PROPOSAL:
Subdivision of 42.1 Acres into 12 Single Family Lots
LOCATION:
One-quarter mile east of TH 101 on the North Side of

EXISTING PARKS: There currently are no parks existing in the area of
this development.
COMPREHENSIVE PLAN: This development lies outside of the MUSA line and
1S therefore considered rural, having minimum lot
sizes of 2.5 acres. It has been previously deter-
mined that neighborhood type parks are not
necessary in A-2 developments, however, the
Commission is seeking a community park of no less
than 15 acres in the south end of the city. The
trail plan identifies the need for an off-street
trail along the south side of Pioneer Trail.

BACKGROUND
This development lies to the east of Lake Riley Woods, which was
recently reviewed by the Commission. Although a 15 acre park
site is being sought in the southern portion of the city, this
property would not be considered as it is not centrally located.
The development lies on both sides of Pioneer Trail and con-
sideration should be given to the acquisition of an off-street
trail on the south side. To be consistent with other sub-
divisions, a trail along the main street within the development
should be obtained. As this is a rural development, a trail
within the street right-of-way should be sufficient.
RECOMMENDATION
It is staff's recommendation to approve the Lake Riley Meadows
site plan with the following conditions:
1. One hundred percent of park dedication fees be paid in lieu
of park land, and trail dedication fees be waived in lieu of
trail dedication.
2. A 20 foot off-street trail be dedicated along the south side .
of Pioneer Trail.
3. The street right-of-way be wide enough to accommodate an on-
street trail should be obtained for the street shown as
"Public Street" on the plan.
