The meeting was called to order at 7:35 p.m. by Commission
Chairperson Michael Lynch.

MEMBERS PRESENT
Michael Lynch, Tom Schoenecker, Joe Warneke, Wallace McKay and
Mike Rosenwald.

APPROVAL OF MINUTES
Schoenecker moved, seconded by Lynch, to approve the minutes of
December 4, 1984 meeting as written. All voted in favor and the
motion carried.
WELCOME NEW MEMBER
Chairperson Lynch welcomed Wallace McKay to the Commission and
asked if he had any quesitons on any of the items to be
discussed. Mr. McKay stated that he had a chance to meet with
Lori Sietsema before the meeting and obtained some background on .
the items.

ELECTIONS
Schoenecker moved, seconded by Warneke, to nominate Michael Lynch
for Chairperson for 1985 and Brian Foltz for Vice-Chairperson.
All voted in favor and the motion carried.
ATTENDANCE POLICY
Staff expressed concern about the number of absences of Charlie
Robbins in 1984. Lynch remarked that each of the Commissioners
have other responsibilities and there are times when it is
impossible to attend some meetings. Lynch also noted, as stated
in Mr. Ashworth's memorandum, each Commissioner is required to
attend at least 75% of the meetings.
Lynch asked staff to write to Mr. Robbins inquiring if he is
still interested in being on the Park and Recreation Commission
and also to enclose a copy of Mr. Ashworth's memorandum.
LAKE ANN LAWCON BOAT ACCESS AGREEMENTS
Schoenecker asked how the hours of operation would be affected by
the LAWCON requirements. Lori Sietsema stated that in the past,
the Sheriff's Department has opened the park gates at approximately .
7:00 a.m. and closed them at 10:00 p.m. Staff would simply ask
them to open the gates by 6:00 a.m. to meet the sixteen hour a
day requirement.

Schoenecker moved, seconded by Warneke, to recommend authoriza-
tion of signatures on the LAWCON Boat Access Agreement. All
voted in favor and the motion carried.
LAKE ANN SEASON PASS FEES
Lynch gave a brief background on how the fee structure had
evolved. Due to last minute information from John VonDeLinde,
Grants program Coordinator, a memorandum was distributed outlining
LAWCON limitations on park fees. Those fee requirements
included:
- No boat access use fee may be charged in addition to a park
entrance fee
- Non-resident boat access users may not be charged more than
resident boat access users
- Non-resident park entrance fees can not be more than double
the resident fees
The memo also included a new staff recommendation on the fee
structure.
Lori Sietsema explained that the Park and Recreation philosophy
on parks is to make them as accessible as possible for the
public. Lowering the park entrance fee would make the park more
inviting. From an administrative standpoint, one price seasonal
pass would be preferrable, as the alternative would be to create
a new season pass for non-residents who wish only to use the boat
access.
Schoenecker pointed out that if the same number of season passes
sold in 1984 were sold at the proposed $6 each, more money would
be generated.
Lynch and Rosenwald stated they did not agree that the resident
and non-resident season passes be the same price. They also
indicated that lowering the daily gate fee would not be accept-
able as it may be a loss of income to the City.
Schoenecker moved, seconded by Rosenwald, to recommend the City
Council change the Lake Ann Park fees as follows:

HERMAN FIELD
Schoenecker took the Herman Field Concept Plan to the Minnewashta
Homeowner's Association and found much enthusiasm. Their biggest
fear was the possibility of adolescence using it for beer parties.
Lynch asked about the walking right-of-way along the north side of
the park. Lori Sietsema said that there was not a right-of-way at
this time but it could be pursued.
The Commission requested that staff proceed with acquiring a
walking right-of-way along the north side of the park.
Lynch asked for cost breakdowns for grading of the road, parking
area and the ball field. He also asked for prices on materials to
build the play equipment and picnic tables.

Lynch moved, seconded by Rosenwald, to recommend City Council
approve the Herman Field Concept plan. All voted in favor and the .
motion carried.
LITTLE LEAGUE BASEBALL FIELD
The Commission reviewed the options given by staff as to the loca-
tion of a little league field. It was agreed that the little
league field should be located at Lake Ann Park on the newly
acquired parkland.
ELECTRO-CRAFT
Lynch moved, seconded by Warneke, to recommend Don Ashworth's
arrangement as stated in his memorandum to the Mayor and City
Council dated February 4, 1985. Motion unanimously approved.
WEST JUNIOR HIGH SCHOOL
Warneke asked if there was a need for tennis courts in the West
Jr. High School area.
Lynch expressed his concern that if the tennis courts were
refurbished by the City, would the school guarantee the city
control over them for the life of the courts.
McKay indicated that the life of a tennis court is 5-7 years and
that junior high aged children are not served with that program in .
school anymore. He did not know if the school would agree to give
the city a guarantee.
Lynch asked staff to write a letter to Mr. Hardy stating that
there are tennis courts at Chanhassen Elementary and one at Lake

Ann Park, just two to three miles away. Based on the use of those
courts we will be making a decision as to whether there is the
need for resurfacing the courts at West Junior High.
SOFTBALL TEAM FEES
The Commission reviewed softball team fees and asked that they be
set as recommended by staff.
PARK DEDICATION FEES
.The Commission discussed the park dedication fee structure,
noting that it has not been raised since 1982. Had the fees been
adjusted each year according to the Construction Cost Index, they
would have been 17.3% higher last year and scheduled to decrease
2.6% for 1985.
Mike Rosenwald moved, seconded by Mike Lynch to recommend raising
the park dedication fee as follows for 1985 (an approximate 8.5%

FIRE DISPLAY COMPANY QUOTES
The Commission reviewed quotes from Banner and Gopher Fireworks
Display companies.
Tom Schoenecker moved, seconded by Mike Lynch recommending that
City Council accept Banner Fireworks Display Company's quote if
Frank Beddor makes a contribution similar to the one made last
year. All voted in favor and the motion carried.
PARK DEVELOPMENT PROPOSAL
Mike Lynch moved, seconded by Tom Schoenecker, to recommend
approval of Van Doren Hazard Stallings Development Contract for
the planning of Herman Field, Lake Ann Park and Lotus Lake (in
anticipation of a LAWCON grant)
Tom Schoenecker moved, seconded by Mike Rosenwald, to adjourn the
meeting at 10:20 p.m. All voted in favor and the motion carried.

Re: Schroeder Property Sketch Plan Review
The proposed Schroeder Property development is located east of
and adjacent to Kerber Boulevard (site of the former Chaparral 4th
Addi tion) .
Attached is an excerpt from the Chanhassen Comprehensive Plan that
shows a portion of this property as parks/open space. The City .
Engineer has recommended that the open space area to the east be
a retention basin to accomodate the flow from the existing creek.
The City Planner has recommended that the entire open space por-
tion be designated as a drainage easement.
The open space area would be a link in our trail system, poten-
tially connecting Carver Beach to Meadow Green Park. I was able
to walk through the site and found it to be conducive for that use.
I am recommending that the City accept park dedication fees in
lieu of park land, and also obtain a walking easement along the
drainage easement.
I will present this sketch plan to you at the meeting on Tuesday night.

MEMORANDUM

Re: Hidden Valley Sketch Plan Review
The proposed subdivision is located at the southeast corner of
Highways 5 and 101, immediately west of Chanhassen Estates.
The southern portion of the parcel is adjacent to Rice Marsh
Lake Park. There is also an existing 50 foot utility easement
across the southern portion.

I have attached an excerpt from the Chanhassen Comprehensive Plan
showing a linear park/open space area connecting Rice Marsh Lake
Park and Lake Susan Park. I was able to walk this site and found
that a trail could easily be incorporated along the southern 25
feet of the utility easement.
I am recommending that the City accept park dedication fees in
lieu of park land and, in addition, obtain a 25 foot walking
easement along the southern edge of the existing 50 foot utility
easement.
I will be presenting this sketch plan to you at the meeting on
Tuesday night.

SUBJ: Easter Egg Hunt
The Chanhassen Park and Recreation 2nd Annual Easter Egg Hunt is
fast approaching. I am beginning preparations for the event to
be held Saturday morning, April 6th at the Chanhassen Elementary
playground.

The Easter Egg Hunt includes a kite flying contest, a coloring
contest, basket making, and the Easter Candy Hunt. Many people
will be involved including the Chanhassen Jaycees, Chanhassen
Boyscouts, City Council members, and the business community
through donations. I would like the Park and Recreation
Commission members to be a part of this event by judging the two
contests.
Because this is a Park and Recreation sponsored event, I think it
is important that the community see their Park and Recreation
Commission involved. Please circle this date on your calendar
and keep it open. I will be getting more information to you as
soon as possible.

The following is a summary of City Council action of February 25,
1985 :
1. Lake Ann LAWCON Agreements: The City Council moved to
authorize the signing of the LAWCON Grant Agreement for the
Lake Ann Boat Access project.
2. Lake Ann Park Fees: The Council Council acted to set the
1985 Lake Ann fees as follows:

The Council also agreed to include people who work in
Chanhassen, but do not live here, in the resident category.
3. July 4th Fireworks Display: The Council awarded the bid to
Banner Fireworks Company as recommended by the Park and
Recreation Commission.
The Council also indicated that the City would be able to pay
for the fireworks, even if the industries did not give us a
donation as they did last year. However, Bill Carlson has
already committed Instant Web to purchasing $1200 worth of
season passes.
4. Herman Field Concept Plan: The Council moved to approve the
Herman Field concept plan.
5. Mark Koegler's Park Development Agreement: The Council .
approved the agreement regarding assisting in the development
of the Lake Ann Boat Access, Herman Field and Lotus Lake Boat
Access.

Re: Schroeder Property
The Park and Recreation Commission met on March 5, 1985 to review
the Scroeder property sketch plan.

According to the Chanhassen Comprehensive Plan, the parcel shown
on the sketch plan as a drainage easement is proposed park/open
space. This parcel, incorporated into our trail system, would
literally connect Meadow Green Park and Carver Beach.
The Park and Recreation Commission has recommended that the City
accept park dedication fees in lieu of park land. They have also
recommended that the City acquire a trail easement over the pro-
posed drainage easement, as shown on the sketch plan dated
February 12, 1985.

The meeting was called to order at 7:40 p.m. by Commission
Chairperson Mike Lynch.
Minutes
Brian Foltz made a motion, seconded by Joe Warneke, to approve
the minutes from the April 9, 1985 meeting as submitted. The
motion carried unanimously.

Hidden Valley Site Plan Review
Brian Foltz opened the discussion by saying that the facilities
in the Chanhassen Estates and Hidden Valley area are inadequate.
He also stated that the problems will only be intensified when
Highway #5 is widened. He noted that he felt staff's recommen-
dation was unacceptable.
Mike Lynch gave some background to the item by explaining the
water problem in Rice Marsh Lake Park. He pointed out that with
the Hidden Valley development the number of homes served by that
park would double.
Lynch talked about taking out the ballfield completely, filling
in the center area and putting in a tennis court. It was noted
that the ground in that area would probably never support a ten-
nis court. He then suggested moving home plate back, thus
extending the outfield.
Foltz added that the residents have also asked for a half court
basketball court. He said that parking in the existing park is a
problem.
Foltz expressed concern for these needs being met now as once Hidden
Valley is completed there will be no place else. If anything is
to be done, he said, it must be done now.
Tom Schoenecker stated that the neighborhood has a ballfield
facility, although it is not the best, many neighborhoods do not
have ballfields at all.

Lynch asked Barbara Dacy if the whole Hidden valley plat would be
graded all at once. If so, the City could ask them to grade a
site for a neighborhood park at the same time.

Dacy said that a the plan called for a minimum amount of grading,
and that the houses would built in to the existing topography.
She also noted that the the flattest portion of the site was
within the commercial area, thus the most expensive. She said
that the Planning Commission has approved that portion to be
used for commercial use.
Lynch stated that it was highly unlikely that the City would
acquire a new site for ballfields, thus the problems would have
to be solved by renovating the existing ballfield.

Eckankar Site Plan Review
Peter Beck, Attorney for Eckankar was present to explain the pro-
posal of the Eckankar development.
Eckankar, a religious orgnaization, prints and publishes reli-
gious material for the members of their organization. They have
purchased 175 acres of land between Lake Ann Park and County Road
17.
Eckankar's administrative campus development includes 2 buildings
in the middle of 100 acres. The north 25 acres and the south 50
acres will remain undeveloped.

The administrative building will be 400 feet from the east edge
of Lake Ann, and the other will be 150 feet from the County Road
17 right-of-way. Only portions of the buildings, if any, will be
visible from the lake or road.

Mr. Beck stated that almost all tree cover will be left in tact
as they are trying to disturb the site as little as possible.
He also stated that the 175 acres will be farmed, left as prairie
grass, and then landscaped as developed.
Lynch asked how much of the 175 acres would pay park fees. Mr.
Beck said that it was yet to be determined, and that actual devel-
opment would take place on approximately 20 acres.
staff indicated that, similar to the Electro-Craft case, the City
Manager and an Eckankar representative would meet to agree on an
amount of acreage for fees to be paid.
Foltz made a motion, seconded by Warneke, to recommend that the
City accept park dedication fees in lieu of land and the amount
be determined by City staff. Motion unanimously approved.
Plocher-Geske Site Plan Review:
Sietsema presented the proposed 18 unit townhouse development
located on the west side of Lake Minnewashta on the old Leach's
Resort site.

Sietsema explained that the townhomes were set back feet
from the lake and the lake front would become a beachlot. She
also noted that the Park and Recreation Commission did not take
action to acquire any of this property when it was up for sale.
However, the Commission was required to make a recommendation as
to whether the City should accept park dedication fees or land.
Susan Albee from the Planning Commission suggested that the city
acquire enough property to support a tennis court. Warneke noted
that the City did not want to finace a private park.
Lynch asked staff to look into land around that area that would
support a ballfield. Schoenecker asked staff to look into motor
restrictions on Lake Minnewashta.
McKay moved, seconded by Foltz, to recommend that the City accept
park dedication fees in lieu of parkland. Motion unanimously
approved.
Foltz asked if the Commission could visit that area of the City
at their next meeting to identify potential parkland. The
Commission agreed to meet at City Hall at 6:30 p.m. on June 4th.

Bloomberg Site Plan Review
Sietsema presented the Bloomberg site plan. The plan surrounds
the proposed South Lotus Lake Park/Boat access. She explained
that the land swap between Bloomberg and the City was an even

trade and therefore did not satisfy park dedication for his pro-
posed development. Because parkland will be in existance within
the development, sietsema recommended that the City accept park
dedication fees in lieu of parkland.
Schoenecker moved, seconded by Foltz, to recommend that the City
accept park dedication fees in lieu of parkland. The motion
carried unanimously.
Sietsema presented the final South Lotus Lake Park plan
explaining the changes since the Commission last saw the plan.
The Metro Waters Task Force required the City put in handicapped
parking on the lower portion of the site near the boat access.
To date the Park and Recreation Commission had not recommended
approval of the plan, and was required to do so before it went to
the City Council.
Sietsema also suggested that the Park and Recreation Commission
direct staff to prepare a landscape plan to accompany the site
plan when it goes to the City Council.
Schoenecker moved, seconded by Foltz to recommend approval of the
South Lotus Lake Park boat access plan, and to request that
staff prepare a landscape plan that addresses the resident's con-
cerns. Motion unanimously approved.
Foltz moved, seconded by Lynch to adjourn the meeting. Motion
unanimously approved.
