REGULAR MEETING
SUMMARY MINUTES
APRIL 27, 2010
Chairman Daniel called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Jeff Daniel, Steve Scharfenberg, Tom Kelly, Scott Wendt, Glenn
Stolar, Elise Ryan and Cole Kelly
STAFF PRESENT:
Todd Hoffman, Park and Rec Director; and Jerry Ruegemer, Recreation
Superintendent
2010/2011 CHAIR AND VICE-CHAIR APPOINTMENTS.
Stolar moved, Kelly seconded to appoint Jeff Daniel as Chairman of the Park and
Recreation Commission for 2010/2011. All voted in favor and the motion carried
unanimously with a vote of 7 to 0.
Daniel moved, Stolar seconded to appoint Steve Scharfenberg as Vice-Chair of the Park
and Recreation Commission for 2010/2011. All voted in favor and the motion carried
unanimously with a vote of 7 to 0.
APPROVAL OF AGENDA:Scharfenberg moved, Wendt seconded to approve the agenda
as presented. All voted in favor and the motion carried unanimously with a vote of 7 to 0.
PUBLIC ANNOUNCEMENTS:
Jerry Ruegemer informed the commission that opening day

ceremonies for the softball and baseball season would be held on Saturday, May 1 at Lake Ann.
VISITOR PRESENTATIONS:
None.
APPROVAL OF MINUTES:Stolar moved, Scharfenberg seconded to approve the
verbatim and summary minutes of the Park and Recreation Commission meeting dated
March 23, 2010 as presented. All voted in favor and the motion carried unanimously with
a vote of 7 to 0.
CITY COUNCIL APPOINTMENT OF COLE KELLY TO A THREE-YEAR
COMMISSION TERM AND RE-APPOINTMENT OF TOM KELLY TO A THREE-
YEAR COMMISSION TERM.
Chairman Daniel welcomed Cole Kelly to his first year on the commission and Tom Kelly for
starting his tenth year on the commission.
REVIEW PARK AND RECREATION COMMISSION BY-LAWS.
Todd Hoffman asked
for commission feedback and approval. Commission Cole Kelly asked for clarification of

Section 6.2(f). There shall be no dialogue among the commissioners giving information
regarding the particular proposal. Commissioner Stolar questioned the wording of 5.1.
Parliamentary Procedure. Commissioner Scharfenberg asked about the need to include the
statement regarding the Chairperson shall not move for action but may second motions under
Section 4.2 and 7.4 regarding annual review of the by-laws. Commissioner Cole Kelly
suggested adding a statement that the Park and Recreation Commission by-laws be reviewed
every 5 years unless the commission sees a need to do it before that. Commissioner Tom Kelly
asked about Section 3.2, the need for newly appointed commission members to take an Oath of
Office.
Cole Kelly moved, Tom Kelly seconded to table the Park and Recreation Commission By-
laws until the City Attorney provides an opinion on the wording. All voted in favor and the
motion carried unanimously with a vote of 7 to 0.
ESTABLISH 2010 COMMISSION GOALS.
Todd Hoffman explained that the City Council
is requesting the Park and Recreation Commission to submit a list of goals for 2010 which will
be reviewed at the joint City Council/Park and Recreation Commission work session in May and
again in the fall. Commissioner Ryan suggested having a place on the web site to provide
information about parks and trails, and that there be more of a philanthropic stand to the City’s
major events, i.e. donations for food shelf or clothing for charities. Commissioner Cole Kelly’s
focus was on the City working with sport organizations such as Chanhassen Athletic Association
to see if there are any overlaps. Commissioner Stolar liked the idea of the commission
promoting one new park feature or program each year, keeping a minimum balance of one
million dollars in the CIP fund, and trying to do at least one thing each year to demonstrate
environmental best practices in the. Commissioner Tom Kelly stated he would like to see a half
marathon come to Chanhassen and the formation of an Ultimate League for kids. Commissioner
Wendt agreed with Commissioner Ryan in keeping the City’s web site available and easy to use
and making the downtown more friendly for bicyclists. Commissioner Scharfenberg asked staff
to organize a bike ride with council and all commission members and to relook at Herman Park.
Chairman Daniel suggested increasing recreation options at the Rec Center, creating a by-law
stating that future road reconstruction projects include building of sidewalks where they
currently don’t exist, and promotion of the city’s major parks. The commission discussed
grouping and prioritizing of the suggested goals. Commissioner Scharfenberg asked if the
subject of banning smoking in the city’s parks is a topic that should be brought up with the City
Council.
Stolar moved, Cole Kelly seconded that the Park and Recreation Commission approve
their 2010 goals as discussed. All voted in favor and the motion carried unanimously with
a vote of 7 to 0.
RECREATION PROGRAM REPORTS.
2010 EAST EGG CANDY HUNT EVALUATION.
Jerry Ruegemer presented the staff
evaluation for the 2010 Easter Egg Candy Hunt noting that staff is discussing moving the venue
to City Center Park and eliminating the entertainment portion of the event. Commissioner Cole

Kelly asked about the entertainment and parking situation at City Center Park versus the Rec
Center. Commissioner Wendt liked the idea of moving the event back to City Center Park.
Having attended this year’s event, Commissioner Ryan stated she liked the entertainment and
suggested possible activities for future events.
2010 CHANJAM EVALUATION.
Jerry Ruegemer presented the report on the ChanJam 2010
event. Commissioner Scharfenberg suggested talking with Prince and his people about the
possibility of holding ChanJam at Paisley Park. Tom Kelly stated John Stutzman did a great job
emceeing the event. Chairman Daniel suggested the stage be turned next year if it’s in the same
venue, the possibilities for recording the music and making it available online, and the need to
do something to keep the kids at the venue for the whole event.
ADMINISTRATIVE:
CHANHASSEN MEMORIAL DAY CEREMONY.

OTHER IMPORTANT UPCOMING DATES.
Todd Hoffman made a correction that the

opening day for the Farmers Market will be May 22, not May 1 and a reminder of the meeting

with the City Council on May 10 at 6:00. Commissioner Stolar asked when the commission
would be touring the new public works facility. Commissioner Scharfenberg asked about the
Music in the Park Concert Series.
COMMISSION MEMBER COMMITTEE REPORTS: RED BIRDS BASEBALL
OPENING DAY.
Commissioner Ryan provided an update on the Red Birds Baseball team.
ADMINISTRATIVE PACKET.
Todd Hoffman noted the item regarding the history of the
Red Birds.
Commissioner Scharfenberg moved, Commissioner Wendt seconded to adjourn the
meeting. All voted in favor and the motion carried unanimously with a vote of 7 to 0. The
Park and Recreation Commission meeting was adjourned.
