1982 07 06 Minutes Park and Recreation Commission July 6, 1982 . A regular meeting of the Chanhassen Park and Recreation Commission was called to order on JUly 6, 1982 at 7:48 p.m. by Vice-Chairman Tom Schoenecker. The following members were present: Tom Schoenecker, Brian Foltz, Jack Mauritz, Joe Warneke, Mary Muehlhausen, and Michael Lynch. The following member was absent: Richie Hemping. MINUTES: A motion was made by Jack Mauritz and seconded by Mary Muehlhausen to approve the minutes of the last meeting as read. Motion unanimously approved. REVIEW 15 HP BOAT LAUNCH RESTRICTION IN MINNEWASHTA REGIONAL PARK: Liddicrat from Carver County were present at the meeting to discuss this restriction from the ordinance because the Metro Council has a cannot restrict the motor size on the lakes. When the first Lake Study Group was formed, it did not expect the 15 HP restriction to be permanent but that it would suffice until a better answer could be found. It was agreed that an advisory council would be set up with two people from Chanhassen and a member from the Park Commission. e The master plan was refined and detailed and then was reviewed with the City and then submitted to the Metro Council for their review. The Council has developed a set of standards and the 15 HP restriction is not a standard size. The master plan states that they will live up to the Conditional Use Permit Agreement with the condition that they will look into the 15 HP restriction. If the access restriction is not resolved then more funds possibily will not be forth corning. The Metro Council would like to go ahead with the starting developments with the condition that this restriction be resolved, or changed. Discussion with the Park Commission is the first phase of changing any ordinance. A recommendation is then made to the Planning Commission and then there are public hearings and a recommendation is then made to the Council before a change can be made. A motion was made by Brian Foltz that we make a recommendation to the Planning Commission that Section 6.04 of the Conditional Use Permit issued for the Lake Minnewashta Regional Park be stricken because of its discriminatory nature and that a surface water policy usage ordinance applying to all Chanhassen lakes be implemented. The motion was seconded by Michael Lynch. Motion approved with an abstaining vote from Jack Mauritz. A motion was made by Tom Schoenecker that we make the final application for the 1983 Lawcon funds for Lake Ann and Lake Lucy. The motion was seconded by Brian Foltz. Motion approved with an abstaining vote from Jack Mauritz. Michael Lynch informed the Commission that the next joint meeting with Shorewood, Eden Prairie and Chanhassen is set for September 29 to discuss the facility usage totals. Staff was directed to check with Eden Prairie to see about possible trail system link-ups. Suggested possible link-ups with the Eden Prairie and Shorewood trail systems are: e N.E. corner of Townline Road and 101. A possible hook~up at the top end of Lotus Lake. Trail runs from intersection of 101 and 5 to the water tower and the new community center. Old Rail Grade. Possible link-up at the north part of Rice/Marsh Lake and a circular trail system at Riley or down 14. The Shorewood trail system is not even started. No current plans and no current trails.
