EDA 1997 10 16ECONOMIC DEVELOPMENT AUTHORITY MINUTES REGULAR MEETING OCTOBER 16, 1997 Chairman Gary Boyle called the meeting to order at 6:35 p.m. MEMBERS PRESENT: Gary Boyle, Nancy Mancino, Mark Senn, Steve Berquist, and Jim Bohn. MEMBERS ABSENT: Mike Mason and Mark Engel. STAFF PRESENT: Todd Gerhardt VISITOR PRESENTATIONS: None REVIEW PROPOSED 1998 BUDGET: Staff presented the proposed 1998 operational budget. EDA members requested staff to provide a detail of Fund 4300 (fees for service), including a breakdown of attorney costs by project. The EDA also discussed the travel and training budget and justification to include ICMA in the EDA budget. Staff explained that the ICMA conference offers a variety of seminars regarding economic development alternatives, housing, business retention, etc. The EDA agreed to leave the ICMA conference in the budget. The EDA requested that Mac LaFevere attend the next meeting for an update on the PRN tax appeal. The EDA discussed the design of a spring and summer banner for downtown. Commissioner Berquist stated he would like to see American flags for the 4th of July. Commissioner Mancino would like to sit down with staff and look at design alternatives. No further action was taken on this item. Staff was asked to itemize "Other Acquisition Costs," which are taxes the EDA pays on property they own. Staff will present the final budget at the November 17 meeting. No further action was taken. AUDIT REVIEW OF THE DOWNTOWN TIF DISTRICT TO COMPLY WITH STATE STATUTE: Staff updated the EDA on TIF compliance reports and staff has been working with the city auditor to provide 15 to 20 years of history regarding the revenue and expenditures of the HRA. Staff also stated they did not foresee any hidden problems coming from their analysis. No further action was taken. UPDATE ON CHANHASSEN BOWL: Staff updated the EDA on the progress to date on Chanhassen Bowl's back taxes. Staff informed the EDA that the back taxes have been paid. However, there was question regarding who will receive the money. The state auditor felt that Economic Development Authority Minutes October 16, 1997 Page 2 because the district was decertified, the city relinquished their rights to those funds. The city and Carver County Auditor's office both question this opinion based on the fact that the money was being withheld because of the Bowl's bankruptcy. The State Auditor then took the opinion that it would be a local tax issue and the Carver County Attorney's office should provide the opinion. Staff will work with the Carver County Attorney's office on this issue. No further action was taken. APPROVAL OF BILLS: Jim Bohn moved and Steve Berquist seconded approval of the bills as presented. All voted in favor and the motion carried. ADJOURNMENT: A motion was made by Jim Bohn and seconded by Nancy Mancino to adjourn the meeting. All voted in favor and the motion carried.
