REGULAR MEETING
June 11, 2003
Meeting called to order at 7:00 p.m.
MEMBERS PRESENT: Marcus Zbinden, Ron Olsen, Steve Nalefski, Jo Mueller, Dotti Shay,
Deborah Yungner, Kim Grant
MEMBERS ABSENT:

COUNCIL PRESENT: none
APPROVAL OF MINUTES: May minutes were approved with the following change: MarCus
Zbinden was present at the May meeting.
,~LILY 4 PARADE ENTRY: The EC decided to have a parade entry this year instead of a table
at the July 3 Business Expo. Marcus has reserved the Green Guardian costume. Ron has
volunteered to wear the costume which Marcus said would be ok if the commission meets all the
requirements, i.e. have an actor wear the costume. Ron stated that he did have experience as a
professional actor. Dotti has offered to drive a Geo Tracker with a conVertible top and other
commissioners will walk along with the entry and hand out brochures, magnets, candy, etc.
Someone suggested that the car be decorated with recyclables that are accepted at the Recycling
Center and drag cans, plastic bottles, and milk cartons behind. Another suggestion was to hand
out recycling center coupons since there is enough money in the budget to cover them. The
theme will be 'the Green Guardian to the rescue of the damsel in environmental distress'.
Marcus, Ron, Dotti and Steve will be in town for July 4 and will meet to discuss the entry details.
Jill fill will out the entry application which is due June 13.
VIDEO: The commission watched a video entitled "Resources and Opportunities for Solid
Waste". It was made by the Solid Waste Coordinating Board for the new legislators with the
goal of educating them on work that still needs to be done on solid waste management. Each
senator and representative received a copy of the tape and a short survey.
CHAPTER 16 REVISION: Jill updated the commission on the status of the revisions: CitY
Council has not yet reviewed it. The commission discussed current hauler issues regarding the
requirement of each hauler providing the city 'with recycling information. The only hauler
meeting the requirement is BFI; Waste Management and Randy's Sanitation are not submitting
any reports. The commission suggested that the city manager send a letter to the haulers
requesting this information. The commission also suggested that an article go in the next
Connection that includes a list of what materials are required to be collected by haulers. The
article should tell residents to call their haulers if they are not collecting the proper materials. An
article could also go into the Villager about garbage volume going up and recycling quantities
going down. Marcus offered to attend the council meeting when they review Chap. 16. The
commission also' recommended that the recycling center coupon be put on the back cover of the
Connection and/or advertised on the front cover.
NEIGHBORHOOD WATER QUALITY PROJECT: Lori presented an overview of Project
'H20. Currently, 5 neighborhoods are involved in the project; 3 around Lotus Lake, 1 along Lake
Lucy and 1 on Lake Minnewashta. Lori will be training the neighborhood representatives on July
10 and each will be given a plastic tote containing educational resources.
GENERAL DISCUSSION:
· Jill stated that County Market has the Arbor Day tote bags for sale at their customer
service counter. She didn't have information on how many have been sold to date.
· The commission decided to give Blue Sky Guides to the EE Award winners and to others
already interested in environmental issues. The commission will discUss next year's
order at the July meting.
· Marcus suggested that the recycling center coupon be advertised in the Villager.
