Administrative Report - 2010 Park and Trail Capital Improvement
Program CIP Update
The 2010 Park and Trail Capital Improvement Program (CIP) includes five items
ranging from $10,000 to $400,000 and totaling $545,000. In addition to these
improvements, the Lake Ann Park Stairway Project ($90,000) was held over from
2009 and will be completed in 2010. Here is a brief description of each of the
upcoming projects.
Trees - $25,000: This annual allocation of dollars has traditionally been utilized
to conduct spring and fall tree planting or transplanting. Moving forward we will
be focusing on increasing the annual planting program to mitigate the eventual
loss of ash trees to the Emerald Ash Borer (EAB). A portion of these dollars will
be used to purchase trees for the Arbor Day Event the Commission is working on.
This allocation is in addition to any dollars specifically earmarked for planting
trees in construction projects.
Picnic TableslPark Benches - $10,000: This annual allocation of dollars is used
to purchase replacement tables and benches that have been damaged or are
beyond repair. This budget is also used to purchase the benches utilized in the
Memorial Oi ving Program.
Recreation Fitness Equipment - $10,000: This is the third allotment in a five-
year re-investment plan totaling $50,000 to purchase new fitness equipment for
the Recreation Center. Jodi Sarles' report on the Recreation Center provides the
details of this year's purchases.
Hwy 41 Pedestrian Underpass/Trail Grant Match - $400,000 and Highway 41
Pedestrian Stairway - $100,000: Preliminary work to design and engineer these
improvements has been initiated. Federal Transportation Enhancement funds of
$1 million have been awarded for the construction of the project scheduled for
2011. Carver County, with support from the city, will lead the project. The county
and city will contribute a local match of 20 percent of the construction cost plus
share in the cost for design and engineering work, which is estimated at
approximately $400,000 each, for a projected total project budget of $1.8 million.

Chanhassen is a Community for Life - Providing for Today and Planning for Tomorrow
The planned pedestrian underpass will cross underneath Highway 41 into Lake
Minnewashta Regional Park. Two sections of asphalt pedestrian trail totaling
approximately one mile each are planned. One trail section will parallel
Highway 41, connecting Longacres Drive to Chaska Road. The second trail
section will connect the planned trail on the east side of TH 41 to the regional
park at a point south of the main park entrance drive and lead to the beach within
the park. Planning and engineering for this project is slated for 2010 with
construction proposed for 2011. A stairway connecting the east end of the
underpass to Highover Drive will be constructed under a separate project
coordinated by the City.
Project Held Over From 2009:
Lake Ann Park Stairway Project - $90,000: This project was bid last fall but
was held over to take advantage of more favorable weather conditions this spring.
Stone Construction from Blaine was the low bidder and will be completing these
improvements. One stairway will link the new Hilltop Picnic Shelter to the beach.
The second stairway project will be an extension of the existing stairway adjacent
to the Lakeside Pavilion. The west stair traverses a 34' slope from the picnic area
north of the Hilltop Shelter down to the paved beach trail. The east trail extends
an existing stairway towards the east end of the same picnic area. The primary
purpose of this project is to facilitate improved pedestrian connections between
the Hilltop Shelter and desirable amenities within the park (beach, fishing pier,
boat rental, concession stand, restrooms).
