Housing and Redevelopment Authority

A regular meeting of the Chanhassen Housing and Redevelopment Authority
was called to order on April 25, 1978, at 7:30 p.m. The following
members were present: Herb Bloomberg, Chairman; Commission members
Tom Klingelhutz, John Pryzmus and Mike Niemeyer. Absent was Commissioner
Bill Gullickson. Also present was Don Ashworth, City Manager and
Mike Brinda, Bather, Ringrose and Wolsfeld.
Redevelopment Plan and DeV'elopmentcriteri'a
Mike Brinda of BRW was present to review the revised redevelopment
plan per HRA actions of their last meeting. Mr. Brinda outlined
concept plans for the tax increment district including HRA goals of:
1). Establish a community service core.
2). Maintain and encourage a unique imagable downtown. Existing
businesses are to be encouraged to stay land develop.
3). Minimize and discourage the use of the image of the franchise
type development.
4). Preserve the old church and city hall as a useful portion of
the city.
5). The area between the railroad and Highway 5 should be related
to Highway use.
6). Encourage the development of middle density housing within the
district.
7). Encourage the concentration of development in order to preserve
open space.
8). Establish and maintain design continuity.
9). Develop reasonable and safe subsystems like traffic and
utilities.
10). Encourage an open space image into and adjacent to the district.
Commission members discussed development criteria. No changes were made.
The three alternate plans were discussed with Commission members noting
that the specific plan developed would require refinement of one or more
of these alternatives, or potentially a new alternative, after inter-
action with the business community, planning commission and city council,
and residential citizens.
city Manager, Don Ashworth noted that during the period that an actual
plan was developed and development criteria established, that reasonable
safeguards would need to be established to ensure that premature
development did not occur in advance of developing a specific plan.
Specifically, a building moratorium should be considered by the HRA,
prohibiting development not in accordance with the development plan
as tentatively established and not being in conformance with the
development criteria.
After consideration, Commissioner Niemeyer moved that the HRA accept
the tentative development plans as presented by BRW together with the
development critiera for the tax increment district and recommend that
the city council adopt a moratorium prohibiting development in the

tax increment district not in conformance with such plan and development
criteria. Motion seconded by John Pryzmus. Ayes - All.
