Minutes
June 3, 1986

A regular meeting of the Park and Recreation Commission was
called to order by the Commssion Chairman, Mike Lynch. Com-
missioners attending the meeting were Mike Lynch, Wallace McKay,
Charlie Robbins, Susan Boyt, James Mady, Curt Robbinson, and Mike
Rosenwald. Staff present were Lori Sietsema and Don Ashworth.

Robbins moved to approve the Park and Recreation Commission min-
utes of May 6, 1986. The motion was seconded by Rosenwald and
carried unanimously.
Red Cedar Point Homeowners Request for Trail Along Minnewashta
Parkway
Sietsema began by saying that the Red Cedar Point Homeowners were
requesting the City to look into the feasibility of constructing .
a pedestrian trail along Minnewashta Parkway. The residents in
that area feel that there is a growing number of people who are
jogging and biking along the road which is not always safe due to
the narrow width, curves and hills. These residents have signed
a petition stating this request.
Greg Datillo stated that in 1982 a boy was nearly killed on this
road. He said that the 124 signatures on the petition clearly
shows that the people in the area want such a trail. He said
that at this point they were only asking that a feasibility study
be done that would outline the costs of such a project.
Ed Hasek said that the population in Chanhassen is on the rise
and is generally people with young families. These people are
the Baby Boomers who like to jog and bike and Minnewashta Parkway
is not a good linkage road. The road is deteriorating, has no
curbs and has lanes only 12 feet wide. He said that the road
will need upgrading soon and the trail should be done at the same
time. He said that the third issue is that there is little park
space on the west side of Lake Minnewashta and the residents are
in favor of this being their neighborhood park.
Tom Heiberg said that he agreed that the population in the area
is growing. He reiterated that the road was deteriorating and
that the time was right to look at a feasibility study. He said
that many joggers wear the headsets with music playing and are .
not always aware of their surroundings which creates a dangerous
situation.

Boyt said that she was in favor of sidewalks and off-street
trails, rather than adding extra width to the roads, although
she has been told that costs are prohibitive.
Lynch asked who maintained this road. Staff said the City.
DattilIo asked if different plans could be developed that could
be taken to the residents.
McKay said that there should be an overall trail plan for the
City. He suggested that such a plan be developed that would
discuss the different kinds of trails i.e. off-street, on-street,
wood chip, bituminous, etc. This type of plan would provide cri-
teria to identify trails and to prioritize.

Hasek said that he sat on the park board in Mound and when a
street project went in, trails were also constructed. He
said that they were here to prevent an accident. He said that
they would like a timetable of how this item would proceed as
they have been asked to report to the residents. Sietsema said
that she would send them a copy of the minutes and let them know
when this item would be reviewed again.
McKay moved to authorize staff to prepare a proposal for comple-
tion of a feasibility study for a comprehensive trailway system
in Chanhassen. The motion was seconded by Boyt. All voted in
favor and the motion carried.
Lynch said that he would like to see what the consultant
suggestions of what the plan should include.
Chaparral Homeowners Proposal to Purchase Additional Totlot
Equipment for Meadow Green Park

Sherri Mickelson was present to discuss a proposal to purchase
totlot equipment for Meadow Green Park. She said she had
reported the Commission's decision regarding Meadow Green Park
totlot equipment to the Homeowners Association. The Association
felt the need for additional equipment was immediate and has pro-
posed to purchase up to $500 worth of equipment and are
requesting that the City install and maintain it.
Sietsema said that the equipment purchase should be reviewed by
staff and the consultant to be sure that it will be consistent
with our future plans. Mickelson said that staff could order
whatever fit with the plan and bill the Association.
Robinson moved to accept the purchase of up to $500 in totlot
equipment from the Chaparral Homeowners Association and to
authorize staff to install and maintain it. In addition, he
moved that staff should work with the vendor to get equipment

that will be consistent with what we have. McKay seconded the
motion and it carried unanimously.
Minnewashta Regional Park Request to Allow "Group Reserved Camping"
Mike Liddicoat, Park Director for Carver County, attended the
Park and Recreation Commission meeting to discuss the request to
consider a variation of the Master Park Plan to allow "group
reserved camping" in non-designated areas.
Liddicoat began by saying that the County Park Commission is
asking the City of Chanhassen for advice. He said that the Minn-
ewashta Regional Park Master Plan was put together by the City,
the County and the Metropolitan Council in 1982 and that the plan
designated an area within the park for "group reserved camping".
This type of activity involves an organized group, such as the Boy
Scouts, Girl Scouts, or church groups, requesting a permit
allowing them to camp in the park. The master plan spells out
what group camping is and identifies an area for such.
Liddicoat said that although the master plan allows for group
camping, the designated area is not ready for such use. He said
that he felt the City may want to be part of this decision as to .
whether or not to allow this activity at this time.
Lynch said that he did not feel this was a decision to be made by
the City, but by the County, as they would have to handle it.
Ashworth pointed out that it is a conditional use permit and the
City Council did review the Master Plan before it was adopted.
He said the Council would be looking for a statement from this
group as to whether this should be allowed to take place. Lynch
said that it was his opinion that this request be denied until
the area designated for group camping is ready.
Boyt asked what would have to be done to prepare this area. Lid-
dicoat said that it would have to be forested.
Robbins asked what the disadvantage would be to allow this
request at this time. Liddicoat said that basically the disad-
vantage is that the area is not ready and another area would have
to be used, and extra satellites would be rented for that area.
Mady asked if approving this request would set a precedent for
any future requests, even if the County did not want to allow a
certain group in. Liddicoat said that he could not think of an
undesirable group.
McKay asked what the County wanted to do. Liddicoat said that
they were unsure. Their first thought was to approve the request .
but then thought they should get Chanhassen's input. He said the
County Commission is in support of the request, but wanted to
know the City's opinion.

Boyt suggested having the group pay for the extra satellites.
Lynch suggested they have the group (a Boy Scout group) work on
the undeveloped area, as these campers are supposed to be a
working group.
McKay summarized by saying that the concept of group camping has been
approved in the master plan but the area identified for this type
of activity is not yet ready and the park director does not have a
problem with finding an alternative location for group camping.
He stated that allowing this group to camp in an alternate location
sets a precedent and it will have to be allowed in the future.
He said that he felt this was not the City's jurisdiction, but
the County's. Liddicoat said that the County makes the final
decision but were seeking advice form the City.
Rosenwald said that if it would be 10-15 years before the
designated area was ready, he would be in favor of finding a tem-
porary location.
Robbins moved to endorse the "Order of the Arrow" Camporee at
Minnewashta Regional Park on September 7th, 8th, and 9th and
advise the County to explain to the scouts what the basic rules
of the camps site are. McKay seconded the motion.
Robinson said that there had been two points made in Mr.
Liddicoat's letter; if we approve this request, should this type
of activity be encouraged or does the City only approve of this
specific Boy Scout Camporee request?; and if the City approves of
and encourages this type of camping, does the City want to review
each request? Lynch said that he did not feel this Commission
should be recommending something that we have no jurisdiction
over. Robbins said that this was not a recommendation but an
endorsement.
Ashworth said that the action that the Commission will be taking
is a recommendation to the City Council. We do have a con-
ditional use permit with them in the master plan and the master plan
designates areas for specific use. What you will be doing is to
modify the master plan to show an alternate area for "group
reserved camping" for a specific amount of time.
Robbins amended the motion to read as follows: the Commssion
recommends the approval of modifying the Minnewashta Regional
Park Master Plan to allow "group reserved camping" in non-
designated areas on an interim basis at the discretion of the
County Park Commission. The motion carried unanimously.
The Park and Recreation Commission had questions regarding where
park monies were receipted and how accounting was carried out for
expenditures. Don Ashworth was present to review both the 1985
Audit Report as well as 1986 Budget. The 1986 Budget review
included current operating expenses, i.e. park maintenance, park

and recreation administration, and self-sustaining programs.
Also reviewed was the detailed budget which includes the capital
improvement funds of the City, i.e. South Lotus Lake Boat Access,
Lake Ann Boat Access, Park Acquisition and Development Fund, etc.
The Park and Recreation Commission thanked Mr. Ashworth for being
present.
Chanhassen Vista Site Plan Review
Don Ashworth, City Manager gave a brief history of the Chanhassen
Vista development proposal. He said that at the last meeting the
Park and Recreation Commission had authorized staff to proceed
with an appraisal of the value of the sloped area to determine
whether it was feasible to purchase the property. Ashworth
explained that staff will do that, however he wanted to explain
the impact of what the taking of those slopes will have on the
developer.
Ashworth said that the state statutes allow the City to request a
reasonable portion of a development to be dedicated for park/open
space purposes. The problem is determining what is reasonable. .
To the developer, the taking of the sloped area in this case pre-
sents a hardship as it eliminates a number of his lots. The
courts may deem this to be unreasonable and request that the City
compensate the developer for the lots lost.
Ashworth explained that establishing a conservation easement
along the slopes may achieve the same purpose as acquisition. He
suggested that the Commission consider and easement. Rosenwald
asked what the easement would entail if the City should decide to
go that way. Ashworth said that it would restrict the use of the
slopes to a degree set by the City. Restrictions could include
structures, dumping, application of chemicals, etc.
Mady said that he would be interested in seeing how much the
property was worth to see if the City could afford it, before
going for the easement. The Commission generally agreed to let
their last recommendation stand until a fair market value was
determined.
Chanhassen Hills Site Plan Review
Sietsema said that the Commission reviewed this proposal at the
sketch plan stage of the application process. At that time the
Commission recommended that the City accept the dedication of a 5
acre parcel for active park purposes and the open space along the
north and west sides of the development. The Commission also .
recommended that a trail easement be obtained along the lake and
off the center cul-de-sac on the west side, and that the street
easement be widened for pedestrian purposes on the street shown

as Lake Susan Drive in the current plan. The recommendation
included that the City negotiate with the developer a fair reduc-
tion in park dedication fees for this land donation.
The City Council reviewed the Commission's recommendation and
felt that 5 acres of active park land was insufficient for this
size development. They asked the developer to increase the size
of that parcel to at least 7 acres in the final plan. The
Council accepted all other recommendations made by the
Commission.
The final plan includes a 7.8 acre parcel for the active park
area. This area includes a ponding area, which leaves enough
space for a regulation size ballfield, two tennis courts, a small
parking area, and a tot lot area. Sietsema said that these faci-
lities are sufficient for neighborhood park purposes as this will
not be used for organized leagues.
Rosenwald moved to recommend that the City accept the following
for park/open space purposes:
- the 7.8 acre parcel along the proposed Highway 212
alignment
- the wetland area along the west side of the development
- an easement off of the cul-de-sac shown as Barbara Court
- a pedestrian easement along the south side of Lake Susan
In addition, Rosenwald moved to recommend a wider street easement
for the street shown as Lake Susan Drive, and that staff be
authorized to negotiate with the developer for a fair reduction
in park dedication fees. The motion was seconded by Mady and
carried unanimously.
Robinson moved to adjourn the meeting at 9:45 p.m. The motion was
seconded by Boyt and carried unanimously.

Park and Recreation Commission Special Meeting
Minutes
June 23, 1986
.
A special meeting of the Park and Recreation Commission was
called to discuss the park issue of the proposed development
called Chanhassen Vista. The meeting was called to order by
Chairman Mike Lynch at 6:00 p.m. Commission members present
were Susan Boyt, James Mady, Wallace McKay, Mike Lynch, and Mike
Rosenwald. Members absent were Charlie Robbins and Curt Robin-
son. Staff present were Lori Sietsema and Bill Monk.
CHANHASSEN VISTA:
Lynch explained that the Park and Recreation Commission had
reviewed this proposed development and had requested that an
appraisal be done on the sloped area to determine its value.
Sietsema said that the appraisal had come back and the fair mar-
ket value had been determined to be $147,500, including the
slopes on both the north and south side of the pond.
Mady said that in the last development reviewed, the developer
was required to give almost 8 acres of flat park land. He said
that to be consistent, the City should be getting more land than
the area around the pond to the 952 contour line.
Rosenwald asked if Bud Andrus is a certified appraiser. Bill
Monk said that Mr. Andrus was as qualified as anyone and has done .
appraisals for the City in the past and always had reasonable
opinions.
Lynch said that the slopes were totally unusable and questioned
whether the City really wants to own them at that price. He
suggested that perhaps a conservation easement will achieve the
same thing, which is to preserve the slopes.
McKay asked if an easement were established, would the City be
able to have trails across it. Sietsema said that a park plan
should be developed that would identify trails and vegetation
along the slope that would promote passive park use and wildlife.
She said that this type of plan could be designed in conjunction
with the DNR and U.S. Fish and Wildlife Service.
Rosenwald asked if we could approach the Kerber's to purchase the
property from them instead of the developer.
Monk reviewed the background of this proposal stating that the
developer was asked by staff to bring the lots back at least to
the tow of the slope. The plan was then reviewed by the Park and
Recreation Commission, who asked for the slopes to be dedicated
as well. Monk said that he had consulted with the City Attorney
and an appraiser and they agreed that the City would have to com-
pensate the developer for the loss of lots if the slopes were .
taken. Monk further explained that it was not unusual for slopes
to be included in lot area and the appraiser indicated this to be
reasonable.

Monk said that the developer is in favor of the easement and that
no credit or reduction in park dedication fees has been
discussed. He said that he felt it was reasonable to ask for the
southwest corner of Lot 1, Block 2 for a trail leading to Kerber
Boulevard, as this would not dramatically impact that lot.
Boyt asked if developers in the past have ever disagreed with a
land dedication request. Monk said that it is very common for
the developer to object land dedication when it involves the loss
of lots. He said that the City worked with the Chanhassen Hills
developer to determine the park land dedication as well.
McKay indicated that he could go along with the easement if the
City's trail rights were maintained. Lynch said that he was only
interested in owning what we can use.
Mady said that he was afraid that the conservation easement would
work fine for the first five years, but would be forgotten with
second and third owners of those lots. McKay asked if the
restrictions could be enforced.
Monk said that the easement would be recorded on each title of
property and can be enforced. Developing a landscape plan and
implementing it now will make that area very defined.
McKay asked if all the past recommendations would have to be
reinstated. Sietsema said no, only the recommendations regarding
the easement.
Jay Johnson, resident, asked if this easement would leave enough
back yard space for these lots. Monk said that it would be tight
in some cases, but it could work. Lynch indicated that this
could be a selling point as well.
Mr. Johnson indicated that the neighborhood was not against the
conservation easement.
McKay made a motion to recommend the following:
1. The City acquire the land around the pond from the
waterline to the 952 contour line.
2. The City prepare a park plan for Chanhassen Pond Park
with the aid of the DNR and U.S. Fish and Wildlife Ser-
vice that will preserve the slopes and promote wildlife
in the park.
3. The City establish a conservation easement from the 952
contour line to the top of the slopes that will allow
plantings and trails outlined in the park plan, and
restrict the placement of buildings or structures,

filling or grading, application of fertilizers or chemi-
cals, depositing waste or debris, and outside storage of
any kind.
4. The City allow no reduction in park dedication fees.
The motion was seconded by Rosenwald and carried unanimously.
Rosenwald moved to adjourn the meeting at 6:55 p.m. The motion
was seconded by Boyt and carried unanimously.

Council Action on Park and Recreation Related Items
The City Council has reviewed a number of items at their recent
meetings that are park related. The following is an update of
their action on those items.

Chanhassen Hills
The Council acted to approve the site plan for the Chanhassen
Hills development. The Council took all of the Park and
Recreation Commission's recommendations regarding that develop-
ment with the exception of the trail easement along Lake Susan,
which they did not request.
Minnewashta Park Camping Request
The Council approved the amendment of the conditional use permit
to allow "group reserved camping" in non-designated areas. The
Council asked to be advised in the future only if the group
making the request is not the Boy Scouts, Girl Scouts or a church
group. The Council also asked for an annual report on camping
activities in the Minnewashta Regional Park.
Lake Ann Park Expansion Defeasement
The Council acted to approve the premature payment of the Lake
Ann Park Expansion project.

Ballfield Lighting Project
The Council authorized staff to proceed with the preparation of a
of a feasibility study for the Lake Ann Park Ballfield Project.
~ECTION 6.___,) CONSERVATION EASEMENT.
6.01. Easement to be Granted. Developer shall grant to
the City-a perpetual conservation easement for environmental protec-
tion and wetland preservation over those areas of Lots 7 through
19, inclusive, of Block 1 of the plat which lie ~elow the elevation
of 900 feet. No credit for park charges under C~anhassen Ordinance
No. 14 as amended shall be granted Developer, its.successors or
assigns for the grant of said easement.

~02. Conservation Easement Development Restrictions.
All of the following activities shall be prohibit~d within the con-
servation easement area, including the wetlands.~s delinated on
Exhibit "A", Chanhassen City Council meeting of April 26, 1982 and
on Lotus Lake adjacent to the easement area:
a.
The placement and erection of buildings, structures,
and docks and walkways. (Except as provided in 6.03.)
b.
The alteration of vegetation in any manner or form.
(Except as provided in 6.03.)
c.
The excavation or filling of the easement area.
d.
The application of fertilizers, whether natural
or chemical.

e.
The application of chemicals for the destruction
or retardation of vegetation.
f.
The deposit of waste or debris.
g.
Construction of paths, trails and service roads

Chanhassen Trail Plan
At the last meeting the Park and Recreation Commission reviewed a
request to authorize a feasibility study for a bike trail along
Minnewashta Parkway. At that time, the Commission asked staff to
find out how much such a study would cost and what it would
entail and to look into the development of a comprehensive
trailway plan.

I have talked to Mark Koegler of Van Doren-Hazard-Stallings and he
indicated that a feasibility study for the Minnewashta Parkway
project would cost approximately $5,000. He said he had
reviewed the Minnewashta Parkway area and felt that a trail could
be done, but it may be quite expensive.
The City is in the process of updating the Comprehensive Plan.
This process involves reviewing the entire City for park/open
space needs, including trailways. It is staff's recommendation
that before any new trails be considered, a city-wide trailway
system be designed as a part of the Comprehensive Plan updating
process. This will enable us to look at the overall picture of
trails throughout the City and prioritize areas. The 1986 budget
has set aside money for this updating process, therefore park
funds would not be required.
Upon direction from the Commission, I will write a letter to the
Minnewashta Homeowners explaining that a comprehensive trailway
plan is being developed and that Minnewashta Parkway will be con-
sidered at that time.

As with the Minnewashta Parkway request, staff feels that an
overall plan should be developed before sections of trails are .
constructed. It is staff's recommendation to table action on
this item until the Comprehensive Plan is completed. It is esti-
mated that the plan will be completed by the end of the year.

We would like to propose a walkway along Carver Beach Rd
from Chaparral Ln to the Carver Beach Park. We feel this
w~lkwa~ is necessar~ to improve park access. It has been
brought to our attention just how dangerous it is to walk on
Carver Beach Rd. The~e are hill5 which mak~ for poor
visibilit~ for both motorists and pedestrians. The other
danger is from speeding motorists; many do not adhere to the
30mph speed limit, thus caUSing potential hazards to
pedestians. It would be nice to be able to us~ the new
plC'l.!:!9r>:\und equipment installed last year, unfortunately many
people wlII not even attempt to go up to the park because of
the dangerou~ walk. A walkway ( lnstead of a sidewalk) would
be an economicRI and practical solution to the problem. It
could start on the south side of Carver Beach Rd at
Chaparral Ln and cross over to the north side at Redwing Ln
and continue up to the park. The crossover at Redwing Ln
affords the greatest visibilitw tor both motorlsts and
pede5t~lans. This crossover could be backed up with the

Trailway Requests

Attached please find the Red Cedar Point Homeowners Association
request to initiate a feasibility study for a trailway along
Minnewashta Parkway. Such a feasibility study would cost
approximately $5,000. Also attached is a request from residents
in the Carver Beach area for a trailway along Carver Beach Road.
The Park and Recreation Commission has reviewed these requests
and though they were not unsympathetic to the needs of these
residents, they were uneasy about putting in trails without a
city-wide trail plan. The city is in the process of upgrading
the Comprehensive Plan. Due to the increased number of requests
for trails and the Commission's growing interest in establishing
trails thoughout the City, the commission felt it appropriate to
have an overall bike path/walkway trail plan developed as a part
of the Comprehensive Plan upgrading process.
The Park and Recreation Commission has recommended that both
requests be temporarily denied and that they be considered for
inclusion in the overall City trailway plan designed in the
Comprehensive Plan upgarding process. The Commission felt this
would eliminate the duplication of efforts, as well as save
money, and give them a basis by which to review future requests.
Manager's Recommendation: This office supports the recommen-
dation of the Park and Recreation Commission, i.e. a City-wide
trailway system should be developed prior to proceeding with
individual projects.

During the Lake Ann Interceptor hearings early this year, staff .
noted that the Metropolitan Council was requiring all cities to
update their Comprehensive Plans (MDIF process). Staff stated
that we would need help to complete these mandates. The Council
agreed with this recommendation and authorized staff to make
application for funding through community development block grant
funds. We have now received notice of approval of expending up
to $15,000 for the comprehensive update process. While waiting
to hear from CDBG, we proceeded defining specific services needed
to accomplish the rewrite. This work is now complete and we
should be in a position to present a specific contract for our
first meeting in August.
The Comprehensive Plan contract being prepared includes updating
of the recreation element. Of concern is whether we will be able
to complete the level of detail discussed by the Park and
Recreation Commission within our budgetary limitations.
Recommendation:
This office would recommend that staff be directed to include the
trailway plan as a part of the Comprehensive Plan update and to
inform the Park and Recreation Commission/City Council if budge-
tary constraints cannot be met. Action on the trailway petition
for Minnewashta Parkway and Carver Beach Road should be tabled
until after the plan is received and adopted.

Ninnewashta Parkway
I am writing for the benefit of the Chanhassen residents, located
between Highway 5 and Highway 7, that use Hinnewashta Parkway for
access to their property.
It was unanimously decided that the property owners would like to see
a right away for walkers, joggers, and bike riders along our scenic
Hinnewashta Parkway. This can be the park and recreation development
for this area. The result of the petition clearly defines that most
of the citizens can use this walk/bike pathway.
The definition of "unanimously decided" is derived from the results of
our petition. There are 179 households in the area of concern. 124 or
70% of these households were contacted. 98% (121) households are in
favor 2% (3) hOllseholds are not. The petition is enclosed.
We respectfully request that you and your department put this request
before the appropriate body (department, commision or full counsel) on
as early a time frame as possible and before Hinnewashta Parkway goes
into major spring repair which could affect the decision by tile
appropriate ~overning body regarding the funding for this much needed
improvement.

Enclosed please find the minutes of the Park and Recreation
Commission meeting that you attended on June 3rd. At that
meeting, the Commission reviewed your request to prepare a feasi-
bility study for a trailway along Minnewashta Parkway.
The Park and Recreation Commission was receptive to the idea of .
developing a trail in your area; however, they were concerned
that the City's Comprehensive Park and Recreation Plan did not
address this topic.
The Commission directed staff to inquire as to how much such a
feasibility study would cost. Since that meeting, I have con-
tacted our consultant and a feasibility study for this project
would cost approximately $5,000.
The City is in the process of upgrading the Chanhassen
Comprehensive Plan. A portion of this process involves upgrading
the Park and Recreation section. The Park and Recreation
Commission, at their July meeting, has recommended that a bikeway/
pedestrian trail system be designed and incorporated into the
Comprehensive Plan. They have also recommended that your request
be considered in that plan as the feasibility of such a project
would be determined at that time.
This request has been forwarded to the City Council and is sche-
duled to appear on their agenda on July 21, 1986. If you have

RE: Red Cedar Point Homeowner's Request for Feasibility Study
and Cost Estimate for Bike Path Along Minnewashta Pkwy
The Red Cedar Point Homeowners Association has requested that the
City initiate a feasibility study for a pedestrian trail from
Highway 5 to Highway 7, along Minnewashta Parkway. They are
interested in knowing if such a trail is feasible and, if so,
what the project costs would be.
Such a project would involve employing a firm such as Van Doren
Hazard Stallings to prepare designs for the trail, cost estima-
tes, and calculations of estimated assessment. A feasibility
study is quite detailed and most likely not an inexpensive item.
I will have a rough estimate of how much consultant fees will be
at Tuesdays meeting.
This request provides the Park and Recreation Commission with the
opportunity to look at the broader picture of bike trails in
Chanhassen. Now may be the time to look to preparing a compre-
hensive bike path plan for the City. The Comprehensive Plan,
adopted in 1980, is quite vague in the section on bike paths and
is has not outlined a definite plan for such.
Residents are becoming more and more active and are looking for
a safe way to walk, run or bike around the City. A comprehensive
pedestrian trailway would involve connecting neighborhoods to
each other, connecting neighborhoods to the downtown area and to
schools, and possibly connect our Communtiy to neighboring com-
munities.
The Park and Recreation Commission is being asked to authorize a
feasibility study for a pedestrian trail along Minnewashta Park-
way. This office is recommending that the Commission authorize a
feasibility study for a comprehensive trailway that would not
only address Minnewashta Parkway, but the entire City.

A regular meeting of the Park and Recreation Commission was
called to order by the Commssion Chairman, Mike Lynch. Com-
missioners attending the meeting were Mike Lynch, Wallace McKay,
Charlie Robbins, Susan Boyt, James Mady, Curt Robbinson, and Mike
Rosenwald. Staff present were Lori Sietsema and Don Ashworth.

Robbins moved to approve the Park and Recreation Commission min-
utes of May 6, 1986. The motion was seconded by Rosenwald and
carried unanimously.
Red Cedar Point Homeowners Request for Trail Along Minnewashta
Parkway
Sietsema began by saying that the Red Cedar Point Homeowners were
requesting the City to look into the feasibility of constructing .
a pedestrian trail along Minnewashta Parkway. The residents in
that area feel that there is a growing number of people who are
jogging and biking along the road which is not always safe due to
the narrow width, curves and hills. These residents have signed
a petition stating this request.
Greg Datillo stated that in 1982 a boy was nearly killed on this
road. He said that the 124 signatures on the petition clearly
shows that the people in the area want such a trail. He said
that at this point they were only asking that a feasibility study
be done that would outline the costs of such a project.
Ed Hasek said that the population in Chanhassen is on the rise
and is generally people with young families. These people are
the Baby Boomers who like to jog and bike and Minnewashta Parkway
is not a good linkage road. The road is deteriorating, has no
curbs and has lanes only 12 feet wide. He said that the road
will need upgrading soon and the trail should be done at the same
time. He said that the third issue is that there is little park
space on the west side of Lake Minnewashta and the residents are
in favor of this being their neighborhood park.
Tom Heiberg said that he agreed that the'population in the area

that the time was right to look at a feasibility study. He said
that many joggers wear the headsets with music playing and are .
not always aware of their surroundings which creates a dangerous
situation.

Boyt said that she was in favor of sidewalks and off-street
trails, rather than adding extra width to the roads, although
she has been told that costs are prohibitive.
Lynch asked who maintained this road. Staff s~id the City.
DattilIo asked if different plans could be developed that could
be taken to the residents.
McKay said that there should be an overall trail plan for the
City. He suggested that such a plan be developed that would
discuss the different kinds of trails i.e. off-street, on-street,
wood chip, bituminous, etc. This type of plan would provide cri-
teria to identify trails and to prioritize.

Hasek said that he sat on the park board in Mound and when a
street project went in, trails were also constructed. He
said that they were here to prevent an accident. He said that
they would like a timetable of how this item would proceed as
they have been asked to report to the residents. Sietsema said
that she would send them a copy of the minutes and let them know
when this item would be reviewed again.

in Chanhassen. The motion was seconded by Boyt. All voted in
favor and the motion carried.
Lynch said that he would like to see what the consultant
suggestions of what the plan should include.

Chaparral Homeowners Proposal to Purchase Additional Totlot
Equipment for Meadow Green Park
Sherri Mickelson was present to discuss a proposal to purchase
totlot equipment for Meadow Green Park. She said she had
reported the Commission's decision regarding Meadow Green Park
totlot equipment to the Homeowners Association. The Association
felt the need for additional equipment was immediate and has pro-
posed to purchase up to $500 worth of equipment and are
requesting that the City install and maintain it.
Sietsema said that the equipment purchase should be reviewed by
staff and the consultant to be sure that it will be consistent
with our future plans. Mickelson said that staff could order
whatever fit with the plan and bill the Association.
Robinson moved to accept the purchase of up to $500 in totlot
equipment from the Chaparral Homeowners Association and to
authorize staff to install and maintain it. In addition, he
moved that staff should work with the vendor to get equipment

We would like to propose a walkway along Carver Beach Rd
from Chaparral Ln to the Carver Beach Park. We feel this
walkway is necessar~ to improve park access. It has been
brought to our attention Just how dangerous it is to walk on
Carver Beac~ Rd. There are hills which mak~ for poor
visibility for both motorists and pedestrians. The other
danger is from speeding motorists; many do not adhere to the
30fflPh speed limit, t~us causing pot~ntial hazards to
pedestians. It would be nice to be able to U5~ the new
playground equipment installed last year, unfortunately many
people WIll not even attempt to go up to th~ park because of
thE dangerDu~ walk. A walkway ( Instead of a sidewalk) would
be an economicAl and practical solution to the problem. It
could start on the south side of Carv~r Beach Rd at
Chaparral Ln and cross o~er to the north sid~ at Redwing Ln
and continue UP to the park. The crossover at Redwing Ln
affords the greatest visibility tor both motorists and
pedestrians. This crossover could be backed up with the
safety measu~p of a stop si9n to ensure controlled
automobile upe~ds. We hope the park board will carefully
consider this pr~PDsal ~nd act on it promptly to enable our
children to enJoy the faCllitie~ safely.

I have received your letter and petition requesting a pedestrian
walkway along Carver Beach Road. This request will be reviewed
by the Park and Recreation Commission on July 1, 1986 in the
Council Chambers on the lower level of the Chanhassen City Hall.
The meeting begins at 7:30 p.m.

The Park and Recreation Commission recently reviewed a similar
request made by the residents along Minnewashta Parkway. At that
time the Commission felt that it was essential 'that an overall
trailway plan be developed before sections of trails are con-
sidered for construction.
The City is in the process of updating the Comprehensive Plan. A
portion of this process will involve reviewing the entire City,
including the Carver Beach area, and designing a trailway network
throughout. Although your request will be reviewed by the Park
and Recreation Commission on July 1st, I do not anticipate the
Commission authorizing trail programs until 1987, when the
updating process is completed.

requests in that plan. The motion was seconded by Boyt and
carried unanimously.

Chaparral Homeowners Request to Acquire Lot for Park Purposes
Sietsema said that she had received a request for the City to
acquire a lot, at 6821 Redwing Lane, for park purposes within the
Chaparral subdivision, and a petition supporting that request.
She said that staff was recommending denial of the request as the
area was located within the service area of Carver Beach
Playground, Carver Beach, Meadow Green Park and Greenwood Shores,
according to the Comprehensive Plan. She said that she had con-
tacted New Horizon Homes, the current owners of the property, and
they were asking $24,500 for this lot.
Robbins said that he did not feel the price should be prohibi-
tive, but that the Commission should decide if the need is there.
The Commission indicated that although a park on each block would
be nice, it is not a precedent that they were willing to set.
They felt that the parks in that area were sufficient.
Robinson moved to recommend that the request to purchase the lot
located at 6821 Redwing Lane for park purposes be denied, as it
is not in a park deficient area and is located within two blocks
of Carver Beach Playground and within six blocks of Meadow Green
Park. The motion was seconded by Mady and carried unanimously.
Chanhassen Legion Donation of Bleachers
Boyt made a motion to accept the donation of two sets of
bleachers by the Chanhassen Legion. The motion was seconded by
Robinson and carried unanimously.
The Commission directed staff to send a thank-you to the Legion
for the donation.
Mady moved to adjourn the meeting at 9:15 p.m. The motion was
seconded by Boyt and carried unanimously.

Chaparral Homeowners Request to Purchase Lot for
Purposes
Attached please find a letter and petition from Kevin Norby and
Chaparral residents requesting the City purchase a lot at 6821
Redwing Lane for park purposes.
Mr. Norby feels that the number of small children necessitates a .
totlot on their block. He has asked the City to purchase a
vacant lot for which the owners are asking $24,500. Mr. Norby
has stated that the existing parks in the area are too far away
to send small children.
The Park and Recreation Commission has reviewed this request at
their July meeting (see attached minutes). The Commission felt
that Redwing Lane lies within the service area of a number of
parks, including Carver Beach Playground, 2 blocks away, and
Meadow Green Park, less than six blocks away (see attached map).
Because this is not a park deficient area and the Comprehensive
Plan does not outline this lot for potential park acquisition,
the Commission did not feel there was justification to purchase
the lot.
The Park and Recreation Commision has recommended that the
request for the City to purchase the lot at 6821 Redwing Lane be
denied due to sufficient existing park land in the area.

Recently, we spoke and discussed the feasibility of creating a small city
owned and operated park on the empty lot located at 6821 Redwing Lane
(Lot 8, Block 2, Chaparell Addition Chanhassen). In the immediate area
surrounding this property there are some 15-20 small children between the
ages of three and eleven years old. The children, for lack of a common
ar~a to gather for play, are constantly crossing the streets to get from
house to house and are spending a great deal of time playing in or near
the streets. This has resulted in at least two very near accidents
involving young children and passing vehicles during the previous months
this spring. We do understand that there are two parks already in
existence within approximately one half mile of this lot. However, I
think you will agree that the distance is much too far for must of the
Children to travel safely alone.
Our intent is that these small children would use the property as a safe
place to play, and since the lot is easily viewable from many homes, a
number of parents would be able to supervise the children without being
necessarily present at the park.
Also, it has been brought to our attention that, because of its small size
and because of the orientation of neighboring homes, this lot, has been
difficult to sell for the pUrPOse of siting and building a home.
Enclosed is a petition signed by parents and homeowners, within approximately
a one block circumference, who would like to see the City of Chanhassen Park
and Recreation Department and the City Council assess the feasibility of
allocating funds in the 1987 budget for the purpose of purchasing the tract
of land at 6821 Redwing Lane to create a city owned neighborhood park.
Amenities of the site might, in the future, include a small play structure
(swings, slide, etc.) but, at this time we are interested in only a number
of shade trees and a maintained turf area.

The Commission has recommended denial of the request due to the
close proximity of Carver Beach Playground, which is only two
blocks away and Meadow Green Park, which is less than six blocks
away. The Commission felt that because the Comprehensive Plan
does not show this as a park deficient area and does not outline
this area for park acquisition, they had no justification to
acquire this lot.
You had asked me to find out how many people were currently being
served by the existing parks in your area and the City standards
for those parks. Carver Beach Playgound is a 2 acre park serving
approximately 689 people. The City standard for a mini-park is
.5 acres per 1,000 people. Meadow Green Park is 18 acres serving
approximately 1103 people. The standard for a neighborhood park
is 5 acres per 1000 people. Both parks are well within the stan-
dards set in the Comprehensive Plan.
This request has been forwarded to the City Council and is sche-
duled to appear on their July 21st agenda. Attached please find
the staff report that will go to the Council. If you have any

SUBJ: Chanhassen Legion Donation of Bleachers
The Chanhassen Legion has offered to donate two sections of
bleachers to the City. Upon inspection, Dale Gregory has assured
me that the bleachers are in sound condition and that the park
maintenance crew would be able to transport them.

Dale and I have also discussed a location for the bleachers.
Last year the City purchased bleachers for the ballfield at City
Center Park. Because all of the T-Ball, Ragball and PeeWee
Baseball games are played on these fields, we felt that the
bleachers should be placed on the fields at Chanhassen
Elementary. I have discussed this with Lowell McMillan,
Chanhassen Elementary Principal, and he has no problem with this
suggestion.
It is this office's recommendation to accept the Chanhassen
Legion's donation of the two bleacher sections.

sently located at our ball park.
It is understood that as a condition of the gift of the bleacher sections,

Thank you for your letter regarding the donation of two sets of
bleachers. The City has two sets of bleachers at City Center
Park for the T-Ball and PeeWee games and may be able to use addi-
tional bleachers as well.

The Park and Recreation Commission will be reviewing this dona-
tion request at their July 1st meeting. They will be making a
recommendation to the City Council.

SUBJ: Lake Susan Park Acquisition
Attached is an excerpt of the Housing and Redevelopment
Authority's minutes of May 22, 1986. The HRA has taken the lead
role in planning and developing Chanhassen Lakes Business Park.
The second phase of the business park development includes the
land bounded by Highway 101, the north side of Lake Susan, County .
17, and Highway 5 (this area includes the wellhouse/park shelter
building on Lake Susan). The City/HRA are nearing completion of
construction plans for Lake Drive East (see attached map). In
the process of finalizing those plans, movement of the road
(due to soil conditions) was necessary. This roadway movement
has created a landlock situation for the wellhouse property. The
HRA is in a position to correct this as a part of the final
platting for Sunnybrook/Opus. However, before taking corrective
steps, the HRA has asked staff to present this item to the Park
and Recreation Commission to confirm that the City/Park
Commission are desirous of including this additional parcel in
the City's Comprehensive Park Plan. Again, the attached repre-
sents the HRA's discussion on this item. Maps referred to in the
HRA minutes will be available on Tuesday evening (these are not
reproducible for inclusion with this packet).

Corporation at an amount equal to 100% of the appraised
value, conditioned upon Mr. Roos submitting a development
proposal for said property including anticipated completion
dates; and
- That the sale document include necessary reversion and
penalty clauses binding Mr. Roos to completion of the
project.
All voted in favor and the motion carried.
LAKE SUSAN PARK ACQUISITION: The City Manager reviewed various
development potentials which may occur on Outlot B within
Chanhassen Lakes Business Park (parcel lying directly north of
the City's well house property). The Manager noted that at the
original time of platting, Lake Drive East was anticipated
to abut the northerly edge of the well house property (the well
house was constructed by the Housing and Redevelopment Authority
to provide water to the business park - park shelter amenities of
this structure paid via park monies). Soil conditions necessi-
tated moving Lake Drive East to the north and thereby created
a landlocked condition for the well house property. Sunnybrook's
development proposal has been approved by the City Council
directly to the east of the well house property. Additionally,
the Council has approved the feasibility study for the construc-
tion of Lake Drive East (conditioned upon Sunnybrook's
financing/submittal of letters of credit).
Following action by the City Council to approve the feasibility
study for Lake Drive East, both Opus and Sunnybrook approached
the Housing and Redevelopment Authority asking that the special
assessment reduction program be expanded to include properties
abutting Lake Drive East (from County Road 17 to Highway 101).
The request would also encompass properties owned by the Martin
Ward Estate. The HRA acted favorably to this request by
instructing the Manager to prepare a draft modification to the
current special assessment reduction document which would include
Lake Drive East (draft copy has been included in commissioner
packets for discussion later in this agenda).
The Manager reviewed various potential development alternatives
for Outlot B (parcel landlocking the well house parcel from Lake
Drive East), including: private development potentials, public
development potentials of the entire piece, and public development
potentials of less than the entire parcel~
The HRA generally agreed that acquisition of Outlot B should be
considered prior to final platting and prior to Opus Corporation's
establishment of a value on this parcel. The HRA also agreed
that any potential sale should be conditioned upon Sunnybrook's

obtaining financing for their project, submittal of letters of
credit guaranteeing road construction, execution of
the development contract/plat/award of bids for Lake Drive East.
The Manager noted that current financial projections do not
include the expenditure for Outlot B, but that those same projec-
tions do not include construction of the Sunnybrook Development.
Based on current facts, repayment of the costs of the acquisi-
tion, assuming Sunny brook does become a reality, would be less
than one-half of a year tax statement for Sunnybrook.
Although the HRA generally favored moving ahead with the acquisi-
tion, the HRA concluded that any final action should be withheld
until after the Park and Recreation Commission reviewed this item
and determined that they would desire to see this parcel added to
the City's Comprehensive Park Plan.
CONSIDER FEASIBILITY STUDY PROPOSALS:
Downtown Street, Utility Stormsewer: The HRA reviewed the
reports submitted by the City Manager's office noting that both
proposals (BRW and RCM) were comprehensive and met city stan-
dards. Additionally, either firm would provide excellent results
for the HRA. The Manager noted that, as RCM is currently under
contract with two other projects, that the BRW proposal is recom- .
mended. Additionally, the Manager believes that the BRW proposal
would provide a cost savings of approximately $10,000.
Following discussion, Swenson moved, seconded by Whitehill that
the feasibility study submitted by BRW be accepted and that the
Chairman/Manager should execute this contract. The following
voted in favor: Commissioners whitehill, Bohn, Robbins, and
Swenson. Commissioner Horn voted against. Motion carried.
Stormwater Management Plan - Barr Engineering: The Manager noted
the overlapping nature of the proposed "chain of lakes" preservation
project and the HRA's Stormwater Management Plan. Barr
Engineering has been awarded the engineering contract for the
chain of lakes project. Accordingly, the proposal received from
Barr Engineering for the HRA project is significantly lower than
general proposals received approximately two years ago. The
Manager recommends that the HRA consider accepting the feasi-
bility study proposal from Barr Engineering.
Swenson moved, seconded by Bohn that the Stormwater Management
Plan Feasibility Study proposal from Barr Engineering be
accepted. All voted in favor and the motion carried.
APPROVAL OF BILLS: Whitehill moved, seconded by Swenson that the
bills as submitted be approved. All voted in favor and the motion .
carried.
