Mayor Furlong called the work session to order at 6:05 P.M
COUNCIL MEMBERS PRESENT:

DISCUSS EMERGENCY CONNECTION OPTIONS BETWEEN STONE CREEK AND
TIMEBERWOOD NEIGHBORHOODS, PROJECT 11-01
Paul Oehme reviewed the following three options for emergency access between Timberwood
Drive and Stone Creek Court:
Option 1. A reduced paved hammerhead turnaround at the end of Stone Creek Court, leaving
Timberwood Drive cul-de-sac, relocation of the fire hydrant, installation of storm sewer, trail
realignment and a 25’ x 10’ engineered turf between streets for an estimated cost of $22,364.
Option 2. Engineered turf connection between the two streets, relocation of the fire hydrant, trail
realignment, storm sewer culvert for an estimated cost of $25,000.
Option 3. Paved connection between the two streets would include 250 feet of pavement
removed to ensure proper transition. relocation of the fire hydrant and installation of storm sewer
for an estimated cost of $65,000.
These estimated costs would be lower if city crews are able to relocate the fire hydrant and
install the storm sewer culvert. Staff showed examples of engineered turf and barricade options,
noting staff is recommending Option 1. Councilman McDonald asked for clarification of how
emergency vehicles would get through the barricade. Councilman Laufenburger asked about the
number of barricades needed and specifics involved with completing Option 1. Mayor Furlong
asked about the condition and maintenance of the current trail section and the effects of a fourth
option which is doing nothing. Councilwoman Tjornhom stated if she were to vote today she
would vote for doing nothing due to the costs associated with all three options. Councilwoman
Ernst agreed with Councilwoman Tjornhom. Mayor Furlong explained that he felt the money
would be better spent when utilities are connected between the two neighborhoods.
Councilwoman Tjornhom asked if there was a way to address the issues of a turn around for
snow plows and snow storage at the end of Stone Creek Drive. In summary Mayor Furlong
stated it was the council’s opinion that there are options available but none that the council wants
to pursue at this time.

PLANS, MNDOT.

Paul Oehme reviewed the municipal consent process associated with mill and overlay
improvements to Highway 5 between TH 41 and County Road 11. Mayor Furlong asked about
feedback from residents in the Lone Cedar neighborhood regarding the project scope.
The work session was recessed at 6:45 p.m. for the Economic Development Authority
Meeting. It was reconvened at 6:52 p.m.

Paul Oehme outlined staff’s concern with MnDOT’s recommendation for a safety edge and
rumble strip.
The work session was recessed at 7:00 p.m. for the regular City Council meeting. It was
reconvened at 7:40 p.m.
CONTINUATION OF DISCUSSION OF MUNICIPAL CONSENT FOR HIGHWAY 5
PROJECT, REVIEW PLANS, MNDOT.
Paul Oehme continued with his presentation highlighting the details of the proposed road and
trail improvements on Highway 5 between Highway 41 and County Road 11. Todd Hoffman
explained the Arboretum’s involvement with planning the trail from Minnewashta Parkway to
the Arboretum. Mayor Furlong asked staff to investigate the possibility of building the private
drive off of Lone Cedar Road to a lower standard than MnDOT’s recommendation to save
money on the overall project, clarification of the shoulder improvements, the grant application
process and construction schedule. Councilman McDonald asked staff to explain how these
improvements will help people coming off of Minnewashta Parkway turn left onto TH 5. Mayor
Furlong asked about public notification to area residents noting he has received comments about
the validity of spending this amount of money for trail and intersection improvements at
Minnewashta Parkway and TH 5.
Laurie Hokkanen asked that upcoming work sessions begin at 5:00 p.m. to accommodate the
number of interviews for commission vacancies. The council discussed the interview process.
Mayor Furlong adjourned the work session at 8:25 p.m.
