MEMORANDUM

Americans with Disabilities Act - ADA
The Americans with Disabilities Act, or ADA, is federal legislation enacted in
1990 giving federal civil rights protection to individuals with disabilities similar
to those provided to individuals on the basis ofrace, color, sex, national origin,
age and religion. It guaral!tees equal opportunity for individuals with disabilities
in public accommodations, employment, transportation, state and local
government services, and telecommunications. In June of 1993, a consultant
hired by the city completed an accessibility evaluation for our public buildings
and parks. This document is now 16 years old and dated; but remains a valuable
tool in our efforts to upgrade existing facilities to comply with ADA and as a
reminder to ensure that new facilities are constructed in compliance with
accessibility legislation.
The 1993 audit made hundreds of recommendations for upgrades and
modifications to our park facilities. The top five recommendations by
volume were:
1. Providing accessible routes to facilities and attractions.
2. Providing accessible toilet facilities.
3. Providing the appropriate quantity of designated and properly signed
accessible and van accessible parking stalls.
4. The provision of additional adaptive play equipment.
5. Providing accessible picnic tables.
The majority of the recommendations for both short and long-term
improvements have been completed; however some items remain unfinished.
Generally these items include accessible routes of travel to park amenities and
signage requirements. Staff continues to upgrade facilities to meet ADA
recommendations and requirements on an annual basis. As an introduction to
two areas covered by ADA, we will view short video clips covering pedestrians
that use wheelchairs and pedestrians with ambulatory impairments.
