1977 07 26 Minutes Housing Redevelopment Authority July 26, 1977 -- The regular meeting of the Housing Redevelopment Authority (HRA) was called to order by Chairman Herb Bloomberg at 7:30 p.m. on July 26, 1977. The following members were present: Bill Gullickson, Tom Klingelhutz and Herb Bloomberg. Also present was City Manager, Don Ashworth. Chairman Bloomberg noted that the contract with BRW had been discussed over the last two meetings, but as a quorum was not present, action was delayed to this meeting. The Commission discussed the contract and noted that commitments had been received to fund the first phase of the agreement. Manager Ashworth noted that the City Attorney had given an opinion that the HRA had the ability to enter into contracts assuming that monies were available. Additionally, that the HRA had the power, under State Law, to seek donations for carrying out activities of the HRA. The Manager stated that he had contacted BRW to see if any of the members could be faced with a conflict of interest situation in approving the BRW contract. BRW stated "no" as the purpose of the study was to determine the feasibility of the district and the limits of such meeting state statute. At this point, neither the HRA nor BRW had established the limits of the district, the feasibility of such, or which specific parcels mayor may not be included. As such members could vote on the determination to employ BRW whether they owned property in the Central Business District or Chanhassen. e Bill Gullickson moved, Tom Klingelhutz seconded a motion to approve the first phase of the Professional Service Agreement with BRW for preparation of a preliminary feasibility study and downtown redevelopment plan pursuant to their agreement of July 14, 1977. Motion carried. Ayes - All. Chairman Bloomberg noted that the Downtown Redevelopment District would be meeting on August 9, 1977, to discuss committing funds from that body for the study. Additional solicitations will also be requested including a presentation to the City Council to finance a portion of the project. Tom Klingelhutz moved to adjourn.
