SUMMARY MINUTES
APRIL 26, 2011
Chairman Daniel called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:

Susan Bill, Senior Center Director; and Jodi Sarles, Recreation Center Manager
INTRODUCTION OF NEW MEMBERS AND APPOINTMENT OF CHAIR AND VICE
CHAIR FOR 2011/2012.
Chair Daniel welcomed new members Peter Aldritt and Brent Carron before opening up
nominations for Chair and Vice Chair.
Cole Kelly moved, Scharfenberg seconded to elect Jeff Daniel as Chairman. All voted in
favor and the motion carried unanimously with a vote of 5 to 0.
Cole Kelly moved, Daniel seconded to elect Steve Scharfenberg as Vice Chairman. All
voted in favor and the motion carried unanimously with a vote of 5 to 0.
APPROVAL OF AGENDA:Cole Kelly moved, Scharfenberg seconded to approve the
agenda as presented. All voted in favor and the motion carried unanimously with a vote of
5 to 0.
PUBLIC ANNOUNCEMENTS:
Todd Hoffman invited commissioners to attend the
Chanhassen Athletic Association’s opening day at Lake Ann Park on Saturday, April 30, 2011.
VISITOR PRESENTATIONS:
Todd Neils, the city and school district liaison for the newly
formed Dugout Club in Chanhassen, explained that the club was originally formed to support the
maintenance at the Chanhassen High School stadium complex and community development
projects within the boundaries of Chanhassen High School District 112. Specifically the Dugout
Club would like to offer signage at Lake Susan Park during the months of April through July.
Commissioner Cole Kelly asked how signage worked out for them in 2005. Todd Neils
explained that the City funded their projects at that time and did not need the funding from
signage advertisements. Commissioner Scharfenberg asked for clarification of the Dugout
Club’s proposal to the City Council. Chair Daniel asked if this request was a stepping stone to

similar requests at Lake Ann Park and Bandimere Park. After commissioner comments the
following recommendation was made to the City Council.
Cole Kelly moved, Aldritt seconded that the Park and Recreation Commission recommend
that the City Council allow the Dugout Club to post signs at Lake Susan from April
through July for revenue for purposes of putting it back into the fields and community
efforts in Chanhassen. All voted in favor and the motion carried unanimously with a vote
of 5 to 0.
APPROVAL OF MINUTES: Scharfenberg moved, Cole Kelly seconded to approve the
verbatim and summary minutes of the Park and Recreation Commission meeting dated
February 22, 2011 as presented. All voted in favor and the motion carried unanimously
with a vote of 5 to 0.
PROPOSED MODIFICATION TO LAKE SUSAN PARK MASTER PLAN; REMOVAL
OF SWIMMING BEACH DESIGNATION.
Todd Hoffman presented the staff report on this item and provided background information on
the development of Lake Susan Park. Commissioner Aldritt asked about the possibility of
improving the swimming beach as opposed to removing it.
Cole Kelly moved, Carron seconded that the Park and Recreation Commission
recommends that the City Council modify the Lake Susan Park master plan by removing
the designation of a swimming beach. All voted in favor and the motion carried
unanimously with a vote of 5 to 0.
REVIEW TH 101 NORTH AND PLEASANT VIEW ROAD INTERSECTION AND
TRAIL IMPROVEMENTS.
Todd Hoffman presented the staff report on this item. Commissioner Cole Kelly asked for
clarification on the breakdown and funding sources before stating he would not be able to
support this request without looking at the whole CIP schedule and rating this project in
comparison to other projects. Commissioner Carron asked about timing and location of the trail
in relation to the road. After commissioner comments the following motion was made.
Scharfenberg moved, Carron seconded that the Park and Recreation Commission
recommend that the City Council complete the TH 101 and Pleasant View Road
Intersection and Trail Improvements, City Project #11-05 and authorize the disbursement
of $95,000 in park dedication funds to assist in the funding of this project. All voted in
favor, except Cole Kelly who opposed and the motion carried with a vote of 4 to 1.
PRESENTATION OF 2010 PARK AND RECREATION ANNUAL REPORT.
Jerry Ruegemer reviewed the highlights of the 2010 Park and Recreation Annual Report.
Commission members complimented staff on their hard work and great effort over the past year.

RECREATION PROGRAM REPORTS:
2010/11 ICE SKATING/HOCKEY RINK EVALUATION.
John Stutzman reported on the
2010/11 ice skating and hockey rink evaluation, noting that amount for rink maintenance should
actually be $35,256.99 with total expenses coming to $47,212.00. Cole Kelly asked about usage
and staffing at area rinks.
2011 EASTER EGG CANDY HUNT.
John Stutzman reported on the 2010 Easter Egg Candy
Hunt highlighting the new location and format used this year.
CHAN JAM EVALUATION.
John Stutzman provided highlights of the 2011 Chan Jam event
and suggested changing the event from March to November in the future. Commissioner
Scharfenberg asked about ideas to help grow the event.
RECREATION CENTER REPORT.
Jodi Sarles provided updates on the roof repair, facility
rental evaluation, rate increase, and programs being offered through the Rec Center.
SENIOR CENTER REPORT.
Susan Bill reported on the activities and programs being
offered through the Senior Center.
PARK AND TRAIL MAINTENANCE REPORT.
Dale Gregory presented information on the
expense report for the ice staking rinks, wood duck houses, Sentence to Serve Program, and
winter oxygen levels on area lakes. Commissioner Cole Kelly thanked the park maintenance
crew for their good work on snow removal on trails this past winter. Commissioner
Scharfenberg asked if there was any damage to trails from the severe winter conditions.
COMMISSION MEMBER COMMITTEE REPORTS.
Todd Hoffman presented a report
from Commissioner Ryan regarding her thoughts on how to include little kids at the Arbor Day

events on May 7, invited city employees to recognition day at the Red Birds game on June 24,
and suggestions for next year’s Easter Egg Candy Hunt.
COMMISSION MEMBER PRESENTATIONS.
None.
ADMINISTRATIVE PACKET.
Todd Hoffman discussed the information regarding costs for
plowing trails and ice skating rinks.
Scharfenberg moved, Cole Kelly seconded to adjourn the meeting. All voted in favor and
the motion carried unanimously with a vote of 5 to 0. The Park and Recreation
Commission was adjourned.
