The Housing and Redevelopment Authority officially met on December 17,
1979 in a joint session with the Chanhassen City Council. HRA members
present were: Commissioners Gullickson, Whitehill, Bohn and Niemeyer.
Other interested parties present included: Mayor Hobbs, Councilmen
Pearson, Neveaux, Geving and Swenson; Bill McRostie and Herb Bloomberg
of Bloomberg Companies; Jerry Korsunsky, Architec~ and Dennis Spalla,
Kraus Anderson; Al Klingelhutz, Larry Buchheit, Bernie Schneider,
Harry Pauly, Jerry Carlson, Frank Beddor, and other members of the
business community.
The following represents a summary of the joint session with the
city council. No action was taken by the HRA.
The purpose of this meeting was to allow representatives of Kraus
Anderson and Bloomberg Companies to formally present their redevelopment
plans for the downtown area"to both the Chanhassen City Council as well
as Housing and Redevelopment Authority.
The H.R.A. had previously requested general proposals from developers
to carry out redevelopment activities meeting general guidelines
established by the Planning Commission and City Council.

After review of proposals received, the H.R.A. acted to invite Kraus
Anderson and Bloomberg Companies to prepare more specific development
plans including site plans, proposed constructed square footage, phasing,
parking needs, types of tenants, etc.
The presentation by Kraus Anderson/Bloomberg Companies reflected develop-
ment proposals which would include approximately 160,000 square feet
of retail/office construction within the first phase of development
for properties proposed to be developed by Kraus Anderson. Three
major tenants are being considered including major grocery facility
clJthing, and drugstore. Numerous other smaller buildings are pro-
posed to be constructed which would include smaller sp~cialty retail
stores, convenience retail, and general office areas. Additional land
uses which are envisioned include a bowling center and potential
cinema.
Included within the development proposal of Bloomberg Comp~nies
would be conversion of the existing hardware/lumber area to retail and
construction of a new home center and potential hotel construction.
Should fillnal market studies delay construction of the hotel, an
alternate future site location for the hotel was shovID with Kraus Anderson
proceeding with a second phase retail area expanded into the area
presently being shown for the hotel complex. The overall development
plan reflected all of the new construction being surrounded by a new
ring road with parking adjacent to all land uses.

Two open court yards are envisioned in the center area of the project,
including both an interior as well as exterior walkways. The overall
architectural style would be similar to the dinner theatre and hardware
store.

The task confronting the Housing and Redevelopment Authority during the
next 30 - 45 days will include carrying out specific reviews of the
site plan, determining phasing, and considering comments from other
e groups.
The major task will include determining whether the new taxes created
by the new construction will sufficiently offset public costs associated
wi th acquiring land$,: providing financial help and relocating
businesses and carrying out construction of the ring road. The firm of
Bather, Ringrose and Wolsfeld has been employed by the HRA to provide
professional assistance in these areas.
