PRC 2010 08 24 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES AUGUST 24, 2010 The Park and Recreation Commission held an on site neighborhood meeting at Herman Field Park prior to the regular meeting. Chairman Daniel called the Park and Recreation Commission meeting to order at 7:30 p.m. MEMBERS PRESENT: Jeff Daniel, Steve Scharfenberg, Tom Kelly, Glenn Stolar, Elise Ryan and Cole Kelly MEMBERS ABSENT: Scott Wendt STAFF PRESENT: Todd Hoffman, Park and Rec Director; and Jerry Ruegemer, Recreation Superintendent APPROVAL OF AGENDA:Scharfenberg moved, Stolar seconded to approve the agenda, amended by Commissioner Scharfenberg to include item 3(a). Update on batting cages at Bandimere Park. All voted in favor and the motion carried unanimously with a vote of 6 to 0. PUBLIC ANNOUNCEMENTS: Todd Hoffman provided an update on the Miracles Kids st Triathlon that was held on Saturday, August 21. VISITOR PRESENTATIONS: None. APPROVAL OF MINUTES:Scharfenberg moved, Tom Kelly seconded to approve the verbatim and summary minutes of the Park and Recreation Commission meeting dated July 27, 2010, amended to change the third to the last word in the first paragraph on page 35 of the verbatim minutes to “commended”. All voted in favor and the motion carried unanimously with a vote of 6 to 0. COMMISSION DISCUSSION - HERMAN FIELD PARK NEIGHBORHOOD MEETING RESULTS. The commission discussed the following topics brought up by the neighborhood regarding Herman Field Park:  additional playground equipment  installing a basketball court or backstop in the open field area  access into Lake Minnewashta Regional Park and address the erosion issue  bridge or tunnel over Highway 7 to access Shorewood  diseased tree removals  playground border evaluation Park and Recreation Commission Summary - August 24, 2010  replacement of trash can lids  options for pre-teens or teenagers  continuation of park patrols  portable toilet  dog waste bags and disposal The commission was happy with the number of neighbors attending the meeting. They discussed whether the playground was under developed when compared to other neighborhood parks. Commissioner Ryan suggested doing a follow-up with the neighborhood thanking them for attending and informing them that the commission was following up on their suggestions. APPROVE RECOMMENDATION TO CITY COUNCIL, 2011-2015 PARK AND TRAIL ACQUISITION AND DEVELOPMENT CAPITAL IMPROVEMENT PROGRAM (CIP). Todd Hoffman reviewed the projects that are recommended for the 2011-2015 CIP program and discussed those projects that are not on the list. Chairman Daniel asked about meeting with the kids that use the skate park prior to the replacement of equipment. Commissioner Scharfenberg suggested options for purchasing new/used skate park equipment. Commissioner Stolar expressed concern with extending the Highway 41 trail to an unsafe intersection at Highway 7. Staff and commission members discussed different trail options and decided that a field trip to the area was needed. Commissioner Scharfenberg suggested taking the $20,000 proposed for the disc golf course and putting it towards upgrading Herman Field Park. Commissioners Tom Kelly and Ryan stated they would be in favor of the disc golf course plus improvements to Herman Field Park in 2011 or 2012. Commissioner Cole Kelly stated he was in favor of the disc golf course and evaluating the needs of Herman Field Park in comparison to other neighborhood parks. He asked about the fund balance going below a million dollars in 2014. After discussion it was decided to add $10,000 in 2012 for Herman Field Park. Tom Kelly moved, Ryan seconded that the Park and Recreation Commission recommends that the City Council approve the 2011 to 2015 Park and Trail Acquisition and Development Capital Improvement Program with the addition of a line item of $10,000 for Herman Field improvements in 2012. All voted in favor and the motion carried unanimously with a vote of 6 to 0. UPDATE ON BATTING CAGES AT BANDIMERE PARK. Commissioner Scharfenberg asked for an update from staff on the addition of batting cages at Bandimere Park. Staff indicated they will bring information back to the commission at a future meeting. RECREATION PROGRAM REPORTS: KLEINBANK SUMMER CONCERT SERIES EVALUATION. Jerry Ruegemer presented the staff report on this item. FALL SOFTBALL LEAGUE. Jerry Ruegemer provided an update on the fall softball league. 2 Park and Recreation Commission Summary - August 24, 2010 DAVE HUFFMAN 5K MEMORIAL RACE. Jerry Ruegemer provided an update on the planning for the event. Commissioner Ryan suggested doing something in remembrance of 9/11. Commissioner Cole Kelly suggested contacting coaches regarding volunteers from the high school teams. REC CENTER SPORTS OPEN HOUSE. Jerry Ruegemer informed the commission of the th open house being held at the Rec Center on Saturday, August 28. ADMINISTRATIVE REPORTS: 2010 COMMUNITY SURVEY RESULTS. Todd Hoffman reviewed the results related to parks and recreation in the 2010 community survey. ESTABLISH DISCUSSION TOPICS, JOINT MEETING WITH CITY COUNCIL. Staff and commission members discussed Park and Recreation Commission goals and discussion items to include in the meeting with City Council. COMMISION MEMBER COMMITTEE REPORTS. None. COMMISSION MEMBER PRESENTATIONS. Commissioner Stolar reminded commission members that the National Recreation and Parks Association National Congress will be held in Minneapolis this year in late October. ADMINISTRATIVE PACKET. Todd Hoffman highlighted letters from Herman Field Park neighbors. Scharfenberg moved, Tom Kelly seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 6 to 0. The Park and Recreation Commission meeting was adjourned.
