Chanhassen Housing and Redevelopment Authority Thursday, March 20, 1980 Chanhassen City Hall A regular meeting of the Chanhassen Housing and Redevelopment Authority (HRA) was called to order on March 20, 1980 at 7:45 p.m. The following members were present: Bill Gullickson, Chairman; Commissioner Jim Bohn, Commissioner Cliff Whitehill, Commissioner Mike Niemeyer, Commissioner Tim Russell. Downtown Redevelopment Project: Don Ashworth read the March 12, 1980 letter concerning Modification #3 and recommended approval of the overall plan. Arjis Palkalns went on with a presentation of the development plan, presenting two studies; the NW corner and the SE entrance. There are too many access points with the SE entrance. There are two types of roadways with the NW corner (the John Havlick property and City Hall property), primary and feeder roads. The primary roads are Kerber Drive, 78th street and Hwy 101. The feeder roads being Laredo, Picha Drive, Frontier Trail and Great Plains Blvd. Laredo is a collective Road. There 1- 2. 3 . 4. 5. 6. are seven things to consider: Pedestrian relationship to the library, school, etc. Parking lots for City Hall, overflow for skating rinks, etc. Lacks a clear indication of access City Hall complex should have access from the ring road. Police station will require access in all directions. There is a need to service the commercial area west of the bank. There is a need to protect the residential areas to the north. - 7. There was a bit more discussion. There were some corrections made in the Draft of the Amended Plan for the Redevelopment Project. Copies will be sent out of the revised copy of these 'corrections to the Countil next week. Approval of the Redevelopment Plan: Chairman Gullickson asked if there were any questions on what has developed to this point. Pat Swenson questioned the design level for the HRA, are there enclosed walkways within and without? Chairman Gullickson said that in the original plans there were enclosed walkways. There was much discussion. -. . e .' Page 2 e Chairman Gullickson wanted to entertain a motion from a member of the Commission approving the redevelopment plan as presented, however, John Havlick felt all questions were not answered as yet. John Havlik stated his feelings that the Plan is ruining his property and his home. John also wanted to know how long it takes to sell the bonds once you put them on the market? Don Ashworth replied that it is about six weeks from decision to the time of consumation. More discussion followed. John Przymus wondered when there would be an appraisal and also at the end of 90 days will the second phase be granted? Don replied no. LueAnn questioned when the northern road is put in if the residents will be assessed for the road behind their homes as well as in the front. Don said he could not guarantee what a future Council would do. e Art Kerber wondered if the project goes down three or four years from now, could the whole city be taxed if the bonds are not sold. Don said if the monies are not received, it could go back against the City. At this point, Chairman Gullickson stated that we have two dependable, honest developers and if they go down the tube and are unable to complete committments, the whole u.s. should welsh on committments. Craig Mertz stated the Resolution adopting the Numbering System has to come first. Mike Niemeyer moved for written resolution adopting the Numbering System. Motion seconded. Ayes all. Motion carried. Resolution 80-01. Craig Mertz read the resolution approving Plan Modifications. Commissioner Russell made motion we adopt the Plan Modifications. Motion seconded. Ayes all. Motion carried. Resolution 80-02. Chairman Gullickson stated in approving these two resolutions, the Commission has approved the Overall Plan. At this point Chairman Gullickson made mention of the fact that at this time he expected fireworks, sirens, horns, etc. Building Moratorium Variance Request: Mike Sorenson, Liquor Store: The Commission allowed Mr. Sorenson to make comments and then voted on reconsideration. Mr. Sorenson just wanted to know the status of his project,and if the Commission was intending to buy his property. Chairman Gullickson sais yes, the property was on the relocation list. It was moved and seconded that the Commission not reconsider. Ayes all. Motion carried. e . .~ . . r . Page 3 e Jim Burdick, W. 78th street and Burdick Park: Mr. Dick larson was representing Mr. Burdick and presented the plans for a small office building to be constructed on the corner of Monterey and 78th street. He stated they would like to advertise rental space. Discussion followed. Commi~sioner Whitehill moved that there be a variance on that site. Seconded. Ayes all. Motion carried. The second issue: office/warehouse. Commissioner Niemeyer moved we waive the moratorium. The motion died. Commissioner Whitehill moved the Commission table the matter. Seconded. Ayes, three. Nay, one. Chairman Gullickson moved the Commission ask for a 90 day moratorium after the City Council. Seconded. Ayes all. Motion carried. Policy Statements: Fluoroware; Don Ashworth went over the attached letters regarding Chanhassen lakes Business Park. Next the policy concerning moving Instant Web was discussed. Commissioner Whitehill moved that the "whereas" statement stay the same and strike items 2 and 3. Seconded. Ayes all. Motion carried.
