REGULAR MEETING
SUMMARY MINUTES
FEBRUARY 22, 2011
Chairman Daniel called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Jeff Daniel, Steve Scharfenberg, Tom Kelly, Scott Wendt, Glenn
Stolar, Elise Ryan and Cole Kelly
STAFF PRESENT:
Todd Hoffman, Park and Rec Director; and Jerry Ruegemer, Recreation
Superintendent
APPROVAL OF AGENDA:Tom Kelly moved, Scharfenberg seconded to approve the
agenda with additions under commission member presentations by Commissioner Ryan
and administrative packet. All voted in favor and the motion carried unanimously with a
vote of 7 to 0.
PUBLIC ANNOUNCEMENTS:
Jerry Ruegemer announced that the city ice skating rinks
were officially closed for the season. Chair Daniel asked how this closing date compared to
other years.
VISITOR PRESENTATIONS:
None.
APPROVAL OF MINUTES: Cole Kelly moved, Tom Kelly seconded to approve the
verbatim and summary minutes of the Park and Recreation Commission meeting dated
January 25, 2011 as presented.
REVIEW CONCEPT PLANS FOR NEW NEIGHBORHOOD PARKS TO BE LOCATED
IN “REFLECTIONS AT LAKE RILEY” AND “PIONEER PASS”, AMY BOWER,
HOISINGTON-KOEGLER GROUP, INC.
Todd Hoffman outlined how the planning process for these two neighborhood parks will
proceed. Amy Bower with Hoisington-Koegler Group presented conceptual site plans.
Commissioner Cole Kelly asked for clarification of if and how these parks will be used for
scheduled activities, i.e. baseball or soccer practice and if money has been allocated in the CIP
for development. Commissioner Tom Kelly asked if there was a concern with teenagers using
the trail through the woods and suggested not installing playground equipment for the 2 to 5 year
range. Concentrating more on the 5 to 12. Commissioner Ryan suggested installing a trail and
bench at the pond in Pioneer Pass Park. Commissioner Scharfenberg asked about moving the
trail segment out of the potential outfield in the ballfield area. Todd Hoffman asked for
commission feedback on the separation between that road and the playground at Pioneer Pass
Park. Commission members discussed flip flopping the location of the basketball court with the
playground and the size of the parking lot. Commissioner Ryan asked staff to take into
consideration the distance from the parking lot to the playground.
Park and Recreation Commission Summary - February 22, 2011
Wendt moved, Cole Kelly seconded that the Park and Recreation Commission recommend
that the City Council approve the proposed park concept plans for new neighborhood
parks to be located in “Reflections at Lake Riley” and “Pioneer Pass” with changes to
Pioneer Pass Park flip flopping the basketball court and playground locations and
evaluating the parking lot size of 24 spaces, and approving the park names of “Riley Ridge
Park” and “Pioneer Pass Park”. All voted in favor and the motion carried unanimously
with a vote of 7 to 0.
CONSIDER 2011/2012 LAKE ANN PARK BEACH CONTRACT WITH MINNETONKA
COMMUNITY EDUCATION AND SERVICES.
Jerry Ruegemer presented the staff report on this item outlining the provisions of the 2011/2012
contract with Minnetonka Public Schools. Commissioner Cole Kelly asked for clarification of
how the contract is facilitated through the Minnetonka Public School system.
Tom Kelly moved, Scharfenberg seconded that the Park and Recreation Commission
recommends that the City Council approve a two year contract for Lake Ann Park Beach
Lifeguard services with Minnetonka Public Schools in the amount of $27,529 per year. All
voted in favor and the motion carried unanimously with a vote of 7 to 0.
RECOMMENDATION TO THE CITY COUNCIL CONCERNING PARK AND
RECREATION COMMISSION APPLICANTS.
Tom Kelly moved, Wendt seconded that the Park and Rec Commission rank the six
candidates for the City Council evaluation in the following order:
1. Steve Scharfenberg
2. Brent Carron
3. Matthew Myers
4. Rick Shea
5. Glen Kaufmann
6. Peter Aldritt
All voted in favor, except Commissioner Scharfenberg who abstained, and the motion
carried unanimously with a vote of 6 to 0.
RECREATION PROGRAM REPORTS:
FEBRUARY FESTIVAL EVALUATION.
Jerry Ruegemer outlined some of the proposed
changes for next year’s event. Chair Daniel suggested staff giving serious consideration to a
video display board showing results of the fishing contest and door prizes. Commissioner Cole
Kelly suggested staff email the Feb Fest flyer next year for commissioners to forward onto
friends and relatives.

ADMINISTRATIVE PRESENTATIONS:
Todd Hoffman discussed a joint meeting with the

Environmental Commission on Wednesday, April 13 to discuss a tree planting effort at Lake
Ann Park for Arbor Day and setting the schedule to tour the Rec Center, public works facility
and senior center.
COMMISSION MEMBER PRESENTATIONS.
Commissioner Ryan provided an update on
the Chanhassen Red Birds, noting she is stepping back a little with her involvement but that the
Board is always looking for volunteers to help with fundraising.
Scharfenberg moved, Tom Kelly seconded to adjourn the meeting. All voted in favor and
the motion carried unanimously with a vote of 7 to 0. The Park and Recreation
Commission meeting was adjourned.
