1983 07 12 Park and Recreation Commission Minutes July 12, 1983 . At 7:00 p.m. Tuesday, July 12, the Park Commission met with Pat Murphy, the Carver County Public Works Director and several mem- bers of his staff at the new Minnewashta Regional Park. Pat and his staff provided detailed information about some of the development taking place within the park. The regional park opened on Memorial Day of this year and is expected to remain open through September. A new beach, small picnic area, parking lot and boat access have been installed for public use this year. Pat Murphy and Mike Liddicoat, Park Planning Engineer, explained that the park is currently in phase one of a four phase plan which is estimated for completion in approximately twelve years. Phase one consists of the acquisition of land for the park and is nearly complete. The park is estimated to be 336 acres in size. A park blueprint was provided for the Park Commission to review. Some of the activities shown by this plan included several picnic areas, a walking trail with scenic over looks, a bicycle trail, an active play area, two boat accesses, amphitheater and camping area. Also discussed was the proposed access to the park from Highway 41. The Park Commission meeting with Pat Murphy ended with a brief tour of the regional park's major developed areas. e Chairman Mike Lynch called the meeting to order at 9:00 p.m. The following members were present: Mike Lynch, Tom Schoenecker, Brian Foltz, Joe Warneke, Richie Hemping, and Charlie Robbins. Jack Mauritz was absent. Approval of Minutes B. Foltz moved, seconded by J. Warneke to approve the minutes of June 7, 1983 as written. All voted in favor and the motion carried. M. Lynch raised a question on the City's ability to transfer existing grant funds to the recently proposed boat access on the south end of Lotus Lake. T. Schoenecker said that all indica- tions were that the funds would transfer although nothing has been finalized. permission For Vendor To Use Lake Ann Park a Mrs. Renae Mamer was present at the Park Commission meeting to request permission to set up a concession stand in Lake Ann Park. It was suggested that Mr. & Mrs. Marner have liability insurance and that they should have a written document showing proof of insurance. Several other concerns were expressed by the Park Commission. The Park Commission decided that the vendor should keep regular hours and that they should submit some kind of a schedule to that effect. Also, the trailer's generator e e . Park and Recreation Minutes July 12, 1983 Page 2 should be located in such a fashion as to prevent injury to the public and minimize the noise factor. The concession stand would have to be removed at night to prevent vandalism and the concessionaire would be responsible to police the grounds around the concession stand. Concessionaire would be subject to pay a percentage of income to the City of Chanhassen for costs related to the concession stand. Mr. & Mrs. Marner would be required to have a license from the Minnesota Health Department. Mrs. Marner stated her concession stand was in good condition and that she and her husband would comply with the above mentioned conditions. A motion was made by T. Schoenecker to recommend to the City Council that Mr. and Mrs. Marner be given permission to operate a concession stand in Lake Ann Park under conditions identical to those included in the 1981 permit. Charlie Robbins seconded the motion. Motion was unanimously approved. LAWCON Grant Applications Several items were mentioned for possible LAWCON grant applications. Possibilities discussed included the acquisition of the Dodd pro- perty (25 acres) on the north end of Lake Lucy, construction of a park shelter and change house at the Lake, lighting #1 ballfield at Lake Ann and development of Herman Field at Minnewashta. After considerable discussion over these possible projects, it was determined that the acquisition of land, other than the land already pre-determined to be desirable by the five year park plan, would not take precedence over developing land already acquired. Tom Schoenecker suggested that the Park Commission look into developing Herman Field in Minnewashta as a possible LAWCON grant application. Tom sited several reasons for developing Herman Field. It was stated that Minnewashta only has one small recreation park in the area and that some of the funds for developing the park have already been donated. It was mentioned that ballfields and tennis courts are needed in the area. Some concern was expressed over developing Herman Field. It was sited that Herman Field has no access road, and that installation of this road might prove to be very costly. Herman Field also has drainage problems and would require considerable grading. Field lighting at Lake Ann Park was suggested by Charlie Robbins as another LAWCON grant possibility. Major reasons for ballfield lighting at Lake Ann were to increase use of filed #1 for softball and soccer. Final concensus of the Commission regarding LAWCON applications was to recommend submitting the Lake Ann Field lighting and Herman Field development for 1984 funding to the City Council. . e . Park and Recreation Commission Minutes July 12, 1983 Page 3 Mike Lynch mentioned that it might be of help in the future to develop a survey to poll public interests concerning parks and recreation programs to prioritize in-house and grant related projects. Review of Capital Improvement Budget Bill Monk had told the Park Commission that he had previously discussed acquiring new playground equipment for Lake Ann Park with Dale Gregory, the Park Foreman. After looking over the play areas of Lake Ann it was determined that no new additional playground equipment was needed at this time.
