Earl F. Anderson and Associates, Inc. was the only company to submit a complete bid for providing playground equipment and materials. Wm. Mueller and Sons, Inc. was the only company to respond to the invitation for quotes to provide the "buckshot" rock. Their price quote of $4.25 per ton is considered very favorable. Value Recreation, Inc. and Flanagan sales, Inc. chose only to submit a partial quote for playground equipment and material. Upon inquiry into the quote provided by Value Recreation, Inc. to validate the prices quoted, they chose to withdraw their quote proposal. In light of this, it is recommended that the City of Chanhassen accept the quote from Earl F. Anderson and Associates, Inc. for item A, playground equipment, in the amount of $3,512.00 and for item B, materials, in the amount of $2,583. Further , it is recommended that the City accept the quote of $4.25 per ton for "buckshot" rock from Wm. Mueller & Sons, Inc. Expenditures for the purchase of Phase I would then total $6,821.75. Upon receiving acceptance of quotes, staff will coordinate the purchase of all equipment and materials before December 31, 1990 to ensure compliance with the grant program. I anticipate initial plans for the next phase of this equipment to begin in spring, 1991. FAX (612) 937-5739 MEMORANDUM TO: Park and Recreation Commission Coordinator -d FROM: Todd Hoffman, Park and Recreation DATE: December 7, 1990 SUBJ: 1991 Capital Improvement Budget Please find attached a summary of the 1990 - 410 Park Acquisition and Development Fund, a proposal for 1991 Fund and a revised 5 year capi tal Improvement Program. The amounts shown in the Capital Improvement Program for 1991 represent closely the amounts which were discussed at the November 27, 1990, Park and Recreation Commission meeting. Upon completing the 1991 Budget as discussed, $211,000 would have been necessary to complete the improvements. In conference with the City Manager, it was determ-ined that anywhere from $150,000 to $200,000 could be expended for general park improvements. By working towards the average of these two figures ($175,000) we are able to carry a healthy fund balance into the future and still look forward to a progressive year of park development. The items which were deleted or reduced from the list tabulated by the Commission are as follows: e Lake Ann Park - Curbing Meadow Green Park - Bleacher North Lotus Lake Park - Play Equipment Expansion Carver Beach Playground - Landscaping Chanhassen Pond Park - Erosion Control Bandimere Heights Park - Play Equipment Expansion Original Amount Less Reductions e Proposed 1991 Budget Delete $20,000 Delete $ 1,000 Delete $10,000 Reduce by $ 2,000 Reduce by $ 2,000 Reduce by $ 1,000 $36,000 $211,000 $ 36,000 $175,000 1991 Capital Improvement Budget Page 2 The expenditure of $175,000 in general park improvements coupled with the transfer of $110,000 into a project fund for the construction of a park shelter at Lake Ann Park represents a fiscally responsible budget for 1991. The Commission has expended a considerable amount of time reviewing the Lake Ann Park Shelter Project. I believe this type of an investment at Lake Ann Park continues to be in the interest of the City and it's residents. In the comparatively short time which I have been involved in the Capital Improvement Program, my knowledge of the intricacies of this fund has expanded greatly. I have worked closely with the Manager's Office and the Finance Department to ensure that no surprises occur in the coming year. The budget which you have before you closely parallels the amounts budgeted in the 1990 Capital Improvement Program. With much of the ground work being already paved, I am confident we can look forward to an exciting year of park development. Staff recommends the approval of the 1991 Capital Improvement Budget as shown.
