2010 Park and Trail Capital Improvement Program
Attached please find spreadsheets and project description sheets detailing the
2010 Park and Trail Acquisition and Improvement Capital Improvement Program
(CIP). Projects are split into two funding categories - capital replacement funds
and park dedication funds. This year's project list is relatively limited in
comparison to recent years. The reason for this is two-fold: a number of large
projects have recently being completed or are pending; and the diminishing
revenue stream coming into the park dedication fund.
2010 CAPITAL REPLACEMENT FUND PROJECTS
Recreation Center Fitness Equipment - $10,000
One new treadmill, one new elliptical Cross Trainer, and an indoor rowing
machine has been purchased and installed. These pieces of equipment replaced
an original treadmill and an original stair climber at the Rec Center. This new
equipment is user friendly, has ease of programming, and increases the diversity
of exercise options in the Fitness Center. This is the third installment of the five-
year replacement schedule of fitness equipment at the Rec Center.
PARK DEDICATION FUND PROJECTS
Picnic TableslBenches - $10,000
Annually, staff identifies picnic tables and or park benches that need to be
refurbished or replaced. In addition, the benches sold as a part of the "Memorial
Bench Program" are purchased from this fund.
Trees - $25,000
This spring and fall staff will identify a planting list and location map for new
trees. This item has recently been increased from $10,000 to $25,000 to allow for
an increase in tree planting to mitigate the eventual loss of our ash tree inventory,
which is extensive. In the event that commissioners notice locations where an
existing tree is diseased or dying, or where a new tree would prove beneficial,
please let us know.

Highway 41 Pedestrian Underpass/Trail Grant Match - $400,000 (Total Project $1,800,000)
Construction of a pedestrian underpass leading to Minnewashta Regional Park and
approximately two miles of asphalt pedestrian trails. One trail will parallel Highway 41 running
from Longacres Drive to Chaska Road. The second trail will start at the western entrance/exit of
the underpass and lead to the beach within the regional park. Planning and engineering for this
project is slated for 2010 with construction scheduled for 2011.
Highway 41 Pedestrian Stairway- $100,000
Funding for the construction of a pedestrian stairway leading from the eastern entrance/exit of
the underpass to Highover Drive.
PROJECTS HELD OVER FROM 2009
Lake Ann Park Stairway Project - $90,000
This stairway will lead from the top of the hill north of the new picnic shelter to the beach. We
have retained Hoisington Koegler Group to complete the design work and construction
management for the stairway.

Carver County has applied for a federal grant to provide these improvements. The City originally supported the application by pledging a $125,000
matching contribution. However, project engineering and increased project costs have resulted in the City share of the budget to be re-estimated at
$400,000.
Justification
I
A pedestrian underpass to Minnewashta Regional Park is a highly sought after improvement. The project also completes a one mile section of trail
adjacent to State Highway 41 identified in the City's Comprehensive Plan.
