MINUTES OF ORGANIZATIONAL MEETING OF THE
HOUSING AND REDEVELOPMENT AUTHORITY OF
CHANHASSEN, MINNESOTA
For purposes of organizing, a meeting of the Housing and Redevelopment
Authority of Chanhassen, Minnesota, was held on November 14, 1978 at
8:15 P.M. at City Hall in the City of Chanhassen, Minnesota. The mem-
bers of the authority were present as follows: William Gullickson,
John Pryzmus, Calvin Niemeyer and Clifford Whitehill. Thomas
Klingelhutz was absent.
There were also present by invitation the following: Donald W.
Ashworth, City Manager, and Craig M. Mertz, Assistant City Attorney.
Donald W. Ashworth, representing the Chanhassen Mayor and Chanhassen
City Council, the appointing authority, asked that a temporary chair-
man and a secretary pro tern be elected. Commissioner Gullickson was
elected temporary chairman and Commissioner Neimeyer was elected
secretary pro tern and kept the min~tes of the meeting.
The secretary pro tern read the call of the meeting and the certificate
of service thereof, which were spread upon the minutes as follows:

You and each of you are hereby notified that I have called a meeting
of the Housing and Redevelopment Authority of Chanhassen, Minnesota,
to be held at the Chanhassen City Hall in the City of Chanhassen,
Minnesota, at 8:15 o'clock P.M. on the 14th day of November, 1978, for
the purpose of organizing said Housing and Redevelopment Authority,
adopting By-Laws and a seal therefor, electing officers, and to take
such other action concerning the organiza~ion of said housing authority
as the members thereof may determine. )

CONSENT TO MEETING
We, the undersigned Commissioners of the Housing and Redevelopment
Authority of Chanhassen,Minnesota, hereby accept service of the
foregoing call of meeting for November 14, 1978, waiving any and
all irregularities in such service and in such service and in such
call, and consent and agree that said Commissioners of the Housing
and Redevelopment Authm:"i ty of Chanhassen, Minnesota, shall meet at
the time and place herein stated, for the purpose therein stated.

There were presented to the meeting certified copies of the following
documents:
1.
Resolution No. 0007-74, passed by the City Council of
Chanhassen, Minnesota, on the 4th day of February, 1974,
providing for a hearing to determine the need for a
housing and redevelopment authority to function in Chanhassen,
Minnesota;
2.
Resolution No. 10-74, passed by the City Council of the
City of Chanhassen on the 25th day of March, 1974, determining
the need for a housing and redevelopment authority in
Chanhassen, Minnesota;
3.
Certificates of appointment by the Mayor of Chanhassen,
Minnesota, of the following former Commissioners of said
authority: Herbert Bloomberg, Harry Funk, and Gail Stone.
4.
Certificates of appointment by the Mayor of the City of
Chanhassen of the following present Commissioners of said
Authority: Clifford L. Whitehill, Calvin Niemeyer, John
Pryzmus, Bill Gullickson, Thomas Klingelhutz.
5 .
A resolution passed by the City Council of Chanhassen,
Minnesota, on May 29, 1974, approving the appointment of
the following Commissioners of the Housing and Redevelopment
Authority of Chanhassen, Minnesota: Gail Stone, Harry
Funk, William Gullickson, Thomas Klingelhutz, and Herbert
Bloomberg.
6.
A resolution passed by the City Council of Chanhassen,
Minnesota, on September 5, 1978, approving the appointment
of Clifford Whitehill as a Commissioner of the Housing and
Redevelopment Authority of Chanhassen, Minnesota.

A resolution passed by the City Council of the City of
Chanhassen on March 6, 1978, approving the appointment or
re-appointment, as the case may be, of the following
Commissioners of the Housing and Redevelopment Authority:6f
Chanhassen, Minnesota: Herbert Bloomberg, Calvin Niemeyer,
and John Pryzmus.
It was directed that said documents be filed in the records of this
Authority, immediately preceeding the minutes of this meeting. It
also appeared that each of the foregoing named Commissioners duly
accepted the appointment and took the oath of office.
Thereupon, it appearing that there were in attendance at the within
meeting, all of the present Commissioners of the Housing and Redevelop-
ment Authority of Chanhassen, Minnesota, so appointed, with the excep-
tion of Commissioner Thomas Klingelhutz, the temporary chairman
announced that it was in order to elect the officers of the Authority
to serve until the next annual meeting or until their successors were
chosen and qualified in their stead.
Commissioner Gullickson was placed in nomination for the office of
chairman. There appearing to be no other nominations, the temporary
chairman announced that a vote would be in order. A vote being
taken, it was found that Commissioner Gullickson had received a
majority of the votes cast, and the temporary chairman declared that
the said Commissioner had been duly elected to the office of chairman
of the Authority. Commissioner Gullickson then entered upon his duties
as chairman and presided at the meeting.
Commissioner Niemeyer was placed in nomination for the office of vice
chairman. There appearing to be no other nominations, the chairman
announced that a vote would be in order. A vote being taken, it was
found that Commissioner Niemeyer had received a majority of the votes
cast, and the chairman declared that said Commissioner had been elected
to the office of vice chairman of the Authority.
Commissioner Whitehill was placed in nomination for the office of
secretary. There appearing to be no other nominations, the chairman
announced that a vote would be in order. A vote being taken, it was
found that Commissioner Whitehill had received a majority of the votes
cast, and the chairman declared that the said Commissioner had been
duly elected to the office of Secretary of the Authority. Commissioner
Whitehill then entered upon his duties as such secretary.
The following resolution was then introduced by Commissioner Niemeyer,
read in full by the secretary, and considered:
