The Chanhassen Park and Recreation Commission will be reviewing a
feasibility study for access to Herman Field on Tuesday, October
27, 1987, at 7:30 p.m. Residents in the area are invited to
attend the meeting to voice their opinions/concerns on this issue.
Attached please find the staff report on this item which will be
sent to the Commission. This will not be a formal public
hearing, but rather a means by which the Commission can hear the
input of the area residents.

BACKGROUND
This area is a park deficient area, most significantly in neigh-
borhood park facilities. However, this area has not been iden-
tified as potential parkland and it may be unreasonable to
require dedication of over half the total site. Efforts should
continue to be made to acquire the land around Lake St. Joe ask
depicted in the Comprehensive Plan.
Trail needs should not be overlooked. Minnewashta Parkway has
been identified for a linear system in the trail plan. Current
residents in this area have made it clear that a trail system
along Minnewashta Parkway is very important to them.
It has not yet been determined where the trail along Minnewashta
Parkway will be located, most likely it will have to cross the
road at some point. As the grades are prohibitive for a trail
system on the east side of the road, a trail easement should be
obtained along the west side.
RECOMMENDATION
It is the recommendation of this office to accept park dedication
fees in lieu of parkland and to request a trail easement of 20 .
feet along the west side of Minnewashta Parkway. As this trail
easement will have minimal impact on the development, it is
recommended that trail dedication fees be required as well.

Response to Dave Hansen's Request for Improvement of City
Center Park Ice Facilities

On September 22, 1987, a letter was recieved from David Hansen, a
Chanhassen resident, expressing his feeling on improvements he
deemed necessary to upgrade the ice facilities at City Center
Park. Mr. Hansen included three areas of need in his letter.
First, that the two hockey rinks be turned 900 to allow for a
better flow of traffic between the rinks. Second, to implement a
daily maintenance schedule, including weekends, consisting of
sweeping, clearing and flooding the rinks. Third, to improve the
conditions of the warming house by disposing of the television,
providing snack and refreshment vending, installing a telephone
and establishing a cleaning schedule.

In order to respond to these requests I first called Mr. Hansen
to speak with him directly about his requests. He indicated to
me that he feels the manner in which the rinks are positioned
creates problems since skaters wishing to reach the east rink
(farthest from the warming house) must cross through the west
rink in doing so. This is in fact the case, however, it is
questionable at to whether it is in the communities best interest
to spend the $8,000 to $12,000 necessary to move the rinks. The
rinks were originally positioned in a north-south orientation to
minimize melting of the ice surface from reflection of the sun
off of the dasher boards. Turning the rinks would produce
melting along the entire length of the rinks. Possible solutions
would be to look at re-directing the traffic patterns so that
skaters go around the west rink instead of through it. Staff
would have to investigate further as to what amount of grading
would have to be done to accomplish this. I would suggest that
staff be directed to look into this further for the 1988 season,
as it would be too late to make any changes for the upcoming
winter.

The second issue which Mr. Hansen brings up concerns the daily
maintenance of the ice surface. It has been the policy of the
City Maintenance staff to sweep, clear and flood the rinks in
City Center Park on a daily, Monday through Friday schedule. The
problem arises on weekends when the heaviest use of the rinks
occurs. Large numbers of both recreational skaters and hockey
organizations use the rinks on Saturdays and Sundays. A modified
maintenance schedule, performed by City Maintenance personnel,
allowing for clearing and flooding of the rinks on weekends is
the desirable and workable solution.
The last issue which was discussed is the condition of the warming
house located in City Center Park. The condition of the interior
of the structure has deteriorated over the years resulting in
excessive wear of the carpet and rotting out of areas in the
floor. These conditions have been assessed by maintenance staff
and plans have been made to repair these conditions prior to the
skating season. The issue of whether the television located in
the warming house is appropriate has already been discussed
resulting in a decision to remove it. The installation of a
phone would be beneficial under certain circumstances but if not .
supervised at all times it would lend itself to excessive use and
potentially abuse. The idea of providing snack and refreshment
vending in the warming house has been discussed in the past.
Although providing these services are not a necessity, but rather
a convenience, vendors will install pop machines at no cost to
the City. Upon direction from the Commission staff can look into
this option further.
Mr. Hansen has shown positive interest in taking action to see
that recreational facilities in the City of Chanhassen maintain a
high level of excellence. I believe the steps I have outlined
are workable compromises to the issues at hand.
It is staff's recommendation to deny the request to turn the
rinks due to the additional ice maintenance problems that would
be created. Instead, alternative solutions should be researched
in order to alleviate this inconvenience. Additionally, it is
recommended that a weekend ice maintenance schedule be set up,
and the City contact vendors to have pop and/or vending machines
installed at no cost to the City.

The purpose of this letter is to request immediate planning
and improvements of the skating, primarily the hockey facilites
at our park directly north of city hall and adjacent to our
Chanhassen elementary school, known as Chanhassen city center.

Our Chanhassen area along with our neighboring community, Chaska
have been "struggling" with an inadequate hockey program for
years. Our first, and basic concern is the facility we now
have. The facility allows us minimal use because of the
layout of the hockey rinks and the maintenance of the entire
facility! In fact, our two outside hockey rinks in question
here are basically "unusable" for a progressive, learning
hockey environment.
We the parents of Chanhassen would request the following
corrected conditions of the hockey rinks and general skating
area be acted upon immediately so the community can benefit
from these fine "potential" facilities as soon as weather
permits in 1987.
First, the two hockey rinks should be turned ninety (900)
degrees for efficient use. This would eliminate skating through
one rink to use the second one. Also, maintenance and snow
removal (access) would be greatly increased. This is absolutly
essential_.
Second, a mamtenance program must be employed that assures
that the ice surfaces be cleaned daily and flooding daily
(weather permiting). Monday through friday the rinks should
be freshly cleaned and resurfaced be 3:00 pm. This allows
excellent conditions for all of our young skaters immediately
after school. On weekends and holidays the ice should be
cleaned, resurfaced, and ready by 10:00 am to allow maximum
use of these facilities.

Third, the standards for the warming house facility must be
improved. It must be kept clean, provide for some snack
facilities, and be equiped with an emergency telephone. We
suggest you dispose of the television set in turn for prope2:..
ice cleaning equipment (shovels, etc.). REC.... ,,'m

In summary,-we have in our community a facility that would
be made very "usable" with proper management and very little
monetary input. This properly corrected facility can, and
will provide excellent service and use by a large majority
of our community.

community.

The Park and Recreation Commission would recommend that the City
Council endorse the proposed access to Herman Field as a driveway
section to be built from Forest Avenue. Once the Council has
selected the preferred access/responsibility of construction,
staff will begin the process of modifying the park plan,
including park development costs. The modified plan with cost
estimates will be brought back for Council approval upon its
completion.

improvement portion of access to Herman Field Park. This material has been
assembled as per directions by the Chanhassen City Council.
The study process involved examination of the infornation and the alternates
identified in the previous Herman Field Access Feasibility Study, February,
1986. Wy those portions of each alternate that would be constructed to
street standards and would benefit the abutting properties were analyzed in
this report. The addi tional cost of extending access to the psrk or for pa rk
facilities was not included. Details, cost estimates and recommendations for
each alternate are given in this report.
From the data contained in this report only the Forest Avenue Alternate would
be technically aoo financially feasible for the area benefitted. As mentioned
earlier much of the t:eckground information for this report was taken from the
Hernan Field Access Feasibility Study arrl it should be noted that the data and
recanmerrlations of that report are still valid.

BACKGROUND
In 1978, the City of Chanhassen received a donation of 12.5 acres of land ~
located at the southern tip of Oriole Lane. Under the donation agreement, the
parcel which is known as Herman Field is to be used for a neighborhood park"
accommodating active play activities.
A master plan for Herman Field was approved in 1984. The plan (Exhibit 2)
calls for construction of a ballfield, an expansive interactive play area,
play equipment, a picnic shelter and a 16 car parking lot served by a gravel
entrance road. Herman Field does not abut an improved public street.
Therefore, the Chanhassen Park and Recreation Commission ordered a study to
examine potential access locations which was completed in February, 1986.
Exhibit No. 3 shows the area around the park and the three possible access
locations identified by this study.

The City Council then ordered a Chapter 429 feasibility study to determine if
it would be possible to construct a part of any of the identified alternates
as a public improvement project.
This report is based on the information and alternatives identified in the
previous Herman Field Access Feasibility Study, February, 1986. The
improvements analyzed in this report are limited to portions of each afternate
that would only benefit the abutting properties and do not include the access
road into the park or any park facilities.
The purpose of the public improvement project would be (1) Provide access for
Herman Field park, (2) Provide access to landlocked property and (3) Provide
water am sanitary sewer for future development.

ALTERNATES
The three potential access locations that were identified in the previous
study are included in this feasibility study. The locations are labeled State
Highway 41, Forest Avenue and Oriole Lane. A discussion of each alternate
follows.
STATE HIGHWAY 41 (TH 41) - EXHIBIT NO. 4
The alignment for this alternate is along the northern edge of the Benjamin
Gowen property and extends from 'Ill 41 approxirrately 750 feet to the easterly
boundary of Herman Field. None of the land within this alignment is currently
under public ownership.
No detailed soils information is available for this alternate. The Carver
County soils map indicates that the soil within this alternate consists of
Hayden Loam. This type of soil should not pose any serious problems for
street construction.
The terrain is rolling and there is a small draw that crosses the proposed
road that would require a drainage structure. Proposed grades would be in the
range of 3% - 6%. Heavy tree cover occupies approximately 60% of the site.

sewer is available for this property. The Reed property on the north has
sani tary sewer and water available in 64th Street. Since the Gowen property
is outside MUSA it would have to be developed as a rural subdivision. Under
the current ordinance, the density requirements for this type of subdivision
is one (1) lot per 10 acres. The Gowen parcel is approximately six (6) acres,
therefore, could not be further subdivided.

Because at the present time no additional development can take place on the
Gowen property, and the Reed property already has sanitary and water service,
~ the construction of a public improvement project for this alternative would
not be economically feasible.

The alignment for this alternate would begin at the end of existing Forest
Avenue arrl extend southeasterly approximately 225 feet within the existing 60
foot platted right-of-way.
The terrain generally slopes from the end of the existing street toward the
park. The proposed street grades would be in the range of 2% - 4%. The
existing Forest Avenue right-of-way was cleared at some time and is now grown
~ up with small trees and brush.

No detailed soils information is available for the Forest Avenue alignment.
The Carver County soils report indicates that the soil in the area is Hayden
Loam which does not pose any major problem in constructing streets.
There are water arrl sanitary sewer mains in existing Forest Avenue.

Forest Avenue would be constructed to a 28 foot wide street with a shoe-formed
bituminous curb. This design was used to be compatible with the existing
streets. Sanitary sewer and watermain would be installed to the end of
construction with stubs provided for future extension. The drainage would be
picked up in a storm sewer system and would outlet in a ditch along the park
a ccess road.

The alignment for this alternate would begin at the intersection of existing
Oriole Lane and 64th Street and go south within an existing 40' wide
right-of-way approximately 400 feet to the future intersection of Forest
Avenue.
There are existing residences on both sides of the right-of-way. The Reed
property was recently divided into two lots and the parcels on the west side
have the potential of being subdivided also. There was a stipulation placed
on outlot B-Andy's Acres, the Ziegler Parcel, that this lot could not be
developed until street access was provided and water and sanitary sewer
installed.
There is a major drainageway that crosses the proposed street approximately
200 feet south of 64th Street. Soil borings were taken through the
drainageway and the report indicated that some type of treatment will be
necessary in this area. The Carver County soil map indicates Hayden Warn over
the rema inder of the alignment. '!he terrain slopes from each end towards the
drainageway. The proposed street grades would be in the range of 2% - 6.5%.
There is heavy tree cover on the site from the drainageway to Herman Field.
There are existing watermains in Oriole Lane and 64th Street and the existing
sanitary sewer currently extends approximately 150 feet south of the Oriole
Lane and 64th Street intersection.

drainageway would be picked up in a storm sewer system and would outlet in a
ditch in the Forest Avenue R/W.
It is recommended that an additional 10 feet of right-of-way be acquired on
the west side to bring the existing 40 feet width up to the current 50 foot
right-of-way width for urban streets. This would also allow the alignment to
be shifted to the west to save existing trees along the east side.

improvements to the benefitted properties, these per lot cost are
considerably higher than the average city wide per lot cost of $12,000 -
$14,000 for these improvements. Therefore, further consideration of
this option may not be feasible. .

alternates only. Tables 1 and 2 present the distribution of all costs

associated with construction of Forest Avenue and Oriole Lane alternates
improvements. No detailed cost breakdown was done for the State Highway 41
alternate as previously stated.
All improvements are to be financed by the City of Chanhassen. As both tables
indicate, properties which benefit from the improvements will be assessed
their proportional share of all applicable costs in conformance with the
methodologies outlined in the Proposed Improvements section of this study.
RECntMENDATION
As indicated by the information in this report all the alternates are feasible
from an engineering perspective but only the Forest Avenue alternate would be
financially feasible to be constructed as a public improvement project. As
indicated in the Herman Field Access Feasibility Study, a granular surfaced
park access road could be built at any of the locations and remains an option.
Based on the information in the previous Herman Field Access Feasibility
Study, February, 1986, and cost analysis provided herein it is recommended
that the City of Chanhassen pursue the Forest Avenue alternate. The portion
shown in this report could be constructed as a public improvement project.
