Backqround
This PUD was approved in the late 1970's. The proposal involves
amending the PUD to replace 114 condominium units with 45 single
family units. If approved, the proposal will reduce the number
of people that will be using North Lotus Lake Park, however, it
also reduces the amount of open space that can serve the
recreational needs of this large neighborhood.
As can be seen by the attached, the original plan shows the con-
dominiums surrounded by open space - which includes unique
terrain and is heavily wooded. The single family design will not
allow for the preservation of this area.
Recommendation
Given the heavy development of this area, North Lotus Lake Park
has the potential to be heavily used. As this site contains uni-
que natural amenities, as much open space should be preserved as
possible so as to contribute to the recreational needs of the
existing and future residents of this PUD.
Therefore, it is the recommendation of this office to deny the
request to amend the PUD so that as much open space can be pre-
served as possible.

This item has been placed on the agenda for discussion as a
follow-up to our recent joint Park and Recreation Commission/City
Council meeting. The topic of that meeting was how to preserve
parkland so as to meet the future needs of the City. Lake Ann
Park, Lake Susan Park and the new southern park will meet
existing needs, however, as pointed out in Mark Koegler's recent
study, additional community parks will be needed before a maximum
population is reached.
The question becomes one of how to preserve park/open space. As
you know, our Land Acquisition and Development fund is not
equipped to handle the purchases of community parks. Other sour-
ces of funding include referendum, land dedication, and budgeting
from the general fund. Timing of land purchase should also be
strategized.
The second part of the dilemma is one of identifying parcels. We
have seen a few site plans recently that have included parcels
that could meet our needs. The Commission should review the
entire City and determine which parcels have potential. One way
to ensure that such will be available before development occurs
is to identify them on the land use plan.
For purposes of this discussion, Commissioners should be prepared
to discuss the following:
- Specific areas that may serve as future parkland;
- Funding methods; and
- Timing of future acquisitions.

POLICIES
The development of alternatty~ types of housing
such as patio homes, townho~ies, and quadplexes
should be permitted to supplement conventional
single-family homes and apartments providing that
they are compatible with appropriate land use
practices.
New residential development should be discouraged
from encroaching upon vital natural resources or
physical features that perform essential protection
functions in their natural state. .

Housing development methods such as PUD's, cluster
development, and innovative site plans and building
types should be encouraged to help conserve energy
and resources used for housing.
Property tax policies which encourage the maintenance
and rehabilitation of both owner occupied and rental
housing should be encouraged.
The City should continue to ensure non-discrimination
in the sale and rental of housing units.
Citizen participation in developing plans and
implementing housing programs is encouraged in
redevelopment, rehabilitation, and in the planning
for future housing. I

Recreation

GOAL
The City of Chanhassen will provide recreational open
space areas which will reasonably meet the outdoor
recreation needs of the community.s residents.
POLICIES'
Provide park and open space facilities that emphasize
accessibility and use by Chanhassen residents.
Coordinate the expenditure of local funds for
recreational open space with the SChedules for the
provision and development of other municipal services.

Coordinate the efforts and funding resources of the
city, federal, and state governments to acquire and
develop elements of the local recreational open space
system.
The city should update and adopt the recreation
open space element of the comprehensive plan at
least every five years. An annual assessment of
programs, identified needs, and the capital
improvements program should be conducted.
Negotiations for the acquisition of recreational
open space areas should be based upon appraisals
by qualified appraisers. Reasonable efforts shall

be made to acquire land by negotiated purchase
before utilization of the power of eminent domain.
The location, design, use, and impact of recreation
facilities should be compatible with and enhance the
environment of both the site and surrounding area.
Abandoned right-of-ways should be preserved for
pUblic use wherever possible.
Encourage the cooperative effort between the school
system and the city in the acquisition, development,
and usage of recreational lands and facilities.
Provide open space areas which assist in the conser-
vation and protection of ecologically sensitive areas.
Provide a recreation system that integrates man
made facilities into the natural environment of the
area.
Develop a park and open space plan which is consistent
with and compliments the overall land use plan for
Chanhassen.
Provide a system of neighborhood parks which are
centrally or conveniently located within the area
they serve and where possible, are integrated with
school facilities.
Encourage citizen participation in the planning
for and development of park and open space facilities.
Continue to seek assistance from community groups
in the planning and development of recreation areas.
Provide a balanced park system which includes
neighborhood parks, community parks, special use
facilities, schools, and private developments; all
interconnected by a linear trail network.
Where possible, neighborhood park lands should
be planned for, prior to development to insure
that future facility demands can be met.
The location of neighborhood parks should be
identified in areas that do not require the crossing
of major thoroughfares by small children.
The planning for recreation and open space within
Chanhassen should concentrate on total environment
programming rather than emphasizing facility programs.
Recreation activities will be designed to appeal to
a 11 age groups.

Dear Conrad:
The City Council held a very productive worksession last Thursday
with representatives from the different divisions of the DNR,
PCA, Representative Kelso and Senator Schmitz. The Council was
able to narrow down the site alternatives for access to Lake Lucy
to two; the outlot and Greenwood Shores Park. There remains just
a few things that need to be researched before a final decision
can be made. Specifically, we need to find out how the LAWCON
process would interface with condemnation proceedings, if such
becomes necessary. We also need to prepare a sketch plan of an
access at Greenwood Shores Park to determine that location's
feasibility.
.
As such will take only a short time, the City Council plans to
review these items at their next meeting scheduled for July 24,
1989. This is to request that the Watershed District extend
their deadline of July 15 to allow these questions to be
answered.

The City of Chanhassen is actively seeking an appropriate site on
Lake Lucy to construct a boat access. The City will likely apply
for assistance in this acquisition from LAWCON and/or LCMR.
One of the alternatives, however, under consideration may require
condemnation.
Should the above outlined scenario come to pass, it is likely
that the grant application process will take longer than the con-
demnation proceedings. If such is the case, and assuming preli-
minary approval is given, "my question is can the City be
reimbursed if acquisition takes place prior to final grant
approval?
The City Council will be reviewing this item again on July 24,
1989. Your response prior to July 19th would be greatly
appreciated.

In our grant program, land acquisition can only be reimbursed after
approval of a grant.
Our program supplements cities and counties who have a "gap" in their
financing structure. Our program then makes up the difference (not to
exceed 50% of the cost of the park). Once the city owns the land,
there is no gap. Consequently, these costs are not eligible for
reimbursement.

SUBJ: Update on Lake Ann Park Expansion
The Lake Ann Park expansion project is approximately one month
behind schedule. Depending upon the amount of rain we receive,
the project should be completed by mid-August.

The contractor on the project, Imperial Builders, is working on
another project for the city on Audubon Road. They are able to
move their equipment between the two project sites as needed. As
most of the rough grading is completed, we should see more truck
traffic in and out of the park doing the surface work.

This site lies within the service area of City Center Park. As
sidewalks are currently in place along Market Boulevard, no trail
easements or construction is needed.
It is the recommendation of this office to accept park and trail
dedication fees in lieu of park land dedication and trail
