Housing Redevelopment Authority
October 4, 1977
Chanhassen City Hall
A regular meeting of the Housing and Redevelopment Authority was
scheduled for October 4, 1977, at 8:00 p.m. Members present were
Herb Bloomberg and Tom Klingelhutz. Bill Gullickson was absent.
Also present were Don Ashworth, City Manager and Mike Brinda, BRW.
As a quorum was not present, no official action was taken. Items
discussed included:
BRW - Presentation of Tax Increment Feasibility Study - Downtown
Redevelopment Project: Mike Brinda presented the feasibility study
for the downtown tax increment district. Alternative development
options, as presented in the feasibility study were discussed in detail.

Don Ashworth noted that Bill Gullickson had reviewed the feasibility
study and favored proceeding. Both Mr. Bloomberg and Klingelhutz
supported proceeding. No action was officially taken, but HRA members
supported officially presenting the study to the City Council on
October 17, 1977, with the intent of seeking City Council authorizption to
proceed on the development plan (Phase II of the study). The total
cost of Phase I (feasibility study) and Phase II (preparation of
development plan) is estimated to cost $10,000. Herb Bloomberg
stated that private commitments had been received for funding the
project in the total amount of $3,000. Additionally, it was noted
that the Chanhassen Development Corp. (primarily Chamber members
and residents of the City) had officially met and authorized an
expenditure of $2,000 from donations presently on deposit in the
Chanhassen State Bank for the study. All monies received to date
would be in the form of an unsecured loan to be repayed by the
development district if and when such were established. The request
to the City of Chanhassen, in the amount of the remaining $5,000,
would be on the same basis - an unsecured loan to be repayed from
tax increment dollars received.
HRA members will receive a copy of the city council agenda showing the
time this item will be on the agenda. It is anticipated that an early
start by the city council may be required to allow the consultant
Mike Brinda - BRW, to discuss the feasiblity study with the city
council.
Membership: Two applications are presently on file for membership
with the HRA. As a quorum was not present, no official action could
be taken. Both Herb Bloomberg and Tom Klingelhutz noted that they would
be seeking additional applications which could be reviewed and acted
upon at the next regular HRA meeting.
