As requested by the Park and Recreation Commission at the last
meeting, staff has included this item on the agenda. I contacted
Dale Gregory who will attend the meeting to answer any questions.
Park maintenance is a division of the Public Works Department
which is headed by Gary Warren; therefore, a recommendation to
Gary would be the appropriate action.

It is my understanding that the Park and Recreation Co~~ission
has expressed concern about the staffing of Park and Recreation
maintenance personnel to handle present and anticipated future
work loads. As you are aware, we currently have two full-time
park employees, i.e. Dale Gregory, Superintendent and Dean
Schmieg, Equipment Operator. We also utilize the services of
Jack Ernst on a full-time basis during the summer who is dedi-
cated strictly to grass cutting and maintenance in the lake and
park area. Likewise, we will be adding two summertime helpers,
one from the CETA program.
Dale Gregory and I have had recent conversations concerning
trying to get a handle on the present and anticipated work load
for the Park and Recreation department. Of recent concern are
the new additions such as the downtown redevelopment plantings
and recent park additions to the system such as North Lotus Lake
and Curry Farms and South Lotus Lake. We welcome the Park and
Recreation Commission's thoughts concerning these issues and/or
needs so that we can factor this into our budget planning process
for City Council review. Dale Gregory will be attending the June
14, 1988 Park and Recreation Commission meeting to receive this
input and answer any questions that he can concerning our present
operations.
Concerning other related specific questions you had addressed to
me concerning Chanhassen's Pond Park, I offer the following
comments:

1. Will the retention pond be expanded? - There is no current
plan for expansion of the retention pond, however, it is my
understanding that in earlier planning discussions involving
the Kerber property there were some discussions, although not
formalized, for expansion of this pond. At this point there
has been no Council directive to proceed with this at this time.

2. Is the low area east of Kerber Blvd. a designated wetland? -
The area does appear on the City's 1984 official wetland map,
however, a specific site visit by Mr. Jim Leech of the U.S.
Fish and Wildlife organization is necessary to clarify the
extent and clasification of this wetland. I have asked Jo
Ann Olsen to arrange for this evaluation.
3. Can Novak-Fleck clean the garbage out of Chanhassen Pond? -
Novak-Fleck has been constantly badgered by City staff, in
particular Ron Julkowski, to clean up the Chanhassen Vista
site of debris. This is a condition that changes from day to
day depending on the construction activity and wind con-
ditions. I have asked Ron Julkowski to investigate this spe-
cific request as it relates to Chanhassen Pond and if debris
is present to arrange for its removal.
4. The dirt and debris which is present on the paved trail bet-
ween the school and Chanhassen Vista 1st Addition will be
removed by City staff in the near future.
I trust this information will assit you in dealing with the
Park and Recreation Commission's concerns and again we look for-
ward to their input as we move into the budgetary process.

SUBJ: Seeding Hockey Rinks
The City recently received a request from the Chanhassen Athletic
Association fall soccer coaches to seed the hockey rinks at City
Center Park so that they can be used for fall soccer. As the
fall soccer season gets underway, the days get considerably
shorter. Soccer fields in the hockey rinks would allow these
teams to play under the lights.
Staff feels that this is an excellent idea, however, park main-
tenance recently (two years ago) put a soil sterilizer on that
soil so that weeds would not grow. Dale Gregory of the Park
Maintenance Department indicated that nothing would grow there
for at least a two-year period.

Carver Beach Park Along Lotus Trail
This item has been the topic of discussion at a number of recent
Park and Recreation Commission meetings. I have placed it on
this agenda to get clear direction as to what action staff is to
take.

The Commission walked the site and viewed the area. At that time
it was discussed that landscaping and additional maintenance
should be done at the site. Staff will need specific direction to
proceed, i.e. take out the mini-beach?~ mow the entire site?~
what types of p1antings?~ etc.
As I stated in my last memo, I contacted Roger Knutson regarding
the legality of the raft out from the mini-beach. Roger found
nothing in any of the ordinances that prohibits this raft from
being placed there~ however, he said that the Water Surface Usage
Ordinance could be amended to include such.
Staff feels that the Commission should weigh carefully the pros
and cons of removing the mini-beach and what is the objective of
doing so. The mini-beach was approved by the Park and Recreation
Commission in the mid-1970'sagainst staff recommendation. The
residents of this area are very possessive of the park (something
which is usually encouraged) and will fight very hard to keep the
mini-beach. I bring this to your attention only to make you
aware of the potential heated debates.
Staff has contacted the Public .Safety Department about the con-
tinued storage of boats along Lotus Trail on park land. This is
not a permitted use and Jim Chaffee indicated he would take
measures to remove them if necessary.

Dear Ms. Infanger:
Thank you for your letter of May 29, 1988 concerning the Carver
Beach swimming area. I am unsure of the specific area that you
referred to in your letter as Carver Beach Road does not reach
Lotus Lake. Therefore, I am assuming that you mean the swimming
area off the point at the south end of Lotus Trail.
DNR requires a permit to remove any water lilies and/or aquatic
vegetation. They will be sending me an informational packet with .
the names of professionals who do this type of work. As there
would be a cost to this project, we would be unable to proceed in
1988, but could include it in the 1989 budget.
I will be scheduling this item on the June 14, 1988 Park and
Recreation Commission agenda for discussion. Typically weeds do
encroach on an area in the spring and early summer. However,
once the beach is more heavily used, the lake bottom is stirred
and the vegetation does not survive. If it does persist, the
Park and Recreation Commission will consider budgeting funds to
alleviate the problem.

It is the recommendation of this office to request the payment of
park dedication fees in lieu of park land, request a 20 ft. trail
easement along Highway 41, and request the payment of trail fees
in lieu of trail construction.

As I indicated earlier, we were unable to obtain records for the
months of November and December, 1986, concerning calls to the
Sheriff's Office. I was, however, able to obtain the Sheriff's
blotters for the months of January through May, 1987. Upon
researching these blotters, I was unable to find any calls per-
taining to Greenwood Shores.
This is not to say that calls were not made; however, they may
have not been assigned an ICR number. Without an ICR number,
these calls pertaining to the park would not show up on the
blotter and quite frankly, there would be no way for me to
retrieve that information.
I do have the Sheriff's blotter for all of the calls received
during 1987 in my office for anyone's perusal. I hope this
information will be useful to you and the Park and Recreation
Commission and if you should have any questions, please do not
hesitate to ask.

SUBJ: Referendum Related Authorizations

Four different, but related items are presented for consideration:
1) authorize preparation of plans and specifications - aerial
fire truck; 2) authorize preparation of plans and specifications
(designate engineer) - Lake Ann Park Expansion; 3) consider ini-
tial bonding of 1988 election authorizations including potential
1989-93 bonding options; and 4) select Task Force Members - a)
Trails and b) Community Center. These are all referendum issues;
are all related; and, potentially, could adversely affect each
other. Hence a combined review appeared warranted.
1. Authorization to Prepare Plans and Specifications -
Aerial Ladder Truck: The City Council has already
authorized preparation of plans and specifications for
the Fire Station addition. The cost is estimated at
$900,000. The aerial truck is estimated to cost
$450,000. Voters approved $1,400,000 (includes bonding
costs of $50,000). Although delivery would not occur for
12 to 24 months after award, deposit/partial completion
payments would warrant bonding for such in 1988; i.e. the
ideal time for a bond sale would be on the date of
awarding both the Fire Station construction and aerial
truck bids.
Approval of authorizing plans and specifications for the
aerial truck is recommended.

2. Lake Ann Park Expansion, Consider Engineer Selection
Process and Preparation of Plans and Specifications:
The Park and Recreation Commission is asking what is the
next step in making the expansion of Lake Ann Park a
reality. Staff delayed presenting a "plan of action" to
see if Councilman Johnson's idea of having the Corps of
Engineers complete rough grading was feasible. The Corps'
response is "possibly, but not for projects starting
before 1989-90".

as sufficient time does not exist to call for a new
referendum for the community center/trails and sell bonds
prior to the end of the year. The computer runs prepared
by Mr. Merry, our financial advisor, depict the
following:
Merry No.1: This run makes the assumption that the
only bonds sold are those that were approved by the
voters, i.e. $2,000,000. The column marked "ANN CF"
shows the annual amount of tax reductions that may be
possible if no additional bonding authority is sought/
approved.
Merry No.2: This run allows for the sale of $1.4M in
bonds in 1988 (fire station/aerial truck funding) and
an additional $2.45M in 1989. This option was developed
through continuous re-running so as to achieve the
maximum bonding capability in 1989, and still not see a
tax increase. [Note: Our legal debt margin by 1989 is
estimated to be $4 million and, therefore, via a small
tax increase, the total for 1989 could be moved to $2.6
million.]
Merry No.3: This run shows the effects of bonding .
$1.4M in 1988, $600,000 in 1989, and $2.2M in 1992.
This run was developed to determine the maximum amount
of bonds that could be sold if we solely bonded for
projects already approved by the voters and waited
until the end of the five year period to fund the com-
munity center/trails. This option does increase the
total amount of bonds that could be sold over the five
year period to $4.2M. [Note: Initial predictions
show that the total "debt capacity" by 1992 would
be $5.0M. Accordingly, a tax increase for the bonds to
be sold in 1992 could raise the bonding potential to
$3.0M.]
This office would recommend that the Council authorize
the Manager's office to start initial bonding work to
fund the fire station addition/aerial truck/Lake Ann
Park expansion. Such work should include an analysis of
all existing debt to verify previous projections as
well as to maintain as much bonding capacity to accom-
modate any potential bonding proposals to be presented
yet in 1988/early 1989. This work would be reviewed by
the Council before we asked for authority to take bids.
4. Selection of Task Force Members:
Trails: Attached please find the applications received .
for persons interested in serving on a Trails Task
Force. Staff would recommend that the City Council
determine the committee size and make the appointments.

Any general guidelines should be included as a part of
action on this item; and
.
Community Center Task Force: Similar to above,
attached please find a listing of those persons wishing
to serve on a Community Center Task Force.
This office finds difficulty in writing the remaining
portion of this paragraph as I have been a strong pro-
ponent of a community center in Chanhassen. However,
our bonding capacity and tax structure virtually elimi-
nates the ability of the task force to have any tools
to work with. Voters have approved the fire
station/aerial truck/two park proposals. I see no
mechanism by which the Council can effectively force
any of these items to be pushed into a 1992 time frame
[an exception may exist for the park lands in southern
Chanhassen, but that amount is insignificant]. For
practical purposes, we are committed to selling $2
million in bonds in 1988/89 for the approved functions.
This leaves $1.8 million to be used for either or both
trails and the community center. The trail issue has a
good chance of passage on a second try (lost by two
votes previously). If approved, then $1 million would
be left for the community center. The community center
presented to voters was approximately 80,000 sq. ft.
Committee members felt that this was minimal and would
have increased the size of gyms, etc., if they could
have. The heating/cooling/filters/air movement
systems, etc., f~r a community center escalates its
costs. $70 to $80 per square foot would be minimal.
This produces a total cost of $5.6M to $6.4M. These
figures do not include costs of land/public improvements/
or .site improvements. $500,000 to $1 million would be
a conservative estimate for these types of costs.

I pride myself in my previous ability to find means by
which Council desired projects which appear to be
doomed can be resurrected. I have no magic bag which
is large enough to erase the financial woes that
hover over our ability to construct a community
center. This office cannot recommend the establishment
of a task force which will not be given any tools with
which they can work.
Should the Council, reluctantly, agree with the conclu-
sions presented above, staff will prepare an explana-
tory letter [Option: call a meeting with all
candidates and verbally present findings of financial
position] to all persons applying. Staff will include
that letter in a future administrative section pri~to ~

SUBJ: Approval of Formal Commitment, Lake Riley Chain of Lakes
Cleanup Project
The Cities of Chanhassen and Eden prairie and the
Riley-Purgatory-Bluff Creek Watershed District agreed to each
contribute $8,300 towards a $50,000 budget for the Lake Riley
Clean Lakes Project work plan. The work plan was to be initiated
immediately by the Watershed District and completed by November .
30, 1988. The work plan will provide a timetable and implemen-
tation plan for the clean water project. The DNR is contributing
close to $500,000 towards the clean water program and as part of
this is requiring any of the lakes involved in the program to
have a public boat access. One of the factors affecting the
funding of the project is that Lake Lucy and Lake Susan do not
have public boat accesses. The DNR and PCA want some form of
commitment from the City of Chanhassen that a public boat access
will be provided on Lake Susan and Lake Lucy.
Lake Susan has land available for a public boat access and funds
have been applied for for the development of a public boat
access. Lake Lucy does"not have the property or any immediate
plans for a public boat access. Because of this, it was
necessary to meet with the Pollution Control Agency and the DNR
to determine what the consequences would be if a boat access was
not possible on Lake Lucy and what exactly were they defining as
a public boat access. On Thursday, June 2, 1988, staff (Jo Ann
Olsen and Lori Sietsema) met with members from the
Riley-Purgatory-Bluff Creek Watershed District, the Pollution
Control Agency and the DNR to discuss the issue of a public boat
access qn Lake Lucy. The PCA and DNR"stated that a public boat
access on both Lake Lucy and Lake Susan was necessary for them to
participate in the project. Staff explained the difficulty of
immediately locating a public boat access on Lake Lucy. Staff
explained that the City did not control land suitable for a .
public boat access at this time but would pursue locating a
public boat access through a study group and any required public
hearings and would initiate this process immediately.

The DNR and the Pollution Control Agency requires some form of
commitment from the City to the pursuit of a public boat access
for Lake Lucy. This commitment is preferred prior to the expen-
diture of the $8,300 from Chanhassen, Eden prairie and the
Watershed District for the work plan. Both the Watershed
District and Eden prairie prefer not to spend the $8,300 on the
work plan if the additional funding needed for the whole project
will be removed by the DNR and the Pollution Control Agency.
Staff has prepared the attached proposal with a timetable for the
location and improvement of a public boat access on Lake Lucy.
Also attached is a letter of commitment from the Chanhassen City
Council. Staff feels that if we can provide the timetable and
the letter of commitment that this will satisfy the DNR and the
PCA and that the project can move forward. Staff recommends that.
the City Council approve the attached letter of commitment and
timetable and that it be signed by the mayor and sent to the DNR,
PCA and the Watershed District.

The Chanhassen City Council recently made a commitment to the Lake
Riley Chain of Lakes Program. They have approved the expenditure of
$8,333 to help pay for the development of the work plan.
Additionally, the Council is aware that public access is required on
all of the lakes involved in the project. As access is not currentlY.
available on Lakes Lucy and Susan, the attached schedule was approved
for the development of such. The City does not believe it will take
long to complete the installation of an access on Lake Susan, as
parkland is currently owned by the City that is suitable for lake
access. Lake Lucy presents some problems due to the wetlands and the
development around the lake. Therefore, the schedule for public
access on Lake Lucy is considerably longer.
The LAWCON Grant application process is included in the schedule as
the city is unlikely to afford these projects without financial
assistance. LAWCON applications are submitted for projects to be
started the following year, i.e. applications are submitted in 1988
for 1989 projects. Chanhassen has been very successful in the past
having received at least 8 grants in the past 10 years.
Also attached, please find a resolution outlining the City's commit-
ment to gain access on Lake Lucy and Susan. The Chanhassen Park and
Recreation Commission will act as the lead agency for the access pro-
cess. As I am the staff representative for this commission, please
contact me if you have any questions.
