Chapter 20, Zoning, Commercial District Uses
BACKGROUND
The purpose of the work session is to review potential changes to Chapter 20 pertaining to
permitted uses within Commercial Zoning Districts: Central Business District (CBD),
Neighborhood Business (BN), Highway and Business Services (BH), and Fringe Business (BF).
In 2008, staff began reviewing the uses in each commercial district. In 2009 the Community
Commercial (CC) District was adopted to permit "Big Box" users.
The Planning Commission has review responsibility for Chapter 20. A public hearing is required
to make changes in this chapter.
DISCUSSION
The intent of the commercial districts is to complement one another and to maintain the
downtown (CBD district) as the commercial focal point of the City. The BH district is located
along Highway 5 and is oriented toward automotive uses, and the CC district is located south of
Highway 5 and west of Powers Boulevard. Additionally, a lifestyle center or mall would
potentially be located south of Lyman Boulevard west of Powers Boulevard.
Staff is requesting input and guidance with regard to the uses permitted in each district.
Specifically, based on the intent of each district, staff would like to know if the uses are
appropriate and are there uses that should be added or deleted.
Additionally, there are two directions to permit uses within the district regulations:
1. List a broad use, as specified in the Standard Industrial Classification (SIC) Manual, i.e.
Specialty Retail, which allows for flexibility.
2. List individual uses under that classification, i.e. shoe store, stationary store, etc.
Based on that feedback, public hearings for code amendments and recommendations will be
scheduled.
DIRECTION
Planning staffis looking to the Planning Commission for feedback with regard to the above City
Code issue regarding permitted uses within the Commercial Zoning Districts.

Fringe Business District (BF)
The intent of the "SF" District is to accommodate limited commercial uses temporary in nature without
urban services, while maintaining the integrity, minimizing impact, and protecting the natural
environment. When urban services are available, land use may change to a higher and improved use of
the property.

Community Commercial District (CC)
The intent of the "CC" District is to provide for moderate to large sized commercial development. These
large-scale commercial and office users need high visibility along arterial roads. While smaller scale
ancillary commercial uses may be permitted integral to the principal use, the primary use of a building
shall be medium to large type users with a minimum tenant space of 15,000 square feet. The intent of
the district is to accommodate larder uses. The creation of multi-tenant, small user, strip centers is
prohibited.
