Capture was done by drive-trapping the geese during late June and
early July for five years starting in 1986. Adult geese were shipped to Okla-
homa and released by the Oklahoma Department of Wildlife; the goslings
\vere released by the Minnesota Department of Natural Resources in southern
and southeastern Minnesota (1986-87), and northern Minnesota (1988-90).

Capture was done at one location on the swimming beach on Lake Ann and e
on the residential lawns located on the east side of Lake Lucy and west side of
Lake ~1innewashta (Figure 1). Capture success was high with 96% of the birds
on these lakes trapped.
Because Lake Ann and Lake Lucy are separated by a narrow strip of land,
the geese using these lakes are considered to be a single population. The degree
of population reduction varied between the lakes. The number of geese at Lake
Ann/Lake Lucy has declined progressively (Figure 2), as has the number of
young geese (Figure 3). In contrast, the Lake Minnewashta population, while
lo\ver than in 1986. has not shown a progressive decline (Figure 4). However,
except for 1988, the number of young geese produced has dropped each year
(Figure 5).
The overall reduction in Chanhassen (Figure 6) has not been what I
predicted based on the results in Golden Valley (Figure 7). But, based on the data
I believe that the Lake Ann/Lake Lucy population should be reduced to less than
10 birds by 1994. The degree that the Lake Minnewashta population declines
\vill be partially a function of the in-migration of new breeders from adjacent
marshes. However the drop in number of young during 1989 and 1990 suggests
that the population will continue to decline. There have been apparently enough
birds breeding in the general area to fill in the nest sites left vacant by our a
. re movals. .,
I recommend continuation of an annual control program for the next four
years and follo\ved by an every third year removal thereafter.

of the DNR Natural Heritage Program
and Nongame Wildlife Program.

NR will interview anglers on metro'lakes,
· ssissippi River
Minnesota Department of Natural Resources will interview anglers on twelve
T 'n Cities metropolitan lakes this summer to determine fishing pressure and
ar-vest, and boating use. Interviews will also be conducted on Pool 2 of the
Mississippi River, which runs from the Ford Dam to Hastings.
The information will be used to assess how current experimental regulations are
affecting these waters, and if ~y changes are needed to manage the fisheries.
The twelve lakes have size limit regulations on largemouth bass, which is one
management practice the DNR will be assessing. The lakes are Olson,
Demontreville and Jane Lakes in Washington County; Golden and Crooked Lakes
in Anoka County; Como Lake in Ramsey County; Rebecca Lake in Dakota
County; the other' Rebecca Lake and Round, Hyland, Bush and Snelling Lakes in
Hennepin County.
The DNR also wants to obtain current information on Pool 2 of the Mississippi
River in order to develop a fisheries management plan. This pool has recently
gained attention due to its high quality walleye angling.

PRESERVING THE BLUFF CREEK WATERSHED
Bluff Creek meanders from Chanhassen woods and
upland farms to the Minnesota River wetlands through a
small but dramatic valley characterized by steep cliffs,
sheltered terraces, tributary hollows, and rolling
meadows. This fertile watershed supports various plant
and animal communities typical of both midwestern prairies
and northern forests, and exists here essentially apart.
from and largely undisturbed by surrounding commerce and
human habitation. However, the natural splendor of this
native wilderness cannot survive the overwhelming pressure
from present development of the region without specific
protection. Therefore, in accordance with the Chanhassen
Comprehensive Plan, we urge the people of this community
to establish Bluff Creek as a wild sanctuary so that the
special beauty of this scenic resource may continue to
flourish and be enjoyed for generations to come.

A while back we contacted you for a quote or an interview about walking. Well, the book
has been completed and it will be in stores this week. The book is called Wa/king
Minnesota. You will be receiving a complimentary copy of the book from
Voyageur Press by April 18. Be sure to let me know if you haven't received one,
and we'll get one to you as soon as possible.
The book is fIlled with the thoughts of over 200 people. The book is a tribute to you, and
to all the other walkers and park representatives who have taken the time to aniculate why
the simple act of walking is a very important activity.
We feel the book is a tapestry of exhilerating ideas and walking sites but we are also
realistic enough to know that the book will probably be received with one giant yawn. If a
there is any media interest in the book, we may be calling you to see if you'd be available to .
participate in an interview.

Transportation Update
OSM's Transportation
Department Manager, Ron
Bray, certainly has been busy
since joining the firm last July!
First --rjority was the forma-
tion of an in-house transporta-
tion team based on a review of
in-house expertise. This
established team is prepared
to handle a full range of
transportation projects from
simple safety projects to major
corridor studies including
environmental impact state-
ments.
The Transportation Depart-
ment offers state-of-the-art
traffic growth and capacity
analyses, Efficient and cost
effective signal design on
CADD can easily be custom-
ized to meet our clients'
standards, Traffic sign and
control items have been put in
cell libraries in our CADD
system, making available
automated traffic control and
staging plans. OSM also

Chanhassen Expands lake Ann Park
Lake Ann Park is a commu-
nity park which, for several
years consisted of 100+ acres
situated on the south side of
Lake Ann in Chanhassen, MN.
The park featured three
softball fields, a swimming
beach, a boat launch, and
playground equipment.
Recently, the City acquired
20+ acres of rolling agricul-
tural land immediately east of
the existing park. With master
planning by OSM, this land is
now a useful and attractive
park addi~ion. Planned uses
for the new land included
development of three new
Lake Ann Park entrance, Chanhassen, MN
state tournament standard
softball fields, one soccer
field, and three related
parking lots.
Topography presented a
special challenge to OSM's
Land Planning Department.
Naturally rolling hills were
graded into terraces to
provide flat ball fields and to
ensure that drainage would
continue to follow its present
path south to the Highway 5
ditch and then east into Lake
Susan. Another challenge has
been building a sense of
continuity between the
existing excellent park facility
and the n~wly annexed land.
Construction of the project
was complete in the fall of
