Park and Recreation Commission
April 6, 1982
A regular meeting of the Chanhassen Park and Recreation Commission was called to
order on April 6, 1982 at 7:37 p.m. The following members were present: Michael
Lynch, Tom Schoenecker, Jack Mauritz, Mary }1uehlhausen, Joe Warneke, and Brian
Foltz. The following member was absent: Richie Hemping.
MINUTES: A motion was made by Jack Mauritz and seconded by Joe Warneke to approve
the minutes of the last meeting as read. Motion unanimously approved.
The April meeting was a joint meeting with the City Council, Minnetonka Community
Education and Chaska Community Education to review 1982 objectives.
Mark Koegler was present to review park planning efforts to date and to discuss why
planning is of value. He presented the Comprehensive Plans for Lake Ann, Rice/Marsh
Lake and Lake Susan for discussion and answered any questions.
The use statistics of athletic fields was discussed. Suggestions of spreading the
CAA and local team use into the weekend, late afternoon games and putting lights on
existing fields was discussed. There was a discussion on users fees for the Athletic
Association organi~ations of charging a set rate per child on the team.

5 YeAR CAPITAL IMPROVE~ffiNT PROGRAM: Don Ashworth was present at the meeting but
decided to table this agenda item until later in order to get to the other items
as the budget will be presented with the next 30 day period to the City Council for
review.
COMMUNITY SCHOOL PROGRN1S: Jim Jones and Shirley Chellis were present at the meeting
to present the annual report of the Minnetonka Community Services. They informed the
Commission of the closing of the Minnetonka West School on June 30. The school board
plans to run heavy programs this spring and will try to keep the ball diamonds and
tennis courts open but with a lower level of maintenance. A suggestion of using lower
cost supervisory personnel for maintenance and a possibility of using the ten CETA
youths to help out was discussed.
CHASKA CO}~ITY EDUCATION: Penny Tarbell was present to discuss the Community Activities
programs. She asked for a representative from the Chanhassen area to be involved in
the advisory council for Community Education Services. A notice of the meetings was
to be sent to Don Ashworth.
Jim Killian was present at the meeting to discuss CAA programs. He described the
programs and the kids involved in merging the Little League baseball team with
another school, South Minnetonka. There was discussion on having a separate association
form to take over sports programs instead of the City because of declining budgets.
The Commission was informed that funding for the CETA Youth Program had been approved
for this year.

Michael Lynch asked Fran Callahan to attend the next meeting, May 26, of the Park and
Recreation Commissions of Shorewood, Eden Prairie, Chanhassen, and Excelsior to discuss
trail programs. The next meeting is set for September 29 on facilities use statistics.

The subject of park fee increases was brought up and the Commission promised to send
their suggestions to the City Council for their review. Mayor Tom Hamilton mentioned
his suggestion of having rules and guidelines for behavior in the park be handed out
to persons using the park.
A motion was made by Jack Mauritz and seconded by Brian Foltz to adjourn the meeting.
Motion unanimously approved. Meeting adjourned at 10:07.
