SUBJ: Designation of an Official Little League Field
As a result of the recent population increase in Chanhassen, the
demand for recreational and park services also continues to
increase. Youth sporting program participant numbers and the
related need for playing fields is one area of particular concern.
Tradi tionally, children ages 5-10 have participated in T-Ball,
Ragball, PeeWee Baseball, Flag Football and Fall Soccer programs
sponsored by the Chanhassen Athletic Association (see Attachment
# 1) . Ci ty Center Park has been the mainstay for CAA' s game
scheduling; however, in recent years many games have been scheduled
at Carver Beach and Rice Marsh Lake neighborhood parks. The
necessi ty to schedule summer youth sports in three locations
including two neighborhood parks is less than ideal in respect to
program continuity, parking limitations, etc. The recently
reviewed City Center Park Master Plans is the first step in the
efforts to centralize these activities (see Attachment #2).
The issue currently at hand; however, involves the next age group
of children (10-12) or Little League players (see Attachment #3).
As in the past, these children currently filter out of Chanhassen
into one of the surrounding Little League programs, the majority
joining South Tonka Little League. For approximately the past
three years, Chanhassen has provided Field #3 at Lake Ann, Park for
South Tonka scheduling at their request. This year they will be
scheduling games at North Lotus Lake Park instead of at Lake Ann.
Current momentum, fueled from past years discussions, is again
leaning towards forming a Chanhassen-based Little League progr~m.
Recognizing this, it has been planned that the Park and Recreation
Department would take the necessary steps to designate a field at
Lake Ann Park as a Little League field and coordinate the related
field changes. This modification can now be planned as a 1992
capital improvement project since the three newly constructed
fields will be fully operational in the same year. Modifications

to a field would include installation of an outfield fence at a
distance of 180 ft. and reconstruction of the infield replacing the
aggregate with a grass infield, shortened base lines and other
related improvements. Cost estimates for this work will be
prepared by staff during the 1992 budgetary process. This new
field would remain in use as a Little League field until such time
when field availability relative to future demands necessitated a
change.
Mr. Polster asked that both Field #2 and #3 at Lake Ann Park
be considered for conversion in 1992. As previously discussed with
him; I cannot recommend this action in 1992 based on current and
anticipated field needs. Field #1 will be used for upper level
baseball approximately 90% of the time for the remainder of the
1991 season and in future years. If Field #2 and ~3 were converted
to Little League fields, only three'fields would remain for use by
the adult softball teams, below the minimum needed to accommodate
present and short term future needs.
With this, it is recommended that the Park and Recreation
Commission designate Field #2 at Lake Ann Park as a Little League
field effective in 1992, and direct staff to prepare the related
budget estimates for inclusion in the 1992 Park Acquisition and ..
Development Program. Field #2 is recommended for conversion for ~
two reasons:
1. The sight lines from the concession building from which
softball tournaments are coordinated include Field #3,
#4, #5 and #6.
2. By converting Field #2 and not #3, the youth activities
are not split by adult activities.

The Chanhassen Athletic Association (CM) has been a long term volunteer parent run organization.
Its purpose is to provide community recreational activities with competent supervision for youth ages
5-19 years. The objectives of eM are the foIIowing:
a. Teach the fundameruals of the sport in a safe. fun manner.
b. Develop a good team relationship and the capacity for teamwork.
c. Develop the sense of sportsmanship.
d. Have fun!
The eM is run by a volunteer board of directors who are elected for one year terms. They meet on
a monthly basis to organize youth activities and administer the organization. These meetings are open
to the public and your participation is welcome. The present Board of Directors consists of the foIIow-

The CM is fortunate to have the involvement of the City Park and Recreation Department. They are
helpful typing flyers and newsletters. providing mailing labels. ordering and storing equipment and
taking registrations. Jerry Ruegemer of the Park and Recreation Department Is the city's liaison with the
eM.
The eM is nnanced by the yearly $10.00 family registration fee as weII as nominal fees for each
sport. The fee for each sport covers the cost of purchasing uniforms and basic equipment. AIl coaches
and coordinators are volunteers and. therefore. are not paid. Non-athletic expenses such as printing
and mailing information are paid for through the family registration fee.
Family registration is required on a per family basis effective February 1. 1991. renewable Jan. 1.
every foIIowing year. Family registration is required before participation in an individual spoil.

PEEWEE
PeeWee is open to all children currently in 2nd and 3rd grades.
Players hit a regular baseball which is pitched by a coach.
Teams are allowed three outs per inning and score is kept. This
program Is designed to give further ins~~on after leaming
the basics in T -Ball andRagbaIl. Fee $iO~oo.
3RD-4TH GRAPE GIRLS SOFTBALL

Open to girls currently in 3rd and 4th grades. Players hit a soft
ball pitched by a coach. Emphasis is on participation and
teaching the basics of softball. Three outs per inning and score
is kept. Girls softball is being olTered as an alternative to
PeeWee for girls who do notwish to playhardbal1. Fee $20.00.

. J\ :~:'; Summer Softball is open to all girls ages 9-18. Age
- ,....Y brackets are 18 and under, 16 and under, 14 and
under. and 12 and under. The 12 and under will
play in the Chanhassen, Chaska and Eden Prairie League. The
travelling teams participate in the South Suburban Junior
Olympic League. Fees to be determined. Interested partici~

H) FALL SOCCER
:_ '. The Fall Soccer Program Is olTered to children
. I '..LI entering 1st through 8th grades. These are instruc-
~~~. tional leagues in which we strive to give each player
equal playing time. In the 1st and 2nd grade and the 3rd and
4th grade leagues we play shortsided tearns to give each player
more ball time. The 5th and 6th grade and the 7th and 8th grade
leagues are played with the Chaska Youth Soccer Association
in Chaska. Fee $20.00.
FlAG FOOTBALL
The flag Football Program is open to children in 4th and 5th
grades. This is a non-contact Instructional league. Games are
played Saturday afternoons and wiII not conflict with FaU
Soccor. Help is needed in organizing and coaching this
activity. Fee $10.00

LITTLE LEAGUE
Open to children ages 10-12. This activity is operated by the
South lakeS Baseball Association. Two levels of play are
available to Chanhassen residents. Minor league has no try-
outs and is an instructional league teaching the fundamentals.
The major league is a competitive league where participation
is determined by tryouts. For information contact President
Kent Ottum at 474-2801.
CHANITONKA 13-15 AAU BASEBALL
There are two separate ChanITonka 13-15 AAU Baseball
Leagues. An in-house non-traveling league for children ages
13-15 and a traveling league conslsting'ora 13 year old team.
a 14 year old team. and a 15 year old team. Last year, four
Chanhassen teams partidpated in the Minnesota Valley League.

16 YEAR OLD AAU
The newly formed South Lakes BasebaIl Association Is inves-
tigating the possibility of a 16 Year Old AAU team. Help is

. . In 1990 Chanhassen wlU have its own Legion
Baseball team. The American Legion Post 580 in
Chanhassen is sponsoring the team. Tryouts wlU
be held during the spring with dates and location to
be announ~ed. Eligible players are those that do not turn 19
years old prior to August 1. 1990. and shall be 16 years old by

SUMMER SOCCER
Coordinated by the Chan/Chaska Soccer Club. The CCSC
participates in the Minnesota Youth Soccer Assodation (MYSA)
traveling soccer program. AIl games are played under USSF
rules. Teams are formed for both boys and girls in the under
19, under 16. under 14. under 12, and under 10 age groupS.
We wUJ also be forming an under 10 non-travelling in-house

Dear Commission Members,
I am actively involved with youth little league baseball and softball in Chanhassen,
working with boys and girls aged ten to twelve. Nearly 150 children in this age group
participate in programs offered by Chaska, Minnetonka, and Eden Prairie. This
represents nearJy half of the potential participation. Next years potential increases more
than fifty children meaning that we can expect participation to increase by about twenty
five. In 1992, Chanhassen can expect to have about 110 boys and 60 girls playing ball,
all of whom must travel to other communities for their recreation.
As a parent and coach, I am asking that a 'real' little league field be established for
children of this age group. Field 3 at Lake Ann has been designated as a possible
conversion site and would be an idea1location for Chanhassen little League baseball and
softball. I believe the demographics indicate that little league participation is growing
faster than adult softball participation in Chanhassen. Because of the three new softball
fields at Lake Ann, field number 2 should also be considered for conversion since that
would still leave a plus one position.

Chanhassen children have an opportunity to participate in traveling ball in 1992, but
need a home field to be eligible. We would possibly have four boys and girls teams
playing two games a week, any of five nights. This already is creating stress on one field.
The in house leagues would also benefit from having a Lake Ann Field, which will
account for another one hundred players.
Conversion would amount to placing pitchers mounds, infield grass, and shorter fences
at existing sites. Much of the labor and maintenance would be provided by volunteers.
Chanhassen needs a consolidated children's complex now for the convenience to
participants and for quality of programs. Participation rates would increase and
community involvement would increase. Having two fields at Lake Ann would allow
Chanhassen to provide a really first class program.

The dissemination of information to park users concerning park
rules is essential if we expect the parks to be enjoyed in the
correct manner. Special regulation signs and miscellaneous signs
addressing specific rules have been randomly placed in the parks
over the years to address specific concerns of the time. I
advocate the development of a comprehensive rules sign addressing
all important and unchanging park rules, which could then be placed
at the entrance locations of all city parks. A photo copy of a
park rules sign formerly posted at the entrance to Lake Ann Park is
attached. A sign similar to this is the desired outcome of this
present effort to develop a new sign.

area charges shall be paid upon issuance of the building permit for the commercial, office or
industrial use.
(d) The recreational area charge established by subsection (b) shall be reviewed annually
by the city council at a regular scheduled meeting during February of each year, and may be
revised by council resolution. The standard to be employed by the council in making any such
revision shall be the changes, on an annual basis, in the Construction Cost Index published by
the Engineering New Record, or any equivalent commonly employed price index.
(e) In the event the city council elects to accept dedications of land for public use as
recreational areas in a commercial, office or industrial subdivision, the council may grant
credits against the recreational area charges applicable to said subdivision in such amounts
as the council in its discretion may deem appropriate.

ARTICLE IV. PARK RULES.
Sec. 14-56. Definitions.

The following words, terms and phrases, when used in this article, shall have the mean-
ings ascribed to them in this section, except where the context clearly indicates a different
meaning:
Driver means every person who drives or is in physical control of a vehicle.
Drugs means any controlled substance, as defined by chapter 152 of Minnesota Statutes,
the possession of which is a violation of Minnesota Statutes section 152.09.
Snowmobile means any engine driven vehicle of a type which uses sled-type runners, or
skis, or an endless belt tread or ~ny combination of these or other similar means of contact
with the surface upon which it is operated and which is designed to operate over ice or snow.
Parks shall mean parks, parkways, ice skating rink, playgrounds, public accesses, recre-
ation fields, recreation buildings, beaches and water surrounded by parks, including but not
limited to waters adjacent to beaches, which are delineated as swimming areas by the
placement of marker buoys.
Vehicle means any bicycle, go-cart, minibike, motorcycle, snowmobile, recreational vehi-
cle, all terrain vehicles or self-propelled instruments which carry or may carry an occupant or
occupants upon land or water. "Vehicle" includes every device in, upon, or by which any
person or property is or may be transported ordrawn.upon a highway except devices moved
exclusively upon stationary rails or tracts.

Sec. 14-57. Violations.
e
Any person found violating this article by any peace officer or his deputy and who upon
such officer's request to cease and desist from such violation fails or refuses to. do so may be
requested to leave the park and if necessary may be ordered or removed from the park by the
peace officer. Such denial of continued use and enjoyment of the parks to violators shall also
apply to enforcement of any rules and regulations promulgated by the city provided such rules
and regulations are consistent with this article. In addition or in the alternative, any person
convicted of violating this article shall be guilty of a misdemeanor.

Sec. 14-58. Public gathering permits.
(a) A permit shall be obtained from the city before participating in any of the following
activities in a city park:
(
(1) Carnivals;
(2) Community celebrations;
. (3) Gatherings of fifty (50) or more persons, including picnics and political gatherings;
.
(4) Contests and exhibitions, including, among other things, those requesting exclusive
use or charging admission.
(b) A person seeking issuance of a permit hereunder shall file a completed application"
with the city.
(c) The city clerk shall issue a permit hereunder upon finding that:
(1) The proposed activity or use of the park will not unreasonably interfere with or
detract from the general public enjoyment of the park;
(2) That the proposed activity or use will not unreasonably interfere with or detract from
the promotion of public health, welfare, safety and recreation; provided that this does
not give right to exclusive use of park facilities.
(3) That the proposed activity or use is not reasonably anticipated to incite violence,
crime or disorderly conduct;
(4) That the proposed activity will not entail unusual, extraordinary or burdensome
expense for police operation by the city;
(5) That the facilities desired have not been reserved for some other use at the day and
hour required in the application. '.
(d) Within five (5) days after the receipt of an application, the city shall apprise an
applicant in writing of his reasons for refusing a permit, and any aggrieved person shall have
the right to appeal in writing within five (5) days of mailed notice to the city council, which
shall consider the application under the standards set forth in subsection (c) hereof and
sustain or overrule the decision within fourteen (14) days. The decision of the city council shall
be final.

(e) A permittee shall be bound by all park rules and regulations and all applicable
ordinances fully as though the same were inserted in the permit.
(1) The person to whom a permit is issued shall be liable for any loss, damage, or injury
sustained by any person wherever by reason of the negligence of the person or persons to
whom such permit shall have been issu~d. Within ~forty-eight (48) hours of the end of the
permit, a permittee shall remove from the park all trash in the nature of boxes, papers, cans,
bottles, garbage and other refuse and all installations and equipment, and restore the prem-
ises to their condition prior to use.
(g) The city shall have the authority to revoke a permit upon a finding of violation of any
rule or ordinance, or upon good cause shown.

Sec. 14-59. Parking permits.

No person shall leave .9f park any vehicle on any public lands or grounds adjacent to or in
the neighborhood of Lake Ann Park during the months of May, June, July, August and
September of each year without having attached to the vehicle in a conspicuous place a permit
for that year. Such permits for the parking of automobiles or other vehicles or conveyances on
public lands or grounds adjacent to or in the neighborhood of Lake Ann Park shall be issued
by the city to any resident or real property owner of the city upon payment to the city of a
permit fee in the amount established by resolution each year. Such permits shall also be
issued to any person who is not a resident of the city or who does not own real property within
the city only upon payment to the city of a permit fee in the amount established by resolution
each year.

Sec. 14-60. Operating hours.
No person shall park, be in or remain in, or leave any vehicle in any park, between the
hours of 10:00 p.m. and 6:00 a.m. This section does not apply to those vehicles or persons
involved in organized activities which are authorized to remain in a park by the city.

Sec. 14-61. Alcoholic beverages.
(a) The definitions in Minnesota Statutes section 340A.I01 apply tO,this section.
(b) No person shall consume intoxicating liquor on a public highway, public park, or
other public place.

(c) No person shall have in his possession while within any city park any bottle or
receptacle which contains intoxicating liquor, except malt beverages, which has been opened,
or the seal broken, or the contents of which have been partially removed. r

Discharge in waters of any pond, stream or any other b()dy of water, of any substance, or

No person shall be permitted to take any animal, including but not limited to dogs and"

Sec. 14-66. Fires.
(a) No person shall start any fire in any park, except fires may be made by picnic parties
in the park, but only in free-standing barbecue grills or in the places in said parks provided for
the purpose and so designated by the city. Any person who starts any such fire is charged with
the duty of completely extinguishing such fire or fires before leaving such park. Nothing
herein shall be construed to limit or restrict the enforcement of ordinances regulating air
pollution control and setting ambient air quality standards.
(b) It shall be unlawful to have any fires on the ice of any park waters; provided, however,
that manufactured heaters burning liquid fuel may be used.

Sec. 14-67. Use of vehicles.
(a) No person in any pa~k shall ride or drive a vehicle at a rate of speed exceeding fifteen
(15) miles per hour, except upon such roads as the city council may designate by posted signs,

(c) No vehicle is permitted on any footwalk, lawn, or any other grounds of dty parks
except in such areas or upon such trails, paths or. roadways as are spe~ifically designated by
posted signs for traffic or parking purposes.
(d) No driver of any vehicle shall tow or push any toboggan, sled, ice skater, bicycle or
any other sliding or coasting device, nor shall a driver permit any person to board or alight
from nor hang onto said vehicle when said vehicle is in motion.
(e) No vehicle of any kind shall be permitted to drive across or on park lands except on
roadways, except such vehicles and machines as operated by the city. Nothing herein shall be
construed to prohibit the use of snowmobiles in any area of a park so designated by resolution
or ordinance.
(0 No person shall ride any bicycle upon any trail or sidewalk in such manner as' to
interfere with any pedestrian thereon.
(g) Any unoccupied vehicle found in violation of the provisions of this article may be
removed a:nd impounded at owner's expense by any police officer or duly authorized person in
accordance with the ordinances of the city.

RECOMMENDATION
This item will be presented to the Chanhassen City Council on July
8, 1991. Therefore, the Commission has the opportunity to alter or
concur with my recommendation to the Senior Planner. There are
four critical components to this link - Ches Mar Farm, Camp
Tanadoona, zimmerman Farms and Crimson Bay. Of these, crimson Bay
and Zimmerman Farms have been secured. As such, it is recommended
that the commission recommend that the City Council require this 20 ~
ft. trail easement. This action would leave the Camp Tanadoona
property as the only remaining piece without secured trail access.
The remainder of the trail would be on-street or off-street within
the road easement.

4th of July Celebration

Chanhassen's annual 4th of July Celebration is well into the
planning stages. The schedule of events flyer will be inserted
into the June 20th edition of the Chanhassen Villager and will be
followed the next week by a feature story promoting the annual
event. The double-sided 4th of July banner was hung across the
street by the old st. Hubert's Church and the 4th of July signs
were put up for additional advertisement. The Chanhassen Bank has
agreed to advertise the celebration information on their billboard
sign.
The 4th of July Celebration will span over three days; July 3, 4
and 6. The activities July 3 at City Center Park will include the
kiddie parade, the Chanhassen Chamber Trade Fair, community picnic,
fire truck display, horse rides, entertainment, carnival games,
square dancing, hot air balloon display, and the street dance
featuring the Hi-TOpps. The Kid's Fishing Contest will start
Thursday's festivities and will also include the treasure hunt,
sand sculpture contest, fire truck demonstrations, ground breaking
of the Lake Ann Picnic/Recreation Shelter, family games, Hula Hoop
and Limbo Contest, inner tube relays, blanket picnic' night, music
in the park featuring Jeff Brooks, and the fireworks spectacular at
Lake Ann. The 4th of July Celebration will wrap up on Saturday,
July 6 with the Adult Fishing Contest and a Men's and Co-Rec Double
Elimination Softball Tournament.

with the 4th of July events that are scheduled, there is still the
need for volunteers. If any of the Commissioners would like to
sell t-shirts, help decorate or any other task, it would be greatly
appreciated.

Sec. 14-19. Functions.
(a) The park and recreation commission shall advise the council on the conduct of a
public recreation program and to that end the commission shall advise the council in provid-
ing, conducting and supervising recreation areas, facilities, services and programs for public.
recreation, including such facilities as playgrounds, parks, swimming pools, beaches, camps
and indoor recreation centers either within or without the corporate limits of the city upon
property under the custody and management of the city or upon other public or private
property with the consent of the owners of such property. The commission shall advise the city
in the operation of par~s, recreatjonareas and like facilities now owned or acquired by the
city, and may advise the city to enter into agreements of a cooperative nature with other
public and private agencies, organizations or individuals when, in the judgment of the com-
mission, such procedure would prove advantageous. The commission shall make recommenda-
tions to the council concerning property acquisitions needed to provide a comprehensive
ac 'onsystem.
(b) n or before September 1 of each year, the commission shall render a full report to the
c covering its operation for the preceding twelve (12) months, together with its recom-
mendations and an estimate of the funds required for its work for the ensuing year. It shall
also render such other regular or special reports, advisory recommendations or make such
investigations as it deems advisable, or as may be requested by the council.

ARTICLE III. NEIGHBORHOOD PARK ACQUISITION
AND IMPROVEMENT*
Sec. 14-31. Findings and policy declaration.
(a) The city desires to be prepared for future growth with respect to population, housing
and general land development.
(b) The city has been and is developing and constructing public facilities and providing
public services to meet the needs of the community's growing population, and these services
and facilities must be able to keep pace with the ever growing need.
(c) Faced with the potential for major physical, social and fiscal problems caused by rapid
and unprecedented growth in relation to park open space and .its development within the
community, and being concerned with existing, as well as future overall quality and character
of land development within the city, the city council has undertaken a program to develop a
policy statement which will act to guide the acquisition and development of neighborhood
parks throughout the city by providing a policy which explains the obligation and require-
ments that will be expected of all housing development within the community.

Rice Marsh Lake Park, Playground Needs
As commission members may recall, portions of the play equipment
located at Rice Marsh Lake Park were removed late in the summer of
1990. The reasons for this removal were thrice:
1.
Reimbursements for medical costs associated with injuries
attributable to the age and condition of the equipment
have been made. The equipment removed included a swing
unit, slide and two spring animals.
e
2. No resilient surface was present under this equipment.
3. The necessity for. a basketball court within the park
arose.
with the removal of this equipment complete, I began to receive
intermi ttent calls inquiring as to what improvements were scheduled
for the park. It is my intent to recommend that the Park and
Recreation Commission allocate monies ($6,000 to $10,000) in the
1992 capital Improvement Program for the purchase of a second phase
play structure for Rice Marsh Lake Park. However, a present demand
for play apparatus, especially the desire for swings-, can be met
through a reappropriation of $2,250 in the 1991 Capital Improvement
Program. These costs would include a 3 unit swing ($1,100) and
extension of the border and resilient surfacing ($1,150). This new
border would accommodate the future expansion of this play area.
It is recommended that the Park and Recreation Commission
reappropriate $2,250 of the $2,500 remaining under line item
"Nature Trail, Lake Ann Park" for the acquisition of the above
named items for installation at Rice Marsh Lake Park in 1991.

Herman Field Park
The low base bid of $25,270.75 submitted by Bullock Contracting of
st. Michael, Minnesota was accepted by the Council on May 20, 1991.
The Council also accepted Bid Alternate NO.2, paving of the access
drive and parking area in the amount of $17,758.00. These
expenditures total $43,028.75, with the remaining $6,971.25 (14% of
the $50,000 budgeted) covering engineering costs. A wetland
alteration permit for the eventual installation of a super deck
boardwalk is currently being reviewed by the Planning Department
for presentation to the Planning Commission. The City Council will
review this permit at the July 22, 1991 Council meeting. A pre-
construction meeting will then be held with construction ensuing
shortly thereafter.
South Lotus Lake Park
Work is continuing to progress at the boat access; however, due to
the number of rainy days, the completion date has been extended to
June 28, 1991.
Lake Susan Park
Here again the rain and subsequent wet soils have forced a delay in
the completion of the boat access and related improvements. The
contractor is also awaiting delivery of a floating silt barrier
which will be installed in Lake Susan during construction. I
anticipate the contractor will begin work in the next two weeks.
A park dedication celebration has been scheduled for Saturday,
August 24 from 12:00 p.m. to 3:00 p.m.

Lake Ann Park Recreation/Picnic Shelter
An agreement between the City of Chanhassen and VanDoren Hazard
Stallings, Inc. in regard to architectural services has been
executed. There are five phases included in this project. . The
schematic design phase has been completed. The next three phases
- design development, construction documents and bidding, will take
approximately fourteen weeks to complete. The final phase,
construction, is anticipated to last sixty days during the 1991
construction season, with the remaining work to be completed in the
spring of 1992.
City Center Park/Chanhassen Elementarv School Plavqround
As eluded to in the letter addressed to Playground Committee
members dated June 12, 1991 (a copy of which was sent to Commission
members), the plans and specifications for this project are
attached for your review. As noted, these plans were presented to
the City Council for approval on June 24, 1991. If.the commission
wishes to make any minor changes or alterations to the plans or
specifications, these changes will be coordinated with VanDoren,
Hazard Stallings, Inc. I will be prepared to address any questions
Commission members may have in regard to these improvements.

Street meets Lake Minnetonka.
"I think that there's some real
opportunity to organize that
space so it functions better than

formation booth, bus-unloading
area, seating areas, gardens
and walkways, according to the
park plan.
Completion of a trail for walk-
ing or biking is another possible
priority, Warner said. The trail
would follow the abandoned rail
right-of-way owned by Hennepin
County Regional Railroad
Authority. In Greenwood and
Shorewood, it already is used as
a trail.
"That could really be a nice
inter-community link," Warner
said. When completed, the trail
would reach from Minnetonka to
Carver Park. "That's the think-
ing, that it might have a regional
orientation, as well as a local
orientation. "
Grant money might be
available for trail development,
Withers said. Having the park
plan will make it easier for the
city to get grants, he hopes.
"They want to see that you've
made a plan and honestly think
that [what you're applying for]
would be good for Excelsior,"
Withers said.
"We've found that when state
and federal grants are applied
for, communities that have a
plan have a better chance of get~
ting the money," Warner said.

The City of Chanhassen Park ana
Recreation Department is experiencing a
rapid transition as a result of the city's
growth. The department operates twenty-
four park locations totaling 400 acres.
Community parks account for four of these
locations, all of which have experienced
improvement projects in the past two years.
These projets include grading, drainage
and landscaping improvements at a boat
access, $35,000; play area and tennis
court revitalization, $100,000; land acqui-
sition (30 acres), $200,000; addition of
three softball fields, a soccer field and
related site improvements, $300,000; and
the completion of a thirty acre community
park site, $350,000. The City is currently
reviewing plans for the construction of a
$300,000 picnic/recreation shelter at Lake
Ann Park, its largest community park.
Neighborhood parks make up the other
twenty locations, seven of which have
been acquired in the past three years.
The Park and Recreation Department is
currently staffed with two full-time admin~
istrative positions, Park and Recreation
Coordinator and Recreation Supervisor;
and four full-time park maintenance per-
sonnel, which operate under the auspices
of the Public Works Department. Approxi-
mately twenty part-time positions are filled
at various times of the year to supervise
seasonal activities. Total budgets in all
Park and Recreation functions exceed
$600,000.
The City maintains working relationships
with various associated agencies namely,
Minnetonka Community Services, Chaska
Community Education, the Chaska Park
and Recreation Department and the City of
Victoria. Joint cooperative programming is
pursued in adult basketball, volleyball, and
broomball; contractural services are pur-
chased, i.e. beach lifeguards and swim-
ming lessons; and sold, i.e. summer play-

Jerry Haffeman, Director of Parks and
Recreation in Shoreview, MN is now at
home and recovering satisfactorily after
experiencing a heart attack. It occurred
while fishing on opening day. His wife
reports he's impatientto be "up and doing,"
but that is not to be until he gets doctor's
okay.

Belated warm congratulations to Ward
Wallin. On March 1, 1991 Ward began his
new duties as Associate Director of Parks
and Recreation for the City of Duluth. Ward
had served for several years as Recreation
Coordinator for the City of Sl Louis Park.

The Department supports the develop-
ment of youth athletic associations and
offers staff support to five separate associ-
ations. which coordinate fourteen youth
sporting activities in Chanhassen. The
National Youth Sport Coaches Associa-
tion's certification program is utilized in
these programs, as the community feels a
strong commitment in offering quality
instructional sports activities for youth.
The City received a Consulting Engin-
eers Councils Honor Award in 1983 for the
construction of a multipurpose park
shelter /pump house building. Chanhassen
is also home to the 900 acre Minnesota
Landscape Arboretum, the 500 acre
Minnewashta Regional Park operated by
Carver County, portions of the Minnesota
Valley National Wildlife Refuge and the
renowned Chanhassen Dinner Theatres.
Ten lakes are wholly or partially located
within Chanhassen, of which the depart-
ment operates park sites on five and public
accesses on three.
The current population of Chanhassen
is 12,000 residents, twice that of ten years
ago. Chanhassen was the first township
established when Carver County was
organized in 1855. In 1896, the Village of
Chanhassen was incorporated. The City
of Chanhassen was formed in 1967 when
a merger between the Village of
Chanhassen and the surrounding township
occurred.
In the Dakota (Sioux) Indian language.
Chanhassen means "sugar maple". For
those choosing to live and work here, it
means "quality of life". Chanhassen has
that blend of natural beauty, parks and
open space, good planning and vital
businesses and people, which produce a
good quality of life.

NSPR Honors
Students
for Excellence
e
NRPA's National Society for Park
Resources (NSPR) recently presented its
1991 National Student Award for Excel-
IencetoAndrew J. Mowen of Pe~nsylvania
State University and Leslie E. Smith of the
University of Northern Iowa.
The award program was initiated to
cultivate and recognize scholastic excel-
lence among future professionals. Each
year students from qualifying colleges and
universities are recognized for their
achievements.
Mowen, vice president of the Penn State
Recreation and Parks Society, coordinated
a cultural interpretive walk for university
Icholars and created and designed
aspects of a self-guided iron industry trail.
While maintaining a 3.92 cumulative
grade point average, Mowen was a volun-
teer for both the Department of Environ~ ~
mental Resources and the University's
environmental center.
Smith, a senior in Community Recreation,
designed a day camp program for the
Conestoga Council of the Girl Scouts and
conducted research on the carrying
capacity within a local nature reserve.
As liaison between Club Quality of Life
Leisure Administrators and the Student
Chapter of the Soil and Conservation Club,
Smith collaborates to address important
environmental issues. This collaboration
has culminated in the successful imple-
mentation of a campus Recycle Day, and a
program called "Cool It", an earth day
celebration for the University and the sur-
rounding Cedar Falls. Iowa community.
To participate in the 1992 NSPR National
Student Award for Excellence program,
applications must be received by January
4,1992. Forms are available from NRPA by
