Request to Amend the 1990 Capital Improvement Project
to Include Additional Facilities at Curry Farms Park
I recently received a letter from Bruce Kotzian requesting that the
city amend the 1990 capital Improvement project Budget to include
further development of Curry .Farms Park (see attached). In
response, I have scheduled a meeting with the Curry Farms
neighborhood to discuss prioritization of park amenities in the
park plan (see attached).
The 1990 CIP Budget includes funds to redesign City Center Park and
add $40,000 in playground equipment. The Community Center Task
Force has recently acted.to recommend that the City Council
authorize a referendum for a community center at that site in
November. As it would be premature to redesign the park without
knowing whether a community center will be approved, those funds
will not be expended in 1990.
The Curry Farms residents have played an active role in having
funds donated by the developer to purchase the first phase of
playground equipment. Additionally, this development is near
completion with a significant number. .. of young children residing
there. As funds are available in the 1990 budget that will not
likely be expended this year, it would not have a significant
impact on the budget to redirect a portion of those funds to this
park.
Staff will present a final recommendation to the Commission on
Tuesday evening pending the outcome of the neighborhood meeting on
Monday evening. Please feel free to attend the Monday meeting.

Dear Commissioners:
It is my understanding that during the budget meetings, that there were no
funds allocated to Curry Farms Park for the fiscal year 1990. I would hope the .
City Council would reconsider this allocation of funds.
Curry Farms development is 99X completed with 80 homes, and there are well
over 125 children in the neighborhood, with 60 children under the age of
5 years old.
Last year the City of Chanhassen, along with Centex homes, installed Phase I
of the Tot Lot. With the numbers of small children, we are in dire need of
Phase II to be added to the Playcenter. Along with the Playcenter, the
residents of Curry Farms are expressing a need to complete the walkway around
Curry Farms Parks, which connects to the city trail system.
I would like the City Council to consider addressing this item in your meeting
slated for "ay 8, 1990.
The children of Curry Farms would like to thank you for your quick action in
installing Phase I of the Tot Lot, and would hope together, we can continue
with the development of Curry Farms Park.

Dear Bruce:
Thank you for your recent letter regarding park development at
Curry Farms Park. I agree, additional facilities in a neighborhood
with so many children is needed. The 1990 budget has been adopted
by the City Council and mid-year reallocations are not typical
unless additional sources of revenue are available. Such funding
may be available, however, staff would like to discuss facilities
with the members of your neighborhood to determine which park
facilities are the highest priority for the area residents.
I have scheduled a meeting with the CUrry Farms residents for
Monday, May 7, 1990 at 7:30 p.D. in the Courtyard Conference Room
at City Hall.
I will schedule this item for the May 8, 1990 Park and Recreation
Commission meeting. At that meeting, I will present the
recommendation of the residents to the Commission.

Dear Curry Farms Homeowners:
The Park and Recreation Department recently received a request from
a resident in your area to amend the 1990 Capital Improvement
Budget to include funding for additional park development at Curry
Farms Park. Before presenting this request to the Park and
Recreation Commission, staff felt a meeting with the neighborhood
residents should be held to determine which park amenities hold the
highest priority.
The first phase of the playground equipment has been installed at
Curry Farms Park. This year the park will be reseeded and have a
sand volleyball court installed. The Master Park Plan also
includes the following:

Attached please find an engagement contract between the City of
Chanhassen and the Hi-Tops. The Hi-Tops have been contracted to
provide the entertainment for th~ 1990 Fourth of July Celebration
street dance. Another band called Bob and the Beachcombers were
contacted, but were unavailable for the night of the street dance.
The Hi-Tops continue to be the best entertainment value we can
find. They have provided great performances the past four years.
The street dance is scheduled for Tuesday evening, July 3, at City
Center Park adjacent to City Hall.
It is staff's recommendation to accept the contract for the Hi-Tops
to perform at the 1990 Fourth of July Celebration street dance in
the amount of $1300.00, an increase of $100.00 over last years
performance. --1i{
Update (5-3-90){f It has been two months since this item was first
presented to the commission. The reques~ from the commission to
change the rain-out date to Friday, July 6 instead of Wednesday,
July 4 cannot be met by the, band. . IrLthe unfortunate scenario that
bad weather would occur on both July 3 and 4, we would have to make
the best of the situation presented to us. As it would be
virtually impossible to find a band for a JulyS play date at~this
time, and a miracle would be required to find one with July 3,,;'4 or
6 open, it is staff's recommendation to accept the en9agement
contract with the Hi-Topps as written.

Lake Ann Park Expansion
SUBJ:
As we have discussed, I am becoming more and more perplexed with
the lack of progress at Lake Ann Park. This project was supposed
to be completed last July 1st and ten months later it is not close
to completion.
I have repeatedly expressed my concern that grass be established on
the ball fields so that games can be scheduled in the spring of
1991. It was made clear that such was a priority last spring when
construction began, last summer when things were delayed, last fall
when seed was not put down until October, and again this spring
when the seed that was planted was obviously blown and washed away.
Now further delays are imminent as the ground must first dry out
before reseeding can take place.
Below please find a list of items that need to be addressed that
both Laurie McRostie and Jay Hembroff are aware of.
1. The entire seeded area needs to be reseeded as soon as
possible. This is especially important on the ball fields if
enough grass is to be established to allow field use next
spring. I feel the fields should be mulched to protect the
seed as much as possible and that the amount of seed should be
above standards to ensure thick growth.
2. The entire area needs to be ~egarded as there are gullies and
wash-outs throughout.
3. The sod around the ag lime infields needs to be made flush
with the seeded areas.
4.
The drainage on the sight needs to be addressed. Standing
water between and along the side of fields in traffic and
spectator areas is not acceptable. I believe Imperial

Developers reworked one of the areas, but it is obvious that
water still collects in those areas (see map). Additionally,
water is not being directed to the swale next to the soccer
field and such should be corrected.
5. Ag lime needs to be added in bench areas adjacent to fields
and the existing sod removed.
6. Landscaping has not occurred.
7. The site needs to be cleaned up as erosion has filled swales
and covered sodded areas. In these areas the sod should be
replaced.
8. There has been a considerable amount of gravel and mud that
has been washed into the parking areas and roadways. Such
should be removed.
9. The ballfields should be re-shot to determine that the
ballfields are still level and have retained the standard
degree of slope.
I have met with Dale Gregory and he has concurred with the above
list and concerns. I would like Imperial Developers to establish
a schedule or time line that outlines how they plan to complete
this project. To date I have not been convinced that this is a
priority project for them.

I am writing this letter to finalize the completion of my
Eagle Scout project. My project intai1ed the building of
four bluebird and four wood duck houses, two nesting
platforms for geese, and a placement map. The bluebird
and wood duck houses I placed at the pond. I placed the
placement map at the observation platform. The nesting
p]atfor~s were put in a shed at lake Ann park.
The maintainence of my project is relitively simple. The
bluebird houses should be cleaned in April and when the
young bluebirds-leave the nest it should be cleaned again.
For the wood duck houses it is recommended that about 3
.
inches of sawdust and wood chips be placed at the bottom
of the house. The nesting platforms should be placed in
about four feet of water. Wild hay or grass should be
p]ac~d in the platform. The placement plaque needs no
maintence.
I would greatly appreciate a letter from you saying that
I have completed the project and saying the benefits my
project gives.
