SUBJECT: Bandimere Park
Enclosed, please find two concept plans for Bandimere Park. Until
recently, all planning work for this park has been in a preliminary
form pending completion of topography for the site. The informa-
tion now available includes accurate contours, the ,pipeline center
alignment and pipeline elevations.
The Williams pipeline traverses the site from the southeast to the
northwest. In general, the pipe lies 36" below the surfa~e and has
a maximum depth of 42". Because the pipe bisects the site, it has
a substantial impact on park development options.
Two concept plans including preliminary grading have been prepared
for Bandimere Park. Alternate A is essentially theisame plan that
was approved by the Park Commission in concept form for further
review. This scheme has a major impact on the pipeline and would
require modification of the pipe's vertical alignment. The Babe
Ruth field on the south side of the park would be constructed on
8 feet of fill (maximum) and the Babe Ruth field on the north would
require up to 6 feet of cut. At this time, the willingness of
Williams Pipeline Company to adjust the line and the corresponding
cost to the city are unknowns. Williams will only react to a plan
after it has been formally submitted to their engineering depart-
ment in Tulsa.
Because of Alternate A's impact on the pipeline, a second alternate
was prepared to minimize impact on the line while providing the
same facilities. Alternate B provides the four ball fields in a
scattered arrangement rather than the "wheel" configuration on
Alternate A. Plan B also contains soccer fields that are slightly
smaller but still within the range of normal sized fields. The
major feature of Alternate B is that it would only minimally impact
the pipeline easement and would not disturb the pipe itself.
Presumably, this plan would be more acceptable to Williams due to
it's negligible impact. Both concept plans have adequate space for
all of the uses associated with the ball fields including conces-.
sions, warm-up areas, dugouts, spectator seating etc.

Last summer the Park and Recreation Commission directed Staff to
look into requiring park dedication fees at the time final plat
approval is given. I discussed this item with City Manager Don
Ashworth. He feels very strongly that this will not be a simple
change in policy. Attached please~find a memo to Don outlining
the proposal, Don's response, and the City Attorney's opinion.
Don will attend our meeting on Tuesday evening to discuss this
issue in greater detail.

As we have previously discussed, the Park and Recreation Com-
mission is proposing to change the way we collect park and trail
dedication fees. Specifically, they would like to collect the
fee up front at the time of final plat approval, rather than with
the building permit. They feel that it will be easier to respond
to the needs of new neighborhoods if funds are readily available.
I have done a quick survey of ten communities to see how they
collect their fees. The majority of those surveyed collect fees'
in a lump sum at the time of platting.

I had hoped to get additional information from the communities
shown as requiring a "lump sum payment at time of platting".
Unfortunately, busy schedules have kept such from occurring. As
time is marching on, response appeared necessary.

I would anticipate a strong uproar from the development com-
munity. Specifically, developers such as Rick Murray, Tom
Klingelhutz, and Don Patton se~l toa number of builders for actual
home construction. By having the charge collected at the time of
platting, these developers will be required to front end the park
charge versus simply having the builder pay such at time of
getting his permit.
To effectuate the recommendation of the Park and Recreation
Commission, an ordinance amendment would be required. Please
forward this to Roger and request that he draft the proposed
amendment(s).
Several questions should be posed to Roger Knutson, i.e:
- Although the COIlcept plan and preliminary plat show the
entire subdivision, most developers will only "final
plat" a small grouping of lots. The primary reason for
such is the City's requirements for security deposits/
letters of credit guaranteeing sewer/water/roadways/etc.,
for all lots proposed to be Qfinal platted". The question
posed is one of whether the real objectives of the Park
Commission are going to be accomplished. Specifically,
does the City have the authority to require payment for the
lots shown on the preliminary plat or only those obtaining
final plat approval?; and

- What effect will this modification have on existing lots of

only exists as a part of the platting process. Technically,
the amount of park charge is to be set at that time of
platting. The collection can occur then or with building
permits. The current system of collecting park charges at
the time of building permit treats all applicants the same.
We do check to see if a credit is due, everyone is used to
paying. Switching the process could lead to errors simply
because of the volume increase. Currently all of Near
Mountain is marked "must pay". In the past, Trappers
Pass First through Fourth Additions did not pay while the
Fifth through Seventh Additions did. With the emphasis
being placed on early collection, will we miss older ones?
For practical purposes, we collect a park charge from all
lots - new and old. At some point, we may expect a
challenge wherein the Council was silent regarding park
charges associated with Scholer's First Addition in 1967.
The attorney has previously advised that the chance of such
challenge is relatively minor in comparison to the objec-
tive which is trying to be achieved - each new permit should
pay a park charge. This point may seem relatively minor;
however, I do question how we would have received the
$65,000 park charge from CPT if the current modification
were in place. Can we collect park charges from the vacant
platted lots in the vicinity of The Press? [Note: The
platting process for this area was silent regarding the
necessity to pay park charges when these lots were created
in the late 1970's. Since the process will b~ reversed to
having builders not pay, isn't there more likelihood that
more questions will be asked regarding why they must pay on
an older lot?]; and

- The current ordinance provides two different methods of
establishing the park charge against lots in the proposed
subdivision. To date we have had very few developers
attempting to negotiate one versus the other to achieve the
best monetary result for themself. This fact has
recognized that they are not paying it. By the time that
the individual builder takes out a permit, his complaint is
seen as being too late and therefore non-appealable. I
sincerely believe that the amount of time spent negotiating
alternative payment schedules will significantly increase
for yourself and will result in appeals to the Park
Commission/City Council. This process becomes tougher when
partial credits are being given as a result of dedication.
To date, I believe our success rate in holding to a credit
of 25% or 50% has been quite high. I attribute part of
this to the fact that the developer's primary motivation is
that he is not really paying - 75% versus 25% of zero is
still zero. If the change is made, his motivation will

will change. That motivation will translate into more
appeals to the Commission/City Council. Encouraging this
type of appeal process generally has negative effects.
Specifically, a City Council must look at the community at
large, overall effects of their decisions, tax and fiscal
implications, etc. These broader range perspectives prob-
ably are not and should not be the same motivational
factors for members of each of our different Commissions.
Processes which generate greater appeals to both a Commission
and a Council will assuredly result in a higher number of
times where the two bodies reach different conclu-
sions, i.e. 75% credit versus 25% credit.
Prior to resubmitting this item to the Park and Recreation
Commission, answers to the questions posed should be received from
the attorney, engineering and planning. Those responses should
accompany the report to the Park and Recreation Commission. If
you have not guessed by now, my overall reaction is negative.
It is not negative in terms of the goal which is being attempted
to be achieved. My concern is that the overall objective may
produce lesser revenues than currently received - all of
which occurring with more headaches and frustrations. The
concern which scares me the most is the potential error factor. I am
extremely pleased with the unified staff approach to insure that.
things do not slip between the cracks. I do not want this to be
a step backwards. This issue should also be addressed by the
treasurer/planning/engineering as a part of their responses.

Enclosed is the ordinance you requested requiring payment of
park charges at the time of final plat approval. Don's questions
and my answers follow:
Q. Does the City have the authority to require payment for
the lots shown on the preliminary plat or only those obtaining
final approval?
A. Minn. Stat. ~ 462.358, Subd. 2b. The City can only
require payment of park charges for final plats.
Preliminary plat approval does not create a plat, it is
only a preliminary approval.
Q. What effect will this modification (i.e., collecting
charges at the time of plat approval) have on existing lots of
record?
A. None. The right to collect park charges on existing lots
is dependent upon the terms of the development contract,
if any, under which the lots were approved. The only
authority the City has for imposing and collecting such
charges is as a condition of plat approval. If an old
plat was approved without the requirement of the payment
of park charges, the City has no authority to collect
the charges now.
Q. Won't developers become tough negotiators if they know
that money is coming out of their own pocket?
A. My experience in Lakeville is that maybe one developer a
year raises a questions that is brought to my attention.

The City Council recently adopted the 1990 Budget. In doing so,
the Capital Improvement Program was approved as proposed by the
Park and Recreation Commission. The 1990 Capital Improvement
Program included funds to purchase playground equipment at four
park sites, Lake Ann Park (Phase II), Chanhassen Hills Park,
South Lotus Park and Lake Susan Park. As the master park plan
for South Lotus Park has not been done, and development of Lake
Susan Park is underway, it is recommended that we wait to
purchase equipment for these sites. This will allow us to deter-
mine the size of the area and what we have room for.
Lake Ann Park
The first phase of equipment at Lake Ann Park was purchased and
installed in 1989. The border is in place to accommodate Phase
II which will include two deck structures, balance beam, chain
walk, turning bar, track ride, double poly slide, vertical lad-
ders, horizontal ladder, pipe wall, chinning bar, flat slide,
tire swing, belt swing, tot swings, double ring bridge, and super
scoop diggers. The price for PhaseIIisroughly$9,500.
Chanhassen Hills
$10,000 was allocated for park development of Chanhassen Hills
Park. The rough grading has been completed and City staff will
complete the fine grading and seeding this spring. The park plan
for this site includes totlot, ballfield, volleyball, parking and
a future tennis court. Staff would suggest seeding, gravel
parking, totlot and a volleyball court for Phase I.

Recommendation
It is the recommendation of this office to authorize the purchase
of Phase II playground equipment and Phase I playground equipment
for Chanhassen Hills Park. These purchases will be paid for out
of the Capital Improvement Program with budgeted funds.

BACKGROUND
This proposal was submitted some time ago. At that time, the
Park and Recreation Commission expressed interest in purchasing
the entire piece and the proposal was put on hold. A purchase
price was not agreed upon, and the Commission acted against con-
demnation proceedings. The applicant is now continuing with the
proposal of dividing 11.67 acres into 13 single family lots and 2
outlots.
The applicant is proposing to dedicate 4.24 acres for park pur-
poses. A large portion of this area is a Class B wetland area,
which means it is protected by our Wetland Ordinance. The
question is whether or not enough of the parcel will be dry
enough for park purposes. Our Engineering Department has calcu-
lated that one-half acre is needed for water storage for the
runoff of this development alone. This does not take into con-
sideration the runoff from the surrounding areas. It is esti-
mated that after a "normal" rain in a "normal" year, which has
not occurred within the last 2 to 3 years, the area would be wet
up to the 988 contour line. It is possible that in a 100 year
storm situation the area would be wet up to the 990 contour line.
This is supported by the fact that the outlet on the southwest .
corner of the parcel is at the 991 contour line for emergency .
overflow. The wetland area represents approximately 1.5 - 2
acres, leaving roughly 2.5 acres of dry land and slopes.
Although this does not represent an adequate amount;of park
space, park needs will be difficult to meet in this area and
therefore this property should be accepted.
The Comprehensive Trail Plan calls for sidewalks along all thru
streets. As the street in this developent connects this develop-
ment and Pheasant Hill to the Lake Lucy Road trail system, such
should be required.
RECOMMENDATION
It is the recommendation of this office to accept the proposed
parkland for open space in lieu of park dedication fees, and to
require a 6 ft. wide concrete sidewalk along the west side of the
thru street in lieu of the trail dedication fee.

BACKGROUND
This proposal involves the subdivision of 3.9 acres into an
outlot and a lot. The Comprehensive Plan shows this as an area
served by the Minnetonka Intermediate School. Although no City
park exists in this area, this small development does not repre-
sent a suitable park acquisition possibility.
The Comprehensive Trail Plan calls for a trail connection between
West 65th Street and the Minnetonka Intermediate School. Please
refer to the attached memorandum dated December 14, 1989 for the
background on this isue.
As stated in the attached memo, this development presents the
opportunity for the City to obtain the trail connection needed.
A 20' x 417' trail section is roughly .19 acres with a value of
approximately $2,000.
RECOMMENDATION
It is the recommendation of this office to accept park and trail
dedication fees in lieu of parkland and trail construction, and
to require the dedication of a 20 ft. wide trail segment along .
the north property line. Staff would also recommend that the
City compensate the landowner for this dedication at the fair
market value.

Trailway from West 65th Street to Minnetonka
Intermediate School
.
The saga continues as the City continues to pursue the acquisi-
tion of a pedestrian walkway from West 65th Street to the
Minnetonka Intermediate School. As you will recall, it was the
City's desire to provide a pedestrian access to the school for
residents along Murray Hill Road and West 65th Street. At the
time the Ostrum Development was approved, an easement was
required along the east and south boundary. Unfortunately, the
developer neglected to record the easement and the lots were
sold. Since that time a trail through the water tower property has
been provided. Although this provides access for the residents
along Murray Hill Road, the people along West 65th Street remain
stranded.
Staff has researched a number of alternatives. The Wolf pro-
perty, just south of the Ostrum Development, includes a narrow
strip of land to the Minnetonka Intermediate School. The Wolf's
have agreed to sell the property.to.theCity. However, upon sur-
veying the property, we hav.e fountl. thatit.yariepfrom 4.15 - 8.15
feet in width, to narrow for a trailway.Upon further investiga-
tion Staff has found that the adjacent Shively property is
prosposed to be subdivided, providing the opportunity to
acquire the additional land needed

The missing link in the chain would then be to acquire an ease-
ment along the west side of the Kelly property from West 65th
Street or along the east side of Lot 5 of Pleasant Hills.
At this point we have entered into a purchase agreement with the
Wolf's and it is anticipated that the dedication of land for
trail purposes will be required of the Shively subdivision. In
the meantime, Staff will work with the Kelly's and/or the owners
of Lot 5 to obtain the missing link. Unless otherwise directed
by you, Councilor the Park and Recreation Commission, I will
proceed as outlined above.

SUBJ: Youth Development Commission, Contribution
.
Development of a Youth Development Commission and the establish-
ment of youth goals was strongly supported by this office. I do
not recall missing any of the meetings during the last year
wherein the program has gained fruition. However, the concepts
of a paid Director's position and distribution of these costs
back to cities is relatively new. When first presented, approxi-
mately two months ago, it was the position of each of the admini-
strators (Cities and County) that funding should more properly
occur on a school district basis.

- Cost Distribution: Although Chanhassen and Chaska are
approximately the same size, the formula being used would
require Chaska's contribution to.be approximately two to three
times higher than Chanhassen's. Similarily, the City of
Carver was already in the midst of some very painful budge-
tary decisions. Their ability to~ontribute would be very
doubtful. [Note: They have since~concluded the budgetary
process and did not include funding.. for this program.]
Carver's decision would require each of the other cities
then to pick up the lost funding. If funded at a school
district level, these inequities would n01;.exist;
- Governmental Relations: During the formation of the youth
program, I have attempted to keep.the.Minnetonka School
District apprised of the proposed program. Although being
of interest to them, they currently have no similar group
working on a similar proposal. Although a legal means may
be found to make the proposed contribution, such could
produce questions as to how we are equitably treating all
of the school districts affecting Chanhassen. The issue of
legality recognizes that a City cannot contribute monies to
the Heart Fund, Cancer Fund, etc., even though these organ-
izations are very worthwhile. To have the payment meet

statute requirements assumes that a joint powers agreement
would be established with the other cities and that those
contributing would act as a board overseeing the expen~
ditures, i.e. joint powers agreement with Carver County for
prosecution, assessing, police, etc., services; and
- Accountability/Effectiveness: In any of the examples pre-
viously cited or examples of the various commissions that
exist in all of our cities, an organizational structure
exists within which expenditures/responsibility/support
services/etc., exist. Without having a nhome base
organization", the ability of the Youth Commission Director
will be very limited. By contrast, this position, as a
part of our community school program, has an existing organ-
izational structure within which it can work and accomplish
goals. More importantly, community schools currently
reaches into and works very closely with staff/elected
officials at both the county and city level. Being able to
effectuate the goals desired by the organization should be
a key concern. Having cities fund the program with only
minor control appears to be in contrast to typical organi-
zational theory establishes only minor accountability.
I had hoped to meet'with Bob Ostlund/Carol Ericson prior to
re_presenting this issue. A tentative meeting has been discussed
which would include other administrators. I would ask for
general guidance in approaching this meeting and would request
that this item be tabled.

Thank you very much for meeting Phil Tipka and me on site this morning. I feel
confident that now, barring bad weather, we will get this jo~done. I would like
to rei terate the concerns the City has had and the items that need to be
corrected or completed.
The drainage swales on the north and west side of the middle field
were checked for positive drainage. The west swa1e drained. The
north swa1e needed to be corrected. You indicated that this was done
and there was no standing water in that area this morning.
2. There are two drainage areas that need to be altered. One is at the
north end of the park on the north side of the road. Water is
running off onto the road and the drainage needs to diverted. There
is also standing water at the north entry where the new park road
meets the old road. At the entrance on the south, water is standing
in a low area. This needs to be graded so that the water drains to
the ditch.

3. Ag lime 4 inches deep needs to be added to the bench areas for all
the fields. Two bench areas per field.
4. The transitions between the sod, the seed areas and the ag lime need
to be modified in some places.
5. The chain link fence installation needs to be completed. Orange
plastic safety fence needs to be installed on the west side of the
park improvements, per the plan.
6. The landscape plan needs to be installed.
7. This project needs to be completed as soon as possible. Everyone
concern~d feels that 1t has taken far too long.

voucher, but our offices had not received it at this time. He also assured me
that he will be preparing a letter confirming his plans and schedijle. I will

I'm writing you concerning a few issues we discussed briefly at the open gym on
Wed. Dec. 13th.
I was startled by your comment that volleyball shouldn't have to compromise on
gym space because they have the largest number of participants. That is like telling
the girl's athletic programs in the school system that they can't participate because
the boys programs have more members and have been there longer. Or telling
soccer players they can't have fields because softball,baseball and football have
more participants and were there first. You know as well as I do that if you
promote one event more than another one will suffer while the other prospers.
Since Todd Hoffman at Chanhassen took over the men's bask~tba1lleague it has
grown over 100% in one year. (currently 11 teams) The reason the league never
grew was because it was never promoted properly and suffered at the expense of
volleyball. We had more teams in the mid 70's than we did until this year. The
start of the downfall was when the rec department moved us from our Wed. nite
time slot at the high school to a single gym at the middle school. Space was limited
so players went to other leagues or health dubs to play. In our existing league we
have to play on Tuesday,Wednesday,Thursday or Saturday to get space when its
available. This creates a problem with people's schedules and I think in the future
volleyball should compromise and go on a floating schedule in alternate years if
the problem still exists with opening of the community center.
A school district with a basketball tradition and with a population base of 20,000
plus along with an evergrowing commercial base could easily produce up to 30
teams. When I played in the Eden Prairie league in the mid 80's the population
was similar to ours and they had 30+ teams. (Eden Prairie had to turn teams away
and change participation guidelines) These were all 5 man teams, they also ran a 3
on 3 league for over 35. I would like to see the rec department promote these
programs with the same effort they promote volleyball.

It also bothered me when you told me the rec department had ~o room to
promote new or existing programs anymore. But in the Chaska newsletter there .
are 4 volleyball programs promoted and not one mention of any of the basketball
programs. In fact the open gym on Sat. that we lobbied for isn't even promoted as a
adult basketball activity. We've had problems when people show up to play
volleyball and we have 20-30 people playing basketball. This is a situation that has
plagued the basketball players for years. Unless continuity can be developed and
people know they can play when its scheduled they will either find somewhere
else to play or just forget it. What would happen to a volleyball league or your
wed. nite basketball gathering if people weren't sure they could play?
Also, I believe the rec department should consider a program that other cities have
implemented when participation is high and room at a premium. It is not fair for
people in other sports to be told there is no room to participate when some
volleyball players are playing on 2 or 3 different teams. Many cities do this in all
sports to ensure everybody has a equal chance to participate. Another issue to
consider when room is at a premium is to verify eligibility. Cities, such as Eden
Prairie make teams pay a $100 deposit with the entry fee at the start of the year and
if anyone is found ineligible they forfeit the money. I was playing there at the time
and it created room for teams that had been on a waiting list. I work in Eden
Prairie so I wasn't effected, but it did effect teams who had friends playing on their
teams who were not eligible. Another item that must be considered is what to do
when you have leagues with people from other cities playing in the community
center that do not have memberships and taking up space that should justifiably .
be used for other needs. As a Chaska resident and taxpayer I would be upset if that
happened to me or my family members.
Volleyball is a great sport for all ages and I'm not asking for volleyball to be
abolished. My wife plays in the volleyball leagues and I have also played in the
past years. But I think the rec department's programming methods should be
reviewed and more access to facilities be giving to the other programs that that
have been sort of left in the dark. With the coming of the community center I
hope this problem could be addressed before the time slots are all allocated and
difficult to change.

I have reviewed your memorandum outlining the current status of
the Ostrom/West 65th Street trail issue. By this memorandum, I
wish to congratulate you for resolving an issue which could have
become quite ugly. Specifically, recording of easements asso-
ciated with plats had been a function of the Engineering
Department. During Bill Monk's absence, the trail easements
across the Ostrom property were not recorded. In the me~ntime,
unsuspecting buyers purchased the properties and have been quite
vocal in their position that they will not now dedicate the easments
to the City. Similarly, Mr. Ostrom has disavowed any fault in
the matter. The City Attorney has taken the position that the
City could seek the easements through a court process and sue Mr.
Ostrom to recover our costs. As noted above, all of the options
appeared to be lose/lose options.
The final solution reached, a trail crossing at the water tower
site as well as one crossing south of the Ostrom Addition,
provides benefits to both the West 65th Street and Murray Hill
residents which were not originally anticipated to be achieved.
These options can also be achieved ata lower cost than the ori-
ginal proposal and at a far lesser cost than would have occurred
through a court process.
Upon completion of the subdivision process by Shively and after
working out the details of the minor north/south connector strip,
you should call a meeting of the West 65th Street and Murray Hill
neighborhood to review what has transpired since this issue was
last reviewed by the City Council. It may also be beneficial to
have an estimate of the trail construction costs completed.

difficult problem which was inherited by you.

Trailway from West 65th Street to Minnetonka
Intermediate School
.
The saga continues as the City c9Iltinues to pursue the acquisi-
tion of a pedestrian walkway from West 65th Street to the
Minnetonka Intermediate School. A~ you will recall, it was the
City's desire to provide a pedestrian access to the school for
residents along Murray Hill Road and West 65th Street. At the
time the Ostrum Development was approved, an easement was
required along the east and south boundary. Unfortunately, the
developer neglected to record the easement and the lots were
sold. Since that time a trail through the water tower property has
been provided. Although this provides/access for the residents
along Murray Hill Road, the people along West 65th Street remain
stranded.
Staff has researched a number of alternatives. The Wolf pro-
perty, just south of the Ostrum Development, includes a narrow
strip of land to the Minnetonka Intermediate School. The Wolf's
have agreed to sell the property to the City. However, upon sur-
veying the property, wehave.fQundthat it varies from 4.15 - 8.15
feet in \vidth, to narrow for a trailway. . Upon further.investiga-
tion Staff has found that the adjacent Shively property is
prosposed to be subdivided, providing the City.the opportunity to
acquire the additional land.. needed.

The missing link in the chain would then be to acquire an ease-
ment along the west side of the Kelly property from West 65th
Street or along the east side of Lot 5 of Pleasant Hills.
At this point we have entered into a purchase agreement with the
Wolf's and it is anticipated that the dedication of land for
trail purposes will be required of the Shively subdivision. In
the meantime, Staff will work with the Kelly's and/or the owners
of Lot 5 to obtain the missing link. Unless otherwise directed
by you, Councilor the Park and Recreation Commission, I will
proceed as outlined above.

RE: Special 1/2 day conference of the National Youth Sports
Coaches Association at the New National Olympic Training
Center in Blaine.
A special National Youth Sports Coaches Association conference has been scheduled on
January 25 and 26, 1990. We realize that you could not possibly attend a two day
conference so we designed a special half day conference for you on Jan. 26th from 9:00
AM to 1 :00 PM.
WHY SHOULD YOU BE INTERESTED?
#1. Risk Service Management has recommended that municipal officials acquaint
yourselves with the NYSCA because it can lower the risk of costly liability suits in
your community.

#2. Coaches certification will ultimately improve the quality of youth sports in your
community .
#3. Just for you a special panel discussion will take place on the morning of January
26th and included on that panel: Carl Eller, Gary Gaetti and Bob Bierscheid,
among others.
#4. The conference will be held at the newly opened National Olympic Training Center
in Blaine ($14 million tax supported project) and you should see for yourself this
magnificent facility. Tour will begin at 8:30 AM.

Thank you for your letter regarding trash cans and toilets at the
Lotus Lake access. Your point is well taken. I have referred
this matter to Dale Gregory, Park Maintenance Foreman, who will
see that the trash cans are in place and check into portable
toilets.

It is reassuring to know that the residents of Chanhassen are
interested in preserving the integrity of our lakes and park
areas. Todd Hoffman, Recreation Supervisor, is organizing a
City.wide clean up this spring. I have enclosed information
about the clean up day. If you would be interested in helping to
organize your neighborhood, please give Todd a call at 937-1900.

Dear Lori,
Just a note to ask you to have the maintenance people put out trash
cans at the boat landing and the beach on Lotus Lake. Portable
toilets would be good too. Ice fishermen and snowmobiler@ continue
to litter the lake and while I doubt that many would take advantage
of facilities such as cans and toilets, if they aren't there, they
can't possibly use them. (pop and beer)
A neighborhood boy and a friend picked up numerous cans/from the
lake over the holiday vacation, and having cans to put them in
helps those of us who pick up trash when we walk or ski.
With so many pressures on the lake, I think the city should do all
it can to help keep it clean for present and future generations.
