We plan to share our observations and user data with all of you before the next recreational biking season is upon us. While meeting with several Carver County cities, a need was identified to discuss trail (local and regional) connections, gaps and potential options. The cities of Carver, Chaska, Victoria and Waconia and the County Parks Department have agreed to working together on the project and identified you as potential partners. Although the exact outcome hasn't been determined yet, the next step is to map out existing and proposed trails (local and regional) and identify gaps. Also through the SHIP grant, we are updating our GoCarverGo website and TRIP application. As part of these enhancement we will be collecting updated park, trail and amenity GIS data. SHIP seeks to create sustainable, systemic changes in schools, worksites, communities and health care organizations that make it easier for Minnesotans to incorporate healthy behaviors into their daily lives. Changing Policies, Systems and Environments The community that surrounds a person greatly influences behavior choices. Research has shown that people's health is related to both the physical and social environment in which they live. Environments, social norms, policies, regulations and laws impact behaviors of individuals. These social and physical environmental elements can promote, support and reinforce healthy behaviors and contribute to the reduction of obesity in the state of Minnesota. SHIP plays an important role by focusing on policy, systems and environmental changes to make sustainable changes designed to curb the state's obesity and tobacco crisis. SHIP Activities in Carver and Scott Counties The Carver -Scott SHIP staff, in collaboration with its Community Leadership Team, has selected the following interventions for implementation in Carver and Scott Counties. ( "Xcel Energy ") tentative plans to obtain a Certificate of Need (CON) and Route Permit from the Minnesota Public Utilities Commission ( "MPUC ") for the above referenced Southwest Twin Cities Transmission Line Rebuild Project ( "Project "). As part of our public outreach, this notice is being sent to each local unit of government within which the proposed Project is located. Should Xcel decide to seek a permit for the Project from the MPUC, this notice is required prior to filing a Route Permit Application ( "RPA "), in accordance with Minn. Stat. § 216E.03, subd. 3a and 3b. Description of the Project This Project is needed to ensure reliable and stable electric service in the southwest Twin Cities area, including Chanhassen, Deephaven, Eden Prairie, Excelsior, Greenwood, Minnetonka, and Shorewood. The Project generally consists of rebuilding existing 69 kilovolt ( "kV ") transmission line to 115 kV as indicated in the attached Exhibit 1 and upgrading substation transformers and switches. The Project is expected to be completed within existing easements with no new route segments. Beginning at the east end of the Project and moving counter clockwise to the west end, Xcel Energy proposes to follow the existing 69 kV route: 1. Beginning in Eden Prairie at the Westgate Substation near Martin Drive and Venture Lane, extending north along Purgatory Creek to Valley View Road, west to Eden Prairie Road, north to Edenwood Drive, west past Eden Prairie high school, turning north along Duck Lake Road to County Road 62 (W. 62 " St.) in Minnetonka. 2. Within Minnetonka, the existing line continues east along County Road 62 to Scenic Heights Drive, north to Jealam Road, west through Purgatory Park, turns north to align with Spring Lane and continues along Highway 101 past Lake Street East, turns southwest along the regional bike trail and into the town of Deephaven and the Deephaven Substation. From the Deephaven Substation, the existing line continues southwest along the regional bike trail and eventually Minnetonka Boulevard, into the town of Greenwood. 4. Within Greenwood, the existing line continues southwest along the bike path and Minnetonka into Excelsior. 5. Within Excelsior, the existing line continues along Minnetonka Boulevard and the regional bike trail south of Excelsior Boulevard to the Excelsior Substation near Morse Avenue and Highway 7. 6. From the Excelsior Substation, the existing route continues southwest along Highway 7 to Highway 41, turns south along Hazeltine Boulevard into Chanhassen . 7. Within Chanhassen, the existing line continug§ along Hazeltine Boulevard to a point just north of Lake Lucy Road, where it proceeds due south to Highway 5, turning east until Prairie Flower Boulevard where it crosses Highway 5 and turns south near Stone Creek Drive and continues to the Bluff Creek Switch near Boulder Road and Stone Creek. The Project area is generally horseshoe shape and measures approximately 14 miles in length from east of western Eden Prairie, MN to south central Chanhassen, MN in a mix of rural, residential and commercial areas of Hennepin and Carver counties, MN. A map of the Project is attached as Exhibit 1. The Project is further located as indicated in the table below. Rules Chapter 7850.1000, subp. 9. The Project qualifies for the Alternative Permitting Process under Minn. Stat. Chapter 216E and pursuant to Minn. Rules Chapter 7850.2800 to 7850.3900 (see Minn. Rules Chapter 7850.2800, subp. 1(C)), which Xcel Energy may elect to use. A Certificate of Need (CON) is required for the Project because it is classified as a large energy facility under Minn. Stat. §§ 216B.243 and 216B.2421, subd. 2(3) and it is a HVTL with a capacity greater than 100 kV with more than ten miles of transmission line within Minnesota. Xcel Energy will apply for a CON for the Project. The entire proposed Project will be located within existing easements maintained by Xcel Energy/Northern States Power Company. The majority of these easements along the proposed May 20, 2010 Page 3 route are 50 feet right -of -way. For the route analysis, Xcel Energy proposes a 200 foot wide route corridor, 100 feet on either side of the existing transmission line locations. An initial project information meeting will be scheduled for the project. The formal Route Permit proceeding will also be scheduled in the project area by the MPUC after considering input from the applicant utility, interested stakeholders, local governments, state and federal agencies and landowners who may be affected by the Project. Xcel Energy plans to submit an application for a Route Permit to the MPUC late fall 2010. Additional environmental review will take place during the routing process and will consider environmental, land use, and other potential impacts. Pursuant to Minn. Stat. § 216E.03, subd. 3a and 3b, you may request a pre- application consultation regarding the proposed Project within 30 days of receiving this notice.
