SUMMARY MINUTES
JANUARY 25, 2011
Acting Chair Scharfenberg called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Steve Scharfenberg, Tom Kelly, Glenn Stolar, Elise Ryan and Cole
Kelly
MEMBERS ABSENT:
Jeff Daniel and Scott Wendt
STAFF PRESENT:
Todd Hoffman, Park and Rec Director; and Jerry Ruegemer, Recreation
Superintendent
APPROVAL OF AGENDA:Stolar moved, Tom Kelly seconded to approve the agenda as
published. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
PUBLIC ANNOUNCEMENTS:
Todd Hoffman reminded Commission members
Scharfenberg, Stolar and Wendt that their terms will expire in April and that advertisements for
commission vacancies have been published.
VISITOR PRESENTATIONS:
None.
APPROVAL OF MINUTES: Tom Kelly moved, Cole Kelly seconded to approve the
verbatim and summary minutes of the Park and Recreation Commission meeting dated
December 14, 2010 as presented. All voted in favor and the motion carried unanimously
with a vote of 5 to 0.
2011 PARK AND TRAIL ACQUISITION AND DEVELOPMENT CAPITAL
IMPROVEMENT PROGRAM (CIP) OVERVIEW.
Todd Hoffman reviewed projects and acquisitions planned for 2011, including $10,000 to
upgrade the Rec Center fitness equipment, purchase and replacement of benches and tables in
parks, city tree planting program, Highway 41 pedestrian trail and underpass, Pioneer Park,
101/Pleasant View Road intersection and trail improvements and the park acquisition at
Reflections at Lake Riley. Commission members asked for details of the pedestrian crosswalk
north of the middle school, if a crosswalk would be included in the Highway 101/Pleasant View
Road improvements, and if park dedication money will be needed for future improvements on
Highway 101 south.
RECREATION PROGRAM REPORTS: 2011 FEBRUARY FESTIVAL.

provided an update on the 18 annual ice fishing contest and Feb Fest activities. Commissioner
Ryan suggested having chairs or a bench by the skating rink where kids can put their skates on.

SELF-SUPPORTING PROGRAMS: 3-ON-3 ADULT BASKETBALL LEAGUE
REPORT.
Jerry Ruegemer outlined the schedule for the winter and spring season.
ADMINISTRATIVE: RECREATION CENTER FEE INCREASE.
Todd Hoffman provided an update on City Council action to increase the daily punch card
amount from $2.50 to $3.00.

ADMINISTRATIVE PACKET:

Tom Kelly moved, Stolar seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 5 to 0. The Park and Recreation Commission
meeting was adjourned.
